2 On 22 December 2010, the Ministry for Education, Youth and Sports registered the Scholarship Regulations of Mendel University in Brno pursuant to 36 (2), Act 111/1998 Coll., on higher education institutions and amendment of other acts (Higher Education Act), reference no / Amendments to the Scholarship Regulations of Mendel University in Brno were registered by the Ministry for Education, Youth and Sports pursuant to 36 (2; 5), Act 111/1998 Coll., on higher education institutions and amendment of other acts (Higher Education Act) on 6 June 2012, reference no / and on 5 December 2013, reference no. MSMT-48430/2013. MENDEL UNIVERSITY IN BRNO THE SCHOLARSHIP REGULATIONS OF 5 DECEMBER 2013, CONSOLIDATED VERSION II Article 1 Fundamental provisions 1. The Scholarship Regulations of Mendel University in Brno ("University") have been published, pursuant to 17 (1g) of the Act 111/1998 Coll. on higher education institutions and amendment of other acts (Higher Education Act), as amended ("Act"), as University's internal regulations. 2. These Scholarships Regulations set out the types of scholarships, conditions of awarding and methods of payment. 3. The sources for scholarships to be paid under these Regulations shall include grants and subsidies from the state budget, a scholarship fund set up pursuant to 58 of the Act, and other types of earmarked funding, if permitted by the agreement with or the decision of the funding entity. Article 2 Types of scholarship Students of degree programmes offered by the University and the University institute or the faculties may be granted a scholarship as follows: a) for excellence in study performance in the past academic year pursuant to 91 (2a) of the Act ("merit scholarship"); b) for excellence in research & development and innovation and for excellent artistic or other creative performance contributing to the enhancement of knowledge according to 91 (2b) of the Act ("scholarship for creative results"); c) to co-fund the student's research & development and innovation activities under a special legal act 1 pursuant to 91 (2c) of the Act ("scholarship to promote creative activity"); d) to co-fund student's full-time studies as part of doctoral degree programme pursuant to 91 (4c) of the Act ("doctorate scholarship") e) to co-fund student's accommodation in accordance with 91 (2e) of the Act ("accommodation scholarship"); f) in the event of student's social hardships pursuant to 91 (2d) and (3) of the Act ("social scholarship"); g) in the event deserving a special consideration pursuant to 91 (2e) of the Act ("extraordinary scholarship"); h) to co-fund Czech citizens studying abroad pursuant to 91 (4a) of the Act ("scholarship to travel abroad"); i) to co-fund students from abroad studying at the University pursuant to 91 (4b) of the Act ("scholarship for foreigners"). 1 Act 130/2002 Coll., on the promotion of research, experimental development and innovation from public funds and amendments of certain related acts (Research & Development Promotion Act), as amended. 2
3 Article 3 Merit scholarship 1. A student may be awarded a merit scholarship for excellent study achievements during the past academic year on meeting the following prerequisites: a) exams completed for all the registered units; b) the annually set score average achieved, c) the student enrolled in study in a higher year or the bachelor's programme graduate enrolled in year 1 of a post-bachelor master's programme; d) application for the scholarship filed by the student no later than a month from the date of enrolment in the immediately following academic year. 2. A score-based scholarship may be awarded for the entire period of the degree programme if the student's overall study achievement is rated as "passed with honours". Article 4 Scholarship for creative results 1. Scholarship for creative results may be awarded upon proposal of the head of the workplace at which the student operated with success in a pro-active manner. If the scholarship is awarded from a grant, the main grant investigator shall submit the proposal. 2. Scholarships for creative results for an excellent bachelor's or master's thesis shall be awarded upon proposal of the Chair of the Committee for State Examinations. Article 5 Scholarship for creative activity Scholarships for creative activity may be granted to students based upon the proposal of the head of the workplace at which the student operated with success in a pro-active manner. If the scholarship is awarded from a grant, the main grant investigator shall submit the proposal. Article 6 Doctorate scholarship 1. A doctorate scholarship may be awarded to full-time doctoral programme students over a standard length of study. 2. In determining the level of doctorate scholarships, the following shall be particularly taken into account: a) the achievements in science and creative publishing activities; b) the study results achieved; c) other grounds deserving a special consideration. Article 7 Accommodation scholarship 1. An accommodation scholarship may be awarded to a student who a) is a full-time student of bachelor's, master's or doctoral degree programme; b) attends a first-ever degree programme or the subsequent programme, or has transferred from one degree programme to another and the previous studies have been recognised, where "transferring" shall refer to the completion of one degree programme and admission to another of the same or similar scope; for concurrently attended study programmes, the student is counted only once, in the degree programme in which he or she was enrolled earlier; a study that was started and completed in the period from 1 May to 30 October in the same year as the University study shall not be considered a first-ever degree programme; c) has not exceeded the standard length of study in the degree programme taking place or in any of the concurrently attended degree programmes; 3
4 d) is not a student attending in the context of international development assistance (government scholarship holders) and international treaties; e) is not a student as part of the AKTION, CEEPUS and ERASMUS schemes; f) is not a resident of the district in which he or she is studying over the applicable period of the academic year and his or her travelling distance when referring to idos.datis.cdrail.cz is greater than 60 minutes. 2. The basis for awarding the accommodation scholarship shall be the data obtained from the SIMS (Union Information from Students' Registers) database of the Ministry of Education, Youth and Sports and the University Information System. The awarding requires a student's application for the accommodation scholarship that specifies valid bank account details and is served by the student via the University Information System. The application is valid only for the degree programme under which it has been submitted and must be active at the time of calculating the scholarship. Any later activation has no longer an effect on awarding the scholarship. 3. Accommodation scholarships shall be awarded to students who qualify for the same from the first day of the semester in which the student began the study at the University. For full-time, year 1 students of bachelor's, post-bachelor master's and doctoral programmes this entitlement shall arise on the first day of the respective academic year. 4. A student who qualifies for an accommodation scholarship shall be entitled to the same for each calendar month in which he or she was a student over more than half the number of days except July and August. Article 8 Social scholarship 1. A social scholarship pursuant to 91 (2d) of the Act may be awarded to the student in the event of hardships to cover the costs associated with purchasing textbooks, study texts and study aids. 2. A social scholarship pursuant to 91 (2d) and (3) of the Act shall be awarded to the student on the basis of: a) an application for a social scholarship served via the study department of the faculty and/or the Rectorate; b) an original copy and/or certified copy handed to the study department of the faculty and/or the Rectorate of a written notice issued by the state social assistance authority that had awarded a child allowance, confirming that the family income determined for the purposes of child allowances for the calendar year indicated in the certificate does not exceed the product of the amount of the subsistence of the family and the coefficient of The social scholarship shall be awarded to the student over the standard length of study for each full calendar month in which the students qualified for awarding a social scholarship. The entitlement to a social scholarship shall not arise in the months of July and August. 4. A written application for a social scholarship including the attachments mentioned above shall be served by the student no later than by 31 October for the applicable academic year. If the child allowance had not been awarded to the student by that date or he or she had not been a student by that time, he or she may file the application at any time during the academic year. In such cases, the scholarship shall be paid from the month in which the application was submitted. Article 9 Extraordinary scholarship, scholarship to travel abroad and scholarship for foreigners 1. A student may be awarded an extraordinary scholarship in cases deserving a special consideration, particularly for exceptional activities, successful representation of the faculty or University in sports or other fields. 2. Scholarship to travel abroad may be granted to a student if the student completes part of the study at a foreign higher school and his or her stay cannot be covered as part of international programmes or bilateral agreements. 3. Scholarship for foreigners may be granted to a foreign student chiefly in cases where the student prepares a thesis that is beneficial for the University as well. 4. Awarding any of the scholarships referred to in paragraphs 1-3 shall require a student's written substantiated application for a scholarship indicating the study results achieved so far and supported 4
5 a) in extraordinary scholarships by a written document confirming the circumstances deserving a special consideration or one evidencing a successful representation of the University in sports or other fields unless the Dean does not award a special scholarship upon a proposal by another person; b) in scholarships to travel abroad and scholarships for foreigners under the paragraphs 2 and 3 by a document analysing the necessary increased costs. Article 10 Common provisions 1. Scholarship shall be awarded by the Dean if the student attends a degree programme offered by a faculty, or the Rector if the student attends a degree programme offered by the University, upon the student's application, except scholarships under Articles 4 to 6, scholarships on the basis of intergovernmental agreements, and scholarships specified by the funding entity. 2. Decisions on awarding a scholarship shall be subject to 68 of the Act. The decision shall be delivered to the own hands of the student at the study department of the faculty or the Rectorate. If the decision is not possible to deliver in the manner described above, the 15th day of posting the decision on the official notice board of the faculty or University shall be considered the day of delivery. 3. The amount of the scholarship, save social scholarships pursuant to 91 (3) of the Act, shall be determined based on the number of students who have met the prerequisites for awarding the individual type of scholarship as listed in Art. 2 and the criteria set for each period by the Dean or Rector, and the volume of available funds. The amount of the scholarships with the exception of accommodation scholarships shall be set by the Dean for the degree programmes offered by the faculty or the Rector for the degree programmes offered by the University. The amount of the accommodation scholarship shall be set by the Rector as a uniform amount across the University. The amount of social scholarship shall be provided by law. 4. If a student meets prerequisites for awarding multiple types of scholarships listed in Art. 2, he or she shall be awarded these. 5. Prerequisites for awarding scholarships shall be announced by the Dean for students who are enrolled in degree programmes offered by the faculty, or the Rector for students who are enrolled in degree programmes offered by the University, which shall take place every year before the start of the academic year, unless determined by these scholarship regulations or under special legislation. 6. Doctorate scholarships (Article 6) shall be paid retrospectively for the previous calendar month. 7. Accommodation and social scholarships shall be paid for the months of the past calendar quarters I and II retrospectively, with April and July being the pay periods. For September of the past calendar quarter III and for the months of the past calendar quarter IV, accommodation and social scholarships shall be paid retrospectively, with January being the pay period. 8. Students are required to notify the study department of any changes in the relevant facts for awarding accommodation and social scholarships under Article 8 (2); the notification shall be served in writing no later than 30 days after the change occurred. 9. Scholarships, except accommodation scholarships, shall be paid in the pay dates of the University. 10. The payment of the individual types of scholarships listed in Art. 2 shall be done by wire transfer into the student's account. 11. The payment of scholarships under Article 3 (2), Art. 4 (2) and Art. 5 (1) shall take place in the nearest pay date after graduation. Article 11 Interim and final provisions 1. The Scholarship Regulations of Mendel University of Agriculture and Forestry in Brno, registered by the Ministry of Education, Youth and Sports on 11 April 2008 under reference no / shall be cancelled 2. These Regulations were approved pursuant to 9 (1b) of the Act by the Academic Senate of the University on 13 December These Regulations come into force in accordance with 36 (4) of the Act on the date of registration by the Ministry of Education, Youth and Sports. 5

The amendments to the Scholarship Regulations of Mendel University in Brno take effect on the date of registration by the Ministry of Education, Youth and Sports, exception the amendments registered by the Ministry of Education, Youth and Sports on 5 December 2013 under reference no.
