4 China s Overseas Education (2014) 459,800 Chinese students and scholars studied abroad with an increase of 11.09% to For EU: 95, ,000 international students and scholars from 203 countries and regions studied in China. From EU: 45,282

5 China Scholarship Council (CSC) Founded in 1996 Entrusted by Chinese government to manage and offer scholarships for Chinese students and scholars to study abroad, and for international students and scholars to study in China

6 CSC Scholarship In 2014: 84,442 Chinese and international students and scholars sponsored by CSC in total 47,499 Chinese students and scholars sponsored to study in 88 countries. Newly selected For EU: ,943 international students from 182 countries and regions sponsored to study in 255 Chinese universities. From EU: In 2015: estimated to reach 100,000 in total

7 CSC Scholarship All levels of visiting scholar, post-doc, PhD, master and bachelor have been covered. More than 9,000 PhD students will study abroad with CSC scholarship in 2015.

9 CSC Scholarship Disciplines (2014) It was the first time that the percentage of outgoing Chinese students and scholars in liberal arts is nearly the same to that in engineering. The percentage of newly selected international students in engineering is higher than that in liberal arts for the first time.

18 Suggestions Firstly, to further expand student and researcher mobility between China and the EU, and encourage more EU students and scholars to study in China. Secondly, more efforts are needed to select Chinese students and scholars to learn EU languages, especially un-common EU languages.

19 Suggestions Thirdly, more regional research on EU countries and regions should be promoted. Fourthly, cooperation between Chinese and European scholarship organizations should be further deepened.

56 In sum Few programme aims directly to the EU researchers. International programmes mainly focus on projects rather than researcher mobility. Most of researchers have a relatively short stay in China.

57 EU-funded programmes The Seventh Framework Programme for Research and Technological Development (FP7) According to ERA Watch, and based on 2012 data, Chinese participation in the FP was said to be large and successful. Sectorial emphasis on ICT, Environment, Knowledge-based Bio-economy, Social Sciences and Humanities was observed. In horizontal terms (crosscutting different areas), Chinese participation in the People programme (i.e. MCA) was particularly impressive, with a success rate of 45.08%, which was above average.

In FP7, the Actions were grouped into: --Initial Training Networks (ITN), --Industry-Academia Partnerships and Pathways (IAPP), --Intra-European Fellowships (IEF), --International Incoming Fellowships (IIF) & International Incoming --Fellowships Returning (IIFR), --International Outgoing Fellowships (IOF), --Career Integration Grants (CIG), --Co-funding of Regional, National and International Programmes (COFUND), --International Research Staff Exchange Scheme (IRSES), and --Researchers' Night.

60 Chinese participation in MCA was exceptional in quantitative terms in FP7. Given the fact that MCA and its various Actions were designed for increasing the transnational mobility of researchers, it is not a surprise to see more Chinese participation in this specific FP7 programme when compared with others, such as Ideas, i.e. ERC grants. What is still missing in the MCA data is a unique identifier of an individual researcher. The statistics reflect the number of fellowships or mobility incidences rather than the number of researchers (by headcount). In other words, one researcher on the move may be counted multiple times, especially in network programmes such as IAPP and ITN.
