Gibbins, and Occupational Hygiene Officers, G. Lau, and B. Sun visited this work site. The focus of this inspection report is the ammonia refrigeration system for the ice rinks. Matters discussed included, but were not necessarily limited to, the following: Ammonia Refrigeration System: Two units of ammonia refrigeration system are used to service three ice rinks in Doug Mitchell Thunderbird Sports Centre. Approximately 3,300 lbs of ammonia are present at the workplace. One refrigeration plant room is used to house ammonia tanks and compressors- Signs are posted at the entrance of the refrigeration plant room to clearly identify the hazards and the precautions required for safe entry into this room. Two continuous monitoring sensors for ammonia are installed in the refrigeration plant room at near ceiling height, and the live ammonia readings are displayed in the refrigeration plant room vestibule by the plant room entrance. The king valves of the refrigeration system have been labeled fir identification and function determination. A copy of the ammonia hazard, risk assessment and exposure control plan has been received from the employer for review. Personal Protective Equipment Half-face respirators with ammonia cartridges in sealed plastic bags are present in the refrigeration plant room vestibule. Bite blocks and full-face respirators are available from the office of the head icemaker (chief power engineer). Emergency Washing Facility A plumbed emergency eyewash and shower facility is present in the refrigeration plant room vestibule. Emergency Evacuation and Procedure: The employer has hired Contractor Cimco for technical support of normal operation. The employer has developed and established an emergency procedures designed for the safe evacuation and rescue of all works at an event of ammonia release. Vancouver Fire Department (VFD) Hazmat team and CIMCO Regrigeration will be contact for major ammonia release. The UBC safety advisor has reported that an agreement has been established between UBC and VFD Hazmat team for ammonia release emergency response. A copy of the emergency response procedures for ammonia leaks at different levels has been received from the employer for review.
