4 Introduction The Community Development Report provides a collection of some of the most recent statistical information on Indian River County. Most of the data are provided at the county level, although this report does provide some data at the city level, the census designated area level, and other sub-county areas. Some of the data displayed in this report was provided by various agencies of the State of Florida. The purpose of this report is to provide information to county residents, employers, and visitors relating to Indian River County s ongoing economic growth and development. If the information included in this report does not answer your questions or if you wish to inquire about the contents of the report, Indian River County Community Development staff is always available to meet with you and discuss your inquiries. 13 Business Incentives Offered Directly by Indian River County Board of County Commissioners Local Jobs Grant Program Impact Fee Financing Program Qualifications: At least 5 or more full-time jobs in the county s target industries must be created. Wages for the newly created jobs must equal at least 75% of the county s average salary/wage level. An application must be submitted to the Community Development Department. All eligible applications shall be reviewed by the Board of County Commissioners. Amount of Award: Percent of Average Wage of New Qualified Jobs Grant Amount/Job 75% of county average wage $3,000 per job 100% of county average wage $5,000 per job 150% of county average wage $7,000 per job *10% bonus if business is located within the Enterprise Area. Other Requirements: A grant to an individual company may not exceed $500,000, except for businesses in the County s Enterprise Area that may receive $500,000 plus bonus amount for being located within the Enterprise Area. Grant payments will be spread over three years, with the first installment beginning one year after the Jobs Grant request is approved by the Board of County Commissioners. Each year, the business will receive one third of the total grant, provided that the business has maintained the necessary jobs at the minimum income requirements. Incentives Qualifications: Business must be listed on the county s target industries list. Benefits: A business is able to finance impact fees over a six year period, to correspond to the timeframe in which impact fees must be spent. Interest rate is established by the Board of County Commissioners. Impact Fee loan is repaid in annual payments. Other Requirements: A lien must be recorded against the benefiting real property at terms approved by the Board of County Commissioners. Reduction of Non-residential Impact Fees As an incentive to encourage business growth, the BCC approved a new impact fee schedule on April 22, 2014 for non-residential uses. That schedule reduced impact fees for nearly all non-residential uses. The non-residential impact fee schedule went into effect on May 5, New Residential Impact Fee Schedule In October 2014, the BCC approved a new residential impact fee schedule that essentially kept residential fees at their previous level. The new residential fee schedule went into effect February Elimination of SR 60 Interest Fee Based upon action taken by the BCC, in October 2015 the SR 60 interest fee charge was eliminated. That fee had applied to residential and non-residential development south of CR 510, and helped fund interest expenses incurred by the county to advance the 6-laning of SR 60 west of 66 th Avenue. Waiving County Utility Deposit Qualifications: Business must be listed on the county s target industries list. Business must have a good credit history. Benefits: The county will guarantee county utility deposits for all qualified businesses. The county will pledge funds that can be drawn upon when necessary. Other Requirements: The county will guarantee up to a $10,000 utility deposit. Economic Development Ad Valorem Tax Abatement Qualifications: Must be either a manufacturer providing a minimum of 10 new jobs, a new corporate office providing a min. of 50 new jobs, or a business with a qualifying sales factor with a minimum of 25 new jobs. Benefits: Tax Abatement applies to General Fund, MSTU, Emergency Services taxes levied by the County, which amounts to 30% - 40% of a typical tax bill in the unincorporated county. The tax abatement does not apply to taxes levied by other jurisdictions. Term and amount of tax abatement depends on jobs/wages/investment/economic attributes score per adopted scoring guidelines.
