1 Annex 4 Cambodia COUNTRY REPORT: CCI A situation analysis on existing academic journal in Cambodia has been conducted. The thematic nature of the journal, frequency of publications, criteria of selection, layout, format, and other necessary features has been carried out. The following table (Table 1) is the list of institution and universities in Cambodia that has publication journal, magazine or manuscript. Continue to carry out relevant activities to promote further development of the emerging research culture especially by encouraging and building capacity for academic journal publication. 3. Continue to provide administrative and technical support in trainings and workshops on standards and criteria for indexing journals into the ASEAN Citation Index 4. Continue to support the Steering Committee Members of ASEAN Citation Index and act as focal point between the ASEAN Citation Index and the Cambodia Citation Index

2 Indonesia COUNTRY REPORT: INDONESIA ASEAN CITATION INDEX STREERING COMMITTEE MEETING PUTRAJAYA, MALAYSIA, NOVEMBER Current Information of Indonesian Higher Education System Several new policies were issued after the unification of Ministry of Research & Technology, and the Directorate General of Higher Education Ministry of Education & Culture in the last of three years. Along with the increase of research grants from the ministry, new regulations about grant competitions, monitoring & evaluation of research, Key Performance Index as well as ranking system are implemented. This new policies give significant effect, positively as well as negatively to 3,248 universities/college education in the country, consisting 122 state and 3,126 private universities/college education, with 275,893 total number of staff. With the new decree from the ministry that all graduate students are required to have international publication before their graduation, the Office of IPR & Publication establishes a strategic program on journal quality improvement. Current Development of Indonesian Journals Accreditation System (Akreditasi Jurnal Nasional ARJUNA) and Indexation of Science and Technology Index (SINTA) ARJUNA is a journal accreditation system in Indonesia which gives the grading of journals (accredited by Level A or B or Not Accredited), while SINTA gives the index of journals as well as the grade of key performance index of universities in Indonesia. In the SINTA Index, the journals which are categorized in SINTA-1 and SINTA-2 (minimum score of 70), are accredited by ARJUNA. Those which are in SINTA-1 are nationally accredited or already indexed in SCOPUS. Journals which are categorized in SINTA-3 to SINTA-6 are not nationally accredited. All evaluation and scoring systems are conducted in ARJUNA. This evaluations are done by the peer-reviewers of accreditation team appointed by the Ministry. Detail of evaluation criteria will be presented at this meeting. In this system, monitoring, supervision and improvement of the quality of the national journals can be done effectively. From the existing national journals, we categorize into: o 35 journals have been indexed by Scopus o 42 journals have been indexed by ESCI Web of Science o 283 journals have beennationally accredited by ARJUNA o 959 journals have been indexed by SINTA o 1048 journals have been indexed by DOAJ. Therefore, ARJUNA system can be succesfully used as pre-screening before submiting to ACI or SCOPUS. Proposed new Indonesian Journals to be indexed in ACI Several workshops on Internationalization of Indonesian journals have been done by the Office of IPR & Publication (under the Directorate of Research, the Ministry of Research, Technology & Higher Education). The responds of Indonesian journals toward ACI are very positive. Several incentives and awards are given for those which are successfully indexed in Scopus. The Indonesian team has submitted list of Indonesian journals to be indexed in ACI 80 Journals previously submitted (including 25 journals indexed in Scopus) 59 Journals submitted in October Indonesian Delegations Prof. Edy Soewono, Prof. Slamin, Prof. Istadi, Dini S. 3 Country progress report of Laos Laos In 2017, Laos had organized the Editor s Workshop for Asean Index Citation in Vientiane Capital, Lao PDR during 13-14, March There were 32 participants from several organizations joined the event. The workshop was facilitated by the member of Asean Index Citation from Thailand. During the workshop there were 5 scientific journals had evaluated for the potentials to applicate for a member of the Asean Index Citation. The result found that there is only one journal from the Medical University was ready to apply for the member of Asean Index Citation. Today the Medical University is being developing their journal s website and human resource for improving their journal quality meet to the Asean Index Citation. They plan to applicate for a member of Asean Index Citation in the next years. For the other 4 journals are needed to improve in terms of website and quality of the journals. 4 Malaysia 1.0 Background Malaysia Citation Center is a center established by the Ministry of Higher Education Malaysia (MoHE) with the vision to prevail as the excellent organization in upholding Malaysia s scholarly knowledge. MoHE has initiated the idea of establishing MCC on 15 February The plan was a manifestation of the ministry s commitment towards realising a national repository for scholarly knowledge bibliographic records. This is in line with the aspiration to improve and increase the ability and competitiveness of the nation s higher learning institutions, especially in quality scientific publications. MCC has been given the mandate and trust to realise the objectives. Many initiatives have been done by MCC to increase the quality and visibilities of the Malaysian journals to realise this aspiration of ministry and the country, among are: - Collaboration with Elsevier and Clarivate Analytics to conduct 2 Editor s day with journal editors to make aware of the selection criteria of their databases (Scopus and Web of Science) so that the journal editors can strategize and their journal can meet the requirement of these 2 indexing databases. - Developed publication and indexing criteria to guide journals to publish journal according to the international publication convention and for journal indexation. This guide also help the journals in phases from no indexation to indexation in international databases - CREAM incentives incentives to help journals to improve the administrative and management processes MCC has 2 databases - MyCite and MyJurnal. These are the 2 databases where we evaluate and monitor the of the nation s scholarly journals performances before suggesting to international indexing databases. 2.0 Current Development In Malaysia, we have more than 500 journals. As of today, we have indexed 475 journals in MyJurnal with 56k articles compared to in 2016, 408 journals with 47.5k articles and in 2015, 348 journals with 40k articles which is an increase of about 60 journals with 7 to 10k articles per year. Journals which meet the MCC s selection criteria are included in MyCite. In 2017, 214 journals are included with 45.5k articles compare to 2016 and and 141 journals respectively with 29k to 32.5K articles. The increase in the number of journals in MyCite shows that the quality of Malaysian Journals has increased. We believe this is the outcome of our initiatives done in MCC. 3.0 Proposed new Malaysian Journals to be indexed in ACI Currently, we have 75 journals accepted in ACI. In 2015, all 25 nominated journals are included in ACI, same in 2016 all 50 nominated journals are also included. In October 2017, Malaysia has submitted another 25 journals which met the criteria of ACI to be considered by ACI secretariat. Hope these journals will also be accepted in ACI.

5 Myanmar Country s Progress Report (MYANMAR) Submitted by Dr. Myint Lwin and Dr. Yi Yi Maw ACI Steering Committee members The 1 st ASEAN Citation Index Workshop for Steering Committee meeting was held in 2013 to establish ASEAN Citation Index (ACI). According to the decision of the meeting, two participants, Dr Myint Lwin, Rector of Kyauk Se University and Dr. Yi Yi Maw, Pro-Rector of Yangon University of Foreign Languages were nominated as ACI Steering Committee members. The two ACI Steering Committee members from Myanmar have attended ASEAN Citation Index (ACI) Steering Committee Meetings held in Thailand since 2013.In accordance with the decisions of the meeting, Editor s Workshops were held in Cambodia, Philippines, Malaysia and Vietnam. On 6 March of 2017, Myanmar acted as a host country which had a chance to hold the Research Journal Editor s Workshop for ASEAN Citation Index (ACI) jointly held by ACI Centre in Thailand. Although Thailand, Indonesia and Malaysia have already established their NCI Centres, the other ASEAN countries including Myanmar have not established National Citation Index Centre yet. As Myanmar doesn't have a National Citation Index Centre, members of the third ASEAN Citation Index Steering Committee meeting decided Myanmar Research Journals were directly submitted to ACI. Myanmar Medical Research Journal and Journal of the Myanmar Academy of Arts and Science were submitted to ACI at the 4 th ASEAN Citation Index Steering Committee meeting held in December Unfortunately, those two journals were not accepted since they did not meet Criterion for ACI journal evaluations. During the Research Journal Editor s Workshop for ASEAN Citation Index (ACI) workshop, Dr. Narongrit Sombatsompop, Chairman, ASEAN Citation Index (ACI) Steering Committee, Thailand discussed the establishment of ACI, the importance of the existence of ACI, ACI journal submission work flow and the ACI evaluation criterion to evaluate and select research journals to include ACI. In accordance with the knowledge and experiences on the workshop, Myanmar Researchers are able to do the quality research and to work out quality research papers. It is expected to go far beyond that the work of Myanmar researchers will be recognized worldwide. In August 2017, Myanmar Medical Research Journal was accepted to include ACI and it will be confirmed at the 5 th ASEAN Citation Index (ACI) Steering Committee Meeting held in Malaysia.

6 THE PHILIPPINES Philippines Peer-reviewed journals represent the most vital medium for disseminating research findings in modern academic science. Based on a 2015 survey, there were only 28 Philippine scientific journals out of 777 Philippine scholarly journals that were able to penetrate Web of Science (WoS) core collection of Clarivate or the database of Elsevier s Scopus. Despite the century-old publishing history by the Philippine s scholarly community, 19 out of 28 Scopus/WoS-index journals 1 (67%) still have zero (0) impact factor while the rest have not even exceeded an impact factor of 1. To address this, in 2016, the Commission on Higher Education (CHED) issued CHED Memorandum Order # 53 (also known as the Journal Incentives Program or CHED-JIP), a policy that aims to improve the quality and global visibility of Philippine scholarly journals through a funding mechanism for universities and scholarly societies combined with a capacity-building programs journal editors. Under the CHED Journal Incentive Program (JIP) are the two categories of grants: Journal Challenge (JC) and Journal Incubator (JI). JC caters to Scopus/WoS-indexed journals and aims to support activities that will lead to an increase in scientific citation as well as promote social media presence and public engagement. On the other hand, JI pushes promising Philippine journals to improve their quality in order to meet scholarly publishing standards for inclusion in the databases of Scopus, WoS and ASEAN Citation Index (ACI). Our criteria for evaluation are as follows: Qualifications and Diversity of the Editorial Board (25%), Peer Reviewer/External Referees (5%), Quality of Content (35%), Basic Publication Standards (30%), and Journal s History of Public Engagement and Influence (5%). Each journal must have an uninterrupted publication history of at least 3 years prior to the call. As of November , out of the 45 applications received by our office, 34 journals were under the JI category which are potential nominees for ACI. Only 16 of the journals were accepted for the CHED-JIP grant based on the decision of the technical panel. Of these, 9 journals were accepted for possible inclusion in the ACI with scores ranging from It was noted that there is 1 journal that was communicated directly to ACI that passed the ACI criteria, however, was not recommended by the technical panel of the CHED-JIP program. The Philippine ACI Steering Committee decided not endorse the journal for ACI because of the CHED-JIP policy. We believe that ample funding and support should be extended to local journals, as there was none in the past, in order for our scholarly publishing community to thrive and be able to sustain the quality of the publications. This idea is also applicable to the 11 journals under the JC category which are already in WoS, Scopus and ACI. 1 Evelyn Mae Tecson-Mendoza (2015) Scientific and academic journals in the Philippines: status and challenges

7 During the ACI meeting in Malaysia, the Philippine Steering Committee will also be presenting the results of the Knowledge Café (or World Café) workshop entitled CHED Journal Strategy Café. It was conducted in Cebu City, Philippines last September 26, 2017 with all the editors of journals under CHED JIP grants. Using this methodology for collaboration discussion, we were able to answer the following questions: What are the features or attributes of an ideal Philippine scholarly journal? What are the creative and ethical strategies and advocacy activities that can be done to achieve the goal? How should the Commission validate success of the JIP grant and what metrics and timelines should be followed? Other policy initiatives to support local scholarly journals and the ACI initiative are underway.
