3 INTRODUCTION Rector Matti Manninen appointed the Preparatory Working Group for Promoting Internationalisation on 12 March The group was assigned to promote international education and research cooperation, networking and mobility based on the strategic aims of the University of Jyväskylä. The list of tasks included: to prepare policies for student and staff mobility for the Erasmus+ programme period; to monitor the implementation of the Erasmus Policy Statement and the principles of Erasmus Charter at the University; to monitor the development of international student, teacher, and researcher exchange and make proposals for measures to promote mobility; to monitor the quality and quantity of the University s international joint degree programmes and make proposals for measures to develop these activities; to make proposals to the University leadership for measures and development so as to help achieve the University s strategic goals related to internationalisation; The Preparatory working group consisted of Director of Strategic Planning and Development Kari Pitkänen (chair), Professor Paul Greenlees, Head of Internationalisation Anna Grönlund, Coordinator Elisa Heimovaara, Coordinator Ulla Lautiainen, Professor Taru Lintunen, HR Specialist Piia Löppönen, Head of Student and Academic Affairs Tapio Ruokolainen, Professor Jari Ylänne, student union representative Hanna Toppi (appointed by the Student Union of the University of Jyväskylä), Head of the International Office Tuija Koponen (secretary), and Graduate School Coordinator Tuula Oksanen (secretary). In addition to the actual members, the group meetings were attended by an external expert Johanna Kivimäki, who works as the Coordinator of the UniPID Network, and as her substitute Network Coordinator Johanna Turunen. 4 1 ACTIVITIES OF THE PREPARATORY WORKING GROUP During its term, the working group held ten meetings preparing policies and action proposals according to its assignment. In these preparations, the group also heard a number of external experts. As assigned, the working group submitted an interim report to the Rector on 1 June Decisions prepared by the working group Principles for education and research cooperation with higher education or research institutes located in countries that are undemocratic or violating human rights (Rector s decision 6 September 2016) Update to the Rector s decision on international joint degree programmes and cotutelle agreements (23 May 2016) The decision by Director of Administration on the reimbursement of travel costs for staff mobility within the Erasmus+ programme (2 December 2014) Policies for internship under the Erasmus+ programme at the University of Jyväskylä (Rector s decision 9 June 2014) University of Jyväskylä criteria for staff mobility funding within the Erasmus+ programme (Rector s decision 30 September 2014) 1.2 Measures related to launching the Erasmus+ programme The preparatory working group was set up at the beginning of the EU/Erasmus+ programme term , so the work was predominantly focused on the preparation of policies for student and staff mobility relative to the Erasmus+ programme as well as on monitoring the implementation of the Erasmus Policy Statement and the principles of Erasmus Charter. Besides preparing the decisions listed in section 1.1, the working group updated the Erasmus Policy Statement document to match with the University s current strategy; discussed the feedback provided by the CIMO evaluation group upon their Erasmus+ follow up visit (30 31 May 2016); dealt with feedback received from people involved in Erasmus exchanges; monitored the development of the indices of Erasmus exchanges; and commented on the definition of teaching in Erasmus+ teacher exchange. 1.3 Other activities to promote internationalisation and international mobility The preparatory working group followed topical developments in the University s international activities, commenting these and giving input for related preparations. Besides preparing the decisions listed in section 1.1, the working group 2

5 participated in the planning of the University s strategy ( ) by proposing things that the group wished to be emphasised in the strategy from the internationalisation point of view; in connection with preparing the general admission criteria for the year 2016, participated in the planning of the reception process for foreign visiting doctoral students; participated in the planning of a funding instrument to support the administration of international intensive courses; gave input to the Academic Life steering group in order to add an international perspective to the Academic Life activities; prepared principles for applying for accessibility support in connection with the study grant application for overseas internship, which was opened in September 2014; gave a statement about tuition fees for asylum seekers; gave a statement about the points of emphasis in the University s international mobility activities from the year 2017 onwards; made an initiative for piloting a shared course array in English together with Jyväskylä University of Applied Sciences as part of the EduFutura scheme; examined the University s joint and dual degree activities and made an initiative to the Education Council about lending support to commencing master level joint degree programmes by means of project preparation subsidies; considered policies for, and the current state of the University s cooperation agreements; monitored the re establishment process of international master level programmes; and commented on the Universities funding model since 2017 proposed by the Ministry of Education and Culture. 3

6 2 CONTINUATION OF THE WORKING GROUP S ACTIVITIES The working group has discussed about the continuation of its activities and agrees that in the University there is a need for a working group focusing on international affairs also in the future. The working group suggests that it would not be continued in its present form, but a new group with a broad based membership be established, which is able to deal with international aspects at large in the respective fields of education and research. It is suggested that the activities of this new working group be linked to the activities of the Education Council and the Science Council so that the working group would have the right to pose initiatives to these councils, while the councils could give assignments to the working group. This would ensure that the work of the group would not remain operational only nor separate from the implementation of the University s strategy plan. The working group would act as an expert group for international affairs, which also the other committees and working groups of the University could consult in the matters they are dealing with. By setting up a separate working group the University would ensure a local discussion forum also for such matters that would not otherwise come up in the councils or other groups. Therefore, the working group suggests to the Rector that a new working group be appointed at the beginning of 2017 and assigned as described above. 4
