5 RAMP Overview TxDOT Aviation administers the Routine Airport Maintenance Program (RAMP), which matches sponsor expenses up to $50,000 in state funding for maintenance to pavement, lighting, and other airside and landside needs. 5

8 RAMP Grant Process THERE IS NO APPLICATION PROCESS OR COMPETITION FOR RAMP At the start of each state fiscal year in September, most sponsors will automatically receive a new RAMP grant for an initial amount which can be amended later on in the year. No penalty if you do not use all the grant obligation. If you do not usually participate, you should or call me to get set up. Check junk if you have not received an from me or from egrants. 8

9 RAMP Grant Process RAMP Grants are 12 or 14 pages depending on ownership type. Sent with an initial amount based on the prior year s expenses unless you request a different amount. You may request an amendment at any time. No limit to amendments. Your attorney is required to sign the bottom of page 8. If dual owner, each entity must sign and witness the grant where indicated. Council or court approval not required to execute the grant (but may be required locally to participate). Generic scope covering most maintenance items. Intent is to minimize scope based amendments. Attachment A contains the grant amount and general scope. 9

11 RAMP Projects RAMP covers many maintenance and smaller capital improvements. But there are some items not covered. It is important to note that you get 50% of your expenses back, probably expenses you would have paid for to begin with. You can reinvest that money in projects that are not eligible. Examples are: Eligible: Repairs/remodel of terminal building Ineligible: furniture, appliances and cleaning supplies Eligible: Replacement of runway lighting, signs and outdoor security lights Ineligible: Replacement indoor lights Eligible: Pavement rehabilitation crack seal and fog seal Ineligible: Maintenance/repair to airport vehicles 11

12 RAMP Projects Eligible: Repairs/maintenance of sponsor owned fuel system Ineligible: replacement fuel filters; repairs to fuel truck (automotive) Eligible: Repairs/maintenance of AWOS Ineligible: New computer monitor in the pilot s lounge Eligible: FOD sweeper Ineligible: TUG or power washer Eligible: Wildlife deterrent devices Ineligible: Replacement batteries Eligible: Installation of new airport entrance signs or landscaping Ineligible: Replacement plants or contracted mowing service 12

13 RAMP Special Projects - TxDOT District Highlights Under RAMP, sponsors may partner with a local TxDOT district office to perform crack sealing, fog sealing, and/or herbicide application. The sponsor submits an estimated matching share before work begins. The district charges material and labor to the RAMP grant. 13
