1 Purpose Blood-borne Pathogen Exposure Control Plan 2010 The purpose of this plan is to minimize exposure of blood-borne pathogens to College Staff and Students, and to meet the requirements of the OSHA Blood-borne Pathogens standard (29 CFR ). Definitions Bloodborne Pathogens: A pathogenic microorganism that is present in human blood and that can infect persons who are exposed to blood containing the pathogen. These pathogens include: Human Immunodeficiency Virus (HIV) which causes Aids Hepatitis B Virus (HBV) which causes Hepatitis B, a liver disease Hepatitis C Virus (HCV) which causes Hepatitis C, also a liver disease Potentially Infectious Materials: Those materials that can carry bloodborne pathogens. They include: Human blood Semen Vaginal secretions Spinal fluid Amniotic fluid Other human body fluids from joints, chest cavity, heart sac or abdomen Saliva during dental procedures Equipment contaminated with blood Body fluid that is visibly contaminated with blood. Potentially infectious materials do not include the following unless it is visibly contaminated with blood or it is too hard to distinguish: Tears Vomit Feces Human skin Sweat Saliva Nose fluids Feces

2 Responsibilities Campus Safety Officer Responsibility of the Bloodborne Pathogen exposure Control Plan Review of the plan with campus program coordinators and the Campus safety Committee Accessibility of the plan to campus staff Coordination of required training Disposal of infectious waste and sharps containers Maintenance of the Sharps incident log Security Director Incident reporting of all non employee injuries All contact with the State of Minnesota Risk Management Division Health Sciences Dean/Department Coordinators Ensure that staff attend required annual training and comply with the Bloodborne Pathogen Exposure Control Plan Complete the 1 st Report of injury forms Help investigate exposure incidents Human Resources Employee injuries/workers compensation claims Student Worker injuries Staff Attendance at all required training Following all aspects of the plan Employees at Normandale with Potential exposure Security: Security Director, Campus Security Officers, Student Security Officers. Tasks: First Aid, Breaking up confrontations. (Risk Category B) Building Services: Building Maintenance Foreman, Building Services Supervisor, and General Maintenance Workers, State Administrative Supervisor (Environmental Health and Safety). Tasks: Blood and other Body Fluid Clean -ups. (Risk Category B) Dental Faculty: Tasks: Dental Procedures. (Risk Category A)

3 Nursing Faculty: Tasks: Patient Care (Risk Category A) Diet Tech Faculty: Physical education, Health Instructors Faculty: Tasks: 1 st Aid, Laundering. (Risk Category B) Biology: Faculty and College Lab Assistants: Minimal 1 st Aid due to the large amount of broken sharps and glass. (Risk Category B) Risk Category A are those staff which by the nature of their position have a potential higher risk of occupational exposure. Risk Category B are Staff who have a lesser risk of exposure. Exposure Prevention: In order to prevent Norman dale s employees from exposure to blood-borne pathogens, the following exposure control programs apply: Annual Blood-borne Pathogen Exposure Control Training (training section). Hepatitis B Vaccinations: All employees whose positions as defined above have the opportunity to receive the Hepatitis B vaccination series. These employees must also sign a Consent or decline form. If the affected staff member desires to b tested for Hepatitis B antibodies prior to deciding to receive the immunization, the testing will be made available at no cost to the employee. If an adequate antibody titer is found and verified by the clinic, the offer of immunization is not required. This information will be required to be provided to the College. The immunizations are available at the City of Bloomington Department of Health. A purchase order is in place with the City for these immunizations. Please contact your Supervisor or Jon Hanson at for additional information. Personal Protective Equipment (PPE): PPE is the responsibility of Normandale to supply. (See the Personal Protective Equipment for further information). Exposure/Treatment/Reporting Requirements First Aid Exposures can occur when blood or other potentially infectious material comes in contact with the eyes, mouth, mucous membranes or through a skin injury. If this occurs please immediately wash with soap and water for a minimum of 15 minutes. After washing apply the necessary first aid.

4 Medical Evaluation A post exposure evaluation is offered to all exposed individuals. For staff, this will be treated as an injury and a First Report of Injury form must be filled out through your Supervisor and forwarded as soon as possible to Normandale s Human Resources Department. The 1 st Report of Injury form is available in PDF and Word format at Scroll down to Forms and select injury/illness/incident Data Form (IDF). The State of Minnesota worker s compensation program is managed by Corvel. For students, Injuries are treated as an accident and a State Incident Report incident must be filled out and turned into the Security Department and the State of Minnesota which manages all non-employee accidents and College Liabilities. College Policy is to pay for the initial baseline testing including students. For employees, exposure incidents are treated as a work related injury. For students, the remaining costs are their responsibility. It should be noted that Students in our Nursing and Dental programs are required to carry health insurance. An accident investigation will be performed on all exposures as well as a Campus Sharps log will be maintained by the Campus safety Officer. Medical Care/ Clinic The following Clinic is our designated clinic for all campus injuries: Aspen Medical Group 7900 Cedar Ave. So. Bloomington, Mn Clinic Hours: Monday-Friday 8:00 a.m.-5:00 p.m. (The lab opens at 7:30 a.m.) Urgent Care Hours: Monday- Friday 5:00 p.m. - 10:00p.m. Saturday and Sunday 9:00a.m.-5:00p.m Fairview Southdale Hospital is our designated After hour Clinic 6400 France Ave. So Edina, Mn.

5 Post Medical Evaluation The post medical evaluation should include the following: Documentation of the exposure route The HBV and HIV status of the exposure source The results of the source individual if possible Information regarding applicable laws Training Annual Training will be provided by the College. It will be the role of the Campus Safety Officer to provide training regarding the Bloodborne Pathogen Exposure Control Plan and the Lab safety Plan Chemical Hygiene Plan) to College staff. Safe Work Practices Universal Precautions All human blood and other PIMs are to be treated as if they contain bloodborne pathogens. Staff should take all appropriate precautions. Universal Precaution Requirements When working in an area where human blood is present, staff should: Avoid eating, drinking and handling contact lenses Avoid storing foods in freezers, refrigerators, cabinets etc Wash hands frequently, even if gloves have been worn Minimizes splashing of PIMs Use leak proof and non-breakable containers for holding PIMs Never overfill waste containers Use a secondary container when transporting PIMs through hallways etc, Place appropriate biohazard symbols to containers which hold waste as well as refrigerators etc.

6 Personal Protective Equipment (PPE) Normandale is required to provide Personal Protective Equipment at each work location, with appropriate sizes available. Where blood or other PIMs may be splashed on the skin or clothing of an employee, nitrile gloves and lab coats as well as goggles and masks/ face shields are to be worn. The College is responsible for paying for the decontamination, cleaning and repair of all PPE. Disposable gloves are not intended for reuse. Sharps Safety To prevent Sharps injuries the following policies apply: Never recap, bend or break needles Use safer devices whenever possible Dispose of all sharps in appropriate containers. Disposal of Campus Infectious Wastes Normandale s Building Services Department manages the campus hazardous waste including all record keeping and supporting documentation. To request a pick up, please use the Building Services Work order System. *Please note that Potentially Infected Materials are not necessarily regulated as Potentially Infectious Materials Waste. Bandages, towels and sanitary napkins are considered Potentially Infected Material unless these items are saturated to the point that when squeezing would cause blood to fall out. These items unless saturated can be placed in a lined trash can. *Please review the Hazardous and Regulated Waste Management Plan
