1 - SEA-TVET-DAAD Workshop Internationalization and Harmonization of TVET in Southeast Asia September 2015 Lor In Solo Hotel, Solo, Indonesia Hosted by the Directorate of Technical and Vocational Education, Ministry of Education and Culture, Republic of Indonesia CONCEPT PAPER 1. BACKGROUND AND RATIONAL BEHIND THE WORKSHOP As part of the goal of greater regional integration between countries in Southeast Asia that was largely initiated in 2015, countries in the region have been intensifying links across the region. The initiatives for ASEAN Integration, particularly within the ASEAN Economic Community and ASEAN Socio-Cultural Community, very much relate to Technical and Vocational Education and Training (TVET) which includes: human resources development and capacity building; recognition of professional qualifications; and integrating industries across the region to promote regional sourcing. Due to this, the Southeast Asian region is witnessing rapid movement through trade and investment, as well as the increased mobility of people across the region. In addition, a SEAMEO Strategic Dialogue of Education Ministers (SDEM) on 13 September 2014, in Vientiane, Lao PDR attended by education ministers and high-level education leaders from 11 Southeast Asian countries discussed a number of key issues and challenges towards developing education in the Southeast Asian region for the period This meeting resulted in the identification of seven priority areas, including promoting TVET as one of the Education Ministers priority areas. Specifically, this priority area is geared at promoting TVET among learners and their parents through more visible investments in the field, and improving relevance of the curricula to focus on creativity and innovation. The SDEM also agreed that TVET in the region can be enhanced through the development of a regional policy framework for labour, skills and learner mobility. These new developments place TVET in a pivotal role in developing human resources capable of working in industry and exchanging technical expertise regionally. Harmonizing and the internationalizing of TVET in the Southeast Asian region is seen as one of the most important steps toward the quality improvement, and competency development for TVET which will ultimately support the regional integration objectives. In response to the aim of regional integration and improvement of TVET institutions and graduates, the Southeast Asian Ministers of Education Organization Secretariat (SEAMEO Secretariat), in collaboration with the German Academic Exchange Service (DAAD), the Department of Technical and Vocational Education-Ministry of Education and Culture (Indonesia), the SEAMEO Regional Centre for Vocational and Technical Education and Training (SEAMEO VOCTECH), and the SEAMEO Regional Open Learning Centre (SEAMEO SEAMOLEC) organize a SEA-TVET-DAAD workshop on September 2015 in Solo, Indonesia. 1
2 Following on from the recent High Officials Meeting (HOM) on SEA-TVET on August 2015 in Chiang Mai, Thailand, the SEA TVET DAAD Workshop in Solo aims to further develop regional strategies according to the Chiang Mai Joint Statement on Harmonisation and Internationalisation of TVET in Southeast Asia, announced at the HOM on SEA-TVET, and expand collaboration on internationalization and harmonization by identifying practical mechanisms and comprehensive action plans among priority industry sectors: 1) Electronics, Mechatronics, Manufacturing and Applied Chemistry; 2) Agriculture and Fishery; 3) Construction/Civil Engineer; 4) Hospitality and Tourism, and 5) Commerce (Banking). 2. OBJECTIVES OF THE SEA-TVET-DAAD WORKSHOP a) To inform TVET Stakeholders, TVET Institutions and industrial representatives about the current regional policy development and collaboration to promote TVET in the Southeast Asian region. b) To leverage the standard and competency of TVET through the improvement of Internationalization and harmonization of TVET institutions in Southeast Asia c) To create a sustainable networking platform SEA TVET Consortium among policy makers, TVET institutions, DAAD alumni, and industrial sectors that will facilitate partnerships and joint activities among participants in the future d) To promote and develop curriculum harmonization and Internationalization of study programmes through improved lecturer/student exchanges, joint research programmes and industrial linkages e) To identify practical mechanisms and comprehensive action plans that will accelerate Internationalization and harmonization according to the regional priority areas: Electronics, mechatronics, manufacturing, applied chemistry; Agriculture, and fisheries; Construction/civil engineering; Hospitality and tourism; Commerce (banking). 3. DATE AND VENUE This workshop is scheduled on September 2015 at the Lor In Solo Hotel, Solo, Indonesia. 4. PARTICIPANTS AND PROFILE The SEA-TVET-DAAD Workshop is expected to bring together approximate 150 participants from the following organisations - and according to the field studies as identified in point 6: Directors, deputy directors, specialists of Technical and Vocational Department, Ministry of Education from 11 Southeast Asian countries Directors, deputy-directors, deans of TVET institutions in Southeast Asian countries Alumni of DAAD who are working in the following capacities: o Directors, deputy-directors, deans or lecturers of TVET institutions or universities o Managing directors or managers from industrial sectors located in Southeast Asian countries CEOs or managing directors from related industry/german companies 6. PRIORITY AREAS As the initial stage of this programme, the platform of internationalization and harmonization will be focused on the following fields of study which have the potential for greater harmonization and internationalization between TVET institutions in Southeast Asia countries. a) Electronics, mechatronics, manufacturing, applied chemistry; b) Agriculture, and fisheries; c) Construction/civil engineering; d) Hospitality and tourism; e) Commerce (banking). According to the Chiang Mai Joint Statement on Harmonisation and Internationalisation of TVET in Southeast Asia, announced at the High Officials Meeting on SEA-TVET on 26 August 2015, Hospitality and Tourism is the first priority industry sector as a pilot for implementing regional harmonization. Other priority industry sectors such as 1) Electronics, Mechatronics and Manufacturing; 2) Agriculture and Fishery; and 3) Construction will be implemented in the later stage (Chiang Mai Joint Statement, 2015). 7. REQUIREMENTS FOR TVET INSTITUTIONS The proposed requirements for TVET institutions in Southeast Asian countries to be involved in the programme are as follows: The TVET institution has identified clear policy to promote partnership with other TVET institutions in other countries, and conducted some current partnership programmes such as student exchange programmes and joint researches with other TVET institutions, located in other countries. The TVET institution is able to send five students abroad and receive five students from other Southeast Asian countries according to the five fields of study, as identified in point six. The agreement can be made between the institutions later such as 3
4 o Airfare can be borne by the students. o Tuition fees will be fully waived by the inward bound institutions. o Living costs will be covered by sponsors/scholarships/institutions. o The exchange period is planned for a duration of six months (three months on campus and three months in industry), or a duration of 12 months (six months on campus and six months in industry). The TVET institution is able to identify at least five industrial companies which will be able to host the international students internship (vocational and technical students from other Southeast Asian countries). 8. SESSIONS IN THE PROGRAMME 10 September 2015: Session I: Panel Presentations Current Policy Development of TVET in Southeast Asia for Regional Integration Session II: Panel Discussion Current Practices and Challenges of Internationalization and Harmonization of TVET in Southeast Asia Session III: Panel Discussion: Learning from the Practices in other Regions on Internationalization and Harmonization Models of TVET Session IV: Panel Discussion Industry Needs and Issues on Recruiting Qualified Employees for Regional Market 11 September 2015: Session V: Panel Discussion Creating and Utilising Network for Internationalization and Harmonization of TVET in SEA Region Session VI: Group Discussion Strategies and Action Plan for Three Years. In session VI, the participants will be grouped according to the field of study and preference as follows. a. Electronics, mechatronics, manufacturing, applied chemistry; b. Agriculture, and fisheries; c. Construction/civil engineering; d. Hospitality and tourism; e. Commerce (banking). Each group will discuss the following issues guided by the Group Moderator. o Commitment to SEA-TVET Consortium o Consortium Committee: Head & Secretary o Lecturer and student exchange; o Apprenticeship programme with industry and industrial links; o Curriculum mapping/harmonisation; o Joint research programmes; o Other possible areas of collaboration and partnership 4

Session VIII: Synthesis and the Way Forward 12 September 2015: Study visit to leading TVET Institutions in Solo will be organised on 12 Sept. 9. EXPECTED OUTPUTS FROM THE WORKSHOP Formation of a networking platform among TVET institutions to promote the Internationalization and harmonization processes Commitment to the SEA-TVET Consortium and the establishment of the SEA-TVET Consortium Committee for each priority industry sector. Development of strategies and comprehensive joint action plans which address to the following areas of each priority industry sector. o Curriculum harmonization; o Lecturer and student exchange; o Apprenticeship programme with Industry and industrial links; o Joint research programmes; o Other possible areas of collaboration and partnership. 10.
