2 1 The Grant Support Programme In order to fulfil the International Paralympic Committee s (IPC) strategic goal of Athlete Development and in accordance with the IPC Development Strategy, since 2013 the Agitos Foundation has run an annual grant programme under the name Grant Support Programme (GSP). The GSP aims to provide IPC Member Organisations with financial resources to implement development projects that support the IPC s strategic priorities on athlete development and that align with their own organisational strategy. Building on the great success of the 2013, 2014 and 2015 projects, the Agitos Foundation is proud to open the call for proposals for the 2016 Grant Support Programme (2016 GSP). Last year we received over 75 applications and 32 were funded. This year we expect to receive over 100 applications which will result in a very competitive selection process. Therefore we would like to ask you to first read carefully the following guidelines, and then use the application online form to submit your organisation s project. Please be aware that all applications will be reviewed and rated through a scoring system and we can only accept complete project proposals that are received until the application deadline and that are in line with the requirements of this guidelines. 2 Eligibility of organisations and applications The 2016 GSP will only accept applications from IPC Member Organisations divided into two groups: 1) National Paralympic Committees (NPCs) and Regional Organisations (ROs), and 2) International Federations (IFs) and International Organisations of Sport for the Disabled (IOSDs). Any other organisations that work in sport for people with impairment and would like to benefit from the GSP must contact one of the aforementioned. In addition, the following conditions apply: Only one application per Member Organisation as the lead organisation can be submitted and will be accepted for consideration. NPCs and ROs can present an individual project or a collaborative project as the leading organization. NPCs and ROS can be part of up to two (2) additional collaborative projects Grant Support Programme (2016 GSP) 2

3 Only proposals for sports and disciplines within the Paralympic Games sport programmes of Rio 2016, PyeongChang 2018 and Tokyo 2020 will be considered. IFs/IOSDs can only present an individual project. Developed NPCs are encouraged to submit collaborative projects with emerging NPCs. 3 Focus Areas In order to build on the successes from previous years, the focus areas for the 2016 GSP remain very similar to those in The focus areas for this year s GSP have been only refined based on the outcomes of 2013, 2014 and 2015 projects in an attempt to create a greater impact. All the focus areas are described in detail in Annex 1 of this document. Please note that applicants should select only one (1) focus area. The focus areas for the 2016 GSP are: 1. Focus Areas for International Federations and IOSDs 2.1 Educational Tools (Technical Officials, Coaches and Classifiers) 2.2 International Sport Technical Education (Coaches, Classifiers and Technical Officials) 2.3 Organisation of Youth or Development Competitions 2.4 Sport Equipment 2.5 Classification Research and Strategies In addition, the 2016 GSP call for proposals again emphasizes the importance of gender balance and the promotion of programmes for athletes with severe disabilities. In line with the IPC Policy on Development, applicants must ensure that both genders benefit equally from 2016 Grant Support Programme (2016 GSP) 3

4 projects. Positive consideration will be given to projects specifically focused on increasing female participation and athletes with high support needs. 4 Financial conditions and payment procedures The total budget allocated for the 2016 GSP is 650,000 EUR. The budget available for NPCs and ROs is of 450,000 EUR while the IFs and IOSDs will have an available budget of 200,000 EUR. Consistent with previous years, the maximum grant per individual project will be limited to 20,000 EUR. Collaborative projects (only for NPCs) may add an additional 4,000 EUR per NPC to a maximum of 40,000 EUR. Therefore, to reach the maximum amount, the collaborative project must include 6 NPCs (1 Lead NPC + 5 additional NPCs). The projects can include more than 6 NPCs, but the maximum total grant is 40,000 EUR. The money to the recipient will be transferred in three (3) different instalments: First Instalment: upon receipt of the signed grant agreement, AGITOS will transfer the first payment representing 60% of the grant to the beneficiary. Second Instalment: at the project s mid-term (or in some cases earlier if the first instalment has been spent accordingly and sufficient evidence is presented), the beneficiary must present electronically and using the templates provided: Mid-project narrative report and Mid-project financial report Upon receipt, an additional 20% of the Grant will be transferred only if there is sufficient evidence that the second instalment is needed for the project continuation. Final Instalment: upon receipt of the project s final narrative and financial reports, the remaining 20% of the funded amount will be transferred. Reports must be submitted 1 month following the conclusion of the project. The final date for execution is 30 September Grant Support Programme (2016 GSP) 4

5 5 Budget The budget must indicate clearly the costs that are eligible for funding. The grant is limited to a maximum co-financing of 80% of eligible costs by the Agitos Foundation. The share not covered by the Agitos Foundation should be funded by the organisation itself and/or by third party partners. Example: If the Agitos Foundation contribution is 20,000 EUR, the total project budget should be a minimum of 24,000 EUR. This 20% (4,000 EUR) not covered by the grant must be covered by the organisation itself or a third co-founder party and reported in the final financial report in order for Agitos Foundation to make the third instalment. The grant will not exceed the amounts described in the Section 4. If the full budget is not used during the implementation of the project the Agitos Foundation grant and the 20% matching funds will be adjusted. The budget must be drafted in euros. Applicants not based in the euro zone must use the exchange rate from an official currency convertor ( with the date 1 May Eligible direct costs In relation to the project s budget, eligible costs are those incurred during implementation, provided that they are identifiable and clearly required for the development of the project. These may include, but are not be limited to, reasonable costs of staff directly assigned to the project, reasonable subsistence allowances, reasonable travel costs, purchase or renting costs of equipment (new or second-hand), and subcontracting when strictly needed. Please note that staff costs should not exceed 30% of the other direct eligible costs. For further information please refer to the budget template. 7 Eligible indirect costs Eligible indirect costs of a project are those incurred during implementation that are not identifiable in the original budget presented to Agitos Foundation. A flat-rate amount, not exceeding 7% of the eligible direct costs of the project, is eligible under indirect costs Grant Support Programme (2016 GSP) 5

6 8 Ineligible costs Costs arising from any institutional meeting such as General Assembly or Executive Board meetings, as well as excessive, unnecessary or careless expenditure are not eligible for funding. In addition, any cost that is related to the translation of dissemination of core documentation of our movement (e.g. documents from the IPC Handbook, Sport rulebooks, contracts, etc.) is not eligible. The Agitos Foundation reserves the right to determine which costs are considered ineligible. 9 Timeline The 2016 GSP call for proposals will be announced to the IPC Membership and published on the Agitos Foundation website on Friday 22 April The online application portal (Wizehive) will be open from Sunday 1 May 2016 until Wednesday 1 June During the application period the Agitos Foundation team will be available to answer questions related to the application process and required documentation. Successful applicants will be informed no later than 30 June 2016 about the result of their application. The project must start after 1 October 2016 and be finalised before 30 September Application deadline Results to applicants Start of project End of project 1 June June October September Selection process The review of the submitted projects will be undertaken by an independent expert committee. To be considered for funding, proposals must be in line with the application criteria. Applications with missing documentation (e.g. signed support letter by the corresponding IF or budget template) will not be eligible and will not be reviewed or considered. Proposals that fulfil the application criteria will be scored using the following criteria: Relevance of the project - 30 points Quality of the project design and implementation proposal of the project- 30 points Impact and dissemination of the project- 30 points IPC Strategic plan compliance- 10 points 2016 Grant Support Programme (2016 GSP) 6

7 Relevance of the project (Maximum 30 points) Quality of the project design and implementation (maximum 30 points) Impact, dissemination and sustainability of the project (maximum 30 points) IPC Strategic Plan compliance (Maximum 10 points) BONUS POINTS (Extra points may be given for those proposals reaching at least 80 points in the previous sections. The relevance of the proposal to: o the priorities of the 2016 GSP as described in Section 3/Annex 1. The extent to which the proposal is suitable for: o producing high-quality outcomes for participants o raising the capacities of the organization The clarity, completeness and quality of all the phases of the project proposal (preparation, implementation activities and reporting) The consistency between project objectives, outcomes and proposed activities The consistency between the timeline and the proposed activities The consistency between the project proposal and the budget presented. The quality of the project management team and leader. The potential impact of the project on increasing athlete opportunities to compete and further develop their athlete pathway. The quality of Key Performance Indicators described The definition of internal and external project communication strategy. The quality of the sustainability plan Project support gender balance, female participation and/or athletes with high support needs. Focus Areas for International Federations-IOSDs 2.1 Educational Tools (Technical Officials, Coaches and Classifiers) 2.2 International Sport Technical Education (Coaches, Classifiers and Technical Officials) 2.3 Organisation of Youth or Development Competitions 2.4 Sport Equipment 2.5 Classification Research and Strategies In addition to a general description for each Focus Area, further explanation is given to the following three areas: Motivation and expected goals - rational for the area and link to the IPC strategic plan Considerations include mandatory clauses as well as additional documentation to be included with the application Key Performance Indicators (KPIs) are quantifiable measurements that are defined to track progress and success in a project or organisation. These measurements should be included and quantified in the application according to the respective Focus Area selected. In addition, final reports should review the progress/success the project made towards these measures. KPIs should follow the SMART principles and be S- specific, M- measurable, A-attainable, R- realistic, T- timely 2016 Grant Support Programme (2016 GSP) 9

10 The following, provides an example of how to write a Key Performance Indicator (KPI) in the application form and final report. Defined KPI: Paralympic Movement Awareness Number of people participating in Paralympic Movement awareness (Paralympic School day, Para sport exhibitions, and athletes conference among others). Example KPI written in application form: 250 people will participate in National Paralympic Day during the project Example KPI written in final report: At the end of the project 300 people actually participated in National Paralympic Day 2016 Grant Support Programme (2016 GSP) 10

11 1 Focus Areas for National Paralympic Committees and Regional Organisations 1.1 Paralympic Movement Awareness An awareness project refers to specific actions aimed to generate knowledge and visibility of the Paralympic Movement in a country or region. This could be done through several activities such as, but not limited to, Paralympic School Days, Paralympic Festivals, Sporting Exhibitions at public plazas, media campaign on radio/tv, etc. Motivation and expected goals In line with the IPC s Strategic Goal on Paralympic Brand, it is imperative to promote a strong image of the Paralympic Movement. The goal is to improve visibility of the Paralympic Movement nationally, showcasing athletes for their abilities and preparing them to represent their countries. Awareness events should strengthen the NPC as an active member of civil society and as a strong partner for local stakeholders and potential funders. Considerations Proposals should follow the IPC and Agitos Foundation guidelines on branding and must put the athletes and their sporting achievements on the centre of the project. Key Performance Indicators (KPI) Number of people participating in Paralympic Movement awareness (Paralympic School day, Para sport exhibitions, and athletes conference among others). Number of media impacts associated with the project (mentions in newspaper, social media, TV, etc.). 12 1.2 Athlete Education Athlete Education refers to programmes targeting the athlete s development beyond sport training, including programmes that support athletes to become positive role models, live healthy balanced lifestyles and have the skills to advocate and proudly represent the Paralympic Movement. Eligible areas include: 1. Anti-Doping: Awareness and education opportunities in collaboration with national/regional/world Antidoping agencies to promote drug-free sport. 2. Fair-Play: Promotion of Paralympic values, respect, ethics, sportsmanship conduct, etc. 3. Healthy lifestyle: Sport nutrition, hydration, injury prevention, safe guarding in sport. 4. Media training/public speaking: Training and experience to improve public speaking, use of social media, etc. Motivation and expected goals The IPC s vision statement, enable athletes to achieve sporting excellent and inspire and excite the world shows Para-athletes as having the ability to change perceptions through their performances. The goal of this area is to prepare athletes to be ambassadors for the Paralympic Movement, empowered with the skills and training to act ethically, compete healthily and become positive role models. By doing this, we aim to encourage NPCs to support their athletes both on and off the playing field helping them to strengthen the Paralympic Movement s presence in their country. Considerations Projects should utilize existing Paralympic education materials and look for good practice examples where appropriate. Key Performance Indicators Numbers of athletes educated Number of athletes acting actively as ambassadors (eg. speaking at outreach events, writing articles, media appearances, etc.) Number of media impacts associated with the project (mentions in newspaper, social media, TV, etc.) Grant Support Programme (2016 GSP) 12

13 1.3 Athlete Development As athletes progress from grassroots to the world stage, various elements impact their development. The aim of this focus area is to encourage NPCs to improve their athlete pathway and promote cooperation sub-regionally and between IFs and National Federations. Motivation and expected goals The Agitos Foundation is responsible for elements of the IPC s Strategic Goal - Athlete Development. Ensuring athletes have the opportunity to try, develop and compete in para-sport is central to the long term development of the Paralympic Movement. The aim of this focus area is to increase participation in para-sport and strengthen pathways for athletes from grassroots to elite. Eligible areas include: 1. Grassroots Sport Camps: Increase entry level/grassroots sport opportunities through sport camps led by NPCs National Federations and/or mentor NPCs 1. These camps should be linked with clubs, rehabilitation centres and schools to improve sustainability and increased participation. 2. Talent Identification Activities: Increase number of new potential athletes through systematic and structured approaches and engaging them in para-sport national structures led by NPCs, National Federations and/or mentor NPCs. 3. High-Performance Training Camps: Increase high performance opportunities through training camps led by NPCs with possible support from National Federations, International Federations and/or mentor NPCs (see considerations for more details). These camps should raise the competitiveness of athletes preparing for regional Games or Paralympic Games. A sub-regional approach is highly encouraged. 4. Sports Competitions: Increase competition opportunities for athletes at a national and sub-regional level led by NPCs with possible support from National Federations and International Federations. 1 Mentor NPC a National Paralympic Committee with more experience in a given technical area (eg. administration, sport technical education etc) that maybe suited to provide support because of their technical knowledge and language 2016 Grant Support Programme (2016 GSP) 13

14 Competitions are encouraged to be recognised and have classification opportunities, but MUST include the approval and follow the guidelines of the respective IF/IOSD (see mandatory clauses for more details.) Considerations: NPCs must work closely with their National Federations for any programmes/projects of this priority area. We encourage projects and programmes in this area to be done cooperatively between several NPCs engaging the neighbouring countries. Mandatory clauses If the application doesn t fulfil the clauses below, it will not be considered: In applications where a mentor NPC is involved in a project, it is mandatory to provide a letter of support or a memorandum of understanding with the NPCs involved. For High Performance Training Camps, if support is required by an IF, a formal letter of agreement and/or a hosting agreement where the dates of activity or camps are clearly stated and signed by both parties must be presented with the application. For Sports Competitions seeking recognition and/or classification, a letter of agreement from the respective IF stating the dates of activities and conditions, signed by both parties must be presented with the application. When selecting a date, most IFs require a minimum of 6 months advanced notice. For Sport Competitions held at a national or sub-regional level where neighbouring countries are invited, flight costs are not eligible. Under no circumstances will flights, accommodation and/or competition fees be covered for athletes wishing to compete at Regional or World Championships, etc. Key Performance Indicators Number of athletes participating in grassroots sport camps Number of new athletes identified and participating in para-sport national structures. Number of athletes participating in high performance sport camps. Number of athletes participating in the identified sport competition. o Participation measures should include: male/female, type of impairment, etc. o Number of athletes registered and licensed in SDMS (and/or appropriate athlete licensing system for non-ipc sports) at the beginning of the project (and in the final report) Number of media impacts associated with the project (mentions in newspaper, social media, TV, etc.) Grant Support Programme (2016 GSP) 14

15 1.4 National Sport Technical Education (Coaches, Classifiers and Technical Officials) Increasing opportunities to participate in para-sport from grassroots to elite requires trained individuals to develop athletes and ensure fair and equal competition. At a national level, ensuring the access to training opportunities for coaches, classifiers and technical officials is essential for preparing the athletes and increasing their performances. Motivation and expected goals In the IPC s Strategic Goal of Athlete Development, the aim is to increase participation in parasport and strengthen the pathway from grassroots to elite. Increasing the number of national coaches, classifiers and technical officials will have a positive impact on participation, as well as ensuring new candidates are prepared for sport technical training at an international level (eg. International Classifiers/International Technical Officials). Considerations We encourage NPCs to work cooperatively at the sub-regional and regional level to maximise technical education opportunities. We recommend the engagement of Mentor NPCs especially for those countries speaking the same language. Mandatory clauses National Sport Technical Education courses must be delivered in accordance with the respective IF s rules and regulations. A formal letter of agreement and/or a hosting agreement where the dates of courses and activities are clearly stated and signed by both parties must be presented with the application. In special cases a mentor NPC may be engaged to deliver the course if: o a letter of approval is provided by the respective IF and; o a letter of support/memorandum of understanding between the host NPC and mentor NPC is provided Key Performance indicators Number of trained national coaches, classifiers and/or technical officials. 16 2 Focus Areas for International Federations and IOSDs 2.1 Education Tools (Coaches, Classifiers and Technical Officials) The objective of this focus area is to provide IFs and IOSDs financial means to develop education and training tools for the sport technical education pathway to increase the number of certified technical officials, classifiers, and coaches in the respective sport. A priority should be given to tools that can be used in a global context and/or via internet. Motivation and expected goals Increasing participation in para-sport is one of the goals of the IPC s strategic plan Athlete Development. IFs and IOSDs are responsible for defining certification pathways for technical officials, coaches and classifiers. Often this is challenged by language, travel and lack of resources, the aim of this focus area is to create tools and platforms to distribute TOs, coaching and classification courses within their pathways towards international certification. The goal is to increase the number of certified sport technical officials to improve the global participation and quality in para-sport. Considerations Translations of education tools are eligible. Translation core documentation (e.g. documents from the IPC Handbook, Sport rulebooks, Classification rules) are not eligible. Key Performance indicators Number of new education tools, including description of specific target group (official, coach, classifier) with a clear definition of the content and learning method. 17 2.2 International Sport Technical Education (Coaches, Classifiers and Technical Officials) The objective of this focus area is to increase the number of certified International technical officials, classifiers, and coaches (if applicable) as well as programme educators (train-thetrainer) in the respective sport. Motivation and expected goals In the IPC s Strategic Goal of Athlete Development, the aim is to increase participation in parasport and strengthen the pathway from grassroots to elite. Increasing the number of international coaches, classifiers and technical officials will have a positive impact on the availability of classifiers, coaches and technical officials, in turn offering more opportunities for athlete to develop and compete. Considerations Priority will be given to initiatives that identify and support experts from Africa, Central and South America and Asia. Only sub regional proposals are eligible. We encourage cooperation with the National Federation and/or NPCs (if acting as an NF). Key Performance indicators: Number of international technical officials, coaches, and/or classifiers trained Number of coaches, classifiers and technical officials engaged in international para-sport activities which are part of the IF/IOSD sport technical pathway Grant Support Programme (2016 GSP) 17

18 2.3 Organisation of Youth or Development Competitions The objective of this focus area is to increase the number of young and new athletes by giving them opportunities to train and/or compete, and exchange experiences with their peers at subregional and regional levels. Additionally, this area promotes IF/IOSDs to engage new countries to practice their respective sport. Motivation and expected goals Young athletes are the future of the Paralympic Movement and central to the IPC s Strategic Goal Athlete Development. The expected goal of this focus area is to develop strategies to engage new and young athletes giving them the opportunities to compete in competitions suitable to their performance levels and in addition allowing new countries to develop and host new sports. Considerations Sub-regional and regional championships already in the IF/IOSD competition schedule will not be funded. Projects should not be one-off initiatives but be part of the IF/IOSD s development strategy (eg. athlete pathway). Projects must be sub-regional/regional and promote participation from neighbouring countries. Additional consideration will be given to projects with an athlete education component. 19 2.4 Sport Equipment The objective of this focus area is to improve participation in para-sport by reducing the barrier of para-sport equipment. Often para-sport equipment is expensive and difficult to acquire. Projects in this area should focus on developing strategies to reduce costs and increase accessibility. Motivation and expected goals Access to sport equipment is often a major challenge for IF/IOSDs to increase participation globally. The expected goal is to increase the accessibility of the sports through low cost strategies. For example, Motivation UK, a current partner of Agitos Foundation developed a blue print for a low cost racing chair that is now being used by NPCs around the world. Projects could also include the production of low cost equipment, as well as low cost solution programmes to access equipment (e.g. reuse, renew, distribution and other good practices). Considerations We encourage collaborations with Universities, manufacturing and sport equipment companies towards new and innovative sport equipment solutions. Special considerations will be given to projects that encourage production and dissemination in developing regions. Applicants could consider using best practices such as the redistribution of value in kind donations following a major competition that is still suitable for at least entry level training. Agitos Foundation will not cover shipment or custom costs, but those expenditures can be covered by the grantees as part of their economical contribution to the project. Where applicable, special consideration will be given to projects that also include an education/training component with the equipment. Key Performance indicators Number of new equipment developed, including a description of materials and distribution plan, etc. Number of people using the equipment as a result of the project. 20 2.5 Classification Research and Strategies The IPC Classification Code requests all sports and International Federations have a classification system in place that is sport-specific and evidence-based (art ). In order to do so, sports and IFs are invited to engage with research institutes and academic centres to review the actual classification systems and revise them accordingly based on recent sportspecific research findings. In addition, the Agitos Foundation support grant could also be used to further improve existing classification systems and procedures. Motivation and expected goals In order for classification systems to be fair and for athletes to be assessed against transparent criteria, all possible efforts should be made to ensure decision-making of eligibility, minimum disability criteria and sport class allocation are based on factual evidence. Such an evidencebased classification system is one in which the purpose of the system is stated unambiguously; and which scientific evidence indicates the methods used for assigning a class thus achieving the stated purpose. The goals are: - To identify sport-specific parameters on the impact of impairment on the sport/discipline based on research outcomes to identify how these research outcomes will be considered by the sport for implementation in classification rules and regulations. Considerations Sports and IFs must initiate research projects with universities and academic research centres, and are encouraged to seek cooperation across sports/impairment types where appropriate (e.g. some research findings apply across wheelchair sports).
