EIB s volume grows to over EUR 1.2bn a year FEMIP opens first EIB external office outside the EU European Neighbourhood Policy Turkey becomes a pre-accession country but remains a FEMIP partner; FEMIP establishes the first EIB Trust Fund Record EUR 8.7 bn external mandate for Barcelona Process: Union for the Mediterranean Mid-term Review. 20 Facility for Euro-Mediterranean Investment and Partnership FEMIP Increasingly involved Mediterranean Partner Countries Once a year the FEMIP Ministerial debates FEMIP s Corporate Operational Plan and other initiatives providing direction FEMIP s strategy and actions are scrutinised by the FEMIP Committee Encouraging expert discussion and sharing of knowledge through FEMIP Conferences Developing Partnerships - Forging Alliances Closer than ever with the EC, EU Bilateral and IFIs Marseille Centre of Mediterranean Integration 20

FEMIP s role within the Barcelona Process: Union for the Mediterranean 13 July 2008, Euro-Mediterranean Heads of State and Government gave a new impetus to the Euromed Partnership by launching the Barcelona process: Union for the Mediterranean that would focus on six priority initatives Finance Ministers that met in Luxembourg on 7 October 2008 invited FEMIP to act as key coordinator of three priority initiatives:. De-pollution of the Mediterranean. Mediterranean Solar plan. Maritime and Land Highways Urban Renewal was introduced as an additional priority sector for FEMIP after the UfM Ministerial on Sustainable Development (Paris, June 2009). FEMIP Trust Fund financed the feasibility study of the Mediterranean Business Development Initiative. 21

22 Facility for Euro-Mediterranean Investment and Partnership FEMIP IV Water supply and sanitation in the MPCs Umbrella of EIB water sector lending policy Water has become one of the hallmarks of FEMIP s action in waterstressed MPCs 2003 to 2008: EUR 692 mn in loans to support access to water resources Water management and sanitation projects: Protect and safeguard public health and the natural environment, improving day-to-day living conditions Promote regional development and economic & social cohesion Promote sustainable use of natural resources 22

23 Facility for Euro-Mediterranean Investment and Partnership FEMIP IV Water supply and sanitation in Mediterranean Partner Countries Technical Assistance: Project preparation, implementation and monitoring Horizon 2020 tackling the most significant pollution sources of the Mediterranean Sector studies: To foster better understanding of linkages between water management and economic and social cohesion Study Programme with the Blue Plan on energy and climate change issues Identification and removal of obstacles to extended use of wastewater in agriculture Private type management and operation of the public irrigation systems in FEMIP countries: a test case in Morocco 23

24 Facility for Euro-Mediterranean Investment and Partnership FEMIP Project example: EUR 40mn for sanitation in the Sebou Basin in Morocco Approved in 2006 with Moroccan Office National de l Eau Potable Finances sanitation systems in 17 urban centres in the Sebou basin Each sub-project: rehabilitation and extension of the wastewater collection and storm-water drainage network Secondary wastewater treatment plant Accompanied by EUR 4 mn Technical Assistance 24
