4 Project Problem & Goal Problem: The current environmental process at times is inconsistent, complex, and lengthy resulting in unmet customers expectations for project implementation (missed lettings, unpredictable reviews). Goal: The goal of the project is to improve predictability and effectiveness of the environmental process resulting in a reduction in cycle time by 25% by May 1, 2013 and by 50% by May 1, 2014.

Project Scope Process Scope: Process Start - Request for Project Classification Process Stop - Approval by TxDOT (State Reviews) or Submitted to Federal Highway (Federal Reviews) for Approval.

Project Scope: Document types include: Classification letter, Administrative Completeness Document, ENV Review Document (PCE, State CE, Federal CE, State EA, Federal EA, Federal EIS, Re-Evaluations), Environmental Reports. Determine how well Documents are meeting the regulatory requirements and customer expectations (including quality). Determine the right role, location, organization and staffing levels to review/make recommendations/approval of documents.

Question Answer From your experience what are the top 2 issues that LFK Galveston USACE and Historic process (both ENV and have resulted in delays in environmental clearance? SHPO/THC). ODA ENV will not review projects not in the 2 or 4 year schedule but those projects need to be prepared (reviewed and cleared) in advance for when funding becomes available. In your experience, how successful has the Environmental Region been in supporting your needs and what areas need improvement on? In your experience, how successful has the Environmental Division been in supporting your needs and what areas need improvement on? SJT PCEs have been successful, we might want to add CEs to what the region can process. LFK Good experience with process. ODA Very good success with Region and would like to expand. HOU Better communication to reduce the back and forth of submitted documents. LFK Not a lot of issues lately. However, in the past there were personal preferences to the look of the document by ENV even though the information was there. ODA Not a lot since 90% of projects are being evaluated by the Region. Just to note also the concern of ENV not able to review projects not when funding hasn t been secured. Interviewed Key Customers What other comments, suggestions, or feedback do you have related to the environmental process? SJT Expand Regional opportunity to include work to CEs and move workload closer to the District, less centralized (Austin). Did not get good coordination with Historical project in which ENV indicated was not an issue but just prior to letting issues prevented all pieces of project to let. Expand regional concept to included resources for review of both NEPA and technical assistance.

Reduce the number of ENV/FHWA re-evaluations by 50%. 3. For each review process 50% of the documents clear after the 2nd submission for Internal Reviews & FHWA Reviews. 4. Reduce the errors per document review by 25% - Secondary Measure

8 Opportunities for Improvements Reduce cycle-time to get document approved. Reduce redundant and non-value steps in the process. Reduce handoffs back and forth between Districts, Region, Division and Resource Agencies. Minimize re-evaluations. Define Roles and Responsibilities for District, Region, Division.
