11 Role of the ASEAN Secretariat Provides support for the institutional bodies (AMME, ASOEN and the working groups) Acts as a resource base Provides advice and information Coordinates the implementation of regional activities and programmes Services the meetings of the ASEAN environmental bodies Ensures coordination among activities of other sectoral bodies to promote synergy and avoid duplication Promotes coordination among ASEAN bodies and its programmes and those of dialogue partners and other international organizations in terms of resource mobilization, programmes implementation and institutional linkages

14 Japan Funded Study (1) Proposed FIRST (Facility for Investment Resourcing in (environmentally) Sound Technologies) Objective:Enhance the number, quality and efficiency of EST investment in the AMCs through development of business models that use, supply, trade, facilitate investment in EST solution on a commercial basis facilitation of innovative financial services and associated business support services that support investment in EST solution promotion of enabling environmental regulatory measures and non market distorting incentives schemes that support EST investment

16 Japan Funded Study (3) ASEAN Experts Meeting s Main Recommendations (Jan. 2004, Singapore) On the proposed facility: adopt a market-based and demand-driven approach to promote ESTs match environmental protection, business development, and facilitation of innovative financial mechanisms for the uptake of ESTs adopt a step by step approach in its establishment Centre or network ~ Expression of interest and resources of Member Countries Activities such as technology development, research and development, and such other activities that require substantial resources should best be left to individual member countries

17 ASEAN Workshop on EST and CP (1) 29 November 1 December 2004, Kuala Lumpur Organised by Malaysia as lead country for EST and CP Main Recommendations On the Japan funded study as a first step, a Network shall be established, linking the focal points of each ASEAN member country AMCs to identify focal points identify and update its needs for EST and CP document and exchange EST and CP initiatives promote awareness on EST and CP promote the use of indigenous experiences (technologies), wherever available

SMEs, business councils, trade associations)
