4 Executive Summary In 2005, the 79th Texas Legislature appropriated trusteed funds to the Texas Higher Education Coordinating Board ( , Education Code) to distribute to public and private nursing programs that showed an increase in their total number of nursing graduates. The appropriation provided $3 million for use in FY 2006 and $3 million for use in FY Each additional graduate could earn a maximum of $7,500 for the nursing program. The institutions shall use the funds only to create additional nursing faculty positions, provide temporary salary supplements for professional nursing faculty, and/or engage qualified preceptors to expand faculty capacity. This Annual Summary provides the number of applications received for FY 2007, the calculation of funding distributions made for FY 2007, and a summary of the reports submitted from the institutions that received a FY 2006 distribution. 1

5 Funding Methodology To be considered eligible for funding, an institution with an initial RN licensure program must: 1) Report and certify to the Coordinating Board its current fiscal year nursing graduates (at all academic levels, excluding certificates, that lead to RN licensure or require RN licensure for degree program admission) by the December 1 deadline, and 2) Provide a written statement committing to spend at least as much on the initial RN program in its current fiscal year as was spent on the initial RN licensure program in its previous fiscal year. Public and private institutions reported and certified their nursing graduates on the report of graduates provided by institutions to the Coordinating Board. The Coordinating Board calculated the increase in graduates by totaling all of the graduates reported in diploma, associate, baccalaureate, master s and doctoral degree programs from the previous fiscal year and comparing that number to the number of graduates at those degree levels for current fiscal year. This calculation was done for each institution. Any first year graduating class in the current year is not eligible for funding in fiscal year The following Classification of Instructional Program 1 (CIP) codes were eligible for the program: Description CIP Code Nursing - Registered Nurse Training (RN, ASN, BSN, MSN) Nursing Administration (MSN, MS, PhD) Nurse Anesthetist Family Practice Nurse/Nurse Practitioner Nurse Midwife/Nursing Midwifery Nursing Science (MS, PhD) Public Health/Community Nurse/Nursing Clinical Nurse Specialist Nursing Education Diplomas N/A Allocation of Funding for FY 2007 Eighty institutions in Texas offer Initial RN Licensure Programs. Out of a possible eighty institutions in Texas: - 51 of the 80 (64 percent) had a total net increase in graduates - 51 of the 80 (64 percent) applied to receive funding under the Nursing Shortage Reduction Program. 1 As published by the National Center for Educational Statistics. 2

6 Out of the 51 institutions reporting a total net increase in graduates of 1,007, 36 institutions (71 percent) qualified for funding. The 36 qualified institutions reported 842 net graduates. The table shown in Appendix A provides a detailed listing by institution of the allocations made for FY Summary data of graduate counts by type of institution and by nursing discipline are provided in Appendix B of this report for all eighty institutions. The $3 million appropriation for FY 2007, less the 5 percent administrative expense of $150,000, resulted in a net distribution of $2,850,000. In addition to the $2,850,000, the award was supplemented by funds from the Nursing, Allied Health, and Other Health-related Program (Texas Education Code, et seq.) in the amount of $1,504,246. The total distribution of $4,354,246 represented $5, per student for FY 2007 graduates. One institution that was inadvertently omitted from the FY 2006 awards was awarded $31,148 of the total distribution at the FY 2006 rate of $5, These awards were distributed to the institutions during the last week of February Annual Reports for FY 2006 A distribution of $2,850,000 was made in FY Based on the Annual Reports provided by the institutions, $1,275,528 (44.8 percent) was expended in FY 2006, leaving a balance of $1,574,172 (55.2 percent) to be expended in FY The funds were used to create 17 additional nurse faculty positions, 225 temporary salary supplements, and 17 qualified preceptors. During FY 2006, 77 masters and doctoral degree graduates joined the institutions faculty. A detailed schedule of the Annual Reports for FY 2006 is provided in Appendix C. Program Announcement for FY 2007 The program Announcement for FY 2007 is provided in Appendix D. The announcement provides additional information and other requirements needed to administer the program. 3

14 Appendix D Program Announcement Fiscal Year 2007 October 23, 2006 Program Description: The 79th Texas Legislature appropriated $3 million to the Texas Higher Education Coordinating Board (Coordinating Board) in fiscal year 2007 to distribute to the state s public and private nursing programs that show an increase in the total number of nursing graduates at the associate, baccalaureate, master s and doctoral degree level from academic year 2005 (September 2004 to August 2005) to academic year 2006 (September 2005 to August 2006). Awards are based upon each qualifying institutions increase in graduates as a percentage share of the total increased number of graduates reported by qualifying institutions. Each increased graduate would earn up to a maximum of a $7,500 award, depending upon the number of qualifying graduates reported. Application Deadline Date: Fully competed applications must be received by the Coordinating Board by close of business on November 20, 2006 in order to be considered eligible for consideration of an award. The Coordinating Board reserves the right to return any application determined to be incomplete. Please note that the Coordinating Board will strictly enforce the deadline date shown above. Institutions that grant Diplomas may provide written notification of the number of graduates by type in written form. 4. Required graduation data means academic year 2006 nursing graduates at all academic levels, excluding certificates, which lead to RN licensure or require RN licensure for degree program admission. The specific CIP codes used for this program are listed in 11

15 the Criteria for Awards section below. 5. An institution s CMB 009 data must show a Certified status, as displayed on the Coordinating Board s web site, or before December 1, For institutions submitting written notification the letter must be received by the Coordinating Board on or before December 1, Submission of a completed and signed Nursing Shortage Reduction Program FY 2006 Program Report, if your institution received an award of Nursing Shortage Reduction Program funds in FY Show an increase in total Initial RN Licensure Program Expenditures between FY 2005 and FY 2006, if your institution received an award of Nursing Shortage Reduction Program funds in FY Criteria for Awards: 1. Successful completion of applicable items listed under the Application Requirements section listed above. 2. A demonstrated increase in nursing/diploma graduates between the academic year 2005 (September 2004 August 2005) and academic year 2006 (September 2005 August 2006). 3. Institutions with first year graduating classes are not eligible for an award based upon only one graduating class. 4. Nursing/diploma graduates in the following CIP codes are eligible for consideration: Expenditure Restrictions: Nursing - Registered Nurse Training (RN, ASN, BSN, MSN) Nursing Administration (MSN, MS, PhD) Nurse Anesthetist Family Practice Nurse/Nurse Practitioner Nurse Midwife/Nursing Midwifery Nursing Science (MS, PhD) Public Health/Community Nurse/Nursing Clinical Nurse Specialist Nursing Education Diplomas N/A Awards made under the Nursing Shortage Reduction Program of FY 2007 are subject to the expenditure restrictions listed in this section. Please note that these restrictions are more inclusive than those for the FY 2006 awards. Statute Coordinating Board Appropriation Special Item 47 The funds appropriated under Strategy D.1.12 for the Professional Nursing Shortage Reduction Program ( , Education Code) are trusteed to the Texas Higher Education Coordinating Board to achieve the following outcomes: 1) increasing the number of graduates from professional nursing programs, 2) increasing the percentage of students in professional nursing programs that graduate within a reasonable time as determined by the board, and 3) increasing the number of graduates from master s and doctoral programs in nursing that join the faculty of a professional nursing program. Funds shall only be used to: 1) create additional nurse faculty positions, 2) provide temporary salary supplements for professional nursing 12

16 faculty, and 3) engage qualified preceptors to expand faculty capacity. Professional nursing program has the meaning assigned by , Education Code. The funds appropriated shall be distributed in an equitable manner to institutions based on increases in numbers of nursing students graduating. An institution is eligible to receive funds appropriated for fiscal year 2006 only if it commits for fiscal year 2006 to spend funds on its professional nursing program at least equal to the funds spend in fiscal year 2005 and for funds appropriates for fiscal year 2007 only if it commits for FY2007 to spend funds equal at least to the funds spent in fiscal year Funds received under Strategy D.1.12 shall not be included in these calculations. Five percent of the funds appropriated under Strategy D.1.12 are appropriated for administrative expenses as authorized by , Education Code. The board shall have the authority to transfer funds from Strategy D.1.9, Professional Nursing Financial Aid, to Strategy D.1.12, Professional Nursing Shortage Reduction Program for the purposes set out in this rider. Any funds not expended in fiscal year 2006 may be expended in fiscal year Coordinating Board Restrictions Any award made under this program is subject to additional restrictions as determined by the Texas Higher Education Coordinating Board. These additional restrictions are as follows: Funds from this program can only be used for direct salary/payroll expenditures and/or contract expenditures for personal services contracts for nursing faculty or nursing preceptor positions. Accounting and Auditing Issues: Any award under this program must be accounted for separately by the institution. Any awards or data submitted under this program are subject to audit by internal and/or external auditors. Awards made under the Professional Nursing Shortage Reduction Program for FY 2007 will be restricted institutional funds upon receipt by an institution. Although these awards become restricted institutional funds upon receipt by the institution, the awards are subject to the Coordinating Board restrictions outlined in the above sections. Annual Report: Each institution receiving an award for FY 2007 will be required to submit an Annual Report covering that year. The report will be similar in form to the FY 2006 report that is included in this packet. Individual Annual Reports for the Nursing Shortage Reduction Program for each award year are required annually until all funds have been expended or returned.. 13
