5 BAY COUNTY TPO TPO MEETING MINUTES August Page 2 2. APPROVAL OF AGENDA Ms. Cook stated that there are two items to add to the agenda under Action Items for Transit. The first is 10 (i), Consent to add a transit committee to the TPO, and the second is 10 (j) Punch list for the transit yard and agreement with Pond and Company for a Heating, Ventilation, and Air Conditioning (HVAC) replacement. Commissioner Dozier moved to approve the agenda with the two additional add-on items 10(i) Consent to add a transportation committee to the TPO to meet on the months the TPO does not. And 10(j) Punch list for the transit yard and agreement with the company for an air conditioner. Commissioner Ashbrook seconded the motion and it was passed unanimously. Ms. Cook asked for approval to switch number 9 in the agenda to be presented after number 10. Commissioner Ashbrook moved to switch number 9 in the agenda to be presented after number 10. Chairman Nichols welcomed new TPO members Commissioner Topeka Humphries from the City of Springfield and Commissioner Joseph Townsend from the City of Callaway and each gave a brief introduction. 3. PUBLIC FORUM There were no speakers from the public. 4. CONSENT AGENDA: 1. Approval of June 2016 TPO Meeting Minutes 2. Resolution Bay authorizing the TPO Chairman to approve the deletion of inventory from the Bay County Transportation Planning Organization s master inventory records for transit Councilman Reichard moved to approve the June 22, 2016 TPO meeting minutes and to approve Resolution Bay authorizing the TPO Chairman to approve the deletion of inventory from the Bay County Transportation Planning Organization s master inventory records for transit. Commissioner Ashbrook seconded the motion and it was passed unanimously. 5. ACTION ITEMS FOR PLANNING: A. Consideration of Resolution BAY amending the FY and FY Transportation Improvement Programs to add and increase the Design Phase for SR 75 (US 231) Ms. Lex, FDOT staff, presented and stated that this amendment adds the design phase for the FY TIP and increases the cost of the design phase for the FY TIP for Project # SR 75 (US 231) from SR 30A (US 98) 15 th Street to South of Pipe Line Road in FY 2016/17 for a total cost of $9,924,908. This amendment will reflect an additional $5 million.

Councilman Miller seconded the motion and it was passed unanimously. B. Consideration of Resolution BAY supporting the Real-Time System Management Information Program/Route(s) of Significance Mr. Harrell, FDOT staff, presented with a PowerPoint presentation. Mr. Harrell stated that the Real-Time System Management Information Program (RTSMIP) provides accessibility to traffic and travel conditions information by other public agencies, the traveling public, and by other parties who may deliver value-added information products. Mr. Harrell further stated that they would like to use existing routes that are classified as a Route of Significance. Mr. Harrell further added that if anyone has questions or would like additional information that Kenneth Shiver from FDOT is also present who would have more information. The FDOT District 3 Routes of Significance Criteria, Letter of Support, and Map: Route of Significance for Bay County are also included in the agenda. Commissioner Dozier moved to recommend the TPO authorize the TPO chairman to sign Resolution Bay supporting the Real-Time System Management Information Program/Route(s) of Significance. Commissioner Ashbrook seconded the motion and it was passed unanimously. 6. FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) UPDATE Ms. Lex, FDOT staff, presented the update. Ms. Lex stated that a Strategic Intermodal System (SIS) designation was added on US 98 from Escambia County to Lee County and also on Transmitter Road. Ms. Lex stated that the beach signs along US 98 in Panama City Beach are being evaluated to see which ones will remain and which ones will be removed. With the Pier Park extension, the merge will extend to a turning lane. It will be completed in a

7 BAY COUNTY TPO TPO MEETING MINUTES August Page 4 couple of years. Chairman Nichols asked if coming east will there be merge arrows because it is a high traffic area. Mr. Fielding, Atkins, replied that there will be lane ends and turn right only signs as well as pavement markings. 7. PLANNING PRESENTATIONS (no action): C. Review of the Draft Bay County TPO FY Project Priorities Mr. Kramer, WFRPC staff, presented with a PowerPoint presentation as well as print outs and maps. Mr. Kramer stated that all modes of transportation are required to be addressed in the project priorities and discussed each category that is included. Comments from the previous workshops are included in the agenda. Mr. Kramer further stated that the next workshop will be held on August 29, 2016 at 1:30 p.m. at the Bay County Government Center in room It will be brought back to the TPO at the September 21, 2016 meeting for approval. There were no questions. D. Update on the Project Development and Environment (PD&E) study for the widening of SR 75 (US 231) for capacity and intersection improvements along the corridor Mr. Vann, FDOT, presented with a PowerPoint presentation and introduced Mr. Dockins and Piazza from RK&K who are also on the team. The project includes 22 miles of US 231 from the intersection of US 98 and US 231 to SR 20 in northern Bay County. It will include four major intersections at US 98, SR 77, Titus Road/Star Avenue, and CR 390. The FDOT public meeting is tentatively scheduled for August 25, 2016 at Our Lady of the Rosary Catholic Church. Attached in the agenda is the announcement for the public meeting. Commissioner Ashbrook asked if that will be the final meeting. Mr. Vann responded that it is not. Commissioner Ashbrook asked about the cost. Mr. Vann stated that the breakdown of the cost is included in the agenda in Enclosure D. 8. INFORMATION ITEMS FOR PLANNING (no presentation necessary) Attached are the following: June 2016 Advisory Committee Meeting Minutes 2016 TPO and Advisory Committee Meeting Schedule TIP Modification Letter from WFRPC to FDOT Mileage Based User Fees and Fuel Tax Notice of Proposed Rule Making for MPO Structure 9. ACTION ITEMS FOR TRANSIT F. Resolution BAY authorizing the TPO Chairman to approve the Transit Program Administrator to work with the Transit Operator and the TPO Chairman to add additional transit vehicles on Route 7 to address the peak season Ms. Bradley presented and stated that they have received several complaints regarding Route 7 during peak season. Ms. Bradley further stated that they are looking to add Saturdays during peak times of 6:30 a.m. to 9:30 a.m. and 2:30 p.m. to 5:30 p.m. An additional bus will run for a total of six hours per Saturday for approximately 11 weeks of the summer. She and other staff

8 BAY COUNTY TPO TPO MEETING MINUTES August Page 5 rode Route 7 and received personal input from the riders. They also spoke to the bus drivers to get feedback. Councilman Reichard stated that the buses stop in the streets to load/unload passengers in busy areas and perhaps buses can get off the road to load and unload. This may help with traffic flow. Chairman Nichols stated that these types of issues can be discussed with the new transit committee. Ms. Bradley stated that they have looked into that but had some issues with private properties and not having agreements. Councilman Solis stated that it would be good to have buses load/unload off of the streets. Commissioner Dozier asked if there is an additional route to the beach with grant money, perhaps it can be looked at again. Councilman Reichard asked if Route 7 can go all the way up to Highway 79. Ms. Bradley replied that she can talk to the operator but there are not many riders out that way. Ms. Bradley introduced Mr. Joe Pollock who is the new General Manager for First Transit. Mr. Pollock briefly introduced himself and talked about his experience and background. Councilman Reichard moved to recommend the TPO authorize the TPO chairman to sign Resolution Bay approving the Transit Program Administrator to work with the Transit Operator and the TPO Chairman to add additional transit vehicles on Route 7 to address the peak season. Councilman Solis seconded the motion and it was passed unanimously. G. Resolution BAY adopting the Bay County TPO Transit Development Plan Major Update (Federal Fiscal Year 2017 Federal Fiscal Year 2026) Mr. Haight, Atkins, presented with a PowerPoint presentation. Transit Development Plans (TDPs) are required for grant program recipients per Florida Statute. The TDP must be adopted every 5 years and the TPO last adopted a TDP on September 28, Mr. Haight stated that they met with the chairman yesterday and Ms. Kathy Rudd in Chipley at the FDOT office. The TDP is a part of the Long Range Transportation Plan (LRTP). Mr. Haight further stated that it must be adopted and submitted to FDOT prior to September 1, An important element was public outreach. Surveys were handed out and there was an online survey posted for 60 days. There were also flyers for the public meetings and one flyer was in Spanish. Ms. Bradley stated that they are looking at Gulf Coast State College and their students needs for transportation. There is also a new Veterans clinic on Magnolia Beach Road and transit would like to assist in transportation needs for the Veterans. Ms. Lex, FDOT, noted that in order to look at pull off s for buses, it has to be in the beginning of the planning stage and part of the Project Development and Environment (PD&E) study. Commissioner Dozier stated that perhaps it can be included with the PD&E study of six-laning SR 390. Ms. Lex stated that they look for opportunities to put in shelter pads and can be more proactive. Commissioner Ashbrook asked if it is looked into when purchasing Right of Ways (ROWs). Ms. Bradley replied that there really are not many pull out s in Florida. Chairman

9 BAY COUNTY TPO TPO MEETING MINUTES August Page 6 Nichols asked if the board can get an answer on the PD&E for SR 390. Ms. Lex stated yes and she will speak with the project manager. Councilman Reichard stated that he is concerned with buses stopping in the streets. Councilman Reichard moved to recommend the TPO authorize the TPO chairman to sign Resolution Bay adopting the Bay County TPO Transit Development Plan Major Update (Federal Fiscal Year 2017-Federal Fiscal Year 2026). Commissioner Dozier seconded the motion and it was passed unanimously. 9 (i) Add-On Item. Consent for a transit committee to the TPO. Chairman Nichols stated that it should be brought back in September with a plan on who should serve on the committee. The discussion should include times the committee should meet (when TPO does not), things to work on, advertising on the buses, routes, GPS systems, and a discussion to add more buses. Chairman Nichols further stated that he would like others besides the county to serve on committee such as the cities and counties. Chairman Nichols received a consensus from the other members to have it brought back in September for discussion. 9 (j) Add-On Item. Discussion of the punch list and agreement with the Pond and Company architect company concerning the Heating, Ventilation, and Air Conditioning (HVAC) system WC Henry, Attorney for the TPO, stated that at the new transit operations yard there is still some construction to complete before it is done. A few punch list items still need picked up. The Heating, Ventilation, and Air Conditioning (HVAC) system was undersized for the building. Pond and Company agreed to absorb the cost of redesigning the HVAC system and covering the replacement parts. Chairman Nichols brought the new TPO members up to speed with the discussion at the last meeting when they asked for a negotiation to resolve issues on the punch list items. Chairman Nichols stated that everyone has been very helpful and he believes the agreement is best. Commissioner Ashbrook moved to recommend the TPO authorize the TPO chairman to execute the agreement between the TPO and the Pond and Company architect company concerning the HVAC system and its replacement. Councilman Reichard seconded the motion and it was passed unanimously. 10. TRANSIT UPDATE: Ms. Bradley and Mr. Hobbs presented and discussed the launching of their new website. The website includes a trip planner where riders can type in a destination and it will show them departure and arrival times of buses and the cost. The trip planner will also tell them if there is walking involved and the length of the walk. Mr. Hobbs stated that the routes are color coded. The trip planner can also be accessed through Google Maps and on mobile devices. Ms. Bradley stated that this took a lot of team effort and she is grateful to Atkins and FDOT for all of their help. Chairman Nichols commended the team for their work. Commissioner Ashbrook asked if he would be able to see when buses leave including the last bus. Mr. Hobbs replied yes. Councilman Reichard asked if there is a new transfer point anywhere since Walmart at Front

10 BAY COUNTY TPO TPO MEETING MINUTES August Page 7 Beach Road no longer has one. Mr. Fielding stated that there is one at Joan Avenue and Front Beach Road. 11. The enclosed parcel map defines the proposed site. RECOMMENDED ACTION: Approval of a motion to authorize the TPO Chairman to sign Resolution BAY to approve transit staff, TPO Attorney, and TPO Chairman to start the review of the parcel and negotiate the lease agreement/agreement with the City of Panama City Beach; and to bring the final agreement to the next TPO meeting for review and adoption. 13 RESOLUTION BAY A RESOLUTION OF THE BAY COUNTY LEASE AGREEMENT FOR BAY TOWN TROLLEY TRANSFER SITE WHEREAS, the Bay County Transportation Planning Organization (TPO) is the metropolitan planning organization designated by the Governor of Florida as being responsible for carrying out a continuing, cooperative, and comprehensive transportation planning process for the Bay County Metropolitan Planning Area; and WHEREAS, Rule of the Florida Administrative Code requires recipients of Florida Department of Transportation (FDOT) public transportation Block grant funds to adopt a Transit Development Plan (TDP) and update that TDP every five years; and WHEREAS, the TPO is a recipient of FDOT public transportation Block grant funds for Bay Town Trolley; and WHEREAS, The City of Panama City Beach has requested that the Bay Town Trolley utilize the vacant property located at 9941 Thomas Drive, for a transfer site. NOW, THEREFORE, BE IT RESOLVED BY THE BAY COUNTY TRANSPORTATION PLANNING ORGANIZATION THAT: The TPO approves the TPO Chairman to authorize transit staff, TPO Attorney, and TPO Chairman to start the review of the parcel and negotiate the lease agreement/agreement with the City of Panama City Beach; and to bring the final agreement to the TPO board for review and adoption. 14 CONSENT AGENDA ITEM C TPO ONLY SUBJECT: Resolution BAY approving the TPO Chairman to authorize the participation of the Bay Town Trolley in the Chautauqua Learn and Serve Charter School, Harvest Trolley non-perishable food drive. ORIGIN OF SUBJECT: Request from Chautauqua Learn and Serve Charter School LOCAL GOVERNMENT ACTION NEEDED: None BACKGROUND: The Chautauqua Learn and Serve Charter School has been working with the Salvation Army to collect non-perishable food items. For over 15 years the Bay Town Trolley has allowed a oneway free ride for every 3-non-perishable items (cans) collected per rider per day. On each Fixed Route Transit vehicle Chautauqua will place a securely stored box to place the non-perishable items collected. This year the food collection days will be October 27 th through November 1 st. After the collection period, Chautauqua will pick up all the collected items at the Transit Facility. RECOMMENDED ACTION: Approval of a motion to authorize the TPO Chairman to sign Resolution BAY to allow the Bay Town Trolley to participate in the Harvest Trolley Food Drive; and approval of one-way free ride for 3 non-perishable items during the specified food collection days. Should additional improvements besides Transit Lanes be mentioned? Notation has been added regarding the Community Redevelopment Agency (CRA) projects that a more detailed description appears in the 2040 Long Range Transportation Plan and the Transportation Improvement Program. Table 2, Priority 9. SR 22 from Business 98 to Star Avenue. When will Right-of-Way and Construction be funded? Right-of-Way and Construction for the widening of SR 22 from Business 98 to Star Avenue is not funded in the 5 year Work Program, but is fully funded in the 2040 Long Range Transportation Plan. If this project remains one of the top roadway project priorities, Right-of-Way and Construction for this roadway segment should be included in the FDOT Work Program in the too distant future. Table 2, Priority 11. Change Mandy Lane to East of Nautilus Street. Change has been made. Table 7, Priority 1. The Operations and Maintenance of the current ITS System should be $500,000 instead of $450,000. Change has been made. Table 7, Priority 5. Hutchison Boulevard at Clara Avenue. Is School Zone really intended to be removed in the Project Description? The school zone currently is in place purely to protect the existing north south crosswalk across Hutchison Boulevard. The traffic study recommended that the crosswalk would be more safely located at the proposed signalized intersection with Clara Avenue and that the school zone should be removed as the crosswalk would now be signalized. It is not definite that the speed zone would be removed as the regulatory approval process and public workshops process would still need to be followed during design. Table 9, Priority 2, Alf Coleman Road from Hutchison Boulevard to Panama City Beach Parkway. Contact the City of Panama City Beach to see if the project has been completed. This project has been removed from the Project Priority list as the City of Panama City Beach Staff indicated that a sidewalk on east of side of Alf Coleman Road from Hutchison Boulevard to Panama City Beach Parkway has been completed. Table 9, Priority 3, Minnesota from Baldwin to Mosley. Remove project from the priority list as it is already a committed project funded in FY 16/17 as a Safe Routes to School Project. Bay County Public Works Director will review the Project Cost and will contact the Port of Panama City and TPO Staff if the Project Cost needs to change. Comment noted. Table 15, Congestion Mitigation and Air Quality (CMAQ). Project Priorities. Please have the TPO s Air Quality Planner identify where the CMAQ funding is derived for these projects and how the two priorities were determined. The following is provided from the West Florida Regional Planning Council s Air Quality Staff. The Fixing America s Surface Transportation (FAST) Act continues the CMAQ program to provide a flexible funding source to State and local government for transportation projects and program to help meet the requirements of the Clean Air Act, as it pertains to the National Ambient Air Quality Standard (NAAQS). Funding is available to reduce congestion and improve air quality for areas that do not meet the NAAQS for ozone, carbon monoxide, or particulate matter (nonattainment areas) and for former nonattainment areas that are now in compliance (maintenance areas). Currently, the entire State of Florida is in attainment and the funds are being allocated to each FDOT district. Approximately $7.8 million is allocated for under CMAQ for the State of Florida. The FAST Act continues eligibility for electric vehicles and natural gas vehicle infrastructure and adds priority for the infrastructure located in the corridors designated under 23 U.S.C 151. The TPO staff s first priority is to partner with the U.S. Department of Energy (DOE) Clean Cities Program. The U.S. Department of Energy's (DOE s) Clean Cities program advances the nation's economic, environmental, and energy security by supporting local actions to cut petroleum use in transportation. At the national level, the program develops and promotes partnerships, publications, tools, and other unique resources. At the local level, coalitions leverage these resources to create networks of local stakeholders and provide technical assistance to fleets implementing alternative and renewable fuels, idlereduction measures, fuel economy improvements, and emerging transportation technologies. The West Florida Regional Planning Council serves as coordinator for the Northwest Florida Clean Cities Coalition (NWFCCC). Through the work of the Coalition, and the development of the Coalition s 5-year work program the TPO will identify significant corridors to prioritize alternative fueling infrastructure. The second priority is to work with local government and regional utility partners to design and implement projects. The NWFCCC is made up of regional utilities and supported by the WFRPC and TPO. The attendees were requested to attend the next Panama City Beach Parkway from Mandy Lane to Thomas Drive Project Development and Environmental (PD&E) Study Public Meeting and present their recommendations at that meeting. One of the FDOT Urban Liaison s requested the sign-in sheet to ensure these attendees will be notified of the next US 98 (Panama City Beach Parkway) PD&E Public Meeting. What is the Long Term Vision of US 98 (Panama City Beach Parkway)? Besides the 6-laning of US 98 (Panama City Beach Parkway) from Mandy Lane to Thomas Drive, other projects in the 2040 Needs Plan for US 98 (Panama City Beach Parkway) or in the vicinity of this roadway segment, for roadway capacity improvements, are: Loop Road Phases I and II, Back Back Beach Road west of SR 79, West Bay Parkway from SR 79 to US 98 in Walton County, and 4 laning of SR 79, Powell Adams, Hiils, Clara, and Alf Coleman in Panama City Beach. Lastly, the Bay County Traffic Management Center also monitors traffic flow on Panama City Beach Parkway and can adjust signal timings accordingly. Table 2, Priority 22 Loop Road Phase 2 from Loop Road Phase 1 to Nautilus Street. Will this project be completed before the 6-laning of US 98 (Panama City Beach Parkway) from Mandy Lane to Thomas Drive (Priorities 10 and 11)? Not according to the Draft Project Priorities as there are 9 Priorities ahead of US 98 (Panama City Beach Parkway) and 21 Priorities ahead of Loop Road Phase 2. However, the TPO Board has the final authority on the Project Priorities and these priorities may change prior to TPO Board Adoption. Lastly, projects can be advanced and/or funded with different funding sources other than the normal state and federal transportation funds. 21 of 59

22 COMMENTS FROM TPO AND ADVISORY COMMITTEES WORKSHOP July 25, 2016 Table 1, Loop Road from SR 79 to US 98. A question was asked if this is at the Pier Park Entrance. It was answered that the southern termini is at US 98 at the Pier Park entrance. Table 2, Priority 3, Public Transportation Capital Improvements. It was requested that $350,000 should be $150,000 to correspond to last year s Project Priorities. It was verified through the Long Range Transportation Consultant that the $350,000 is correct and was the result of the public outreach effort for the 2040 Long Range Transportation Plan development. Table 2, Priority 4, Transportation System Management (TSM) Box needs to refer to the priority from last year which is US 231 at Transmitter since the Priority was not funded in the FY TIP. Change has been made. Table 2, Priority 6 Multimodal Studies. A request was made to move this priority to priority 24 and the current priorities 7-24 be moved up one spot each in the priority rankings. The movement of the priorities needs to be presented and approved by the TPO Board before movement of the priority rankings can occur. Table 2, Priority 7 Park and Ride Lots and Appendix. A question was asked if the SR 77 at SR 20 Park and Ride Lot was going to be relocated as part of the SR 77 widening project. FDOT recently decided that they would like to replace the existing Park & Ride that is located just south of the Bay/Washington County line that will be impacted by the SR 77 widening project in Washington County. Unfortunately, funds were not available to acquire right-of-way and construct a new Park & Ride in Bay County, closer to SR 20. FDOT s best option was to make use of some excess right-of-way that seems to be available in the northwest quadrant of SR 77 and Crystal Lakes Drive. This location is 1/2 mile north of the current location (in Washington County). The design for that Park & Ride has not been finalized, but there will be a median opening at Crystal Lakes Drive when SR 77 is widened to 4 lanes. The SR 77 widening project is scheduled to be let for construction in July Therefore, nothing will change with the existing Park & Ride until that time. Table 2, Priorities 10 and 11 US 98 (Panama City Beach Parkway) from Mandy Lane to East of Nautilus Street and East of Nautilus Street to Thomas Drive. CR 390 has been changed to SR 390 FDOT is looking at East Avenue from Sherman Avenue to Baldwin Road as part of US 231 widening project but it has not officially been included. Table 2, Priority 18 Transmitter Road from US 231 to SR 22. A request was made to move this priority to priority 15 and the current priorities be moved down one spot each in the priority rankings. The movement of the priorities needs to be presented and approved by the TPO Board before movement of the priority rankings can occur. Table 2, Priority 22 Loop Road Phase II from Loop Road Phase 1 to Nautilus Street. A discussion occurred that this segment should be ranked higher on the list. No change has been made. Table 6, US 231 at Transmitter Road. Moved this segment to Priority 2 in Table 7 which was the priority last year and is not funded in the FY FDOT Works Program and make current priorities 2-5 in Table 7 priorities 3-6. Consideration of Resolution BAY amending the FY and FY Transportation Improvement Programs to add and increase the Design Phase for SR 75 (US 231) Ms. Lex, FDOT staff, presented and stated that this amendment adds the design phase for the FY TIP and increases the cost of the design phase for the FY TIP for Project # SR 75 (US 231) from SR 30A (US 98) 15 th Street to South of Pipe Line Road in FY 2016/17 for a total cost of $9,924,908. This amendment will reflect funds that have been added to the project ($5 million). Mr. Lincoln asked to reiterate on the additional $5 million. Ms. Lex replied that they have realized that it is going to cost more than previously anticipated. Mr. Pretlow moved to recommend the TPO authorize the TPO chairman to sign Resolution BAY amending the FY and FY Transportation Improvement Plans to add and increase the Design Phase for SR 75 (US 231). Mr. Miller seconded the motion and it was passed unanimously. B. Consideration of Resolution BAY supporting the Real-Time System Management Information Program/Route(s) of Significance Mr. Harrell, FDOT staff, presented with a PowerPoint presentation. Mr. Harrell stated that the Real-Time System Management Information Program (RTSMIP) provides accessibility to traffic and travel conditions information. Mr. Harrell further stated that they would like to use existing routes that are classified as a Route of Significance. The FDOT District 3 Routes of Significance Criteria, Letter of Support, and Map: Route of Significance for Bay County are also included in the agenda. Mr. Pretlow asked if it will go from US 98 all the way to CR 231 because traffic information is already installed. Mr. Harrell replied yes. Mr. Pretlow moved to recommend the TPO authorize the TPO chairman to sign Resolution Bay supporting the Real-Time System Management Information Program/Route(s) of Significance. Mr. Akins seconded the motion and it was passed unanimously. 6. FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) UPDATE Ms. Lex, FDOT staff, presented the update. Ms. Lex stated that a Strategic Intermodal System (SIS) designation was added on US 98 from Escambia County to Lee County and also on Transmitter Road. Ms. Lex stated that there is not an update on the beach signs along US 98 in Panama City Beach 38 of 59

39 as of now but that county staff is working with them to determine which ones will remain and which ones will be removed. Mr. Lincoln asked when the widening project for Beck Avenue at SR 390 will begin. Ms. Lex replied that an with the full schedule for SR 390 will be sent out. Ms. Lex further stated that the Project Development and Environment (PD&E) study from SR 77 to SR 75 on SR 390 will be finished July 2017 and be brought back for an update. They are currently purchasing Right of Way (ROW) from Baldwin Road to Jenks Avenue. 7. PLANNING PRESENTATIONS (no action): C. Review of the Draft Bay County TPO FY Project Priorities Mr. Kramer, WFRPC staff, presented with a PowerPoint presentation as well as print outs and maps. Mr. Kramer stated that the 2040 Long Range Transportation Plan (LRTP) is incorporated into the project priorities. He will be asking for approval at the next meeting on September 21 st. Workshops were held on June 27 th and July 25 th. The next workshop will be held on August 29 th at the Bay County Government Center at 1:30 p.m. in room Comments from the previous workshops are included in the agenda. Mr. Lincoln asked if the expansion of the port authority will have any impact on the transportation planning. Mr. Kramer stated that there are currently discussions and communication with the port authority for planning. D. Update on the Project Development and Environment (PD&E) study for the widening of SR 75 (US 231) for capacity and intersection improvements along the corridor Mr. Vann, FDOT, presented with a PowerPoint presentation and introduced Mr. Dockins and Mr. Piazza from RK&K who are also on the team. The project includes 22 miles of US 231 from the intersection of US 98 and US 231 to SR 20 in northern Bay County. It is broken down into five segments. It will include four major intersections at US 98, SR 77, Titus Road/Star Avenue, and CR 390. The FDOT public meeting is tentatively scheduled for August 25, 2016 at Our Lady of the Rosary Catholic Church. Attached in the agenda is the announcement for the public meeting. Mr. Pretlow asked if there would be problems at the section closest to Panama City on the Bay County line. Mr. Vann stated no and that they have a verbal agreement. 8. Transit Development Plans (TDPs) are required for grant program recipients per Florida Statute. The TDP must be adopted every 5 years and the TPO last adopted a TDP on September 28, The Transit Development Plan (TDP) is a part of the Long Range Transportation Plan (LRTP). It is a planning document. Mr. Haight further stated that it must be adopted and submitted to FDOT prior to September 1, Mr. Haight stated that they are visiting cities to see if more revenue can be provided, especially for new and modified routes. There were workshops for the public to attend. There are no routes in the Lynn Haven area and they would like to modify a route to go there. The major route recommendations were included in the handout. They are possibly looking into a route to Tyndall AFB outside the gate. Mr. Miller asked about Park and Ride facilities. Mr. Haight replied that there may be one along route 7 if it is changed. Mr. Lincoln wanted to note that Ms. Dorwarth is not able to attend this meeting but would like to still be able to include her input, especially when it pertains to the disabled. Ms. Bradley stated that they want to serve their veterans and are looking at the new VA facility opening on Magnolia Beach Road. Mr. Pretlow stated that there is a Navy facility there as well that can be served. Mr. Pretlow moved to recommend the TPO authorize the TPO chairman to sign Resolution Bay adopting the Bay County TPO Transit Development Plan Major Update (Federal Fiscal Year 2017-Federal Fiscal Year 2026) to include the amendment. Mr. Miller seconded the motion and it was passed unanimously. 9. TRANSIT UPDATE: Ms. Bradley introduced the new General Manager of First Transit, Mr. Joe Pollock. Mr. Pollock gave a brief history of his background and stated that he has worked with First Transit for the past 11 years. Mr. Lincoln asked for an update on the new transit facility. Ms. Bradley stated that there are some last minute details to figure out and that there will be a grand opening and ribbon cutting in the fall. Mr. Hobbs discussed the launching of their new website. The website is BayTownTrolley.org. The website includes a trip planner where riders can type in a destination and it will show them departure and arrival times of buses and the cost. The trip planner will also tell them if there is walking involved and how far the walk is. Mr. Hobbs stated that the routes are color coded with the ride guide. The trip planner can also be accessed through Google Maps and on mobile devices. 40 of 59

41 Mr. Pretlow asked how much instruction is provided. Mr. Hobbs stated that it is very simple and there is also a phone number on the website to call if you have questions. 11. Ms. Bradley stated that there will be different stops and possibly another vehicle added for peak season.
