1 ToR 2 nd Indo-German SME Forum Topic: Preparation and Implementation of the 2 nd Indo-German SME Forum 1. Background The Indian private sector, particularly industrial small and medium enterprises (SMEs), is the key driver of economic activity and plays an important role in the growth story of the country. Germany and its Mittelstand in many terms serve as a role model for India. Over the last years, Indo-German economic relations have evolved into a strong strategic partnership with benefits for both countries. The scope of Indo-German SME cooperation is immense. However, the opportunities evolving out of it have not yet fully been tapped. Given the complementary nature of German and Indian SMEs, there are plenty of opportunities to leverage the competitive advantages and develop a mutual beneficial relationship through enhanced cooperation. However, many Indian SMEs lack financial and managerial resources of large enterprises to network and use afore mentioned opportunities effectively. This raises the significance of local intermediary aggregators such as chambers, industry associations and public service providers. They can serve as a platform to foster linkages and exchange with German industries. Developing and strengthening those linkages and experience sharing between cluster level associations and chambers from both sides hence will provide a great boost to Indo-German SME cooperation. Against this background, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) jointly with the Office of DC MSME, the Ministry of MSME, SIDBI, the Indo-German Chamber of Commerce and its knowledge partner Sequa organized a two-day international Forum in New Delhi on May 31 June 1, 2013 to provide a platform to foster linkages between public authorities, cluster/industry associations and other service providers from India and Germany. The first Indo-German SME Forum lay the foundation for a mutual partnership between German and Indian SME; however, the momentum of the forum has to be used to take further steps to institutionalize this initiative as a regular platform for Indo-German SME exchange. Hence, the second Indo-German SME Forum is planned from the 22 nd -23 rd September The theme for this year s forum is Cluster Internationalisation. 2. Objective of this assignment In order to prepare and implement the second Indo-German SME Forum is seeking the assistance of a consultancy. This will help to further institutionalize the forum in the long-run. It is further envisioned that the consultant assists GIZ in building the Indo-German SME Forum as its own brand.
2 Outlines of the 2 nd Indo-German SME Forum The Forum is planned as a 2 day event between the 22 nd and 23 rd September and should - foster dialogue and the exchange of experience between Indian and German ministries, SME clusters, Industry Associations, research and support Institutions with regard to Cluster Development as a foundation for Cluster Internationalisation, - provide learning and best-practices of and opportunities for Cluster Internationalisation, - provide an understanding on the German Model of Industry-Academia linkages, - foster the collaboration and linkages between SME clusters, Industry Associations, research and support institutions, - assist the identification of cooperation areas between the Industry Associations / Cluster Management Organisations, Public Authorities and Institutions from both the countries on Cluster level, - lead to formulation of joint pilot projects, beneficial for SMEs from India and Germany, and - further institutionalize the Indo-German SME Forum. Participants: The consultant is expected to assist GIZ to mobilise a participation of around 120 person (including around 25 participants from Europe/Germany). They could include: India Policy Makers, e.g. Ministry of Micro, Small and Medium Enterprises Banks, e.g. SIDBI, SBI, etc. National level associations, e.g. FICCI, FISME, etc. District / Cluster Level Industry Associations, e.g. pilot BMOs of the MSME Umbrella Programme activties Academic & Research Institutions, e.g. NAFARI, Steinbeis India, etc. Germany Policy Makers, e.g. Federal Ministry for Economic Affairs and Energy Cluster Management Organizations, e.g. Silicon Saxony, Automotive Cluster Rhein Main Neckar, etc. Academic & Research Institutions, e.g. Fraunhofer, Steinbeis, etc.

Inputs for the individual sessions will be collected by the partners. 1:00 PM 2:00 PM Lunch Break 2:00 PM 3:30 PM Plenary / Break-Out Sessions: Cluster Internationalisation Plenary: Failure and Success of Cluster Internationalisation The plenary session will provide an overview why Cluster Internationalisation is such a good idea. Best practices and failures of cluster internationalization from Germany and India will also be presented: What do they do when they build up international collaborations? What wasn t successful and what could they learn from their mistakes. Session 1: Funding and Network Opportunities for SMEs: Cluster Internationalisation An increasing number of clusters are looking for opportunities to go international. Germany plays an important role in this. However, cluster are often not aware on both suitable platforms for international cooperation and funding opportunities. The break-out session will provide an overview what are possible funding and networking opportunities for Indian Clusters. Session 2: Strategy Development for Cluster Internationalisation This session will provide an overview on what are the steps required to successfully internationalize your cluster. The workshop is designed to provide tools and mechanisms to BMOs/ Cluster Associations to develop a strategy for the internationalization of their cluster. This session will provide an overview about successful collaboration models from Germany in the areas of importance (automotive, electronics, food processing)! 1:00 PM 2:00 PM Lunch Break 2:00 PM 4:00 PM Break-Out Session: Tackling the Grand Challenges Workshops on the grand challenges to discuss visions, ideas and possibilities of international collaboration across the participating clusters. Form an innovation project to match one of the grand challenges! Session 1: Workshop on Automotive Session 2: Workshop on Electronics Session 3: Workshop on Food Processing 4:00 PM 5:00 PM WRAP UP/WAY FORWARD 3. Deliverables and Tasks The consultant will prepare and implement a relevant part of the activities required for the organization of the 2 nd Indo-German SME Forum in close collaboration with the GIZ project team India and the other partner of the event. Specific Tasks: 1. To support GIZ, if and when required, in coordination of partners and their contributions. Relevant and potential partners are FICCI, Steinbeis India, Global Innovation and Technology Alliance (GITA), Cluster Pulse and European Business and Technology Center (EBTC).
5 2. To support GIZ in identification of available and relevant speakers, panelists and moderators. Preparation of their contribution with regard to the agenda outline. 3. To raise sponsorship if possible. Funds raised beyond the Forum will be parked for the next forum in Organisation and management of the event: a. Venue: - Conference venue for 2 days including lunch, team/coffee, snacks for 120 participants - 3 rooms for breakout-sessions with capacity for 30 participants for 2 days - Venue for 15 Informal Meetings including tea/coffee, snacks - Dinner reception for 90 participants - Audio / visual arrangement b. Print, Communication and Publicity - Photography of the event - Backdrop, designing and printing of event brochures, banners and other communication related materials for 120 participants - Arrangements, kits, badges for 120 participants - Publishing of the event on the consultants website and on platforms accessible to the consultant o Travel management for 25 Indian and 25 German delegates - Travel Management Assistance (e.g. in procuring Indian visa, etc.) - Travel cost of Indian and German participants (flight tickets, airport transfer, local transfer, hotel stay); Visa costs and travel in Germany will be taken up by GIZ c. Other event management related activities - Delegates Registration (Pre-event and onsite), Onsite facilitation All tasks have to be performed in close cooperation with the partners if applicable. 5. Organisation of Cluster to Cluster Matchmaking Session including moderation of the session. 4. Period of Assignment All the specified assignments must be completed in four and a half months starting from July 1 st 2014 to 31 st October Administrative Information Payment Schedule:
6 An amount equal to 50 % of the assignment value shall be paid in advance, at the time of signing the contract/work order. An amount equal to 50 % shall be paid once the contract terms have been fulfilled at the end of the project.
