New Business Treasure Coast Local Emergency Planning Committee (TCLEPC) Thursday, November 16, :00 a.m. Florida Department of Transportation 7900 Forest Hill Boulevard West Palm Beach, Florida Please Note Meeting Location State Emergency Response Commission Meeting October 27, Destin, Florida o LEPC Regional Response Plan Approval: The Florida Division of Emergency Management (FDEM) approved the 2017 Treasure Coast Local Emergency Planning Committee s Regional Hazardous Materials Response Plan updates. o 2017 Thomas Yatabe Award: Chief David Dyal, Fire Chief, City of Stuart Fire Rescue o Certificates of Appreciation: - Ms. Joan Rivera, Indian River State College - Ms. Lisa Poziomek, Department of Health Martin County - Mr. Thomas Daly, Department of Health St. Lucie County - Mr. Timothy Mayer, Department of Health Palm Beach County o Hazardous Materials Incidents Reports: The incident and injury reports for the last quarter and annual comparison facility and transportation incident reports are represented by the Tables 1, 2 and 3 and Graphs 1 and 2 (Attachment B) LEPC Chairs and Coordinators Meeting Update October 26, Destin, Florida Please submit CAMEO software changes/suggestions to Ms. LoPresti, Indian River County Emergency Management Coordinator/LEPC alternate member for Working Group discussion. o Hazards Analysis Working Group: Update was delivered by Dwayne Mundy, Central Florida LEPC. 302 Hazards Analysis Improvements: - Ms. Donna Ray will be conducting Hazards Analysis contract deliverable reviews. - Mapping of facilities will be moved from software GATOR to ARC GIS for better access and use of layers for planning. o Florida Division of Emergency Management (FDEM) Grant Section Update: Robert Dietrich, FDEM Program Manager, updated LEPC chairs and coordinators on Division and contract changes.
2 - Contract contact for all contracts statewide will be Ms. Donna Ray, replacing Ms. Isabell Parker who will be moving to programmatic review. - LEPC: Scope of Work includes expanded community outreach, and LEPCs may be requested and should participate where needed in exercise planning and conduct participation with 302 facilities. o 2018 Hazmat Symposium & Team Competition Update: Team Competition deadline for entering a team is November 15, Student registration deadline December 15, LEPC will sponsor all students wishing to attend. Please register on website and check box for LEPC sponsorship on payment page. Treasure Coast LEPC will receive registrations and will contact students by with details by December 20, o Next Quarterly meeting: January 26, 2018 Daytona Beach, Florida Training Task Force Meeting Update - October 26, Destin, Florida o White Paper Recommendations for First Responders o Projects and FDEM Sharepoint Update o Next Meeting: Conference call will be scheduled. Quarterly meeting scheduled for January 16, 2018 in Daytona Beach to coincide with 2018 Hazmat Symposium week. PRESENTATION FireAde, Incorporated - Joey Cudmore o Foam demonstration for flammable liquid and other hazardous materials Planning Subcommittee: Please notify staff if you wish to participate in planning subcommittee for a tabletop exercise for Palm Beach County. Hazardous materials release and response. Planning issues will include public notification, shelter-in-place/evacuation, hazmat identification, and zone modeling. Public Information Exchange: Please notify staff/coordinator of information you wish to distribute. Please information and staff will distribute to the membership. Local Emergency Planning Committee Activities: LEPC staff and coordinator are currently engaged in the following projects and/or programs activities: o Small Quantity Waste Generators (SQG) program regulatory compliance site visits for St. Lucie County facilities. o Strategic Regional Policy Plan (SRPP) updates to regional demographics and resources. o Comprehensive Emergency Management Plans FDEM criteria plan reviews. Contract Activities Update: o HMEP Training - The LEPC sponsored three (3) 160-hr Hazmat Technician Level conducted with Delray Beach Fire Rescue, Indian River County Fire Rescue, and St. Lucie County Fire Rescue Department/Districts in September and October. This was the first utilization of the new hybrid class of 110 hours online and 50 hours hands-on training. Seventy-six (76) students completed the classes and will sit for the State Hazmat Technician exam. 8-hr Hazardous Materials Waste Operations for First Responders (HAZWOPER) will be conducted December 13, 2017 in Palm Beach County. o HMEP Planning the 2016/2017 planning project, Response Standard Operating Guideline for Flammable Liquids Response to Incidents model will be forwarded to hazmat teams for review and comments prior to submission to FDEM. Staff has been working with fire rescue/hazmat teams to develop a model for individual departments. 2
3 o Hazards Analysis 2017/2018 St. Lucie County Hazards Analysis for facilities storing, manufacturing, and/or transporting Extremely Hazardous Substances (EHS) within the County has been completed for the first 50% of total facilities and submitted to FDEM for review. Membership: New members appointed to the Treasure Coast LEPC are welcomed and will receive Committee handbook and policies from staff. o Mr. Jauming Chen Allied Universal Corp. Facility Owner/Operator o Ms. Carol Swete Scripps Research Institute Local Environmental o Mr. Pete Brucall Alternate (Jauming Chen) Allied Universal Corp. o Mr. Thomas Carroll Alternate (Carol Swete) Scripps Research Institute 6. Future LEPC Meeting Dates: The next LEPC is scheduled for February 15, The LEPC meetings are held approximately one month following the State Emergency Response Commission meetings. Due to the SERC meetings being scheduled later than the first week of month (quarterly) LEPC meetings will be scheduled and approved by the Treasure Coast LEPC during each quarterly meeting. 10. 13 ATTACHMENT B HAZARDOUS MATERIALS INCIDENT REPORTS Treasure Coast Local Emergency Planning Committee The attached tables and graphs provide information on hazardous materials incident reports received by the State Watch Office for periods of January 1, 2002 through August 30, Incident reports are reviewed on a daily basis for compliance with Section 304 and other provisions of the Emergency Planning and Community Right-to-Know Act (EPCRA) program. They are also used to identify facilities that may have an obligation to report under the Risk Management Planning (RMP) program. The Potential Section 304 Investigations information in Table I is listed by Local Emergency Planning Committee (LEPC) District. These are incidents involving the release of an Extremely Hazardous Substance (EHS) or a Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) chemical at a fixed facility. In order for an incident to be covered under Section 304, the EHS or CERCLA chemical must meet or exceed its designated Reportable Quantity (RQ) and have potential for offsite exposure. Those facilities found not to be in compliance with all Section 304 reporting requirements are referred to the Division of Emergency Management s General Counsel for possible enforcement action. The incidents listed in Table II cover hazardous materials incidents for which evacuations, injuries and/or deaths were reported. The figures in Graph I show the total number of hazardous materials incidents per year (including Section 304) reported to the State Watch Office for the period of January 1, 2002 through August 30, The figures in Graph II compare incidents that occurred at fixed facilities to those involving transportation-related incidents during the past 12 months (June 1, 2016 through August 30, 2017). And note that the incidents in Graph II have been further refined to list petroleum vs. non-petroleum incidents for both fixed and transportation related incidents. 13
