FC 3A-131 AND AUTHORIZES THE ADVERTISEMENT FOR BIDS FOR THE LOW IMPACT DEVELOPMENT IMPROVEMENTS AT 951 TURNER COURT PARKING LOTS, IN HAYWARD, ALAMEDA COUNTY, CALIFORNIA RECOMMENDATION: It is recommended that your Board: 1. Adopt the resolution that approves Project Plans and Specifications No. FC 3A-131 for the Low Impact Development Improvements at 951 Turner Court, in Hayward, Alameda County, California; and 2. Authorize and direct the Clerk of the Board to advertise for bids for construction of the Project, with bids to be received by the Director of Public Works by 2:00 p.m on Tuesday, March 14, SUMMARY/DISCUSSION: On March 26, 2013, your Board approved a resolution (R ), endorsing application for State Water Resources Control Board (State) Storm Water Grant Program (SWGP) funding for implementation of Low Impact Development (LID) best management practices that promote the infiltration, capture and treatment of storm water for reuse, and conditionally accepting funding, if offered, for the design, monitoring, educational outreach, and/or construction of the Alameda County Public Works Agency (ACPWA) Low Impact Development Implementation and Demonstration Project at Turner Court Parking Lots (Project). On March 26, 2013, your Board also approved a Memorandum of Understanding (MOU) between the County of Alameda (County) and the Alameda County Flood Control and Water Conservation District (District) to allow the joint management of the State Water Board Prop 84 grant funded Project and for the purpose of establishing the terms and understanding between the County and the District. Although ACPWA will be the recipient of the SWGP grant funds, the District will let the construction contract and oversee the completion of the Project. The District Act of the California Water Code provided that officers and employees of the County, including To Serve and Preserve Our Community

2 Honorable Board of Supervisors Page 2 January 24, 2017 the officers and employees of the ACPWA, may act as officers and employees of the District in order to provide the flood protection and water conservation services required by that Act and other services, such as implementation of this Project. On July 2, 2013, your Board executed the Proposition 84 Grant Funding Agreement with the State Water Resources Control Board. The proposed project will create a demonstration showcase for Green Infrastructure Low Impact Development (LID) stormwater treatment facilities required by the State Water Resource Control Board for new developments, redevelopments, roadway and sidewalk improvements, parking lots, and flood control facility improvements. The proposed project will include public education about LID and Bay Friendly concepts through on-site interpretive signage and workshops. The project site will be used to host workshops for the public, planners, developers, contractors, construction inspectors, and Clean Water Program stormwater managers to demonstrate methods to include and construct the State required stormwater treatment facilities. The proposed project will implement LID and Bay Friendly landscaping measures within a design to retrofit two existing parking lots that service Alameda County Public Works Agency (ACPWA) buildings 951 and 951A Turner Court in Hayward, Alameda County. The retrofit parking lots will serve as the premier regional demonstration project and central showcase venue for LID stormwater treatment facilities as all Contractors doing work for ACPWA convene at the Turner Court buildings for bidding and contractual purposes. The LID site design and biotreatment measures that will be implemented at the project site include: pervious asphalt and concrete pavement and pavers, permeable pavers, bioretention rain gardens), flow-through planters, tree well filters, and rain barrels. This project has been determined to be categorically exempt from the California Environmental Quality Act. SELECTION AND CRITERIA: This will be a publicly bid construction contract. The current M/WBE goals require that contractors show good faith efforts to subcontract with minority-owned business enterprises (MBE) and women-owned business enterprises (WBE). For projects over $100,000, bidders are encouraged to meet a 15% MBE and 5% WBE participation goal. Construction contracting opportunities are posted in Plan Rooms, local trade organizations, and published in local ethnic newspapers. To convey the M/WBE goals to interested contractors, PWA will hold a mandatory pre-bid meeting to discuss the M/WBE goals and to facilitate relationships between contractors and subcontractors. FINANCING: There will be no impact or Net County Cost as a result of this action. Construction costs in the amount of $2,550,000 will be offset by the State Proposition 84 Grant Funds, the budgeted County Road Funds and District Funds. A portion of the construction funds, in the amount of $1,554,000, will be reimbursed by the State Water Board through the Proposition 84 Grant Agreement executed on July 23, The balance of construction funds in the amount of $996,000 will be cost shared 50/50 by County Road Funds and District Funds, as follows: Road

6 NOTICE TO BIDDERS Specification No. FC 3A-131 On February 7, 2017, the Board of Supervisors for the Alameda County Public Works Agency approved the following project for advertisement and hereby invites all qualified contractors to submit bid proposals for all labor, material, equipment, mechanical workmanship, transportation, and services required for the work to be performed on: Low Impact Development Improvements at 951 Turner Court Parking Lots, in Hayward, Alameda County, California GENERAL WORK DESCRIPTION: The project, in general, consists of providing and implementing water pollution control plan; providing traffic control and construction area signs; installing temporary 6 high chain link fences; providing trench and excavation shoring protection; earthwork and grading; furnishing and installing reinforced concrete, PVC and plastic pipes; furnishing, placing and compacting trench backfill; constructing storm drain manholes; modifying a water main and relocating a fire hydrant; furnishing, placing and compacting asphalt concrete and porous asphalt concrete; furnishing and placing concrete and pervious concrete; furnishing and installing pervious and permeable concrete pavers and blocks; furnishing and installing a precast wetland modification structure; furnishing and installing tree wells; furnishing and installing storm drain trash collector screen; furnishing and installing a rainwater capture and reuse system; constructing bio-retention areas; constructing a flow through planter; furnishing and installing irrigation systems; furnishing and installing landscaping; installing traffic striping and pavement markings; furnishing of all labor, materials, tools, equipment, mechanical workmanship, transportation and services all miscellaneous work necessary to complete said project. This project is subject to all Local, State, and Federal laws, rules and guidelines contained in the plans and specifications, including but not limited to payment of prevailing wages. These wage rates are available at the Alameda County Public Works Agency s office at 951 Turner Court, Room 300, Hayward, Alameda County. Contractors and subcontractors must be currently registered and qualified to perform public work contract pursuant to Labor Code Section The contractor for this project must possess a Class A or Class C-12 license at the time this contract is awarded and throughout the construction contract duration. BID OPENING: Tuesday, March 14, 2017, 2:00 p.m., Public Works Agency, 951 Turner Court, Room 300, Hayward, CA There is a mandatory pre-bid meeting required for all prime contractors. Interested sub-contractors are invited and encouraged to attend the pre-bid meeting. The pre-bid meeting has been scheduled for WEDNESDAY, MARCH 1, 2017 at 10:00A.M. at 951 Turner Court, Room 230, Hayward, Alameda County. Bid Proposals from prime contractors that fail to attend this mandatory pre-bid meeting will be rejected. The Alameda County Flood Control and Water Conservation District (District) strongly encourages the participation of disadvantaged/minority/women-owned business enterprises in all District capital improvement construction projects. The District also strongly encourages the hiring of apprentices who reside within the County of Alameda.
