Develop and conduct training for Emergency Support function lead and support agency staff. Develop and maintain roster of ESF 4 supervisors, including shift change and staffing procedures, for County EOC activation and field operations. Develop and maintain ESF 4, Firefighting Emergency Support Function manpower list, delineating specialized skills of personnel. Develop and maintain mutual aid agreements and memorandums of understanding where needed. Develop public education programs involving fire safety. Develop and maintain contact notification lists including emergency contact information such as address, phone, cell, facsimile numbers, and . Obtain detailed maps of jurisdictions counties, municipalities, etc. Ensure that copies of all necessary Emergency Support Function-specific emergency manuals, plans, procedures, and other reference materials are located at the County EOC. Develop and maintain lists of hazard-specific resources and equipment. Provide guidance on County and State fire and building codes, rules and regulations. Discuss with other Emergency Support Functions the Incident Command Structure and methods of communications that will be utilized. Meet with representatives from each Emergency Support Functions to establish a reliable method for obtaining and Emergency First Response to any incident.

2 Coordinate with representatives from each Emergency Support Function and conduct periodic exercises of the County EOP promulgated by the County Meet with representatives from each Fire Service/Department in your jurisdiction to determine if Fire Control methods and procedures are adequate and unilaterally understood. Meet with representatives from each Fire Service/Department within the County, identify fire fighting equipment resources and discuss how those resources will be allocated. Meet with representatives who compose the Incident Management System in your jurisdiction, in order to provide for smooth functioning of the Functional Areas during incidents of any size. Ensure that agency, representatives can access their respective agencies networks, if available, while in the County Emergency Operations Center. Plan and conduct training of supervisors, firefighters and agency coordinators on the County EOP. Review Mutual Aid agreements. Test warning systems. Review lists and verify availability of response agencies. Report unmet needs to the EOC. Review plans and standard operating procedures. Check system to ensure coordination and communication between the fire and rescue service and other elements of the emergency response forces. Evaluate the need for search and rescue (see ESF #9). Identify search and rescue resources. NOTIFICATION Report to the County Emergency Operations Center (EOC) (name of facility and street address) Check-in with the Operations Coordinator and review this checklist Notify the Deputy Fire and Rescue Officer and placed him/her on standby Open and maintain Fire and Rescue Action Log (see Attachment 1 to this checklist) Review shift schedule for possible 24-hour operations Establish contact with the affected municipal Fire and Rescue Officer(s) on-scene command post Advise Operations Coordinator of "unmet needs" in Fire and Rescue operations

Identify need for HAZMAT and coordinate with the Haz-Mat Officer for support Monitor the status of Hazardous Materials (HAZMAT) team and other specialized resources Provide technical assistance as requested. Support other Emergency Support Functions as needed. Coordinate the dispatch of fire resources to assist with decontamination and monitoring as appropriate / required Provide situation reports of Emergency Support Function activities to Emergency Operations Center Supervisor as required. Attend briefings for periodic situation updates. Document incoming and outgoing communications. Maintain record of actions taken. Provide coordination assistance for firefighting resources, as required, and support resource efforts. If Joint Operations Center is activated, send Emergency Support Function representative to location, if appropriate. Provide liaison between Division of Forestry and the United States Forestry Service. Provide guidance on County and State fire and building codes, rules and regulations. Cooperate with Federal Bureau of Investigation, Bureau of Alcohol, Tobacco, and Firearms, PSP, and local police in performing an investigation.

4 Conduct Fire Investigations to determine cause/origins. Request State/Federal resources as needed. Provide security for Fire Scene/Incident Sites as appropriate. Provide assistance to Public Health and Environmental threats pertaining to fire suppression runoff and smoke. Coordinate with the Rescue Officer. Perform assigned radiological functions as required. Control hazardous materials by priority (see ESF #10). Assist the Haz-Mat Officer with product research and product ID Distribute pertinent details regarding agent to all agencies. Assist with collection of damage assessment data, if required. Coordinate route alerting as appropriate / required. Coordinate the provision of personnel to assist with the evacuations of the public or institutions. Coordinate the emergency shut-off of electric and gas utilities. Coordinate provision of emergency lights and power generation. Coordinate salvage operations and emergency debris clearance. Direct emergency fire & rescue workers to decontamination stations, when appropriate. Coordinate the establishment and operation of chemical or radiological decontamination site(s) for the site, remote station or facilities (hospitals), emergency workers or the general public. Document and retain logs and records TECHNICAL RESCUE SEARCH AND RESCUE Support EMC in search and rescue operations (see ESF #9). Coordinate with the Rescue Officer Coordinate the dispatch of fire resources to assist with search and rescue as appropriate / required ROUTE/SECTOR ALERT Recommend that affected municipalities assemble and brief route alert teams (2 persons per team) Ensure that municipal teams prepare maps, messages and have a list of the hearing impaired and special needs citizens Dispatch Route/Sector Alert Teams on orders from the EMC Keep Operations Coordinator informed of the alert and notification status Dispatch Route Sector/Alert Teams a second time, if necessary RECOVERY Provide guidance on County fire and building codes, rules and regulations Collect and inventory all equipment used during incident and determine need for decontamination an d/or replacement.

5 Coordinate with ESF 7, Logistics Management and Resource Support on resource accountability. Prepare appropriate after action reports Ensure that all staff is properly debriefed, to include mental health debriefings if appropriate. Aid local level fire departments in resource accountability and procedures for obtaining reimbursement from the State and/or Federal Government. Assist other functions with clearing debris to open streets and major thoroughfares. Provide for the emotional needs of Emergency Responders, Dispatchers and their families by establishing mandatory Critical Incident Stress Debriefings during the recovery stage of an incident. Survey injury to personnel and damage to fire equipment and facilities. Establish fire watch as needed. Identify potential fire hazards and prioritize according to the degree of threat to life safety. Inspect repair/construction work for safety. Perform decontamination functions. Monitor Demolition operations. Compile record of events. Review operations and revise plans, as necessary. MITIGATION Identify critical facilities that are vulnerable to a disaster or emergency incident, evaluate that vulnerability, and determine what mitigative actions could be taken to prevent or reduce that vulnerability. Identify potential funding sources that are available to mitigate for disaster or emergency. Identify areas where mutual aid agreements and memorandums of understanding are needed with support agencies and ancillary or contract support services. Identify areas where public education programs involving fire safety information is needed. Identify ESF 4 supervisors and their shift change and staffing procedures fo the County EOC activation and field operations Identify requirements for Emergency Support Functions specific standard operating procedures, plans, and checklists for lead and support agencies. Meet with representatives from each Fire Department in the County to determine if current Fire Protection codes are adequate and properly enforced. Identify sources of hazard-specific needs, resources and equipment.

6 Identify Emergency Support Function specific training requirements. Meet with representatives from each fire Department in the County to determine if fire protection methods and procedures are adequate and unilaterally understood. Consult with representatives from each Fire Department, Business and Industry Safety Staff and Local School Administration to ensure Fire Safety Programs are adequate within your jurisdiction. Identify standard Operation Procedures, (SOP s), Policies, Guides and Plans used by your agency or department during an activation of your jurisdictions Emergency Operations Center. Review the current level of training of personnel and identify additional or refresher training requirements. Determine if Mutual Aid Agreements and Memorandums of Understandin are adequate and understood by all parties concerned.
