Introduction & Background SEARCH is a three year regional project working in five countries (Jordan, Lebanon, Occupied Palestinian Territories, Egypt and Morocco) to develop and pilot a resilience framework for local action planning capacities and methodologies to increase climate change resilience through joint learning, planning and testing by stakeholders in demonstration sites. To start the implementation of the SEARCH project in the targeted countries as mentioned above this inception workshop with all the partners was held during the period April, 2011 to formalize the management structure for the project, review the project proposal, adjust and workout operational details and develop first planning of activities. All involved partners participated in this workshop, which provided an opportunity for them to provide feedback to the management and operational details and to reflect on their role in the future direction of SEARCH project. 1.1 Planned Objectives & Results of the i. Objectives A. Kicking off and launching of the SEARCH project. B. Knowing more about Resilience framework, institutional change, and participatory planning & SDCA C. Creating: - A shared vision - A shared conceptual framework - Agreed management and communication structure. D. Founding a basis for: - The SEARCH partnership - Short term: year 1 action plan E. Enhancing networking and exchange between different partners and Getting to know each other better. ii. Results a) Agreed methodological framework b) Agreed management and communication structure (PMG, Ex.Com, staffing, etc) c) Partners tasks and roles division d) First year work plan and budget e) Training needs assessment for the national partners and agreed role and level of involvement (technical support) by WANI and CDI. 1.2 Design & Methodology The workshop design combined conceptual introductions with brainstorming in plenary sessions as well as working in subgroups on well defined tasks. The Participants took active roles in presenting pre-prepared conceptual and informational presentations as well as the outputs from the working groups. 1.3 Inputs to the Workshop o Presentation of the SEARCH Project. o Short briefing notes on the proposed methodological framework (institutional change, participatory planning and SDCA approaches, etc) o Short presentation of SEARCH country projects / pilot areas (Jordan, Egypt, Palestine, Lebanon and Morocco). o Short briefing notes on management, communication and reporting protocol for the SEARCH project. o Proposed work plan for the whole project and for the first year. o etc November 2010 Page 4 of 24
5 1.4 Participants The participants represented all partners from the target countries; namely: Jordan Lebanon Occupied Palestinian territories Egypt, and Morocco Yemen, which can be a future candidate to join the group was also represented, in addition to resource persons who will be providing future technical, conceptual and capacity building support to the project partners: Dr. Mark Smith: IUCN Director of Global Water Programme Ms. Esther Koopmanschap: Centre for Development Innovation (CDI), Wageningen University The detailed list of participants is included in this document as Annex Workshop Agenda The workshop was implemented over the period April 12 th to the 14 th, The daily programme started at 9:30 a.m. and ended around 5:30 p.m. The detailed agenda is included in this document as Annex 2. However, the need for the moderator to provide bilingual translation (English-Arabic / Arabic- English) used valuable time on the expense of progress in covering all topics listed in the agenda in a satisfactory way. Yet it was crucial to ensure the transmission of ideas, and promote interaction, between the participants. In future events where language can be expected to be a barrier to active communication and interaction, we will make allocations for the provision of simultaneous translation. 2. 10 2.2 Outputs from the Brainstorming on: A. Outputs from the Working groups on "Correlating the Experiences in the Respective Countries to the Resilience Framework " The participants discussed in working groups the activities they implemented/ in their respective countries. The outputs were recorded on flashcards that were later on clustered under the four key headings presented in the Resilience Framework; the ideas are listed hereinafter: A) Diversity 1. Outputs from the Working groups on "How these approaches will be integrated in the SEARCH project" The participants identified the following measures/actions/requirements to benefit from methodologies developed and refined by EMPOWERS and REWARD : 1. Adopt the participatory planning methodology with paying attention to: Climate change should be the main revolving issue in the methodology by concentrating since the problem analysis phase on climate change. Include the climate change concept since the evaluation stage. Thus, include an evaluation to the climate vulnerability and collecting information depending on it. The construction of the vision is elaborated after the evaluation of climate vulnerability of the selected areas. During the evaluation period, the adoption of scenarios construction where unexpected climate changes are used as basis for planning to be used in later stages. Adoption of climate change adaptation strategies and incorporate them from the strategy building stage of the proposed methodology. An action plan list for the climate change is made in the planning stage mentioned in the methodology. Identify criteria and indicators for process documentation in relation to the methodology implementation and the pilot sites for climate change adaptation, and prepare logframe for that taking into consideration that process documentation is a continuous process. Management Structures: Partnership Management Group (PMG): The partnership management group is responsible for providing the overall management guidance and oversight to the project, encourage and promote sharing of experiences and appropriate joint working within the partnership, and support and help the project and its staff to further its aims. The PMG is made up of senior representatives of the project partners and chaired by the Director of IUCN's Global Water Programme (Dr. Mark Smith). The PMG meets once to twice a year, where possible back-to-back with regional events organized by the project. Executive Committee (ExCom): The PMG has delegated the operational decision making process to the Executive Committee. Representation of each country partnership on the ExCom. has now been determined: (Egypt: Dr. Amr AbdelMajeed -Country Coordinator, WBG: Dr. Ayman Rabi, Jordan: Mufleh Abbadi-Country Coordinator, Lebanon: Bassima Khatib, Morocco: Marcos Valderrabano) in addition to WANI: Mark Smith, CDI: Esther Koopmanschap or Karen, and IUCN ROWA: Fadi Shraideh. The Regional Project Manager will act as Secretary of both PMG and ExCom and will at the same time represent IUCN-ROWA in both bodies. The Project Manager will ensure the preparation of agenda s and minutes of the PMG and ExCom Meetings. He will be responsible for the narrative and financial reporting to the donor. The Regional Project Manager position is integral to the process. He is accountable to both the PMG and the ExCom, informs the PMG of the decisions made at the ExCom, and feeds the planning process from the PMG to the ExCom. The layering of management bodies in SEARCH is designed not only to ensure an open and transparent management process, but also to ensure proper representation, responsive planning and decision making, and accountability. The Regional Support Group (RSG) - This group is responsible for overall scientific and technical quality of the project. The main role for the RSG is to give support, coaching and guidance to the Country Partners in the implementation of activities in the first three Project Components. Specifically by, o Provide guidance to the SEARCH project on specific technical and scientific matters (to be agreed during the inception workshop). As well as, Providing specific inputs to the capacity building activities, o Development of Guidelines and Tools and the framing of proposals for government reform in face of climate change together with the Country Partners and representatives of key government stakeholders o Being in charge of the production of the process documentation and dissemination materials. - The Regional Support Group consists of the Centre for Development Innovation (CDI) of Wageningen University and Research in the Netherlands; and regional and international staff of IUCN (Water and Nature Initiative (WANI), REWARD and Centre for the Mediterranean). Where IUCN staff will especially have a role in overall technical guidance and policy framing, CDI will provide important inputs in the learning processes around institutional change, change and conflict management and community coaching. They have been assigned these important roles because of their renowned experience in these fields. Advisory Committee / Body: - At the country level, SEARCH project operates under the policy and technical guidance of an Advisory Body of representatives of key stakeholders' at the most senior level. The purpose of November 2010 Page 19 of 24
20 these committees is to ensure that outcomes of the SEARCH project are known to and dovetail with the initiatives for other strategic change agents involved in sector at the country level. Further, the makeup of the advisory committee provides the project with technical assistance, advice and access to data. - Terms of reference for the Advisory Committee was proposed by the Regional Project Manager to be reviewed/adapted by the country partners and key stakeholders at the country level. II. SEARCH House rules Circulating and sharing information. - Day-to-day management of SEARCH within each country is delegated to an appointed Country Coordinator. The Country Coordinator supervises the implementation of the SEARCH Project by the implementation team consisting of two to three field team members, including the Country Coordinator. - Selection of team members will be done jointly by the Country Partnership Management and Regional Project Manager. Each team member shall sign an employment contract with one of the partners. This partner is accountable for all cost related to this team member - The Country Coordinator will facilitate the communication and information sharing between the partners at the country level, as well as, the communication between the country partners and regional and international partners. Deadlines for reports - As mentioned before, the Country Coordinator as a staff member of one of the country partners is responsible for financial and narrative reporting to the Regional Project Manager, IUCN ROWA and to the PMG. 21 III. New Partnerships/ Alliances. - SEARCH will seek to collaborate with other projects and programs because of the potential for: o Pursuing sectoral interests / activities and programs. o Increased impact and sustainability - Partners suggested that an exploration of new partnerships and alliances may be beneficial for the partnership and its future goals. This possibility is open and exploration at regional and country level is welcomed. Some of the suggested partnerships are: 1- Horizon 2020 (where CEDARE is a member): The aim of this initiative is de-pollution in the Mediterranean Region by Under Horizon 2020 Initiative three different projects are currently running, namely: The Capacity Building/Mediterranean Environment Programme (MEP-CP); Towards a Shared Environmental Information System in the ENP Region (SEIS); The Mediterranean Hot-Spot Investment Programme Project Preparation and Implementation Facility (MeHSIP PPIF). These projects are carried out in close cooperation with the UNEP-Mediterranean Action Plan, the European Environment Agency and IFIs. 2- Global Water Partnership (GWP)-Med: (CEDARE is one of 8 founding member organizations of GWP-Med) Any organization involved with water issues or having an impact on them, and having its base in a Mediterranean country, can become a partner of the Membership Platform of the GWP- Med. In addition, partners could be accepted among organizations working actively and regularly on water issues in the Mediterranean even if their seats are outside the region. Currently, the GWP-Med Membership Platform brings together 11 major Mediterranean networks of major stakeholders and, furthermore, 35 competent organizations, institutes and companies. 3- Arab Water Council (Arab Water Forum, Nov. 2011) The Arab Water Council (where IUCN ROWA and CEDARE are members) will be organizing the second Arab Water Forum in Cairo, Egypt, during the period November The main goal of the forum is to identify and promote effective and sustainable solutions to the water problems, and foresee the priority action to help the Arab region preparedness to meet water challenges related to people, food, nature, energy, health, and education. 4- The League of Arab States: The Arab League is involved in political, economic, cultural, and social programs designed to promote the interests of member states. The Arab League has served as a forum for member states to coordinate their policy positions and deliberate on matters of common concern, settling some Arab disputes and limiting conflicts. The Arab League has served as a platform for the drafting and conclusion of almost all landmark documents promoting economic integration among member states, such as the creation of the Joint Arab Economic Action Charter, which set out the principles for economic activities of the league. It has played an important role in shaping school curricula, and preserving manuscripts and Arab cultural heritage. The Arab League has established the Council of Ministers of Environment, Council of Ministers of Water Resources and other councils of related sectors. 5- World Bank Study on Climate Change in the Arab Region: November 2010 Page 21 of 24
22 The World Bank in partnership with the League of Arab States (LAS) is preparing a regional Climate Change Flagship Report "Adaptation to a Changing Climate in the Arab Countries". This report aims to provide information on potential climate change in the Arab region and strategic guidance on adapting to climate change. IV. Other issues: Communications Materials: - The PMG has delegated the preparation of SEARCH communication materials to a small committee as follows: (Dr. Ayman Rabi, Dr. Amr AbdelMajeed, Dr. Lahcen, Eng. Mufleh Abbadi, and Fadi Shraideh). Financial Regulations - All country partners must follow the EU financial regulations; IUCN ROWA will prepare a guideline for the financial and procurement issues to be shared with the partners. Workshops List - A yearly calendar with SEARCH events will be prepared by the regional project manager by the end of June 2011, to be circulated to the PMG and project country teams to be adapted. - The first SEARCH regional training workshop will be organized with co-funding from ISESCO during June November 2010 Page 22 of 24

24 Annex 2 DRAFT PRPOPOSAL Terms of Reference Advisory Committee Objectives - Guidance and supervision of Project activities - Provision of required resources to facilitate project progress - Monitoring the achievement and progress of project objectives - Providing technical assistance and guidance for the project team - Establishing an efficient network for project implementation - Setting efficient system for knowledge exposure and transfer Expected Results - Improved ability to manage natural resources problems in target areas - Increased activity of civil society in local resource management, mobilized through participatory approaches - Increased public awareness and education on the problems and opportunities in the natural resources sector - Regional policy and technical forums enriched through exchange of experiences and knowledge on sustainable natural resources management strategies. - wider regional working relationships developed through training modules and lessons learned shared between relevant stakeholders - Project experience disseminated to wider audience Meetings - The committee shall meet every six months to discuss project progress and provide assistance and guidance to the project team. - Minutes of meetings will be distributed to related parties.
