1 Northern California Officials Association Southern Sac-Joaquin Chapter-Soccer Division By-Laws of the NCOA Soccer Division - South The By-Laws of the Northern California Officials Association, Soccer Division South detail the policies and procedures for conducting business of the organization. A. The Meeting Business will be conducted according to Robert s Rules of Order. 1. Meeting Notice sent by to all members thirty days prior will include last meeting minutes, agenda of the upcoming meeting, president s message and such other information of importance to members. 2. Two business meetings will be held during each school year: One at the beginning and end of the season (see Appendix A). The last meeting of the year will be designated the general membership meeting. Elections will be held on odd numbered years. (See Appendix H) 3. Each business meeting will consist of reports from the Secretary, Treasurer, and committee and subcommittee chairpersons. 4. The primary purpose of each meeting will be to conduct the business of association and to provide an educational component. 5. Additional mandatory meetings, designated as educational/training sessions, will be held prior to the season. 6. Members are expected to attend all meetings or request an excused absence from any Executive Board member, which will be so noted by the Secretary. B. Committees The President will appoint committee chairman to standing committees (discipline, instruction, and recruiting/communications and adhoc committees). Each Committee will develop and publish its own policies and procedures. The secretary will publish, archive and make available policies and procedures for membership review. Each committee s membership should represent the leagues and geographic diversity of the Association. 1. Evaluation Committee a. This committee will be chaired by the Vice President who will appoint a co-chairman and chairmen to subcommittees as required. This committee will track results of online exam and a physical fitness exercise at prior to the beginning of the season, or as needed when new members are recruited. NCOA ByLaws RevisedbyTJD Page 1
2 b. This committee shall develop and continue to monitor an assessment and classification system. 1. All officials will be rated by the evaluation committee and approved by the executive board in accordance to completion of this division s administrative and educational requirements. (See Appendix D) 2. This committee will develop a ranking system to mirror the Arbiter classification scale: 100, 150, 200, 250, and 300 in declining order of proficiency. c. A subcommittee of this committee will administer a field assessment in order to improve the quality of officiating. New referees will be promptly evaluated to assist the education committee in developing a training program. d. Officials will have access to their rating and have the opportunity to appeal the rating by providing supporting documentation to this committee. e. This committee and the executive board will coordinate with the Assigner to assign more and highly competitive matches to higher ranked officials. f. This committee may establish additional criteria for playoff matches. 2. Education and Training Committee a. This committee is the primary responsibility of the President who will appoint cochairmen to subcommittees as required to complete a minimum of eighteen (18) hours of training prior to the season. Each business meeting will include a minimum of one hour each training/discussion pertinent to the beginning and ending of each the season. b. The committee will conduct a minimum of eighteen (18) hours annually of classroom and field training to include the physical fitness exercise. (See Appendix C) c. This committee will develop a new referee program directed to the skills levels of new referees with particular attention to the mechanics of a dual officiating system. A mentor will be assigned as deemed necessary. d. An administrative session will be held the second Tuesday in September to distribute NFHS Soccer Rules Book, review testing procedure, collect completed paperwork, registration fees, and to review rule changes. 3. Recruiting/Communications Committee a. This committee will be made up of a chairman and one member from each league (league representative). b. This committee is responsible for recruiting new members through contact with coaches, former players, athletic directors, and the general public. NCOA ByLaws RevisedbyTJD Page 2
3 c. League representative will attend each leagues boys and girls preseason meeting or contact coaches individually to review new or changed rules. Representatives will be available to each leagues lead coaches, administrators and commissioners and to provide other information for the good of the game and to communicate problems. d. The committee will advise the Executive Board and the Assigner of those boys and girls matches within each league that may require a highly proficient (100 rated) referee team. 4. Discipline Committee: The Discipline Committee shall consist of the President (chairperson), a member of the Evaluation Committee, and at least one other member in good standing. a. Discipline of Members: The Discipline Committee shall meet as needed to resolve complaints and conduct considered unethical and/or a conflict of interest according to procedures outlined in Appendix G. b. Code of Ethics: Members of the Association shall abide by the modification to the NFHS Officials Code of Ethics for referees. (See Appendix E). C. The Game 1. The National Federation of State High School Soccer Rules except for local adjustments will be the standard. The system of mechanics prescribed are the dual officiating system and the diagonal system (three-man). 2. The lead referee (AR-1, or VC) is expected to communicate with their partner(s) prior to each match to include an the exchange of emergency last minute cell phone numbers and the school contact name and home phone number. 3. Officials are expected to arrive thirty minutes prior to scheduled start time properly uniformed: black shoes, socks with three white stripes and shorts and a jersey color to contrast with each team. See NFHS Soccer Rules, Section 5.3.a., in the event of color conflict between the officials and either team, the officials shall change to a jersey of a color distinct from both teams. The NCOA Soccer Division Executive Board has determined the order for changing jersey color starting with yellow (as the priority color), then black, and then red. Official Sports jerseys are preferred/recommended. 4. Officials should not wear anything that is not allowed to be worn or carried by players:(watches, whistle and NCOA or plain black cap and wedding band are approved). 5. Winter weather uniform: Long sleeve shirt with black upper body under garment(s). Black gloves/mittens and black beanie are allowed. Sweatpants or tights cannot be worn while officiating. 6. Referees who are no shows and have not contacted the Assigner, will be assessed a game fee (i.e. JV $68; V $73). Referees with last minutes emergencies or who may be late, should contact their partner via cell phone. NCOA ByLaws RevisedbyTJD Page 3
4 Prior to the match referees should hold a pregame discussion to review their duties and responsibilities. Referees should check field/equipment conditions and verify the presence of a school administrator. 8. A pregame conference with coaches and team captains should set the tone of the match to include good sportsmanship, pertinent rules and a coin toss. Each head coach must be asked if their players are properly and legally equipped to play. D. Tournaments: This section s responsibilities are deferred to the Assigner until further notice. The Association may assign a tournament administrator to assure official game coverage. A one game stipend or an assessment fee(s) will be provided. All requests for referee assignments to tournaments will be approved by the Executive Board. Each tournament shall have a coordinator and assistant. Every effort shall be made to select Officials from the tournament area. Request for pay will be submitted to the Assigner. Coordinators shall complete and sign a Request to Coordinate a Tournament form and shall submit a Summary Report to the President indicating pre-season tournament name, date, and location, name of the coordinator and assistant, and the final schedule of referees for the tournament. (See Appendix G) E. By-Law Changes Changes to the By-Laws may be made in accordance to the Constitution Article X. Words or phrases may be added, inserted or deleted. Annexes and committee policies and procedures may be added to address lengthy subjects such as tournaments, evaluation forms, and classification method. NCOA ByLaws RevisedbyTJD Page 4
5 APPENDIX A TO NCOA SOCCER SOUTH BYLAWS Business Meeting & Training Calendar The President will advise members thirty days prior to the first business meeting and training session dates, times and location central to membership. A. Two business meetings will be preceded by a 30 minutes social gathering. All meetings start at 7:00 p.m. B. Classroom/Field Training (18 total hours) 1. A one-hour educational component will follow each of two business meeting. 2. Classroom instructional sessions of 2 two hours each will be presented prior to the season. 3. Field training a. Two 3-hour field trainings to emphasizing the mechanics of the game not applicable to the classroom environment will be held on two training days prior to the season. b. A physical fitness test similar to USSF standards will be conducted. All testing must be completed prior to the season. A make-up/re-test will be conducted as needed. c. Instructional emphasis will be placed on concussion recognition, blood. Injury and those points of emphasis in each years Soccer Rules Book. C. New Member Orientation 1. A one-hour new member orientation after the first business meeting of the season. D. Exam Review 1. Officials will be given two-hour training credit for participating in exam/test review, time and place to be determined by a local facilitators. E. Waivers 1. Constructive credit for training hours will be considered by the training committee for officials participating in USSF and NISOA training. A certificate of completion must be presented. 2. USSF referees successfully completing physical fitness test requirements administered by USSF can waive this organization s physical fitness test. A certificate of completion must be presented. 3. 6 APPENDIX B FITNESS TEST REQUIREMENTS A physical fitness test is required for registration and annual renewal. Fitness test must be completed prior to assignment of matches by the Assigner. Referees rated as 100 or 200 must meet or exceed the time requirements. The referee must complete all of the events that are part of the test at the same testing session. A reasonable rest period should be allowed between events. See attached diagram. Administration Interval Test Participants run a total of four consecutive laps A lap consists of two 150 meter runs with two 50 meter recovery walks o Starts with running 150 meters in the prescribed time o Followed by walking 50 meters in the prescribed time o This process is repeated to complete one lap Walking area is marked by cones 3 meters on each side of the 150 meter marks If a participant fails to reach the walking area for a second time, they fail the test Maximum of forty seconds for the 150m run <45---forty-five seconds>45 Rest period forty-five seconds for the 50m walk to next start point Sprint Test Participants run four consecutive 40 meter sprints followed by a recovery period after each sprint (while walking back to the start line) Dynamic start with the front foot on a line that is 1.5 meters away from the starting position If a participant falls or trips, they are allowed another attempt at that specific sprint If a participant fails one sprint out of the four, they are given one more attempt immediately after the fourth sprint If a participant fails two sprints, they fail the test Maximum of ten seconds per 40m sprint Rest period ninety seconds between each sprint (walking back to the start line) NCOA ByLaws RevisedbyTJD Page 6
7 APPENDIX C ADMINISTRATIVE AND TRAINING TASKS A. Administrative 1. Pay annual membership dues.* 2. Complete personal data sheet and sign waiver form.*(1) 3. Acknowledge and sign Code of Ethics.* 4. Take and pass (minimum score of 80%) National Federation of State High School Association s Soccer examination.* 5. Attend two business meetings annually. 6. Complete online game report, and disqualification report as required. B. Training 1. Complete 18 hours classroom field list physical proficiency standards appropriate to age.* 2. Be USSF licensed or provide verification of experience using the diagonal system in high level non-ussf matches.* 3. Attend and participate in two (2) three hour field training sessions. 4. Attend two one hour training sessions following two business meetings. 5. Attend two (2) hour training sessions prior to each field training exercises. 6. Be assessed as determined by Evaluation Committee and the Executive Board. 7. (Optional) - Attend a test review/discussion group. 8. (Optional) Participate in preseason scrimmages. 9. (New members only) - Attend an orientation training meeting prior to being assigned. *Mandatory prior to assignment of matches. (1) Referee must have an address and a cell phone number. 8 APPENDIX D NCOA CLASSIFICATION AND PLAY-OFF ASSIGNMENTS A. Referee Ranking System 1. NCOA RATING SCALE AND MEANING: Soccer referees are given a rating of 100 to 400 (high-low rating). This Classification system will be the same rating and ranking used in ArbiterSports and by the criteria noted below: 100 Qualified to work: Any game, any league 200 Qualified to work: Most games, most leagues 250 Qualified to work: Varsity games at lower levels 300 Qualified to work: JV/frosh level, Lower level Varsity 400 Qualified to work: New Official, use as necessary for JV/frosh ONLY 2. ArbiterSports Ranking: Soccer referees are given a rating of 100 (high rating) to (low rating). This classification system is based upon the following: Examination Score on the NFHS Rule Book. Completing all age group fitness standards. Completion of 18 hours of training/in-service (or equivalent). Assessments (see Appendix E) Past referee history (e.g., high school, USSF, etc.). ttend Business meeting 3. Appeal Process: Referees may appeal their ranking status by submitting a written request to Chairperson of the Evaluation Committee. The Evaluation Committee must meet within five ten days of the written request. The Evaluation Committee Chairperson may submit evidence relative to the referee s ranking, including Mentor/Assessments, Written Complaints, etc. The referee in question may invite witnesses to support his claim. The Evaluation Committee will render a written decision within ten (10) days of the appeal by mail or . Note: Referees ranked in the 100 to 200 range are considered highly competent referees capable of being a center or assistant referee for play-off, and final games. Referees ranked in the 250 range may be considered for being an assistant referee for play-off games. Referees ranked 300 to 400 are not eligible for play-off or final games. Changes in ranking may not exceed more than two one levels at any one time. If a referee does not exhibit fitness during a Field assessment, a second assessment may be conducted. Failure to exhibit fitness on the second assessment may result in a change in the referee s ranking on ArbiterSports.com. NCOA ByLaws RevisedbyTJD Page 8
9 APPENDIX D (Continued) NCOA CLASSIFICATION AND PLAY-OFF ASSIGNMENTS B. Sections Play-Offs and Finals 1. Sections Play-Offs and Finals: Referees eligible for officiating Sections Play-Offs and Finals are determined by the criteria noted below. The NCOA Soccer Division shall keep records of the referees (e.g., List of Qualifying Referees, the games and the names and position of the referees assigned to the games) assigned to play-off and final matches. Have an ArbiterSports.com ranking of 100 to 300. Completed Registration (e.g., registration form and paid dues) Examination Score of 858 % or better. Must be a USSF Licensed Referee (or demonstrate ability). Pass all age group fitness standards. Complete 18 hours of training/in-service (or equivalent). 2. The Association will provide the Assigner a list of those officials to be considered for Referee and Assistant Referee. 3. Appeal Process: Referees may appeal their concerns regarding assignments to play-off and final games by submitting a written request to the playoff eligibility committee. The appeal process is identical to ranking appeal Appendix D, Section The final decision of scheduling referees to playoff matches rests with the Assigner. NCOA ByLaws RevisedbyTJD Page 9
10 APPENDIX E NFHS NATIONAL FEDERATION OF STATE HIGH SCHOOL ASSOCIATIONS OFFICIALS CODE OF ETHICS Officials at an interscholastic athletic event are participants in the educational development of high school students. As such, they must exercise a high level of self-discipline, independence and responsibility. The purpose of this Code is to establish guidelines for ethical standards of conduct for all interscholastic officials. 1. I shall master both the rules of the game and the mechanics necessary to enforce the rules, and shall exercise authority in an impartial, firm and controlled manner. 2. I shall uphold the honor and dignity of the profession in all interaction with student-athletes, coaches, athletic directors, school administrators, colleagues, and the public. 3. I shall prepare myself both physically and mentally, shall dress neatly and appropriately, and shall comport myself in a manner consistent with the high standards of the profession. 4. I shall be punctual and professional in the fulfillment of all contractual obligations. 5. I shall remain mindful that my conduct influences the respect that student-athletes, coaches and the public hold for the profession. 6. I shall, while enforcing the rules of play, remain aware of the inherent risk of injury that competition poses to student-athletes. Where appropriate, I shall inform event management of conditions that might arise during the course of competition. 7. I shall take reasonable steps to educate myself in the recognition of emergency conditions that might arise during the course of competition. 8. I shall maintain an ethical approach while participating in forums, chat rooms and all forms of social media. 9. I shall consider it a privilege to be part of the Northern California Officials Association and that I strive to make my actions reflect credit upon the organization, myself and NFHS. 11 APPENDIX F PRE-SEASON TOURNAMENTS This section s responsibilities are deferred to the Assigner until further notice. The following procedures are for pre-season tournament to both the Boys and Girls Soccer Seasons. Schools hosting a pre-season tournament are to contact the President of the NCOA Soccer Division or the Assignor to establish dates, locations, and level of competition. A Coordinator for the tournament will be identified by the Executive Committee. The Athletic Director of the hosting school will be contacted as to whom the Coordinator will be. If no coordinator is forth coming, the assignor shall be responsible for assigning referees to the tournament. I. Procedures: The following procedures are implemented to give members opportunities to serve in leadership roles and members to be assigned fairly to tournament games by: A. Limiting terms of coordinator serve, B. Providing local officials opportunities to officiate games, and C. Providing more officials to officiate games by not assigning officials to more than three matches in a day and not assigning officials to more than one tournament on a given date. II. Coordinator and Assistant Coordinator: Each pre-season tournament shall have a Coordinator and Assistant Coordinator to assign referees to the scheduled games. A. Members requesting to coordinate a tournament shall complete and sign a Request to Coordinate a Tournament form and submit it to the Executive Committee. (See Exhibit G1.) B. The Coordinator and Assistant Coordinator shall serve for a period of two years. The term shall also be for two seasons (boys through the girls seasons). C. The Coordinator shall work with his/her Assistant Coordinator so that he/she may assume the leadership role after the Coordinator s term has expired. D. The Assistant Coordinator shall automatically become the Coordinator at the end of the Coordinator s term. A new Assistant Coordinator shall be recruited on a voluntary basis. III. Coordinator and Assistant Coordinator Duties: A. The Coordinator shall keep a record of all members who participated in the tournament and list the number of games assigned. B. The Coordinator shall furnish a Summary Report to the President indicating, pre-season tournament name, date, and location, name of the coordinator and assistant, and the final schedule of referees for the tournament. C. The Coordinator and Assistant Coordinator shall select officials from within the tournament area. Every effort shall be made to select officials from the tournament area by: 1. The majority of officials shall be from the host area. 2. Secondary assignments are to be solicited from adjacent and/or nearest communities. D. Each Tournament and its Coordinator and Assistant Coordinator shall have a written format and a list of officials assigned to all games and shall conduct its affairs openly. IV. Summary Reports: Summary Reports shall be submitted by the Coordinator to the Executive Committee within one week of conclusion of the tournament. A. Summary Reports shall be kept on file as a record as to members serving as coordinators and assistant coordinators and officials assigned to the games. B. The Executive Committee shall review all Summary Reports to ensure that tournament procedures are being correctly and fairly implemented. NCOA ByLaws RevisedbyTJD Page 11

13 APPENDIX G DISCIPLINE OF MEMBERS Discipline of Members: The Discipline Committee shall meet as needed to resolve complaints and conduct considered unethical or a conflict of interest according to procedures outlined in Appendix G. A. Complaints and Improper Conduct: 1. Any league official, coach, or player, or any member of the Association may file a complaint, in writing, to the President of the Association. 2. The President has seven (7) calendar days to convene the Disciplinary Committee and review the complaint. 3. All parties involved in the complaint may present their side of the complaint before the Discipline Committee and may have one opportunity to offer rebuttal to arguments presented by the opposing party. 4. The Discipline Committee shall render its decision within three (3) days of the meeting. All decisions shall be in writing and copies made to all parties involved. 5. The member who the complaint is against may be temporarily suspended the by President (Chairperson of the Discipline Committee) from active participation, not exceeding ten (10) days during the investigation and/r appeal of the complaint or improper conduct. B. Table of Penalties: 1. Letter of Reprimand: A letter of reprimand may be written against a member and shall become part of the member s record maintained by the Secretary. 2. Payment of Fees: A letter of Reprimand may also require payment of fees as a consequence to no show to an accepted assigned game. 3. Suspension from Participation: Suspension from active participation as an Association referee for a fixed period of time, depending upon the severity of the complaint or improper conduct, may be imposed and shall become part of the member s record maintained by the Secretary. 4. Dismissal from the Association: Dismissal shall be invoked in cases of gross ineptitude, moral turpitude (e.g., acceptance of bribes to influence outcome of matches, etc.), and continual infractions of the NCOA Code of Ethics. C. Appeal Procedure: 1. Members who have received a penalty under this procedure may appeal its decision to the Executive Committee. NCOA ByLaws RevisedbyTJD Page 13
14 All appeals must be submitted in writing in not less than four (4) copies to the President of the Association. 3. All appeals must be received within ten (10) days of the decision by the Discipline Committee. 4. The Executive Committee shall meeting within seven (7) calendar days of the date that the appeal was received and within three (3) days of the decision render a response in writing to the member making the request. 535 NCOA ByLaws RevisedbyTJD Page 14
15 APPENDIX H Nomination/Election Committee The President will appoint an adhoc committee to oversee the nomination and election of officers. Three members in good standing, representing the geographically diversity of the association will be appointed sixty days prior to the Annual General Meeting (AGM) of odd numbered years. The Committee will elect a chairperson/spokesman. The Committee will solicit and accept nominations for each office: President, Vice President, Treasurer, Secretary, NCOA Representatives (2). A member can be nominated for more than one office. Once elected, that member s name will not be considered for another position. Nominations will be accepted from the floor at the AGM and closed according to Roberts Rules of Order prior to the election of each officer. The Committee will manage the election process to include floor nominations, voting, and counting of ballots. Voting is by secret paper ballot. Officers will be elected in the following order: President, Vice President, Treasurer, Secretary, NCOA Representatives. Prior to the election of each officer, candidates will be given up to three minutes each to address the AGM. Candidates must receive a majority of votes cast. If there are more than two candidates and no one receives a majority, a second round of voting will be conducted between the two candidates receiving the most votes.
