No recent report from Bob Wilson. The Following funds are encumbered: $5,000 - Stop the Bleed Project $6,300 - Pediatric Safe Transport Project Waiting on the ALSO certification card for Dr. Guard. Certificate will be sent as soon as Dr. Guard receives it. TNCC Southwest Medical Center Jesse Ruiz is working on submitting documentation to us for this course. The regional trauma coordinator position: We received four applications. Two were incomplete, one withdrew. We interviewed one person. We intend to repost the position. The 2017 annuals are done and posted in the first quarter of rd and 4th quarter data was re-run because the indicator for the EMS timing was showing no cases that were failing across the board. There were 5% cases that did not meet the timing benchmark, thus we corrected the error. Driller: Patty Young and Tina Pendergraft have access. 4 Agenda Minutes Follow-Up Injury Prevention Tina- The Stepping on Program will be on 8/28-8/30 at Satanta Hospital. Sent course information out to Circ group, Pioneer Health Network, and Veda sent it out to all the health departments. Between KDHE, SWKRTC, and Stormont-Vail the class is entirely free for participants. Daina- Reminder that that CPSC has education centers. The new one is an ATV education center with current PSA, Don t Hope for a Miracle. Safe and Supportive Schools Conference will be held September in Wichita. They are looking for presenters on emergency management, crisis planning and communication, bully and harassment, school climate and culture. If you have any ideas for presenters, they would be happy to receive them. Wendy has the contact information for the conference coordinators. Heatstroke Awareness day is July 21 st an opportunity to highlight the new law on civil liability. Child Passenger Safety week will be held in September. Bucks for Buckles will be held the two weeks around Labor Day. (Seatbelt awareness campaign) Other focuses for SafeKids: Yard and Lawn-mower safety Camping and Outdoor Safety Back-to-School Safety The Prescription Drug Overdose Program at KDHE is applying for the CDC Public Health Crisis Response 2018 Opioid Overdose Grant, which focuses on Opioid overdose prevention and response. If you have any ideas, Adrian at KDHE is the contact for that grant. The Tower Foundation has provided funding to the Attorney General s office to establish a Youth Suicide Prevention Task force. They will be meeting in Dodge City on November 9 th at 2:00pm. Vada Winger/ Daina Zolck Special Populations EMSC has released the pediatric scenario guidebook. Thank you to Shelby Durler for helping us develop this resource. All EMS agencies will be receiving this guidebook in person or via mail in the next few weeks. It is broken down into medical trauma, respiratory, communications, and transports. It guides each service provider with pediatric scenarios. We will continue to develop resources for interfacility transfer agreements and guidelines, disaster plans, and the Kansas Emergency Information Form. 5 Agenda Minutes Follow-Up Pediatric Safe Transport Course we head out to Clark County on 7/21 to provide the course Improving Occupant Protection for Children in Ambulances. However, we haven t seen anyone sign up for this course yet. If you know of anyone who would like this course, we will come out to provide it. Information for this course was sent out on listserv yesterday. We can also post it on the Trauma education calendar also. Kansas Hospitals were accepted into the next national collaborative for the EMSC program. This one focuses on Pediatric Readiness Quality Improvements. 14 hospitals have been chosen, Children s Mercy will be the training site. The Nationwide EMSC ED assessment for pediatric transfer agreements and guidelines is currently open. We have just 17 EDs in the state left who need to complete this assessment. I might be reaching out to you for your ED contacts to complete this assessment as we are striving for 100% response. Shelby- I will be moving back east in August to continue with school. I will be stepping aside as the Pediatric Care Coordinator for SW Kansas. Loren Ashlock will be stepping in to fill this role pending council approval. I am going to stay on part-time in the region to help in whatever capacity I can. 16 From: Daina Zolck [KDHE] Sent: Thursday, October 04, :25 AM To: Wendy O'Hare [KDHE]; Ren Morton [KDHE] Subject: Injury Prevention Updates Here are the updates from the Injury Prevention Program for the upcoming Regional Trauma Council meetings: Kansas 2017 drug poisoning morbidity (ED visits and HD) and mortality data are currently under analysis. Results should be published mid-october. KDHE s Prescription Drug Overdose: Data-Driven Prevention Initiative recently released a funding opportunity for communities to apply for up to $20,000 to reduce the incidence of opioid misuse and abuse through implementation of community-based prevention efforts. It is anticipated 5-10 communities will be selected. Applications must be received via by COB on Friday, October 19, National Prescription Drug Take Back Day is October 27. Find collection sites, partnership toolbox and other resources at It is the time of year that people are starting up their heating sources so a good time to remind about carbon monoxide safety tips and symptoms. The CPSC s Carbon Monoxide Information Center, Information-Center, has a video that can be shared as well as information about alarms and safety tips. October 7-13 is Fire Prevention Week with October 13 being Home Fire Drill Day. This is a great time to talk to families about making sure they have working detectors and that they plan and practice home escape plans with their entire family regularly. October 10 is International Walk to School Day. Kansas has two new Stepping On Master Trainers. The next Leader training is expected to occur in NE Kansas. Please let Lori Haskett know if you are interested in becoming a Stepping On Leader for your community. The Office of the Attorney General through funding from the Tower Foundation has been convening the Kansas Youth Suicide Prevention Task Force. They began meeting in June, have been meeting each month and will meet through December at which time they expect to produce a report and recommendations. Their last meetings will be held October 18 in Overland Park, November 9 in Dodge City and December 10 in Topeka. You do not have to attend a meeting to be able to share your experiences or expertise with them. 17 October 2018 EMSC Regional Council Updates NATIONAL COLLABORATIVES: HOSPITAL BASED: The Pediatric Readiness Quality Collaborative is in full swing. 10 Emergency Departments throughout the state have been selected to work on one of four bundles to include; o Weighing in Kilograms only o Interfacility Transfer Agreements and Guidelines o Identifying and Notification of Abnormal Vital Signs o Plans that are pediatric-specific for disasters Participating Hospitals are: CHILDREN S MERCY HOSPITAL TRAINING SITE Hays Medical Center (NW) Norton County Hospital (NW) Russell Regional Hospital (NW) Trego County-Lemke Memorial Hospital (NW) Smith County Memorial Hospital (NC) Atchison Hospital (NE) Ransom Memorial Hospital (NE) Shawnee Mission Medical Center (NE) McPherson Hospital (SC) Via-Christi Hospital, Pittsburg (SE) EMS BASED: Tracy will be serving as an advisory committee representative from the Pediatric Emergency Care Council to the newly formed national collaborative to address Pediatric Emergency Care Coordinators at the EMS agency level. Eventually the resources and implementation processes brought forth from this collaborative will allow Kansas agencies to pave their own paths to implementing their own PECC. EDUCATIONAL OPPORTUNITIES: Heartland Emergency Care Coalition (HECC) will be hosting a one-day pediatric symposium in North Sioux City, South Dakota on October 19th. Hospital and prehospital providers from Iowa, Kansas, Minnesota, Nebraska, North Dakota and South Dakota are the target audience. EMS BASED: The Kansas EMSC, Trauma Program and Wichita Fire Dept will be hosting a one-day pediatric symposium at the WFD Regional Training Center is south Wichita on Tuesday, October 30 th. Cost is free, and you can register by ing the EMSC program at tracy.cleary@ks.gov. Class will run from 8am to 5pm. 8 hours of EMS CEU s will be given for those in attendance. 18 RESOURCES: HOSPITAL: The Kansas EMSC program is working in collaboration with Dr. Kim Molik to develop a resource for all Kansas EDs reference CT scanning of pediatric head trauma. A timeline has yet to be fully established, but resources should be distributed by March 31, HOSPITAL: Is your ED in need of additional weight conversion tools for distribution to parents? Please tracy.cleary@ks.gov and additional booklets will be distributed. This is a national push for EDs to weigh ONLY in kilograms!! This resource is given to the guardian, so they can see the conversion of weight back to pounds for administration of medications when back at home. Our major goal is to not even say, hear or write a pediatric patient s weight in pounds in the ED, as to not have any confusion on the weight or risk of misinterpretations that can lead to medication errors. 19 KANSAS Nationally, approximately 24 million children are seen in hospital emergency departments every year. 1 Most children are treated first in a local community hospital, which may not have all of the processes, staff, and equipment needed to provide specialty pediatric care. 2 When this is the case, a critically ill or injured child will need to be transferred rapidly from the initial hospital to a more specialized receiving facility, such as a pediatric-specialty hospital or a trauma center that has additional resources needed to treat children. The development of written interfacility transfer agreements and guidelines promotes effective working relationships between referring hospitals and specialized receiving facilities. 2 Written interfacility transfer agreements and guidelines standardize the process for communication between healthcare providers and expedite care for children: Interfacility Transfer Agreements ensure the transfer between facilities is established in writing, whereas, Interfacility Transfer Guidelines contain the steps and procedures necessary to ensure that children are rapidly and properly transferred. 3 INTERFACILITY TRANSFER AGREEMENTS AND GUIDELINES: KANSAS NATIONAL Percent of hospitals that have interfacility transfer agreements: 56% 69% Percent of hospitals that have interfacility transfer guidelines: 57% 76% KEY ELEMENTS OF INTERFACILITY TRANSFER GUIDELINES: Of the 57% of hospitals that reported having interfacility transfer guidelines, the following are in place: KANSAS ASSESSMENT: In 2018, the Kansas EMSC Program, conducted an assessment of hospitals with emergency departments to determine the presence of interfacility transfer agreements and guidelines. Kansas achieved a 98% response rate. This report compares Kansas results with national results.
