3 About JICA (Japan International Cooperation Agency) Adding value through Comprehensive & Consecutive Assistance JICA Government State Owned Enterprises JICA is the world s largest bilateral aid agency, in charge of administrating Japanese ODA (Official Development Assistance) scheme, such as 1)ODA Loans, 2)grant aid and 3) technical cooperation, and can offer value added development outcome through comprehensive assistance. ODA Loan is; Loan assistance scheme by low-interest, long-term and concessional funds for social and economic development. JICA Expert / Advisor Training in Japan Development Study ODA Loan Human Reseource and Institutional Development Policy / Framework Long-term Master Plan Project Feasibility Study Construction Operation & Maintenance Technical Cooperation is; Aiming at capacity building in the recipient country and state owned enterprises by Dispatch of Japanese Experts, Training Program and Development Study (Master Planning, Feasibility Study, etc). JICA s Financial Intermediary Loans (Two-Step Loans) Financial intermediary loans are implemented through the financial institutions of the recipient country based on the policy-oriented financial system of the partner country. These loans provide funds necessary for the implementation of designated policies. Grant Aid is; JICA s Financial Cooperation for securing BHN in mainly Least Developed Countries. (It can not be applied for upper middle income countries.) JICA Repayment Two Step Loan Development Finance Institution Revolving funds Banking operations Local Clients (SMEs and farmers) Mongolia TSL Project for SME Development and Environmental Protection Date of L/A :Mar 2006 Amount: 5 billion yen Funds are provided on a long-term basis through Mongolian commercial banks to SMEs that represent the majority of private enterprises driving economic development in Mongolia. The objectives of this assistance also include the promotion of environmental preservation measures.

9 Contents of JICA s Assistance in Setting up Phase DFI Diagnosis - Dispatching JICA study team for reviewing organizational capacities - Identifying operational and managerial issues which the DFI should resolve - Selecting candidates of training program in Japan - Submitting the diagnosis report including some practical recommendations how to solve specific issues of the DFI Training Program/Workshop - Lectures on Development Finance in Asian countries, Japanese Infrastructure Development, PPP investment, etc - Workshop to enhance skills and capabilities in terms of identified theme - Networking Japanese DFIs, Governmental Organizations and Private Companies - Discussion with JICA HQ about the way forward to achieve take-off phase Follow-up (if necessary) - Based on the request for additional technical cooperation, JICA may dispatch advisor to solve the DFI s managerial and operational issues
