4 List of items sent from respective PY countries to Japan embassy- Jan 6th Other important Dates: National Presentation February 9th Joint delegation party February 7th Ice breaking session by NL s January 26th The National Delegation leaders meeting was held in Japan dated 28 th -30 th Oct As a Representative of our country I participated in this Meeting and participants from 8 countries participated. Along with the National Leaders (NL) there were participants from the host country Japan too. Day 1 proceedings on Monday 28 th October: Opening Address: The participants were welcomed formally by Mr.Tetsuo, Deputy Administrator for global Leaders Development Program, who provided the household rules and special Instructions. Mr.Makoto lto, Director for International Youth Exchange, Cabinet Office, Japan, offered opening remarks. He briefed the importance of the GLDP (global leaders development program) to be held in less than 3 months and hence the need of this National Delegation Leaders meeting. The main goals of GLDP were discussed and they are: 1) To Develop Cross Cultural Communication. 2) To develop leadership and Management Skills of the Youth and promote the spirit of International Collaborations 3) To provide the foreign youth a setting for Human Resource Development in such a way they can contribute to International community through Human Network regardless of Nationality. We were also informed that the Japanese Govt has allocated a considerable amount of fund for this program to develop Global leaders and strengthen human network all over the world. Introduction of the Attendees: During this session all the NL s introduced ourselves and we were introduced to the members of the Administrative staff and the staff of the Centre for International Youth Exchange. (CENTEREYE). Briefing on the subject of the meeting National Service Scheme Page 31

5 Mr.Tetsuo Oshikiri, Deputy Administrator for GLDP explained the agenda of the 3 day program. Video presentation of the 25 th Ship for World Youth Program was showed to the Participants for nearly 15 minutes Outline of the Global Leaders Development Program (GLDP Ms.Naoko Yoshida, Chief Administrative Staff for GLDP, presented the general outline of the program mainly focusing the History, concept and objectives, organization, route, schedule, the onboard and onshore activities. Risk Management Instructions The risk management issues that the NL s should bear in mind in managing their delegations.this is to ensure smooth and successful implementation of the program in close cooperation with the ADM (Administrator) Instructions to Participating Youth (PY) General instructions: Participants are expected to behave proper at all time during the program. Cultural backgrounds must be respected. There should be no gambling in any form. No entering cabins of members of opposite sex. PY s are requested to cooperate with ADM for Influenza prevention. Basic Rules Participants must wear formal attire (suit and tie for men, formal dress for women) during official occasions. Decent attires must be worn during seminars and Institutional visits. Jeans and T shirts can be worn for these activities. Name plates shall be worn at all times. National Service Scheme Page 32

6 Health Care Pre-Embarkation Healthcare To take precautions against the cold weather, dry air, please bring proper clothing. There is no dental treatment onboard the ship so PYs are advised to take necessary dental checkup and treatment before program. Dental treatment at port of call activities is not covered by the insurance. Eyeglasses and contact lenses should be procured before the program. PYs are advised to bring their own medicines, preferably those that they are used to. Sharing medicine with other PYs is strongly discouraged to avoid illnesses caused by side effect s or allergies. PYs are asked to bring your own thermometers, as much as possible. Certain diseases such as influenza are very contagious so everyone should take precautionary measures to avoid infections. Prevention and Treatment Onboard PYs are advised to take flu vaccine before the middle of December. Participants should get ample sleep and be aware of their own health conditions. When sneezing or coughing, the individuals should cover their noses with facial tissue, or with their sleeves, to limit the speed of virus or bacteria. PYs should wash their hands with soap and gargle often. PYs should immediately see the nurse if they start fling sick. Wearing of mask becomes necessary when an individual is infected to avoid the spread of the disease. Mask should be weared appropriately. Due to the environmental and climatic conditions during the program, participants are encouraged to bring humidifier in their cabins. In the absence of a humidifier, putting water in open cups or hanging wet towels inside the cabin may also serve the same purpose. National Service Scheme Page 33

7 Onboard the Ship To follow the Safety rules onboard Keep valuables safely Avoid entering restricted areas in the ship Time management No smoking to avoid fire related accidents Health Management Tips The participating youths (PY s) should report to the NL about any Health Problems The NL s should encourage the PY s to have proper diet and have good sleep at nights. Possession of illegal substances Possession of opium, stimulants, marijuana, narcotic paraphernalia and all forms of narcotics is prohibited. Any violation thereto shall be dealt with seriously and can be used as grounds of disqualification. In such case, the PYs will be asked to bear the cost of returning to his/her home country. Japanese law shall apply inside the ship. NLs should make very clear to the PYs that rug using is not an individual issue but it will seriously affect the program and future programs. Sexual Harassment Wearing inappropriate clothing or exposing to much ski must be avoided. Do not talk about someone s appearance repeatedly Avoid staring at someone The individuals should limit physical contacts and be aware od cultural sensibilities Sexual Harassment can be a ground for disqualification from the program The following chapter was discussed. 1. Outline of the Program. 2. Organization of the program. This chapter involves ANDL (assistant national Delegation Leader), roles and Responsibilities 3. Roles and responsibilities of Assistant Group Leaders. 4. Activities in Japan. The total schedule in Japan was discussed in this session. 5. Onshore and Onboard trainings. 8 First Day session completed Tuesday, October 29 th, 2013 (10am to 5pm) Overseas Training: General overview of the overseas training was discussed in this session. This session was mainly for the Japan Participants who would be grouped according to the course discussions and visit different countries. Ship for World Youth Alumni Association: Ms.Tamae Saito explained about SWY Alumni Association and asked the NL s to put special attention on cross-cultural understanding. The NL s are requested to keep in touch with Alumni representatives. Life onboard Ms.Misato Abe discussed here the chapter 7 of the Handbook.The handbook copy is attached. This session also deal with cabin control and safety rules on Board. Facilities on Board Mr.Hiroki Kita explained the facilities onboard Insurance and immigration procedures The details of Travel Insurance to the PY s were well discussed by Mr.Kuroda Wednesday, October 30 th, 2013 time: 10am to 5pm Decisions and agreements were reached by the NL s International Night Expo (combined Delegation Party) Order and Format of National Presentations How to deal with Late comers Agenda from JPY-AGLs-influenza Other matters concerned. 9 AVHAN - Chancellor s Brigade: State level Disaster Management Training Camps: N.S.S. State Level Recognition / Achievements AVHAN aims to create a pool of trained young volunteers from National Service Scheme to collaborate and join hands with civil administration to provide quick rescue and relief services in the event of sudden natural calamities and disasters. The main objective of the event AVHAN is to provide focused and wholesome training of youths belonging to NSS units of 20 universities of Maharashtra through professional trainers of National Disaster Rescue Force (NDRF ). The training includes various sub-modules of providing relief and quick response to help reduce the losses and mitigate sufferings of the victims of sudden natural or manmade calamities and hazards.
