4 Preamble AgriProFocus Indonesia is part of the global AgriProFocus network. As a network we believe that primary producers are key to local economic growth, sustainable agri-food systems, and food security for all. AgriProFocus convenes stakeholders from the private and public sector and civil society that are committed to work with entrepreneurial farmers. The network works through sharing and co-creating. Our results which we call market triggers are effectively aimed to improve the support system for farmer entrepreneurship. Those improvements we call the market uptake : in other words how is the market of stakeholders responding, are the results of the network actually been put to good use. Further down the line the improved support system should contribute to strong farmer entrepreneurs who are able to make better informed choices for their business. The priorities - as defined under our four delivery areas - build on the planning process, which has taken place within AgriProFocus Indonesia and through interaction within the Dutch partnership. The results of AgriProFocus Indonesia are broken down in four service areas. a. Network development and coordination. b. Business and partnership brokering. c. Innovation communities. d. Platform for debate and learning. What is your stake? As is good common practice within the AgriProFocus Indonesia Country Network the agenda leaves room for engagement of interested stakeholders. Moreover it is custom that throughout the year new opportunities will emerge than can be incorporated. In other words the readers of this annual plan are invited to contact AgriProFocus to see how and where to link up, find their interest and contribute. The premise is that AgriProFocus Indonesia is an open network with a low threshold to become a member and access information. At the same time AgriProFocus Indonesia only functions based on members commitment and willingness to share and work together. In short the Country Network s mode of operation is for and through its members. 4

5 1. Introduction The AgriProFocus Indonesia Country Network was developed in October In 2014, AgriProFocus Indonesia continued starting-up its activities, together with its members. The start-up year 2014 was marked by the development of the very successful Youth & Farming Campaign which entailed a/o the selection of three Young Farmers as Ambassadors. The Ambassadors will promote farming among youth in Indonesia during the Youth & Farming activities in The Youth & Farming activities were organized by the Innovation Community (IC) Youth & Farming, led by OXFAM and supported by the AgriProFocus Indonesia staff. Also in 2014 a successful workshop regarding the call for proposals of Geodata for Agriculture & Water (G4AW) was held. The Finance Fair, planned for 2014, was postponed to April 2015, due to organizational difficulties. The number of members on the AgriProFocus Indonesia online platform reached 180 by the end of 2014 and we aim to increase online membership to 400 by the end of In December 2014 AgriProFocus Indonesia organized a Networking Event for its members in Jakarta. During the networking event we asked our members for their inputs for the Annual Plan The collected inputs were brought into our Steering Committee inception meeting. During this meeting, the Steering Committee of AgriProFocus Indonesia was further discussed and finalized, leading to the Annual Plan 2015, currently in front of you. Some highlights of our plans for 2015 During the Networking Event and Steering Committee meeting we noted a high appreciation and interest of our members for the Youth & Farming activities started up in We intend to further develop these activities in Upon request of our members the activities in 2015 will be focussing on three sectors; coffee, sugar and dairy. The sector focus will run through all four service areas. For example the Finance Fair planned for April 2015 will focus a/o specifically on access to finance for coffee farmers, coffee farmer organizations and other coffee value chain actors in Indonesia. Also the members expressed their interest in the exploration of two new themes: Urban Farming and Access to Domestic markets. These themes will be further explored in Since AgriProFocus is a member-driven network, there might be additional activities suggested by our members later in this year. Therefore, this Annual Plan acts as guidance, not a rigid instruction. AgriProFocus is open for new ideas and partnership throughout the year. 5

6 2. Priorities for Network development and coordination Key message Be the port of call in Indonesia for all stakeholders to create linkages and potential synergies with regard to farmer entrepreneurship and food security. Goals for 2015: Put members (local, international and Dutch) centre stage and visible in driving the network s activities. Actively promote membership and cooperation with key (international) organisations and contributors in Food and Business. Link organised producers more visibly to the network and connect farmers with other Agri-Food actors and SMEs. Grow the AgriProFocus Indonesia professional network from 180 to 400 professionals from different stakeholder groups. Develop a long term strategy for network development. Recruit a new coordinator. A first impulse for putting the local, international and Dutch members centre stage in driving the network activities has been given in the last quarter of The first steps in formulating this year plan were taken through a harvesting of ideas during the networking event in December 2014 and the Steering Committee meeting in the same week. In the year 2015, we will identify more common interests among members and actively scout and link potential new members from private sector, knowledge institutes, or development organisations, to these specific common interest groups or innovation communities. In 2014 a start has been made with this on coffee, as the majority of our members are active in and around the coffee sector. Upon request of our members, other sectors which we aim to explore with our members are: dairy and palm sugar. The diversification of membership of AgriProFocus Indonesia will be achieved through targeted marketing and connecting around specific events such as the Finance Fair and specific Innovation Community activities such as the Youth & Farming activities. We aim to further develop the Country Network by having a good balance of different member groups such as Farmers, Farmer Organizations, (inter)national NGO s, (inter)national knowledge institutes and private sector. The Finance Fair in April 2015 will offer a good first opportunity for that. Since the fair will be focussing on Access to Finance for Coffee Value Chain actors, we will actively invite and connect to all relevant coffee sector actors such as coffee farmers, farmer organizations, roasters, etc. and coffee sector supporters and service providers such as the financial sector, government, NGO s and knowledge institutes. All AgriProFocus Country Networks will develop a long term strategy for network development in In the Indonesia Network this will entail: Make an analysis of the major players in the agriculture sector in Indonesia, sketch the desired relationship with each of them and approach them to explore ways of participation in the AgriProFocus Indonesia Country Network. 6

7 Define a strategy for the long term development of the AgriProFocus Indonesia Country Network. In November 2013 the coordinator of the Indonesia Country Network left AgriProFocus, but at the same time we welcomed a new and vibrant assistant coordinator. The position of the country coordinator is currently a vacancy which we expect to fill before the end of February To keep the Country Network vibrant throughout the year, independent from specific activities, we will organize quarterly Networking Events for our members to meet and share the latest information in agri-preneurship. Also, a monthly newsletter will be published through the on-line platform, in order to keep all members informed on the Network s activities and the activities of its members. 2.2 Business and partnership brokering Key message To create a pre-competitive environment conducive to deal making among chain actors and to joint resource mobilization. Goals for 2015: Broker contact and partnership with a focus on coffee, dairy and palm sugar. Develop the coffee corner, the sugar corner and the dairy corner providing market intelligence. Finance Fair with a focus on a/o access to finance for coffee. Seek collaboration with stakeholders at local, national and international level. Further development and revival of the agri-business directory and market place on the on-line platform Market Intelligence on Food & Business Upon request of AgriProFocus Indonesia members we will, in 2015, focus on Coffee, Dairy and Palm Sugar. On our on-line platform we will create the Coffee corner, the Sugar Corner and the Dairy Corner. Through these on-line corners we intend to provide our members with: 1. A good overview of these 3 sectors through a directory of who is who in the sector (buyers, sellers, supporters service providers), value chain maps and other market intelligence on these sectors. 2. The opportunity to link with other members active in coffee, sugar and/or dairy both on- and off-line. 3. Provide a space for sharing of market intelligence regarding coffee, sugar and/or dairy both on- and off-line. 4. Joint identification of bottlenecks in these sectors which call for joint action through the Country Network. We will start with the coffee corner. Together with 4C, Veco, Hivos, CDI/WUR and ECOM, we will conduct a study on the coffee value chain and the state of affairs of access to finance in this chain. The study will also help us to fill our database with farmer organizations, financial service suppliers, major buyers and sellers in coffee. We also aim to publish value chain maps for coffee at the end of this study. Later throughout 2015 we will also develop, with the input from our members, the sugar and dairy corner. 7

8 Business Brokering Support Finance Fair In April 2015 the Finance Fair will be organized in Lampung, Indonesia. The fair will a/o focus on Access to Finance for the Coffee Value Chain Actors in particular. The Finance Fair will be organized in cooperation with 4C Association, VECO and HIVOS and partners. As a preparation for the finance fair a study will be conducted regarding the current state of affairs of Access to Finance for Coffee in Indonesia. The Finance Fair itself will offer great opportunity for Financial Service suppliers to discover the potential of investing in the coffee value chain and for coffee value chain actors to connect to financial service suppliers willing to offer their services within the coffee value chain. Market Place The new and improved marketplace section on the online platform will be launched in 2015 for AgriProFocus world wide. Also a database of financial service providers and a database of farmer organizations will be developed in 2015 by AgriProFocus world wide. The market place and both databases will be actively promoted by the Indonesia Country Network in connection to specifically the coffee, sugar and dairy actors, supporters and service suppliers. This way our members can market their products or services, which will encourage partnerships in the future. Farming The Next Generation As a separate single activity AgriProFocus Indonesia will be working with ENVIU, Royal Haskoning/DHV, and IUCN in creating the Next Generation Farming Challenge. This challenge will focus on stimulating the generation of business solutions to problems regarding farming in the future, such as interesting the young to become or remain active in farming and the preservation of the eco system. AgriProFocus and partners will, through several events in 2015, generate business ideas and support the development of these business ideas into emerging businesses. All this through the known challenge concept as developed by Enviu. Trade Mission Dutch Government In 2015 a trade mission of the Dutch Government will take place in Indonesia. In cooperation with BBO and other members, AgriProFocus will offer the Dutch Ministry of Foreign Affairs its support for input in the program regarding Inclusive Business. Other services Throughout the year AgriProFocus Indonesia will promote Dutch instruments and investment facilities both on- and off-line. Next to that, AgriProFocus Indonesia will provide information and guidance to potential Dutch investors, buyers and other actors which are interested in becoming active in a responsible way in Indonesia in Agriculture or related fields. 2.3 Innovation communities Key message Improving the support system of the agricultural sector in Indonesia by creating value chain platforms and developing and spreading innovative practices and products. Goals for 2015: Focus on Innovation Communities (IC s) that fit with the core business / goals of AgriProFocus Indonesia members and have commitment of its members. Facilitate cross country exchange between ICs and input of knowledge institutes. 8

9 In 2015, we are going to focus on the two ICs: Youth & Farming and Access to Finance. Other theme s will be explored and might develop into new IC s or separate single activities IC Youth & Farming Members of the IC Youth and Farming include OXFAM, Hivos, East West Seed Indonesia, and KRKP. The main activities of the IC Youth and Farming in 2015 will be executing the follow-up plan for Young Agripreneurz Ambassadors, the trajectory which was successfully started in 2014 and received a lot of interest of our members during the Networking Event in December To start with, we would like to support the Ambassadors in creating events in rural areas or in several districts in Indonesia, to showcase their business and themselves as role models for young people in agribusiness. We also would like to connect the Ambassadors to the local governments, private sector, and worldwide experts within the AgriProFocus network IC Access to Finance The activities of this IC are two fold in 2015: 1) A study regarding the current state of affairs of Access to Finance in the Indonesian coffee sector. 2) The organization of the Finance Fair. The study will be conducted in early 2015 and will feed into the finance fair. The study will be conducted in cooperation with 4C, Veco, HIVOS, CDI/WUR and Ecom. For more information on the Finance Fair; see brokering; paragraph 2.2. We expect the study and discussion during the fair to lead to identification of the still existing missing middle in Access to Finance in the Coffee sector in Indonesia. We intend to develop, as a follow-up to the Finance Fair, an action agenda to jointly with the members address this missing middle Theme s to explore As a result of the Networking Event and the Steering Committee meeting a number of themes were identified on which we would like to organize activities in These activities might turn into Innovation Communities, but might also lead to single separate activities. Theme s which we intend to pick-up in 2015 are: 1) Access to Domestic Markets 2) Urban Farming 3) Gender in (Coffee) Value Chains 4) Landscaping Approach The kick-off of exploration of these themes are further described under Learning (see 2.4). 2.4 Platform for debate and learning Goals for 2015: Study on Access to Finance in the Coffee Value Chain. Explore the theme s landscaping approach, urban farming and domestic markets. 9

10 Domestic Market During both the Networking Event and the Steering Committee the participants indicated a strong need for focus on domestic markets and particularly information on Domestic Markets indicating the opportunities and obstacles regarding access to domestic markets in Indonesia and particularly Inter Island Trade. We plan to collect and disseminate information regarding a/o: The activities of our members regarding access to domestic markets. Government policy, activities and plans regarding the stimulation of the Access to Domestic Markets and Inter Island Trade. Sector opportunities regarding domestic offer and demand. The result of information gathered will be disseminated both on-line, possibly through a specific face-to-face event and in the Steering Committee Urban Farming There has been much attention for the innovative theme Urban Farming in both Indonesia and in the Netherlands. We intend to explore the development around this theme in both countries; opportunities and challenges. The result of this exploration will be shared with the Royal Dutch Embassy and the Young Agri-Preneurz in particular, but will also be shared on the on-line platform. Depending on the result of exploration follow-up activities will be developed Gender in Value Chains The Coffee toolkit on gender & youth in value chains was published in 2014 and launched within the AgriProFocus Indonesia Network in December The toolkit was developed in cooperation between AgriProFocus, HIVOS and IDH. In 2015 we will explore, in cooperation with the same organisations, if a coaching trajectory, similar to the already existing coaching trajectory on Gender in value Chains, can be developed regarding this toolkit focussing on coffee, youth and gender. This would most probably entail the design of a coaching trajectory, a workshop to launch and market the trajectory as well as a quick off of the trajectory. The trajectory will be very practical oriented and geared towards practitioners who will be coached during several months in applying the tool in real life cases in Indonesia Landscaping approach We will explore and disseminate information on landscaping approach, together with HIVOS, CORDAID, BBO and the Netherlands Embassy Online platform We will make better use of the online platform as the central point of connectivity and information for members. In 2015, we will create online corners for coffee, dairy, and sugar, as support to our members activities in those three respective fields. The growth of the online membership will be achieved mainly through the high exposure activities such as the finance fair and by becoming the port of call for linking concerning common interests of members; like the coffee corner on the Indonesia online platform. 10

11 3. Management and Governance AgriProFocus Indonesia is hosted by HIVOS Regional Office South East Asia located in Jakarta, Indonesia. This arrangement is settled in an agreement between AgriProFocus and HIVOS. Daily coordination of the country network is performed by a coordinator (currently a vacancy, intended to be filled by the end of February 2015) and the assistant coordinator, Ms. Dania Pratiwi. The work of the coordination team in Indonesia is supported by the Network Facilitator, Ms. Lisette van Benthum, working from the Arnhem office. In December of 2014 a first Steering Committee meeting was held. It was decided to have regular Steering Committee meetings from now on. The Steering Committee will consist of those Country Network members which contribute substantially to the Country Network in terms of finance or through the execution of AgriProFocus Indonesia Activities. During the year 2015, we aim to meet with the steering committee at least 3 times in order to address the following: Review of the results achieved in the year 2014, action planning 2015; a more detailed workout of this year plan, a mid-term review early in the 3rd quarter of 2015, and gather input for the year plan for The Steering Committee currently consists of the Country Network members who contribute considerably to the network in terms of financial contribution or involvement in network activities. Current members are: EKN, HIVOS, Agriterra, Cordaid, Veco, SNV and OXFAM. AgriProFocus is a network in Indonesia and registered in the Netherlands. Membership of the online platform requires agreement with the terms of service. Otherwise, membership is open for all subscribing to the values and content of AgriProFocus. 11

12 4. Budget Based on the agenda set an estimate has been made for 2015 with regard to the expected cost and contributions. The cost estimate will have to be verified by making specific budgets for specific activities. Members are also asked to commit resources for joint activities and coordination. Resources committed by members to joint AgriProFocus activities will be matched by the AgriProFocus Matching Fund to an estimated maximum of euro per year per country. The budget for AgriProFocus Indonesia is estimated at 199,872 for Main contributors to the budget 2015 are HIVOS, Agriterra, CORDAID and VECO and a contribution from the DGIS matching fund, whose size depends on the contributions of members. Next to that we aim to acquire contributions from Indonesian organizations, in cash or kind. A detailed budget is available upon request.
