7 7 What have been done; Five ASEAN countries (TH, MY, ID, VN, PH) have been met and discussed, also in General-Secretary levels. Thailand has invested 3 year funding to TCI to start up the ACI. Then, invite journal titles with high potential to apply for inclusion (via national citation center and individual submission): what we have had - are; (1) Structure of ACI database was completed (Done Dec 2012). (2) CHE of Thailand has invited 2 experts from 10 ASEAN countries to form a steering committee comprising of experts from ASEAN countries (3) 1 st ACI steering meeting and criterion for title selection and inclusion in ACI database (19 August 2013).

ASEAN Steering Committee: All delegates agreed to be the representatives of their countries as the ACI Steering Committee For the 3 countries which already have the NCI (Malaysia, Indonesia and Thailand), the Head of these NCIs should be the member of the ACI Steering Committee. 13

14 Results from the 1 st ACI Steering Committee Meeting 2. Terms of References Thailand agreed to be the first host for ACI Steering Committee. The term will be 3 years. The ACI Secretariat Office for the time being was agreed to be TCI. Chairmanship of the ACI should be rotated; whereas the ACI Secretariat Office should be permanent, on the first phase of the ACI development. 14

Journal selection process Agreed to apply the TCI criterion for the ACI Title selection workflow (diagram) TCI/MCC/IdCI will evaluate their local journals and submit the recommendations to the ACI Steering Committee for approval representatives from each country will form a group of local committee to evaluate the submitted journals with recommendations to the ACI steering committee for approval 15

Journal de-selection process Should not have a fixed criterion for de-selection at this early stage, but should consider on the basis of the on-complaints 5. Quality assessments for ACI journals Agreed to have this issue to enhance the indexed journals, e.g. awarding, upgrading journals. 16

ACI sustainability: Budgeting and investments Seek funding from the ASEAN Funds for the operation of the ACI Each Representatives agreed to write proposals for funding spent for the ACI-related local activities, e.g. training, Online Journal System, Evaluation and Recommendation, Input Data, Cleaning up data, and traveling cost Based on the investment from Thailand, in the first phase, 200,000 US $ in cash for 3 years had been invested by OHEC of Thialand, and in kind by the King Mongkut s University of Technology Thonburi (KMUTT) in terms of human resources and facilities. 7. Annual meetings Twice a year. The venue and the host of the next meeting should be discussed at the end of each meeting Next meeting will be in Bangkok, Thailand. 17

Writing proposal to ASEAN Fund to get supports for sustaining the ACI database. (to seek possibility) Seeking partnership for developing the ACI database (so far, ACI has been contacted by KCI, and Scopus).

21 21 Pre-selection criteria 1. The title must publish peer review content. 2. The title should be published on a regular basis without delay. 3. The title should have English abstracts and article title, author names and affiliations in English. 4. The title should have cited references" in Roman script.

22 Criterion for ACI journal evaluations 1. Articles for publication must be peer-reviewed. 2. Timeliness. 3. The journal age must be 3 years minimum. (or after 6 issues published) 4. Citations in TCI or/and other national & international databases. 5. Good diversity in authorship. 6. Good diversity in editorial board members. 7. Clear journal concepts and policy. 8. Uniform journal formats. (references, illustrations, tables etc.) 9. Journal website. (update, comprehensive) 10. Online submission. There is a slight difference for social science journals (such as book reviews). 22
