Established locally to bring organizations that collaborate and help coordinate emergency human services together Will make our communities safer, stronger, and more prepared to respond to and recover from disasters Encouraged to demonstrate the four core principles as established by the VOAD movement (Cooperation, Communication, Coordination, Collaboration) 5

11 What s in the Guidance Manual? Explains the role of Emergency Management COADs must be established as: An organization under local EMA A nonprofit under 501(c) 3 with MOU with local EMA or, A partner with another 501(c) 3 organization/agency with MOU with local EMA 11
