1 STUDENT HEALTH (FIRST-AID POLICY) POLICY STATEMENT At any ne time, a student can have a health cnditin r care need that culd impact n their attendance and participatin within schl. This can require shrt r lng-term first aid planning, supervisin fr safety, rutine health and persnal care supprt and ccasinally cmplex medical care needs. William Ruthven Primary Schl has a respnsibility t prvide equitable access t educatin and respnd t diverse student needs, including health care needs. This plicy has been develped t assist supprting student health within a schl envirnment in a pr-active manner. GUIDELINES Generally, schls are unable t prvide fr ill and recuperating students. Teachers require students t have relatively stable health and clear care plans. Fr example, teachers can generally safely supervise a child with a chrnic health cnditin such as asthma r diabetes where the individual s health is relatively stable and predictable and care recmmendatins have been dcumented and agreed t by the schl. If, hwever, a student has recently cntracted an illness, is infectius and/r needs rest and recuperatin, his r her care generally shuld be the respnsibility f the family. The schl principal will ensure that families understand and fllw the schl s health supprt prcedures. At the initial meeting with families, prir t acceptance f enrlment, the principal r their nminees shuld specifically ask whether a child r student has any individual emergency r rutine health and persnal care supprt needs, such as: predictable emergency first aid assciated with, fr example, anaphylaxis (severe, life threatening allergy), seizure management r diabetes rutine supervisin fr health care safety, such as supervisin f medicatin persnal care, including assistance with persnal hygiene, cntinence care, eating and drinking transfers and psitining, and use f health related equipment. Parents/carers are primarily respnsible fr the health and wellbeing f their children. The schl principal will ensure that allcatin f staff duties anticipates predictable shrt and lng-term health supprt needs f children and students in their care. First Aid supprt in the schl will be prvided in respnse t unpredictable illness r injury. PROGRAM William Ruthven Primary Schl has prcedures fr supprting student health fr students with identified health needs and will prvide a basic first aid respnse t ill r injured students due t unfreseen circumstances and requiring emergency assistance. The first-aider will seek emergency assistance in situatins where his r her training is nt sufficient t keep the student safe. First aid trained staff shuld nt have t wait fr parent r

2 guardian apprval t take this emergency actin. Delays culd cmprmise safety. The firstaider shuld, hwever, ntify the child s r student s emergency cntact persn as a matter f pririty t infrm him r her f the actin taken. Schl prcedures shuld ensure parents/carers are aware f, and accept, this plicy with its assciated bligatin fr payment by families fr ambulance and ther emergency services. It is the principal s respnsibility t: alert families t the need fr health care plans if children r students need individual supprt develp, mnitr and review the schl s health supprt prcedures manage health supprt planning invlve relevant teachers in health supprt planning manage cnfidentiality ensure staff training requirements are fulfilled ensure delegated staff respnsibilities reflect duty statements ensure facility standards are met be aware f health care services which visit the schl manage archives f dcumented infrmatin If there is an indicatin that individual health care may be needed by a student, the parent/carer shuld be asked t prvide a health care plan, written by a relevant health prfessinal. The care plan shuld dcument recmmended emergency and rutine health and persnal care supprt fr the child r student. Infrmatin abut medical cnditins (such as asthma, epilepsy and incntinence) must be prvided by a dctr r, in sme cases, a clinical nurse cnsultant wrking under the directin f a dctr. A therapist (fr example, a physitherapist r a speech pathlgist) will usually dcument infrmatin abut therapeutic such as transfers and psitining, and mealtime assistance. Sme students will have a health care need identified after enrlment. The same steps shuld be fllwed. An interim health supprt plan might be needed. It is the respnsibility f parents/carers t: prvide relevant health care infrmatin t the schl liaise with health prfessinals t prvide care plans which create minimum disruptin t learning prgrams assist children r students fr whm they are respnsible t self manage, as much as is safe and practical, their health and persnal care needs The schl will have a number f teachers and educatinal supprt staff trained in first aid able t treat unpredictable illness r injury. The First Aid Crdinatr will be delegated the task f crdinating first aid prcedures, supervising the first aid facility and maintaining and securing the cntents f the schl s first aid kit. A relief staff member will be nminated in the event f the absence f the first aid crdinatr. Other staff with first aid qualificatins will be identified and available t assist.

3 Managing Students with Special Health Needs Any infrmatin prvided t the schl n the enrlment frm r separately, will be taken int accunt when planning the care f a student. Where students have a health care need identified after enrlment, the same steps will be fllwed. 1. When a need is identified Parents/carers are required t prvide accurate infrmatin abut a student s rutine health and persnal care supprt needs, and emergency care needs, fr example: predictable emergency first aid assciated with an allergic reactin, seizure management, anaphylaxis, r diabetes rutine supervisin fr health care safety, such as supervisin f medicatin persnal care, including assistance with persnal hygiene, cntinence care, eating and drinking, transfers and psitining, and use f health-related equipment Parents/carers and students will be infrmed when their infrmatin is being cllected, abut hw their persnal infrmatin will be used, and t whm it might be disclsed. Fr example, t schl nurses, wh will require access t relevant student infrmatin in rder t prvide apprpriate services. Medical advice is required frm the student s medical/health practitiner if there is an indicatin that a student has a health care need. The medical advice received must prvide relevant infrmatin abut the student s medical cnditin and dcument recmmended emergency and rutine health and persnal care supprt fr the student. Ideally medical advice shuld be sught via the cmpletin f a relevant Medical Advice Frm. Fr any student requiring medicatin while at schl, the schl must receive written directins ideally frm the student s medical/health practitiner. This can be dne via the cmpletin f a Medicatin Authrity Frm r ASCIA Actin Plan fr anaphylaxis r Schl Asthma Actin Plan fr asthma. The develpment f a Student Health Supprt Plan (r in the case f Anaphylaxis an Anaphylaxis Management Plan will ccur after the schl has received the apprpriate medical advice frm the student s medical/health practitiner. If there is a time delay between receiving this advice and in the develpment f a Student Health Supprt Plan, the schl may decide t put in place an interim supprt plan utlining an agreed interim strategy, e.g. call an ambulance immediately. Plans shuld be develped when a student is t attend schl excursins and camps. The parent/carer shuld cmplete a Cnfidential Medical Infrmatin fr Schl Cuncil Apprved Schl Excursin. 2. The planning prcess The principal (r nminee) will rganise a meeting t negtiate the develpment f a Student Health Supprt (r in the case f Anaphylaxis an Anaphylaxis Management Plan with the student, student s parents/carers and ther relevant schl staff. This Supprt Plan shuld be guided by the medical advice received by the student s medical/health practitiner. A range f questins may be asked in planning supprt. Fr example:

4 Is it necessary t prvide the supprt during the schl day? Hw can the recmmended supprt be prvided in the simplest manner, with minimal interruptin t the educatin and care prgram? Wh shuld prvide the supprt? Is this supprt cmplex and/r invasive? Is there staff training required? Are there any facilities issues that need t be addressed? Hw can the supprt be prvided in a way that respects dignity, privacy, cmfrt and safety and enhances learning? Are there any care and learning plans that shuld be cmpleted fr students with persnal care supprt? This infrmatin is prvided t parents/guardians n a regular basis via the schl newsletter. Outside f these times the supervisin and/r the cllectin f students is the respnsibility f parents/guardians. Sufficient teachers will be allcated by the schl principal r their nminee t supervise students during these perids Shuld a teacher be called away t ther duties alternate supervisin arrangements will be put in place in cnsultatin with the principal r their nminee. 3. Mnitring and review A date fr when medical advice received by the student s medical/health practitiner is t be reviewed (generally within twelve mnths) will be set. Student Health Supprt Plans (r in the case f Anaphylaxis an Anaphylaxis Management Plan will be annually reviewed in light f the updated infrmatin received by the student s medical/health practitiner. Student Health Supprt Plans will be reviewed earlier if the schl r the student s parents/carers have cncerns r if there is any change in the supprt. It may be agreed that an annual review f the Student Health Supprt Plan may nt require updated medical advice. It is up t the principal s discretin t request updated medical advice fr a student. First Aid Care Prcedures 1. Intrductin William Ruthven Primary Schl has prcedures fr supprting student health fr students with identified health needs and will prvide a basic first aid respnse as set ut in the prcedure belw t ill r injured students due t unfreseen circumstances and requiring emergency assistance. These prcedures have been cmmunicated t all staff and are available fr reference frm the schl ffice.

5 First Aid Officers Cnsistent with the Department s First Aid Plicy and Prcedures, the schl will allcate staff member/s as First Aid Crdinatr/s. The names and details f First Aid Officers, including their level f first aid and first aid expiry dates. 2.1 First Aid Officer Duties The First Aid Officer/s is required t undertake a crdinating rle maintaining standard medical service prvisin, student medical recrds and parent ntificatins. Their specific duties include: Participating in the risk management prcess within the schl as part f the schl s OHS team. This may include cntributing t risk management slutins and prviding feedback n injury reprts and first aid register data t identify persistent r serius hazards. Prviding first aid emergency awareness training fr staff including emergency ntificatin prcesses, a list f respnsible fficers and prvisin f emergency phne numbers. Crdinating first aid duty rsters and maintaining first aid rm and first aid kits Prviding first aid services cmmensurate with cmpetency and training. This may include all r sme f emergency life supprt including respnse t life threatening cnditins which may ccur in the schl (e.g. cardiac arrest r respiratry difficulties assciated with asthma), management f severe bleeding, basic wund care, fractures, sft tissue injury. Recrding all first aid treatment. A cpy f treatment prvided shall be frwarded with the patient where further assistance is sught. The first aider shuld respect the cnfidential nature f any infrmatin given. Prviding input n first aid requirements fr excursins and camps. The First Aid Officer/s will be available at the schl during nrmal wrking hurs and at ther times when authrised Department prgrams are being cnducted. Where pssible, nly staff with first aid qualificatins will prvide first aid. Hwever, in an emergency ther staff may be required t help within their level f cmpetency. 2. Prcedures fr Medical Treatment In the event f a student requiring medical attentin, an attempt will be made t cntact the parents/guardians befre calling fr medical attentin except in an extreme emergency. In serius cases, parents/guardians will always be infrmed as quickly as pssible f their child s cnditin and f the actins taken by the schl. All accidents and injuries will be recrded n the Department s injury management system n CASES21. A Recrd f First Aid Treatment will be kept in the Sick Bay and infrmatin recrded fr all students treated in the Sick Bay. A frm will be filled in and sent hme with the student indicating date and time f attendance in the Sick Bay, the treatment given and the persn administering the first aid. A cpy f this frm will be kept at schl and archived.

6 It is the plicy f the schl that all injuries t the head are reprted t Principal Team Member in charge f First Aid and that parents/emergency cntacts are cntacted regarding the injury. First aid kits will be available fr all grups that leave the schl n excursins. The cntent f these kits will be dependent n the nature f the activities, the number f students and staff, and the lcatin f the excursin. Prtable first aid kits will be available fr staff n yard duty. These kits will cntain: a pair f single use plastic glves gauze and band-aids recrd bk & pen First Aid Kit Cntents Cnsistent with the Department s First Aid Plicy and Prcedures the schl will maintain a First Aid Kit that includes the fllwing items: an up-t-date first aid bk examples include: First aid: Respnding t Emergencies, Australian Red Crss Australian First Aid, St Jhn Ambulance Australia (current editin) Staying Alive, St Jhn Ambulance Australia, (current editin) wund cleaning equipment gauze swabs: 100 f 7.5 cm x 7.5 cm divided int small individual packets f five sterile saline ampules: 12 x 15 ml and 12 x 30 ml dispsable twels fr cleaning dirt frm skin surrunding a wund wund dressing equipment sterile, nn-adhesive dressings, individually packed: eight 5 cm x 5 cm, fur 7.5 m x 7.5 m, fur 10 cm x 10 cm fr larger wunds cmbine pads: twelve 10 cm x 10 cm fr bleeding wunds nn-allergenic plain adhesive strips, withut antiseptic n the dressing, fr smaller cuts and grazes steri-strips fr hlding deep cuts tgether in preparatin fr stitching nn-allergenic paper type tape, width 2.5 cm 5 cm, fr attaching dressings cnfrming bandages fr attaching dressings in the absence f tape r in the case f extremely sensitive skin six sterile eye pads, individually packed bandages fur triangular bandages, fr slings, pads fr bleeding r attaching dressings, splints, etc cnfrming bandages: tw f 2.5 cm, tw f 5 cm, six f 7.5 cm and tw f 10 cm these may be used t hld dressings in place r fr supprt in the case f sft tissue injuries ltins and intments cuts and abrasins shuld be cleaned initially under running water fllwed by deeper and mre serius wunds being cleaned with sterile saline prir t dressing. Antiseptics are nt recmmended single use sterile saline ampules fr the irrigatin f eyes creams and ltins, ther than thse in aqueus r gel frm, are nt recmmended in the first aid treatment f wunds r burns asthma equipment (which shuld be in all majr prtable kits, camping kits, sprts kits, etc)
