In SA2014 this document will be shortly clarified and will be taken with the remarks of the present nations in the ICEWH Committees for further consideration and improvement, if necessary. 3 A. INTRODUCTION This handbook is published by the IWAS Committee of Electric Wheelchair Hockey (ICEWH) to assist Technical Delegates to prepare properly for their event. It will give an idea of what is expected of an 'International ICEWH Technical Delegate' and will help you to deliver good (technical) performances. We hope that the contained information continues to be of particular assistance to Technical Delegates new to international EWH, while at the same time enabling the more experienced Technical Delegates to refresh their knowledge. The EWH-sport is increasingly demanding on professional Officials. It is essential that Technical Delegates adopt the same thorough preparation as the other Officials (Jury Members, Referees and Classifiers), as well as keeping fully up to date with the way that the sport is constantly developing. The contents of this handbook can only provide an introduction to some of the areas you need to be aware of and work at to become a good international Technical Delegate. Please also refer to the information provided on the ICEWH website: IWAS, your National Organisation for Sports for Disabled and/or National Organisation of Electric Wheelchair Hockey should also be able to assist you in your preparations by providing any further information which you require. The ICEWH expects that you will find this handbook valuable in assisting you to be prepared for your international role. We hope you have a long and successful career. 4 B. INFORMATION With any (new) position comes responsibility, and becoming or being an international ICEWH Technical Delegate is no exception. Some of the responsibilities are listed below: 1. To have full knowledge of the current and valid Game Rules, Competition Regulations, Classification Regulations and Organisers Regulations. 2. To supervise and support the Local Organising Committee (LOC) and Chief Officials (Chief Jury, Chief Referee and Chief Classifier and their Assistants) before, during and after the event. 3. To be contact person to LOC, Chief Officials, ICEWH and IWAS and respond promptly to any communications you receive before, during and after the event. 4. To prepare properly for the event, ensuring that you are fully fit to carry out your duties. Be aware of the requirement to prepare differently for unfamiliar climates. 5. To ensure that your travel arrangements enable you to arrive at an event on time and to be present at all briefings. Never finalise your travel arrangements, including any payment, unless instructed to do so by the ICEWH (or your National Organisation, if appointed by them). You run the risk of not being reimbursed if you do not have the necessary authorisation. 6. To check well in advance of your travel whether or not you are fully insured. If you need a visa and/or any medical injections. It is your personal responsibility to obtain these, although your National Organisation may be able to assist. 7. It is not recommended that you take your partner to an event. Experience shows that this can distract you from being focused on your performance and affect your responsibilities for the Officials Teams. The LOC has no obligation to provide accommodation, meals, transport, admission to the event or social functions for your partner. 8. Accommodation is normally in a single room. 9. Food or a meal allowance will be provided at an event depending upon either what has been decided by the LOC or been agreed with the ICEWH. However, always take some local currency as on occasions meal allowances are not paid until two or three days after you have arrived. 10. At the event the Technical Delegate is the technical representative of the IWAS/ICEWH and acts as such to ensure that all IWAS/ICEWH instructions are applied and obeyed. Either the IWAS/ICEWH Contact Person and LOC will give you detailed information as to how the formalities at an event are to be handled. 11. To be smartly dressed (as leading person), if regulated, according the prescribed rules. Sponsor logos are not permitted on any Technical Delegate equipment, unless provided either by IWAS/ICEWH or the LOC. 12. To be Technical Delegate for the Officials Teams (Jury Team, Classifiers Team and Referees Team) at an event and being the contact person for the LOC. Teamwork amongst the teams, both on and off the pitch, cannot be over emphasised. The Technical Delegate works closely with the Chief Jury, the Chief Referee, the Chief Classifier, their Assistants and the Event Manager of the LOC. 13. At the end of an event, you should have a review meeting with the Chief Jury, the Chief Referee, the Chief Classifier and the Event Manager of the LOC. 14. After the event you shall supply a written report of the event to the IWAS and ICEWH Executive Committee. The LOC can deliver results and information. 15. As part of the award of international ICEWH Technical Delegate status you will receive a personal License Card with photograph. Please note that this card doesn t entitle you to free admission to any event. For admission you ll get an accreditation card from the LOC. 16. Ensure you notify the ICEWH promptly of any change in your contact details. should be used wherever possible. 17. With all your queries you shall go to your ICEWH SEC or IWAS contact person. The role of the contact person is to help you improve your performance through information and coaching. ICEWH SA DOC 10

TECHNICAL DELEGATE General All policies, principles and operations associated with official ICEWH Competitions ultimately come under the authority of the Executive Board of IWAS through the IWAS Secretary General. All operational functions are conducted between the ICEWH Technical Delegate (TD) on one part, and the IWAS/ICEWH on the other, in support of the Local Organising Committee (LOC). All contacts related to the successful delivery of the event will report into the IWAS/ICEWH and related communications, decisions will be delegated according to the role and responsibilities undertaken by the TD and the IWAS/ICEWH. The TD acts between the LOC, the IWAS, the ICEWH Sport Executive Committee (SEC) and the appointed ICEWH Chief Officials. The role of the TD is outlined below and IWAS/ICEWH deals with all other matters. It is envisaged that a close collaboration will exist between IWAS, ICEWH and the TD. Description The TD is the technical representative of the IWAS/ICEWH before, during and after the event and acts as such to ensure that all IWAS/ICEWH instructions are applied and obeyed. The TD shall represent the IWAS and ICEWH as the key sport advisor for the EWH-sport and shall be responsible for ensuring that the ICEWH Events correctly interprets, implements and enforces the rules & regulations of IWAS and ICEWH. The TD shall advise the LOC on the technical requirements to ensure a safe, quality and dignified sports environment. When especially instructed the TD may also be the general representative of the IWAS and ICEWH and be entrusted with public relations, supervising all arrangements for awarding of prizes and medals according the ICEWH Organizers Regulations, expressing the appreciation and thanks of the IWAS/ICEWH to the LOC, VIPs, Officials, Team Delegations, audience etc. The IWAS Representatives and the TD are the two most senior people at ICEWH Competitions. Appointment The TD for any ICEWH Event is appointed by the ICEWH Sport Executive Committee (SEC), on advise of the ICEWH Technical Commission and ICEWH Competition Commission in acknowledgement of his/her experience, expertise and accreditation and in compliance with the criteria established by ICEWH and the LOC (eg to take into account budget requirements and availability of accredited personnel). The TD appointed, as well as the national member organisation of IWAS of the host country, will be informed accordingly in writing by the ICEWH Chair (through the ICEWH Secretary). Qualifications The TD is the delegated official with the greatest responsibility for the proper and safe conduct of the event. The role of the TD is multi-faceted. The TD is a positive contributor to the event through his/her wide knowledge and experience; is a counsellor to the LOC and the Officials; is charged with ultimate supervision of the event; and is expected to make decisions with regard to the safety aspects and nature of the rules. In addition, the objective of the TD is to help the LOC and Officials to run the best possible competition, even under the worst possible conditions. Success of this goal will call for foresight, preparation, organisation, and anticipation on the part of the TD. Requirements An ICEWH Technical Delegate: Has significant EWH technical experience f.e. as an ICEWH SEC Member, ICEWH Subcommittee Member, ICEWH Official or EWH Event Organizer at IWAS/ICEWH sanctioned events. Has excellent knowledge of the ICEWH Organisers Regulations, ICEWH Competition Regulations, ICEWH Game Rules, ICEWH Classification Regulations, Jury-, Referee- and Classifiers responsibilities, and technical and classification procedures. Has good command of the spoken and written English language. All ICEWH briefings and discussions are in English. Has achieved the age of 18 before the first day of the event. Is representative of IWAS/ICEWH in a professional manner at all times. ICEWH SA DOC 10

6 Exhibits strong leadership and management skills. Has the official function of TD before, during and after the event concerned. The TD shall not serve as another official (referee, jury member or classifier) for the same event except in an extreme emergency, and is not allowed to be any part of any participating Team Delegation. Has time commitment. Is able to solve problems in an efficient and diplomatic manner. Is able to judge situations quickly and correctly and able to make clear decisions to resolve them. Is able to give clear and well thought out directions. Is able to remain calm and focused under stressful conditions. Is able to work well in high-pressure, time-sensitive situations. Is able to work well with others across cultural and language barriers. Respectfully abides by the established communication guidelines and written reporting systems set forth by the IWAS/ICEWH and the LOC. This includes replying to projects and queries through or other communication methods, if needed, within a 3 days turnaround time period. Consistently and faithfully prepares for and participates in official meetings and functions. Must be available for the full period, before, during and after the event, and must be present during the whole event. Roles and Responsibilities To act as the link between the IWAS, the LOC, the ICEWH SEC, the Chief Classifier, Chief Jury and Chief Referee (and their Assistants). The TD is the contact person to those persons. To supervise and guide the LOC before, during and after the event. To make sure that all necessary detailed information is send in time to the LOC, Chief Officials, ICEWH SEC, ICEWH Secretary, IWAS and the participating nations before the event. To supervise the Course Days, Control Days, Competition Days and Officials Exams. To inform about the Technical Meetings and how the formalities at the event are to be handled. To chair all Technical Meetings to give possibility to LOC, Chief Classifier, Chief Jury, Chief Referee (and their Assistants) to spread necessary information to the teams and to answer questions from Team Managers. To supervise ICEWH Officials Courses. To help the Chief Officials (and their Assistants) to improve their performance through coaching. To approve the scheduling of Jury Members, Referees and Classifiers for the Control Days, on proposal of the Chief Officials (and their Assistants). To approve the scheduling of Jury Members and Referees for the First Rounds and Play Offs, on proposal of the Chief Jury and Chief Referee (and their Assistants). To supervise, and if necessary to assist with, the theoretical and practical examination of Referees, together with the Chief Jury. To supervise the handling of protests by the Jury. Expenses The position of TD is a non-paid volunteer position. At some events, the TD may receive a per diem payment from the LOC in accordance with their own policies. IWAS/ICEWH does not require such payments and does not commit to provide any such payments for any events. To attend the event, and any site visits prior to the event, the LOC will cover the costs of travel (economy class), local transport from/to the nearest airport or railway station, accommodation, meals and supplies approved in advance by the IWAS. Persons selected for the TD position will be reimbursed all necessary and reasonable expenses, over and above those covered by the LOC, in accordance with IWAS and ICEWH policies. The LOC, ICEWH and IWAS shall not be responsible for any time missed from the TD s employment. The LOC and/or the IWAS/ICEWH shall provide accommodation, meals and transportation for the TD for the various planned meetings and function. ICEWH SA DOC 10

7 D. PRIOR THE EVENT General Before an ICEWH Competition the ICEWH SEC appoints the Chief Jury, Chief Referee and Chief Classifier (and their Assistants), who will function as the coaches of the Jury, Referees and Classifiers Teams during the event. Also the Technical Delegate (TD) is appointed before the event to supervise the event (see Appointment TD in chapter C). The appointed TD, or in case the TD isn t appointed yet, the ICEWH Technical Officer or the Head of the ICEWH Competition Commission, has the following responsibilities, duties and tasks before the event. Key duties prior the event 1. To Local Organising Committee (LOC) The TD is responsible for providing technical requirements to the LOC (ICEWH Organisers Regulations, ICEWH Checklist, ICEWH List of Necessities and ICEWH Format Estimate). The TD is responsible for monitoring compliance with the ICEWH Game Rules, ICEWH Competition Regulations and ICEWH Organisers Regulations and technical matters outlined in the Contract between the host national member organisation of IWAS and the IWAS. Cooperatively assist the LOC in planning the technical organisation of a competition, where applicable, and ensure that the plan is accomplished and resolve any technical problems together. Establish and agree timelines with the ICEWH SEC and the LOC for allocation, confirmation, entry and registration for the event. Ensure the LOC is liaising with IWAS on event operational matters medals, promotional material approvals etc. Review the event registration information ensuring that event standards are being met. Work with the LOC to ensure the accreditation of all Participants for the event. The number of members and the age shall be controlled with the Registration Form according the ICEWH Competition Regulations. Provide consultation to the LOC to ensure that the competition is conducted in a safe, quality and dignified manner according to IWAS/ICEWH rules. Ensure that the LOC conforms to IWAS/ICEWH requirements for drug-free sport and anti-doping control. Review and confirm all sport technical references in the event checklist (ICEWH Checklist and ICEWH List of Necessities) and Event Contract. Work closely with the LOC to develop the schedules/programmes to include competition, training/warm-up, eligibility control, classification, equipment control, education and accreditation requirements, meals. Advise the LOC on the needs assessment, recruitment, selection and training of the Officials (Classifiers, Jury Members and Referees). Advise the LOC on the needs assessment, selection and training of sport specific volunteer personnel (outside of the Officials). Prepare, in cooperation with the LOC, Pre-Tournament Briefing Papers. Review all tournament documents and communications prior to distribution. Prepare, in cooperation with the LOC and Chief Officials the competition schedule, ceremonies and demonstration programs. Supply sport equipment specifications to the LOC. Manage arrangements for Results-Timing-Scoring. 2. Site visit inspection Plan site visit inspections with all nations which have send an intent bid to IWAS. Perform the site visit inspections (or receive site visit report and attachments prepared by appointed technical/competition site visit personnel (f.e. the ICEWH Technical Officer and/or ICEWH Competition Officer in case the TD isn t appointed yet). The ICEWH Checklist and Estimate as received from the nation(s) in the intent bid shall be used. ICEWH SA DOC 10

8 Make a report of each inspection with recommendation on technical aspects and advise if any exception shall be taken in the Contract. Provide these reports to the IWAS Executive Board through the IWAS Secretary General. On award of bid by the IWAS Executive Board, the TD provides the LOC, the ICEWH SEC and IWAS Event Operations with all necessary details. 3. To ICEWH Officials Request the Heads of the ICEWH Classification Committee (CC) and the ICEWH Jury Commission (JC) to deliver advise for selection of event Officials, according the ICEWH selection criteria for appointment of event Officials. Check the advice of the Heads of Classification Committee and Jury Commission according the ICEWH selection criteria and propose the selection to the ICEWH SEC. The ICEWH SEC appoints the ICEWH Classifiers, Jury Members and Referees, the Chiefs and Chief-Assistants on advise of the TD and the Subcommittees. Advise IWAS for inclusion of the appointed Officials (Jury Members, Referees and Classifiers) in the Contract between IWAS and National IWAS member organisation of the LOC. Liaise between the Chief Officials and LOC in preparation for the event, including dates, travel arrangements, accreditation, technical requirements etc. In cases where IWAS is dealing with entry management, this will be a tri-party liaison. Inform the Chief Officials of the valid rules, regulations and procedures used during the event. At proposal of the Chief Officials the TD approves the schedules and appointment of the officials for the Controls Days and First Round Match Days. Take contact with the Chief Jury and Assistant Chief Jury for the exchange of information and agreement upon a division of duties between them and you as TD. 4. To IWAS/ICEWH Coordinate LOC, IWAS and ICEWH SEC with allocation, confirmation, entry and registration deadlines and details. Work with the Head of the ICEWH Competition Commission and/or the ICEWH Technical Officer on matters relating to event qualification, allocation and drawing. Propose to the ICEWH SEC which Delegates and VIPs should be invited to visit the event. Propose minimal a year before the event, to the ICEWH SEC one or more events (after the Entry Date) to perform the official drawing to divide the participating nations into groups and organise the drawing in cooperation with the ICEWH Competition Commission. Provide guidance and monitor the implementation of the ICEWH divisioning process. Sign off on the final divisioning. Propose to the ICEWH SEC which Delegates and VIPs should be invited to visit the drawing and who should be asked to perform the drawing. Work with the ICEWH Secretary to invite the VIPs for the drawing and for the event. Work with the ICEWH Secretary and the LOC to ensure the accreditation of all ICEWH Officials and Delegates for the event. Maintain progress reports and provide periodic updates in conjunction with IWAS and ICEWH SEC. Manage ICEWH presentation requirements (prepare presentation/speeches for Opening and Closing Ceremonies). 5. Preparing yourself Re-read the valid international ICEWH Organisers Regulations, ICEWH Competition Regulations and ICEWH Game Rules. Are aware of current interpretations and have read any relevant Event Regulations. Cover your own means of transportation to the accommodation, nearest international airport or railway station of the event. Take out an own appropriate insurance. Inform the LOC, at least 2 months before the first day of the event, of your travelling details, by the official Registration Form. The completed Registration Form shall be delivered to the LOC together with a separate, recent, digital single passport photograph of minimal 800x600 pixels. Note that you may only withdraw from an event for "force majeure" or medical reasons. During the event notification must be made to the ICEWH SEC, the Chief Jury and the LOC of the event. Arrive at the site of the event on the agreed Arrival Day. ICEWH SA DOC 10

9 E. DURING THE EVENT The TD provides overall supervision and support of the ICEWH Event to ensure it is conducted in accordance with the rules, regulations and procedures of ICEWH. The TD is the contact person to the LOC, Chief Classifier, Chief Jury and Chief Referee. 1. Duties upon arrival Check in and communicate your room. Contact the LOC Chairperson and/or Secretary to ensure: o the completion of the ICEWH list of Necessities concerning the technical requirements for the administration and control of the event. o that arrangements with hotel, meals and transport (airport-accommodation and accommodation- sports venues for teams and delegates) go smoothly. o that is ready: Accreditation Cards for Team Delegations, Officials and Delegates. o that is ready: Technical Delegate Briefing, Team Manager s Briefing, Classifiers Briefing, Jury Briefing, Referees Briefing, Volunteers Briefing, Office facilities, Hosting Services. o to ask for a place to work with computer and where copies can be made by the TD and Chief Officials (at cost of the LOC). Contact the ICEWH Instructors in case of ICEWH Courses scheduled before the competition, to ensure that all is arranged properly and if required people are present. Look for suitable spots where the IWAS flags shall be hanged. Audience should face the flag. Instruct the LOC to arrange that the flags are flying outside and inside de competition venue. 2. Duties during the event Be present during the entire event, at the venue concerned, including Course Days, Control Days and Competition Days. Provide advice and support to LOC and Chief Officials to resolve issues that arise during the event. Monitor all technical information of LOC and Chief Officials. In case the ICEWH Chairperson isn t present: meet with invited VIPs during the event and represent IWAS/ICEWH. Do not approve any revisions made to the competition schedule at proposal of Chief Officials or LOC. Schedules/programs shall not be changed. Monitor anti-doping provision and support for the Anti-Doping Officer and LOC personnel to fulfil their responsibilities. Supervise the Opening and Closing Ceremonies in conjunction with the LOC, IWAS and ICEWH regulations and representation. Sign off on the official results list and give the authorization for the awards ceremony. Provide guidance on the implementation of the proper awards protocol to ensure a dignified ceremony based on the guidelines set forth by the IWAS/ICEWH. Contribute to IWAS and/or ICEWH Office with event related detail and information to ensure press coverage. Liaise appropriately with IWAS and/or ICEWH Chairperson on risk management issues. Bring forward non-technical issues requiring IWAS Executive Board resolution, e.g. membership matters. Work collaboratively with the LOC in deciding the delay, postponement or cancellation of the sport competition. 3. Duties during meetings During the event several official meetings will be scheduled. Look at the programme where and when you ll be expected to be present and/or to chair. Contact (at the scheduled meetings) the Chief Officials (Chief Classifier, Chief Jury and Chief Referee and their Assistants) for the exchange of information and agreement of duties between them to ensure that all technical requirements for the administration and control of the event are in place: ICEWH SA DOC 10

10 o Give the Chief Officials and their Assistants detailed information as to how the formalities at an event are to be handled. o Supervise that the Officials have or make ready their information to the Team Delegations. o Approve the scheduling of Jury Members and Referees for the Control Days, First Rounds, Play-Offs and Final Matches at proposal of the Chief Jury and Chief Referee. o Approve the scheduling of Classifiers for the Control Days at proposal of the Chief Classifier. Support the OC with the planning and coordination of the Technical Meetings. Manage and chair all Technical Meetings at the scheduled times: o A first Technical Meeting is scheduled prior the Days of Control. o A second Technical Meeting is scheduled prior the first Match Day. o A third Technical Meeting is scheduled prior the Play Offs. o The Team Manager of each Team Delegation, the Chief Referee, Chief Classifier, Chief Jury, TD and a member of the Organisation Committee shall attend all Technical Meetings. Shall have review meetings (if possible daily) with Chief Officials, at least one after the last match. 4. Duties during Days of Control Before the competition starts one or two days are scheduled in the programme as Days of Control. During these days the eligibility, classification and equipment of the players will be controlled by the Classifiers, the Jury and the Referees according the handbooks. The TD supervises the Days of Control: Inspect and prepare, together with the Chief Classifiers, Chief Jury and Chief Referee the Control Room(s), on the day before the first control is scheduled. Be present at the control venue(s) at least half an hour before the first control of the day and supervise if all needed Officials are present in time and that all is made ready for the control. Support the Officials where necessary. 5. Duties before the first Match Day Together with the Chief Jury, Chief Referee, their assistants and respective LOC member, inspect all areas of the competition and training venues to confirm that they meet the requirements according the ICEWH rules and regulations. Check together the competition field, practice field, technical equipment and facilities, according the Playing Area Checklist. Ensure that the Playing Area is fair and safe and that knowledge of local conditions does not give an advantage to competitors from the host nation. 6. Duties concerning Referee Exams Together with the Chief Jury schedule the date and time for the exams of the Referees who applied for an exam. This can be at a moment that the referee concerned doesn t need to whistle or at a scheduled time in the evening. The Chief Jury or Assistant Chief Jury shall examine the Referees. In case they both aren t able, the TD shall examine. 7. Duties before a match Take the official transport from the hotel to the sport venue at the time stated to arrive at the match venue, not later than 30 minutes prior to the start of the first match. Check the availability of the First Aid on duty and the stretcher, splints and stretcher-bearers and the whereabouts of same. Be at the Playing Area 20 minutes prior the start of each match to supervise that the scheduled Jury Members, (reserve) Referees and Speed Controlling Persons are present. Supervise if the Jury Members and Referees, who are scheduled for the first match, are present in time to control the Playing Area before the first match of each day. Supervise that the match table persons are present in time. Supervise that the Match Secretariat persons are present and ready for their job. Supervise that the Officials inspect the playing field, the players, the match table and the team areas. Supervise that the start of the matches keep strictly on schedule. Otherwise inform the Chief Jury. ICEWH SA DOC 10

11 8. Duties during a match Serve as the expert authority regarding the enforcement of the ICEWH sport specific rules. Observe if all Officials and LOC Members (match table) do their job properly. Observe the level of play/way of play and make notes of conspicuous cases. Signal bottlenecks, make notes of points for discussion and improvements. 9. Duties after a match Represent ICEWH in a professional manner at all times. Act as the team leader for the ICEWH Officials Teams and resolve any issues related to this delegation. Inform the Chief Jury, Chief Referee, Chief Classifier and LOC, where necessary, about the signals/notes made during the game. On questions of the Chief Officials, decide by the ICEWH Rules & Regulations, where these are not covered by them, or where these are insufficiently covered and not already been decided. Do not fall within the jurisdiction of other authorities. Look up, together, in the Game Rules and/or Competition Regulations what is applicable on the questions/situation. When required, take appropriate disciplinary action under ICEWH Rules & Regulations. Telephone, , telex or fax the results of the matches of the day to the ICEWH and IWAS offices (or request the LOC to do so). 10. Duties in case of protests The ICEWH Regulations about protests and punishments are settled in the ICEWH Competition Regulations article F and G. Procedures are also mentioned in the ICEWH Jury Handbook. The Chief Jury shall report immediately any protest to the TD. The Chief Jury shall immediately install a Protest Committee per protest. Protests shall be handled by the appointed Protest Committee. The Chief Jury shall orally notify the decision to the Team Manager concerned immediately after making the decision by the Protest Committee. Decisions imposed by the Protest Committee are final as far as the duration of the ICEWH Competition to which is applied is concerned. Any player, official or team member has the right of appeal through their IWAS national member organisation to the IWAS. The TD doesn t handle protests. This is the task of the Jury. In case the Protest Committee wants advise from the TD, the Committee can contact the TD. 11. Duties in the end of the event Evaluation / self-analysis: look back on your performance as TD and ask feedback from the Chief Jury, Chief Referee and Chief Classifier at the scheduled Review Meeting. Signal bottlenecks and make notes to inform IWAS and/or ICEWH SEC after the event. Make sure the Chief Jury has collected all Observer Reports, Referee Exams, Accident Forms and Protest Forms, to be taken home by the Chief Jury. After the event the Chief Jury shall make report of the observations of referees, referee exams, accidents and protests to the ICEWH SEC. After completion of all reports the Chief Jury shall send the official documents to the ICEWH Jury Commissioner, who keeps the archive. Make sure the LOC has collected all official Match Forms and Penalty-Shot-Series Forms (if relevant). After the event the LOC shall set up the report with the match results. Make sure the Chief Classifiers has collected all Classification Forms. Collect the ICEWH/IWAS technical equipment (f.e. the IWAS flags, ICEWH trainers books Principle of EWH ) to take home with you. 12 F. AFTER THE EVENT Within 24 hours, telephone, , telex or fax the final ranking of the teams/nations to the ICEWH and the IWAS (or request the LOC to do so). Submit the Technical Delegate Report and recommendations to the ICEWH SEC and IWAS HQ (in the IWAS report format) within 4 weeks of the end of the event, for their approval. Ask the LOC, Chief Classifier and Chief Jury for necessary information/reports. Request the LOC to deliver the report with all match results in the ICEWH format within 2 weeks of the end of the event. Request the Chief Classifier to deliver a general Classifiers Report and the updated ICEWH Master List within 2 weeks of the end of the event. Request the Chief Jury to deliver a general Jury Report, including observations of referees, referee exams, accidents and protests, within 2 weeks of the end of the event. Request the Chief Referee to deliver a general Referee Report within 2 weeks of the end of the event. After approval of the Match Results Report by ICEWH SEC, request the LOC to send all original Match Forms and Penalty-Shot-Series Forms, if relevant, to the ICEWH office. After approval of the reports of the Chief Jury by ICEWH SEC, request the Chief Jury to send all original Observer Reports, Referee Exams, Accident Forms and Protest Forms, to the ICEWH Jury Commissioner, who keeps the archive.
