2 Project Objectives 1 Improve the quality of the workforce by enhancing the equity and effectiveness of basic, vocational, and tertiary education and of technical skills = Education Project Grow the Namibian tourism industry with explicit targeting of income streams to rural households = Tourism Project Increase total value added from livestock in the Northern Communal Areas and increase income from indigenous natural products, targeting rural households = Agriculture Project
3 Education 2 In line with aspirations of Vision 2030 and NDP3 strategic objectives + contributes to Education and Training Sector Improvement Programme (ETSIP) Bring quality of work force closer to requirements of industry and labour market at large Improve competency and knowledge of young Namibians by supporting new and innovative methods of learning in addition to more traditional approaches to education and through improved physical infrastructure for learning and teaching in schools, Regional Study and Resource Centres and Community Based Skills Development Centres
4 Tourism 3 Bring conservancies in high potential tourism areas into mainstream of the tourism business Increase financial + in-kind benefits to rural conservancy members Use of internationally acknowledged best practice models for CBT and CBNRM ENP serves as model for increased participation by the adjacent conservancies Enhance regional and international marketing of Namibia as attractive tourism destination
5 LIVESTOCK Agriculture Increase the farmers cash income derived from large- and small stock farming in the NCA Bring marketing opportunities for farmers who live North of the Veterinary Cordon Fence closer to the opportunities farmers enjoy South of this fence Focus on improved veterinary services animal disease-free status for NCA Complementary training and capacity building in rangeland management improve access to grazing and farming practices 4
6 LAND ACCESS & MANAGEMENT Agriculture 5 Empowerment of Communal Land Boards, traditional authorities and other key stakeholders to better manage the available land resources INDIGENOUS NATURAL PRODUCTS Increase direct participation by the primary producers in the final processing, packaging and marketing of Marula, Kalahari Melon Seed, Hoodia, Devil s Claw and Ximenia Value chain approach to ensure activities are responsive to the fast-changing market realities for natural products

8 47 Schools (Activity 1) Education Project Highlights Rehabilitation and renovation of school infrastructure and teacher housing at 47 existing school sites in 9 regions class rooms, admin blocks, libraries, laboratories, ablution facilities, utilities, repairs, depending on final needs assessment Maintenance training (preventative) for school administrations Administration and management training for school administrations and CoEs Some essential equipment for CoEs and UNAM Faculty of Teacher Education 7
9 Education Project Highlights Textbooks (Activity 2) 8 Acquisition of Science, Mathematics and English textbooks, for grades 5-12, nationwide Improvement of procurement, distribution and storage systems for textbooks Textbook management training to improve management and use of textbooks by teachers
10 Education Project Highlights Regional Study & Resource Centres (Activity 3) Construction of 3 new RSRCs, in Oshakati, Helao Nafidi and Gobabis providing study places, library hall, computer training room, TV & media room, research rooms, community meeting rooms, librarian office (all with full equipment and furnishings), electricity and internet access 9 Technical assistance and training for (1) effective fund raising, developing local public-private partnerships, and developing twinning relationships with similar institutions in other countries and (2) community skills development programmes

12 Education Project Highlights Expanding Vocational and Skills Training (Activity 4) Provision of 2 COSDEC mobile units Maintenance training for COSDEC and VTC staff 11 Management and administration training for COSDEC management and relevant support staff financial administration, inventory and controls, database management and performance assessments Assist NTA to establish and manage a new National Training Fund (NTF) Provide Competitive Grant Funding for priority training through the NTA tourism and hospitality training and other vocational training programme
13 Tertiary Finance (Activity 5) Education Project Highlights 12 Technical support to MoE to re-work the bursary and loan schemes to better target students from disadvantaged backgrounds and to ensure financial sustainability of the capital funding dedicated to student financing (i.e. improved repayment rate)
14 Education Project Highlights 13 Procurements Textbook baseline study to determine gaps in access to textbooks technical evaluation is completed Final design, costing and environmental impact assessment + professional supervision for RSRCs out on tender NTA Advisor, short-term technical evaluation in progress NTA Technical Support, short- and long-term will go out on tender soon Final design, costing and environmental impact assessment + professional supervision for COSDECS will go out on tender soon Priority tourism & hospitality training in preparation by MCA- N, NTA and NTB
15 Tourism Project Highlights Etosha National Park Activity Change Management Advisor complement current policy reform efforts of MET Tourism Carrying Capacity and Investment Promotion Study determine the tourism carrying capacity in and around ENP, identify potential sites for different types of concessions according to ENP business plan Construction renovate and build approx. 20 management and administration structures & 115 staff houses, at a site close to the Anderson Gate and at the Galton Gate Equipment road maintenance & game capture 14
16 Marketing Activity Tourism Project Highlights 15 Destination Marketing to North American Market carry out a full destination marketing campaign over the term of the Compact, with the aim to increase tourist numbers from this market Marketing of Local and Regional Tourism Routes diversify tourism products in Namibia, create sustainability, direct tourists to communal areas Interactive Website fully interactive website to act as a portal to all tourism activities in Namibia, attract new tourists, and facilitate trip planning and booking in multiple languages
17 Tourism Project Highlights 16 Conservancy Support Activity Needs Assessment identify and prioritize services that create tourism revenue growth, financial sustainability & accountability and basic organisational support requirements in 31 target conservancies with high tourism-potential Technical Assistance and Capacity Building services aimed at developing the capacity of communal conservancies to attract investment and become financially sustainable Grant Funds to 15 conservancies for: Marketing services Fee based acquisition of wildlife Partial financing to conservancies for a tourism enterprise JVs
18 Tourism Project Highlights 17 Procurements Change Management Advisor technical evaluation is finalized Conservancy Needs Assessment technical evaluation is finalized Design of non-standard road maintenance and game capture equipment technical evaluation is finalized, New website for Namibia Tourism Board technical evaluation planned for early August 2009 Conservancy and INP Household Income Survey will go out on tender soon Environmental Impact Assessment for ENP infrastructure will go out on tender soon
