1 MAURITIUS PUBLIC SERVICE PUBLIC ADVERTISEMENT NO. 106 OF 2016 Vacancies for Post of Occupational Safety and Health Engineer/ Senior Occupational Safety and Health Engineer Ministry of Labour, Industrial Relations, Employment and Training Applications are invited from qualified candidates who wish to be considered for appointment as Occupational Safety and Health Engineer/Senior Occupational Safety and Health Engineer in the (i) Chemical Engineering Section (ii) Electrical Engineering Section (iii) Mechanical Engineering Section and (iv) Civil Engineering Section of the Occupational Safety and Health Division of the Ministry of Labour, Industrial Relations, Employment and Training. Note (a) (b) Candidates should clearly indicate in their Application Forms the section for which they are applying. Failure to do so may entail their elimination from the competition. Candidates willing to be considered for more than one section should fill in separate Application Forms. II. AGE LIMIT Candidates, unless already in the Service, should not have reached their 40 th birthday by the closing date for the submission of applications. III. QUALIFICATIONS Candidates should be registered as Professional Engineers in the relevant field (Chemical/Electrical/Mechanical/Civil Engineering) with the Council of Registered Professional Engineers of Mauritius under section 13 of the Registered Professional Engineers Council Act No. 49 of 1965, as subsequently amended. NOTE A Diploma in Occupational Health and Safety from the University of Mauritius or any other qualification in the field of Occupational Health and Safety acceptable to the Public Service Commission is desirable. Note 1. Candidates should submit a copy of their Certificate of Registration as Professional Engineer in Mauritius together with their Application Form. 2. The onus for the submission of equivalence of qualification (if applicable) from the relevant authorities (Tertiary Education Commission or Mauritius Qualifications Authority) rests on the candidates. Applications will not be considered failing the non-submission of Equivalence Certificate, as appropriate, by the closing date. 2/

2 IV. DUTIES -2- The Occupational Safety and Health Engineer/Senior Occupational Safety and Health Engineer will be responsible to the Head of the Division for the discharge of the following duties:- A Chemical Engineering Section 1. To carry out the survey of the manufacture, importation, storage, transportation, distribution and use of substances with a view to determining their potential hazards and to propose corrective/ preventive measures to eliminate such hazards. 2. To inspect workplaces, as may be required, to obtain full details of the nature of work, materials, equipment used, products and by-products, number and sex of workers and hours of work, and any other information necessary for the identification of potential occupational hazards. 3. To investigate into major work-related accidents and dangerous occurrences which may have been caused by improper use, handling, storage and transport of chemicals and advise on appropriate measures required to prevent their recurrences. 4. To make appropriate measurements to determine the magnitude of exposure or nuisance to workers and eventually to the public and in so doing, select or devise strategies, methods and instruments suitable for such measurements. 5. To conduct, personally or through others under his direct supervision, such measurements and to study and test materials associated with such operations. 6. To interpret results of the examination of the work environment in terms of ability to impair health, nature of health impairment, workers efficiency and community nuisance and/or damage, and present specific conclusions to the Head, Occupational Safety and Health Inspectorate, and where appropriate, to the management of enterprises concerned as may be required. 7. To make specific decisions as to the need for appropriate and effective control measures and, when necessary, advise employers as to the procedures which will be suitable and effective for both the workplace and the environment. 8. To participate in the elaboration of new standards and regulations related to occupational safety and health. 9. To present, when required, expert testimony in courts of law, hearing boards, workmen s compensation commissions, and any other legally 3/

3 To advise on and conduct programmes for the education of workers, managers and the public in the prevention of occupational diseases and community nuisance. 11. To participate in and/or conduct, in collaboration with other appropriate services, epidemiological studies of workers and industries to identify the presence of occupational diseases and to establish or improve workplace exposure limits or standards. 12. To carry out research in the areas of identification, evaluation and control of occupational hazards. 13. To ensure compliance with statutory provisions on safety and health as may be directed generally or specifically and to guide the Occupational Safety and Health Inspectorate accordingly. 14. To perform such cognate duties as may be assigned. B Electrical Engineering Section 1. To inspect workplaces, as may be required, to ensure compliance with Occupational Safety and Health legislation and standards and, in particular, with regard to electrical systems and equipment. 2. To make appropriate measurements, as may be required, on electrical systems and equipment in order to ensure the safety of persons at work. 3. To investigate into major work-related accidents and dangerous occurrences due to faulty electrical system or equipment and advise on appropriate measures to prevent their recurrence. 4. To make specific decisions as to the need for implementation of appropriate and effective measures to ensure occupational safety and health and advise the Head, Occupational Safety and Health Inspectorate, employers and employees, as may be required. 5. To advise in the formulation of policies relating to electrical safety at work and elaboration of new standards and legislation in this connection. 6. To advise on all matters pertaining to the safety of workers at workplaces with emphasis on the electrical aspect. 7. To present, when required, expert testimony in courts of law, hearing boards, workmen s compensation commissions, and any other legally 8. To carry out research in areas of identification, evaluation and control of occupational safety and health hazards. 11. To perform such cognate duties as may be assigned. C Mechanical Engineering Section 1. To inspect workplaces, as may be required, to obtain full details of the nature of work, machines, tools and equipment used, pressure vessels and other accessories of a mechanical nature, procedures and any information necessary for the identification of potential occupational hazards and to propose corrective/preventive measures in line with occupational safety and health legislation and standards. 2. To investigate into major work-related accidents and dangerous occurrences due to faults in machines, equipment, tools and any other accessories of a mechanical nature, their safety devices and unsafe working practices and advise on appropriate measures required to prevent their recurrence. 3. To make, as may be required, appropriate measurements, tests, and/or examinations on the machines, equipment, tools and any other accessories of a mechanical nature. 4. To interpret the results of the measurements, tests and/or examination of the machines, tools, equipment, pressure vessels and any other accessories of a mechanical nature and decide upon specific control measures required and present specific conclusions to the Head, Occupational Safety and Health Inspectorate and, where appropriate, to the management of the enterprise concerned. 5. To assist the Head, Occupational Safety and Health Inspectorate, as may be required, for the registration of boiler and machinery inspectors. 6. To advise on and conduct programmes for the education of employers, employees, Occupational Safety and Health Inspectors and the public in the prevention of accidents and dangerous occurrences. 7. To participate in the elaboration and/or preparation of new legislations, standards, code of practice, specifications or any other documentary form of practical guidance related to occupational safety and health. 8. To present, when required, expert testimony in courts of law, hearing boards, workmen s compensation commissions, and any other legally 5/

5 -5-9. To carry out research in the areas of identification, evaluation and control of occupational hazards. 10. To carry out any survey on the safety of machinery, as may be required. 11. To give technical advice on all matters relating to machinery safety at work, including the design, manufacture, supply, installation, use, maintenance or modification of such machinery and its guarding or safety devices. 12. To participate in and/or conduct, in collaboration with other appropriate services, risk assessments to prevent major hazards. 13. To ensure compliance with statutory provisions on safety, as may be directed generally or specifically and to guide the Occupational Safety and Health Inspectorate accordingly. 14. To perform such cognate duties as may be assigned. D Civil Engineering Section 1. To carry out surveys in the field of construction works with a view to determining their potential hazards and to propose corrective/ preventive measures. 2. To inspect construction sites including the construction, structural alteration, repair and maintenance and the demolition of all types of building and structures, airports, docks, harbours, inland waterways, dams, rivers and sea defence works, roads and highways, bridges, tunnels, viaducts and works related to the provision of services such as communications, drainage, sewerage, water and power supplies, the erection but not the manufacture of prefabricated components of buildings and structures; to obtain full details of the nature of work materials, equipment used, number and sex of workers and hours of work, and any other information necessary for the identification of potential hazards, and to propose corrective/preventive measures. 3. To investigate into major work-related accidents and dangerous occurrences in the field of construction works due to faulty structures, equipment, machines, materials and unsafe work practices and advise on appropriate measures required to prevent their recurrence. 4. To undertake, as may be required, appropriate measurements, tests and/or examination of equipment, materials and any matters related to construction safety. 5. To interpret the results of the examination, measurements, tests of material, their strengths and nature and any features related to construction works and present specific conclusions to the Head, Occupational Safety and Health Inspectorate and where appropriate, to the Project Engineer and Management of the enterprise concerned. 6/

6 -6-6. To assist the Head, Occupational Safety and Health Inspectorate, as may be required, in the examination of factory building plans prior to issue of factory building permits. 7. To advise on and conduct programmes for the education of employers, employees and the public in the prevention of occupational accidents and dangerous occurrences. 8. To advise in the formulation of policies relating to construction safety and to participate in the elaboration and/or preparation of new legislation, standards, code of practice, specifications or any other form of practical guidance related to occupational safety and health in the construction industry. 9. To present, when required, expert testimony in courts of law, hearing boards, workmen s compensation commissions and any other legally 10. SALARY AND FRINGE BENEFITS The permanent and pensionable post carries salary in scale Rs 29,400 x ,500 x ,125 x 1,225 40,800 x 1,525 49,950 x 1,625 62,950 a month. Occupational Safety and Health Engineer/Senior Occupational Safety and Health Engineer is entitled to the following benefits: (a) (b) (c) (d) (e) 100% duty remission for the purchase of a car with petrol engine capacity of up to 1500 c.c. once every seven years or a monthly car allowance of Rs 3,865 in lieu of duty remission; loan facilities for the first purchase of a car equivalent to 21 months salary with interest at the rate of 4% per annum, refundable in 84 monthly instalments; a monthly travelling allowance of Rs 11,500 both for attending duty and for official travelling; passage benefits at the rate of 5% of the annual salary drawn; and refund of the full amount of the annual subscription fee payable to the Council of Registered Professional Engineers of Mauritius. 7/

Qualified candidates should submit their application on PSC Form 7 which may be obtained either from the Enquiry Counter of the Ministry of Civil Service and Administrative Reforms, Ground Floor, Emmanuel Anquetil Building, Port Louis or from the Enquiry Counter of the Public Service Commission, 7, Louis Pasteur Street, Forest Side or from the Chief Commissioner s Office, Port Mathurin, Rodrigues or from the offices of the Mauritius High Commission/Embassies overseas. 2.
