4 Page 4 INTRODUCTION The present document is a deliverable of the SEACOOP initiative, supported (through the funding of the SEALING project) by the Directorate General Information Society and Media of the European Commission under the 7 th EU Framework Programme for Research and Technological Development, or FP7 (see for full details). The SEALING project work plan is divided into work packages (WP), each of them being subdivided into tasks. One of the work packages WP1: Cooperation events aims at precisely planning cooperation events, practically organising each of them, preparing event reports and carefully exploiting their outputs. WP1 is structured into 2 tasks: Task 1.1: Planning and follow-up Task 1.2: Organisation The present document is a deliverable related to this WP and reporting on the activities developed during the third 6 month-period of the project (from January 1, 2011 to June 30, 2011).

5 Page 5 SEALING IN A NUTSHELL SEALING is an initiative aiming at strengthening cooperation on ICT research between Europe and the countries that are members of the Association of Southeast Asian Nations (ASEAN): Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Vietnam. This initiative is supported since 2004 by the European Commission (Directorate General Information Society and Media) through its Framework Programme for Research and Technological Development (FP6 and FP7), and by the ASEAN Secretariat since Among planned SEALING activities over the period : Identification and analysis of ICT policy and research priorities, at bilateral and regional levels, and provision of recommendations for future cooperation initiatives, Organization of cooperation events in Europe and in Southeast Asia synchronised whenever possible with policy dialogue meetings, Development of synergies with dialogues and activities launched under EU-funded programmes, at the initiative of EU Member States and Associated States, and at the ASEAN level, Development of promotion, dissemination and awareness-raising activities. One of the main expected outputs of SEALING activities is logically a strengthened development of concrete cooperation projects in ICT research, namely under FP7. 6 Page 6 LIST OF EVENTS In order to support its overall objective strengthening cooperation in ICT research between Europe and Southeast Asia the SEACOOP partnership has planned to organise a total of at least 6 cooperation events in both regions, over the period, these events being synchronised, whenever possible, with policy dialogue meetings, in order to support them and have the possibility to involve high-level officials in the events. They all are of a thematic nature, focusing on research themes or topics identified as having a great potential for cooperation between Europe and Southeast Asia. Since the cooperation events are a valuable opportunity for all participants to meet, network, and openly discuss cooperation opportunities between the two regions, these events play indeed a key role for the SEACOOP mapping exercise. EVENTS ORGANISED DURING THE PERIOD During the reported project period, the 4 th and 5 th SEACOOP Cooperation Forums have been successfully organised. 4TH SEACOOP COOPERATION FORUM ON INTERNET OF THINGS - APRIL 5, HO CHI MINH CITY (VIETNAM) This event has been organised by the SEACOOP partnership under the aegis of the European Commission and of the ASEAN Secretariat and held in the Legend Hotel Saigon, in Ho Chi Minh City, Vietnam. This Cooperation Forum was strongly supported by the CASAGRAS2 project, a FP7 project looking at global standards, regulation and other issues concerning RFID and its role in realising an Internet of Things (IoT). The Internet of Things theme has been chosen on the following basis: IoT had been identified as particularly promising in the current SEACOOP exercise aiming at mapping priorities of cooperation in ICT research between Europe and Southeast Asia, The meeting of the SEACOOP partnership with the European Commission s Unit in charge of IoT at DG Information Society and Media, held in September 2010 in Brussels on the occasion of the ICT 2010 event, revealed that this Unit was supporting the perspective of a SEACOOP Cooperation Forum on IoT. The overall objective of this research forum was to more precisely evaluate the research topics which could usefully be explored through joint projects on this theme, namely in the framework of the European Commission s FP7 research funding programme. The event, attended by over 80 participants, led to promising perspectives. The importance of IoT research in Southeast Asia and the determination of stakeholders from this region to strengthen cooperation links with Europe were confirmed. In the short term, Southeast Asian countries were invited to get involved as supporting partners in the CASAGRAS2 initiative. In the longer term, the possibility to identify ASEAN in future versions of the FP7/FP8 work programme as a specific region for strategic cooperation on IoT will be pushed by the SEACOOP project (liaising with the Unit in charge of IoT at DG Infso).

7 Page 7 Interaction between participants on identified perspectives is also expected to evolve in the coming weeks and months under the support and guidance of the SEACOOP partnership. SEACOOP 4 th Cooperation Forum, April 5, TH SEACOOP COOPERATION FORUM ON ICT FOR INCLUSION - APRIL 7, PHNOM PENH (CAMBODIA) This event has been organised by the SEACOOP partnership under the aegis of the European Commission and of the ASEAN Secretariat and held in the Cambodiana Hotel, in Phnom Penh, Cambodia. The ICT for Inclusion theme had been chosen on the following basis: ICT for Inclusion has been identified as particularly promising in the current SEACOOP exercise aiming at mapping priorities of cooperation in ICT research between Europe and Southeast Asia. The meeting of the SEACOOP partnership with the European Commission s Unit in charge of ICT for Inclusion at DG Information Society and Media, held in September 2010 in Brussels on the occasion of the ICT 2010 event, revealed that this Unit was supporting the perspective of a SEACOOP cooperation forum on this theme. The event, attended by over 100 participants, gave promising outputs. In their concluding addresses, session moderators underlined that beyond the fact that their sessions had led to useful discussions and exchanges of viewpoints, they had also permitted to identify possible common ideas and projects, and to draft roadmaps from reached outputs to FP7 proposals. The SEACOOP project is expected to provide all participants, in the coming months, with support and guidance to efficiently keep on exchanging and supporting the emergence of FP7 proposals while liaising with the Unit at DG Infso to identify concrete opportunities of cooperation with ASEAN.

8 Page 8 SEACOOP 5 th Cooperation Forum, April 7, 2011 FUTURE EVENTS Two more events are planned to be held in the remaining period of the project. 6 TH SEACOOP COOPERATION FORUM ICT RESEARCH AND ICT FOR DEVELOPMENT OCT. 25, YANGON, MYANMAR On the occasion of the 5 th Consortium Meeting held on April 6, 2011 in Phnom Penh, the SEACOOP partnership has announced the dates and overall structures of the series of SEACOOP events to be held in October 2011 in Yangon, Myanmar, including a consortium meeting, an open cooperation event on the theme ICT research and ICT for development, and a visit of laboratories. This Cooperation Forum will the last one of a series of 6 organised over the period by the SEACOOP consortium, in order to contribute to strengthening S&T cooperation in ICT between Europe and the ASEAN region, and to support policy dialogues between the European Commission and the ASEAN Secretariat. The event focus addresses an issue often faced when tackling the development of S&T cooperation in ICT between Europe and the ASEAN region (or other countries and regions of the world such as India, China, Africa or Latin America). The region is quite diverse in terms of countries development level and benefits from a quick economic development. Therefore, envisioning research cooperation under FP7 may appear as inappropriate or premature in some cases, while other European funding mechanisms (particularly those focusing on ICT for development) may be suited, and may even support a transition period towards cooperation on advanced research. It is therefore necessary to bridge the gap between ICT research and ICT for development, and be able, when addressing S&T cooperation in ICT between the two regions, to introduce to ASEAN stakeholders the

9 Page 9 wide spectrum of policies, programmes, and mechanisms the European Commission can offer to ASEAN stakeholders, in liaison with the ASEAN Secretariat and other institutions, in order to establish and smoothly develop the greatest number of links. The main objective of the forum will be to allow a broad exchange of information and experience between stakeholders from Europe and from the ASEAN region, involved in activities aiming at strengthening S&T cooperation in ICT, or cooperation in ICT more generally, between the two regions. International organisations will logically be invited to participate in this event. One of the expected outputs would be the release, after the event, of a public document detailing the policies, programmes, and mechanisms that the European Commission, the ASEAN Secretariat and other international organisations offer to support the strengthening of cooperation in ICT between Europe and Southeast Asia. FINAL SEACOOP MEETING - 1Q BRUSSELS An additional final meeting will be organised by the SEACOOP partnership in the first quarter of 2012, in Brussels. The objective of this event is to widely promote the potential of EU-SEA cooperation in ICT research and the project findings particularly regarding the mapping of cooperation priorities between the two regions. The event will mainly target key European stakeholders (able to truly support a quick development of EU- SEA cooperation), among them the thematic Units of DG Infso (who can influence the content of the last FP7 Call and of FP8). On this occasion, the final project review meeting will be held.

10 Page 10 SEACOOP 4 TH COOPERATION FORUM - EVENT REPORT EVENT OUTPUTS The 4 th Cooperation Forum focusing on Internet of Things was successfully organised on April 5, 2011 at the Saigon Hotel in Ho Chi Minh City (Vietnam) by the SEACOOP partnership, with the support of the CASAGRAS2 project, and under the aegis of the European Commission and of the ASEAN Secretariat. This Forum revealed to be successful, not only because the attendance level was quite high (over 80 participants - see event attendee list in Annex 2), but also thanks to the participation of the following officials from both regions and the quality of high level speakers presentations: 2 delegates from the ASEAN Secretariat 2 representatives of the EC 1 representative of Eurocham in Vietnam 4 SEACOOP Advisory Committee members 3 EU experts on IoT 8 SEA experts in IoT (identified at partners level) Three working groups moderated by European experts in this area allowed to discuss sub-themes (of IoT), of particular mutual interest (identified as such through a pre-event survey handled by the SEACOOP Southeast Asian partners; see D.2.3) and strived to identify short term cooperation projects, which could be presented to upcoming FP7 Calls. Finally, outputs of the parallel sessions presented in a wrap-up session gave the opportunity to discuss and agree on the next steps to be supported by the SEACOOP project. Marciano, Director, Electrical and Electronics Engineering Institute, University of the Philippines, The Philippines o Dr. Hoang Anh Tuan, Senior Research Fellow - Networking Protocols, Institute for Infocomm Research, Singapore o Dr. Passakon Prathombutr, Research Unit Director, NECTEC, Thailand o Dr. Hoàng Lê Minh, Director, NISCI, Vietnam During these two sessions, experts from both regions shared their expertise and experience in the IoT theme, their vision of the research perspectives in their regions and their suggestions relating to cooperation between Europe and Southeast Asia. Then, three parallel sessions took place, each of them moderated by a representative of the CASAGRAS2 initiative. These working groups were focused on specific IoT issues identified as particularly promising on the basis of a survey sent, some weeks prior to the event, to SEACOOP representatives in each ASEAN country (see survey results in D. 2.3): Security and Privacy Technologies & Governance Standardisation Other topics Following the discussions developed in each group, the moderators presented their conclusions in a wrap-up session (see Annex 8). The importance of IoT research in Southeast Asia and the determination of stakeholders from this region to strengthen cooperation links with Europe were confirmed in each group. Therefore: in the short term, Southeast Asian countries were invited to get involved as supporting partners in

12 Page 12 the CASAGRAS2 initiative, several of them confirming their willingness to do so during the meeting, in the longer term, the possibility to identify ASEAN, in future versions of the FP7/FP8 ICT work programme, as a specific region for strategic cooperation on IoT, will be promoted by the SEACOOP project in liaison with CASAGRAS2. In their concluding addresses, Alvis Ancans, Project Officer at the European Commission and Emir Rio Krishna, S&T Division of the ASEAN Secretariat, expressed their satisfaction regarding these promising outputs and urged each participant to make efforts in the next weeks and months to transform perspectives into concrete cooperation projects. The event proceedings have been uploaded on the SEACOOP web site. EVENT PROMOTION Important efforts have been made at European and ASEAN levels to ensure the highest impact and attract significant and talented participants. Since the event was held in Vietnam, Southeast Asian stakeholders interested in ICT research cooperation with Europe (researchers, private companies, institutions) with a focus on IoT, represented the main part of the attendance. The most important part of event promotion was ensured by the local project partner NCSTP and consisted in publishing announcements promoting the forum on the organisation s websites, sending blasts to the local ICT research communities while targeting potential attendees through personal contacts. At the European side, the event promotion was ensured mainly through the project website, where the following information was made available: Event agenda Event registration link Event concept & objectives Speakers bios Information introducing the cooperation forum was also posted at the level of the EU-SEA LinkedIn Community and through the SEACOOP Twitter account. Moreover, a newsletter promoting the event was sent to the SEACOOP project database containing over 2500 European and Southeast Asian contacts.

14 Page 14 EVENT SURVEY Following the event, a satisfaction survey was conducted among the forum participants. A response rate of 15-20% was reached, which can be considered as quite satisfactory for this type of event. Three straightforward questions were asked: Question 1: How would you globally assess the interest you have found participating in the event? (1: not interesting 2: not so interesting 3: quite interesting 4: interesting) Question 2: Do you feel after the event that cooperation between Europe and Southeast Asia related to the topic of Internet of Things is (1: not promising 2: not so promising 3: quite promising 4: promising) Question 3: How many useful contacts have you established or strengthened during the event? (1: none 2: less than three 3: between three and seven 4: more than seven) According to the survey (see illustration below), all participants considered that the Forum was quite interesting or interesting (58 %), and that cooperation between Europe and Southeast Asia in the IoT domain was quite promising or promising (50%). Over 80 % of attendees made more than 3 useful contacts during the event.

15 Page 15 EVENT FOLLOW-UP With the objective of ensuring the highest impact of the forum and further developing identified priorities in IoT, the following actions have been undertaken: Reports on the 3 parallel sessions have been prepared and circulated by moderators (see Annex 8). Event proceedings including forum outputs were sent to the CASAGRAS2 initiative and to IoT experts who participated in the event. Synergies with CASAGRAS2 project were further developed: o o All project partners subscribed to the IoT Essential e-magazine (CASAGRAS2 Newsletter) and a news promoting this initiative was posted on the SEACOOP website. An official invitation to become CASAGRAS2 supporting partners was also sent by the CASAGRAS2 project to the SEACOOP Consortium. Liaison with DG Infso Unit D4 Networked Enterprise & Radio Frequency Identification was further developed. Patrick Guillemin (IoT expert, speaker and working group moderator) accepted to join the pool of speakers in the 18 th Infocomm & Media Horizons event on the theme Things Communicating in the Future Internet, to be held in Singapore in August 24, 2011, where he will report on the event outputs. An event satisfaction survey was sent to all attendees and the results were published on the project website. SEACOOP 5 TH COOPERATION FORUM - EVENT REPORT EVENT OUTPUTS A cooperation forum focusing on the theme ICT for Inclusion was organised on April 7, 2011 in Phnom Penh, Cambodia by the SEACOOP partnership. Over 100 participants contributed to this event (see attendee list in Annex 10) and quite a dense agenda was set up (see Annex 9). The event was officially organized under the aegis of the European Commission and of the ASEAN Secretariat and involved high-level speakers from both regions: 1 representative from the Delegation of the European Union to Cambodia 2 delegates from the ASEAN Secretariat 1 representative from the European Commission 4 European experts on ICT for Inclusion 4 SEACOOP Advisory Committee members 7 Southeast Asian experts from ASEAN on ICT for Inclusion

16 Page 16 Four Parallel sessions were organised, during which working groups moderated by the European experts strived to thoroughly discuss sub-themes of particular mutual interest (identified as such through a pre-event survey handled by the SEACOOP Southeast Asian partners see D.2.3), and to identify short-term cooperation projects which could be presented to upcoming FP7 Calls. Outputs of the parallel sessions were presented in a wrap-up session during which partners agreed on next steps to be supported by SEACOOP. Within the framework of this session 7 ASEAN experts shared their experience in the field: Dr. Seyed Mohamed Buhari, Senior Lecturer from Faculty of Science, UBD, Brunei Darussalam Dr. Sackona Phoeurng, Secretary of State for Education, Youth and Sport, Administration Board of ITC, Cambodia

These working groups focused on specific ICT for Inclusion issues identified as particularly promising thanks to a survey (see D.2.3, Annex) sent, some weeks prior to the event, to SEACOOP representatives in each ASEAN country: ICT for elderly and disabled, Inclusive egovernment, Geographical inclusion, ecompetence & Socio-cultural inclusion. Following the discussions developed in each group, the moderators presented their conclusions in a wrap-up session (see Annex 15). They underlined that beyond the fact that these sessions had led to useful discussions and exchanges of viewpoints, they had also permitted to identify possible common project ideas and to agree on draft roadmaps to go from reached status to FP7 proposals. In their concluding addresses, Alvis Ancans, Project Officer at the European Commission and Emir Rio Krishna, S&T Division of the ASEAN Secretariat, expressed their satisfaction regarding these promising outputs and urged each participant to make efforts in the next weeks and months to transform perspectives into concrete cooperation projects. EVENT PROMOTION Since the event took place in Cambodia, Southeast Asian ICT researchers and private stakeholders, specialized on ICT for Inclusion, represented the main part of the attendance. In order to attract this audience, the SEACOOP local partner, NiDA has ensured the following promotional actions: News promoting the forum were posted on NiDA s website and an online registration form was created Thanks to personal contacts, an invitation through the event agenda circulated to target attendees An blast had been sent to the local ICT research community, using NiDA s database. On the European side, the event promotion was mainly ensured through the project website, where the following information was made available: Event agenda Event venue

18 Page 18 Event concept & objectives Speakers bios Also, the information on the forum has been spread through social networks such as the SEACOOP LinkedIn Group and Twitter. In order to find potential speakers on ICT for Inclusion, an announcement was posted on the ICT for Inclusion LinkedIn Group, which proved to be the effective way to get interesting contacts in the area. Announcement targeting EU experts in ICT for inclusion on the SEACOOP LinkedIn Finally the event was promoted in the two releases of the SEACOOP Newsletter promoting the event has been sent during the reported period 2500 to European and Southeast Asian contacts. EVENT SURVEY An event survey aimed at evaluating the degree of attendees satisfaction was conducted following the 5 th Cooperation Forum. (1: none 2: less than three 3: between three and seven 4: more than seven) The response rate was quite satisfactory, as over 15 % of attendees participated in the survey. The large majority of attendees (see illustration below) considering that the event was interesting, that many useful contacts were made, and that EU-SEA cooperation on ICT for inclusion was promising. EVENT FOLLOW-UP In order to support the implementation of what had been discussed and agreed on during this event all reports prepared by session moderators have been made available on the project website. Forum proceedings and outputs were also sent to the Unit in charge of ICT for Inclusion at DG Infso and to all attendees. Then, the event satisfaction survey was sent to all participants and the results were published on the project website. As a direct consequence of the 5 th SEACOOP Cooperation forum, SEACOOP partners were asked to bring their contribution for a roadmap exercise on user interfaces. John Gill, Independent Consultant from the United Kingdom (speaker in this forum), invited SEACOOP partners to participate to a roadmap as part of

20 Page 20 the CARDIAC project. This roadmap is being developed for research on accessible user interfaces in the field of inclusive Human Computer Interaction (HCI). A document will be drawn up to outline essential areas and types of research missing that could facilitate the development of these technologies. In order to collect input, a Wikispace has been set up and a workshop is scheduled for the 28 th -29th of June in San Sebastian in Spain.
