6 Need for the Program: The Government of India has enacted the Disaster Management Act in Dec:2005. The act provides for the effective management disasters and for matters connected therewith or incident thereto. Disaster Mananagement means a continious and integrated process of planning, organising, co-ordinating & implementing measures which are necessary for I. Prevention of danger & threat of any disaster II. Mitigation or reduction of risk of any disater or its severity III. Capacity building IV. Preparedness to deal with any disaster V. Prompt response of any thretening disaster situation VI. Assessing the severity or magnitude of effects of any disaster VII. Evacuation, rescue & relief VIII. Rehabilitation & reconstruction Overall Objective The overall objective of the workshop is to impart awareness & knowledge in case of any disaster. 1. Provides an introductory brief of risk, vulnerabilities & consequences of Chemical Accident 2. Review the existing regulatory frame work & practices including review of functiong of Non Government Organisation, Major Accident Hazard compliance to statutory requirement 3. Salient gaps identified in various aspects of management of Chemical Accident., Transport Accident & Medical Emergencies. 4. Comprehensive guidelines of regulatory frame work code of practices, procedures & standard, including strengthening the present regulating frame work and also preparator of on-site & off-site emergency plans, regular tesing of emergency plans. 5. Installations & storages including isolated storage of hazardous chemicals. 6. Preparation of highway Disaster Management Plan 7. Sensiting the commmunity on chemical disasters. 7 Programme Details: Date: The Prog. Commenced on 02 nd November 2010 and concluded on 03 rd November 2010 Venue: The Crown Goa, Panaji Goa Registarion: the prog. Started on as per schedule at a.m. on 2 nd November Registration of the delegates began at a.m. Inaugration : Shri V K Jha, Secretary (Factories & Boilers) Governemnt of Goa inugurated the two days program. During the inugural speech he heighlighted his experiense specifically when he was deputed to one remote island at Andaman and Nicobar islands after tusumani Dr. Rakesh Dubey, Director Disaster Managemnt Institute spojke on the need of program and Disaster Managemnet institute. Dr. Sandhya Chatterji Senior Advisor InWent sponosored about inwent and GTZ program in India Shri S M Paranjape, Chief Inspector of Factories & Boilers, Govt. of Goa welcomed the delegates and guests and alos brief about the Disaster Management Scenario in Goa and the initiative taken by Inspectorate of Factories & Boilers in training the stake holders and general public. THE IN-BRIEF WRITE UP OF THE DIFFERENT PRESENTATION GIVEN BY THE FACULTIES IN TWO DAYS PROGRAMME SESSION 1 Conducted by Shri Rakesh Dubey, Director, Disaster Management Institute Shri Dubey in his presentation spelt out the activities of the Disaster Management Institute and how it is helping the National Disaster Management Authority in conducting various mock drills in different parts of the country on industrial (Chemical disasters). He also gave the over view of the Industrial Disasters and how they are managed. He also gave inputs on the prevention on chemical disasters and what preparedness level is required at the industry level, at the state level, and at the national level. 8 SESSION II Conducted by Shri H. Srinivasaiah, Director, Department of Factories, Boilers, Industrial Safety & Health, Karnataka. Shri Srinivasaiah. spoke on emergency planning preparedness and response at industry level, ata state level and national level. He gave some good examples and quoted certain phases from the philosophical writings and convinced the audience about the attitude of the human being and why a change is required from the view point of disaster planning preparedness and response. SESSION III Conducted by shri A. a. D souza, Chemist, I/c Industrial Hygiene Laboratory, Inspectorate of Factories & Boilers. Shri D souza classified the different potential hazards present in the chemical industries and how in a mathematical way they should be quantified. He also indicated how the quality of the potential hazard depends upon the quantified parameters defined by the National Fire Protection Association or other institutions. SESSION IV Conducted by Dr. Manish Gaunekar, Medical Inspector of Factories. I/c Occupational Health Laboratory. Dr. Gaunekar gave presentation on the need for medical preparedness in emergencies, the type of the preparation required before and after the happening of the emergency or disaster and how during disaster the first aid treatment, the triage of the patients/victims and the time management required for efficient management of treatment and health care required during emergency. SESSION V Conducted by Shri Vivek Marathe, Inspector of Factories & I/c of MAH Cell. Shri Marathe presented on over view of off-site emergency management in the state of Goa and the capability and the compliance of the State Government vis-à-vis the different legislations available at the National level and the State level. He has also indicated the vulnerability of the urban population and the rural population depending upon the location of the 16 nos. of MAH installations and the role of the Inspectorate of Factories and the MAH installations. He also showed a video clip wherein one accident has resulted into a number of worst case scenarios on the road. SESSION VI Conducted by Shri Suresh M. Sabnis, Head, Health, Safety & Security, Syngenta India Limited, Corlim Goa D:\GTS\Disaster Management\REPORT.Docx P a g e 8

9 Shri Sabnis focused his presentation on the awareness of the community and its support to the disaster management planning at the time of emergency and the effectiveness of testing of emergency plans with the help of the community. He also presented the need for community awareness and the difficulties faced by the industry for having community awareness programmes and in what different manners the community can be made aware of the potential hazards present in the industries. DAY 2 SESSION VII Conducted by Shri G. S. Saini, Director Civil Defence College, Nagpur. Shri Saini presented the need for emergency response and rescue in chemical accidents and showed that the time management plays a vital role in preventing the major disasters. He also showed the different methods of rescue in chemical disasters and the need for identification of different risks involved in various types of chemicals and how the responding agencies should be able to identify the type and chemicals and how the responding agencies should be able to identify the type and the risk posed by the chemical. SESSION - VIII Conducted by Shri S. K. Naik, Chief Manager, Fire & Safety, Zuari Industries Limited, Goa. Shri Naik presented the features of the on-site emergency plan and how it helps in planning, preparedness and response in case of chemical emergencies. He also indicated how the onsite emergency mock drills have helped them in improving the lacunas detected by the observers during the on-site drills and how the serious implementation and willingness of the management can bring about substantial change in the attitude of the workers towards the mitigation of the on-site emergencies. SESSION IX Corporation, Vasco. Conducted by Shri Tanmay Saha, dy. Manager, Terminal, Indian Oil He presented a case study on Jaipur Oil Fire Disaster at IOC and how a small mistake or an error committed by a worker has resulted into a disaster. Organising Institutes Inspectorate of Factories & Boilers Department of Inspectorate of Factories & Boiler in the State of Goa have placed more stress on implementation of provisions relating to Occupational Safety Health and Environment, through the Institute of Safety, Occupational Health and Environment rather than enforcing punitive action The Institute imparts training in Safety and First Aid and has conducted Post Graduate Academic Courses in Occupational Health and Pollution control namely Diploma in Industrial and Occupational Health and Post Graduate Diploma in Environmental Pollution Control Technology and these qualification have been prescribed as essential qualification for Factory Medical Officer and operation of Effluent treatment plants. 11 In the field of Safety, health and environment the Inspectorate of Factories and Boilers has made tremendous strides and is the leading state in the country. The Institute of Safety, Occupational Health and Environment under Safety Training Centre of the Inspectorate of Factories and Boilers is unique in India. The training courses in safety, first-aid, fire-fighting for the management, supervisors and workers are well accepted by the industries and serve to reduce the accidents, render timely assistance and save lives. The students and lecturers of various colleges and polytechnics undergoing training courses have benefited through receiving inputs on Safety, health and Environment. To improve safety on roads while transporting hazardous chemicals, certificate training is held for the drivers in association with the R.T.O office of the State Directorate of Transport. The Institute receives regular batches of students from the nursing institutes from the neighbouring states of Karnataka and Maharashtra apart from local nursing students and medical students. The students are able to see the demonstration of Occupational Health and Industrial Hygiene equipments and see the functioning of the unique mobile Occupational Health and Industrial Hygiene Laboratories Students from Labour Institutes in Maharashtra and as far as from Chennai visit the safety centre to understand the implementation of Safety, Health and Environmental programmes in Goa. Part of the syllabus of maritime students is covered at the Institute. The introduction of the subject on environment in the colleges, higher secondary's and technical institutes as per the directives of the Supreme Court has led to the lecturers of these institutions referring extensively to the information centre. The students from these institutes undergo training on environmental matters at the centre. A faculty member of our Institute is on the Board of studies on Environment at Goa University. Green Triangle Society (GTS), a non-government organization based in Goa, is committed to the promotion of Occupational Safety, Health & Environment within the Industrial Community since the year GTS has a wide membership base of Corporate, Medium, Small Industries, representative of Government, Dept besides professionals from OSHE, Personnel, /HR etc. As on date, membership of GTS is over 300 members. In the last ten years, Green Triangle Society has organized specialized programmes in the field of OSHE in association with Inspectorate of Factories and Boilers, DGFASLI and other NGOS apart from Seven National Conferences on OSHE and one specialized National Conference for Competent Persons. These programs have been widely appreciated as it gives an opportunity to know the latest developments in the field of OSHE and brings the professionals together On and above Green Triangle Society in association with Inspectorate of Factories & Boilers organizes a monthly program entitled Continuing Education Program (CEP). 12 them about the latest techniques, services, items, and facility related to OSHE available which is offered by your organization. As of now 75 special programmes have been organized since last 10 years AIMS AND OBJECTIVES: The Society shall be an independent, non commercial, non-profit making, non-political and autonomous society and the aim shall be:- a) To device, advocate, encourage, and promote methods, procedure, research, and public support leading to better safety, health, and environment. b) To organize and conduct programmes, lectures, conferences and other activities for promoting open discussions on all matters and issues relating to Safety, Health and Environment. c) To conduct educational campaigns with a view to arouse and maintain public opinion and interest of the employers, workers and all other persons to adopt, institute and support measures towards safety, health and environment. d) To collect, co-relate, publish, distribute and disseminate educational and information data, reports and all other materials relating to methods and procedures on safety, health and environment and to serve as a forum for voluntary exchange of such information, experience and ideas. e) To conduct training programmes for awareness and preparedness for chemical emergencies at local level. f) To celebrate National Safety Day, Occupational Health day and Environment Day. g) To examine and suggest improvements in the Central and State legislations relating to safety, Health and Environment. h) To organize contests and to establish fellowships and scholarship for educational purposes and to award prizes for suggestions and essay tending to further interest in Safety, Health and Environment. i) To establish a library and to print and publish any newspapers, periodicals, books, leaflets, and films as may be deemed desirable for the promotion of the aims and objects of the Society. j) To undertake advertising in the press or to adopt such other audio visual means for making known the aims and objects of the Society. Conclusion and Recommendations More such training programmes should be conducted involving DMI and other National Institutes. D:\GTS\Disaster Management\REPORT.Docx P a g e 12

13 Fire and Emergency Services request to conduct similar programme covering all their officials. Police Department officials requested to conduct similar programmes for all their officials and staff from the vernable areas. From the verbal feedback the delegates felt that the two days program was veryuseful. They will try to implement the same in at their workplace and also deceminate the knowlage receive to thei subordinates. Followup programs should be conducted at regular intervals. Certificates to be issued to all participants. Medical response plan should have been incorporated adaquate infrastructure to trained medical and paramedical staff alongwith SOP to chemical emergencies should be ensured specific guidelines on medical preparedness, emergency medical response and medical rehabilitation The role of NDMA being an apex body to lay down policies, plans, guidelines to disaster management to ensure timely and effective response to disaster should be included in the program Duties of voluntary agency (NGO) in vulnerability reduction programmes and training activities should be included as one of the topic Duties of a citizen in Prevention and evacution should also be included The inuguration program started on the scheduled time and velidactory program was little delayed due to more time taken by the faculty members The program concluded at 3.30 pm D:\GTS\Disaster Management\REPORT.Docx P a g e 13
