The fast evolving field of information technology management is one of the forces changing the way commerce is conducted today. With the use of mobile and other devices on the rise, information management has moved front and center at organizations. And with business analytics moving forward at an astonishing rate, information management will only grow in importance in the years ahead, experts say. Webster University, a private institution that caters graduate education to working professionals in the region, is stepping up the emphasis on one of its degree programs as student interest in the field of information technology surges. At the same time, corporate spending on information technology is starting to rise again across the markets of hardware, software, and telecommunications. This year, spending is projected to total $3.7 trillion worldwide, a 2 percent increase over 2012, according to a July report by technology researcher Gartner Inc. To better meet demand in the local market, Webster University, based in St. Louis, is currently offering a master s of arts degree in information technology management ITM. We are moving from the programming end to more of the management side of things, simply because that appears to be what students in the region are interested in, said Dr. Bob Cox, the Melbourne campus director for Webster University on the Space Coast. In today s highly competitive global environment, companies are looking for opportunities to minimize costs, increase efficiencies, and gain the upper hand. Business leaders across all industries are focused on IT as a way to achieve that mission. Computer and information systems managers often called information technology managers plan, coordinate, and direct computer related activities in an organization. They help determine the IT goals of a business or an organization, and are responsible for integrating the appropriate computer systems to meet those goals. 3 Small Business Administration increases size standards for firms in 70 industries; more to qualify as small WASHINGTON The U.S. Small Business Administration has issued four final rules in the Federal Register, increasing size standards for firms in four North American Industry Classification System Sectors and one Subsector: Agriculture, Forestry, Fishing and Hunting (Sector 11), Finance and Insurance (Sector 52), Management of Companies and Enterprises (Sector 55), Arts, Entertainment, and Recreation (Sector 71) and Support Services for Mining (Subsector 213). Size standards define the maximum size a firm can be and still be considered a small business. The revised standards reflect changes in marketplace conditions and public comments that SBA received to the proposed rules. New size standards will enable more businesses in these sectors to obtain or retain small business status; will give federal agencies a larger pool of small businesses from which to choose for their procurement programs; and will make more small businesses eligible for SBA s loan programs. SBA increased size standards for businesses in 11 industries in the Agriculture, Forestry, Fishing and Hunting Sector. More than 7,800 additional Sector 11 firms will qualify as small under these new size standards and become eligible for SBA s loan and federal procurement programs. SBA also increased size standards for 36 industries for firms in the Finance and Insurance Sector and two industries in the Management of Companies and Enterprises Sector. SBA changed the basis for measuring size from assets to annual revenues for the International Trade Financing industry and deleted the Real Estate Investment Trusts from its table of size standards. More than 7,400 additional businesses in Sectors 52 and 55 will qualify as small under the new size standards and become eligible for SBA s loan and federal procurement programs. Size standards for 17 industries were also increased for firms in the Arts, Entertainment and Recreation Sector. SBA also increased size standards for three of the four industries for firms in the Support Activities for Mining Subsector within the Mining, Quarrying and Oil and Gas Extraction Sector (Sector 21). Subsector 213 is the only subsector within Sector 21 which has revenues based size standards. The remaining industries within Sector 21 have employee based size standards, which SBA will review in the near future. More than 475 additional firms will qualify as small under the new size standards and become eligible for SBA s loan and federal procurement programs. The SBA is reviewing all size standards, and takes into account the structural characteristics of individual industries, including average firm size, the degree of competition, and federal government contracting trends. This ensures that small business size definitions reflect current economic conditions in those industries. Under the Small Business Jobs Act of 2010, SBA will continue its comprehensive review of all size standards for the next several years. The SBA issued a white paper titled Size Standards Methodology which explains how SBA establishes, reviews and modifies its receipts based and employee based small business size standards. Cabinet votes to approve aquaculture leases for the new oyster farming technique TALLAHASSEE Commissioner of Agriculture Adam Putnam and the Florida Cabinet recently voted to approve expansion of aquaculture leases in Franklin County that will enable Spring Creek Oyster Co. to use the full water column to grow oysters, the first enterprise of its kind in an area where the wild oyster industry is struggling. This new oyster farming technique could be one of the keys to saving the oyster industry in Florida, Putnam said. We re hopeful it will increase productivity, create jobs and supplement traditional oyster harvests. Franklin County s wild oyster industry in the Apalachicola Bay has declined substantially in recent years. Spring Creek Oyster Co. recently began experimenting with the cultivation of oysters in cages to serve at its Spring Creek Restaurant in Crawfordville. The oysters were farmed on the company s current submerged land leases used for clams in Alligator Harbor. Spring Creek Oyster Co. requested approval of the Florida Cabinet for use of the full water column to suspend oyster cages. This places the oysters in the most nutrient rich part of the water, which reduces predators, shortens the grow out time and improves survival rates. The two leases that were modified are 1.5 acres each in the Alligator Harbor Aquaculture Use Zone near St. Teresa Beach in Franklin County. Spring Creek is currently in compliance with the terms of the two leases, which expire in 2022, and with the Florida Department of Agriculture and Consumer Services Aquaculture Best Management Practices. The proposed changes will not have adverse impacts to existing shellfish beds or other natural habitats. 4 When do we really stop caring about the brands that define us like Diet Coke? By Nathan Holic UCF Forum columnist During the decade leading up to the birth of my son, I averaged 44 ounces of Diet Coke every single day, an amount equal to the volume of the original 7 Eleven Super Big Gulp cup. Forty four ounces a day, though some days I went with BP or Mobil, anywhere with a soda fountain. Forty four ounces a day, and that includes those days when I visited restaurants where only Pepsi was served, and sick days when I couldn t leave bed or even swallow. In fact, when factoring in the number of free fills scored at various eateries, 44 ounces is probably low balling it. Diet Coke was my brand. I was the college instructor who (daily) entered class with cup in hand, who built a Diet Coke policy into his syllabus, whose students commented about Diet Coke on my evaluations and on RateMyProfessor. Sometime in the past two years, though, 7 Eleven quietly reduced its Super Big Gulp cup size from 44 ounces to 42, and then again to 40. When it happened, I exploded in mock outrage. I threatened protests and boycotts. I threatened to shop exclusively at Circle K. (I didn t care that much, but the outrage was expected of me. I d written thousand word essays on Styrofoam cups, for crying out loud. If anyone should speak out about this subject, it should be me.) Days passed, weeks, months, and my average daily consumption (ADC) dipped by about two ounces through the first six months of 2012, matching the new Super Big Gulp cup volume. And when the cup size shrank again, my ADC tumbled to 40. In one of my kitchen cabinets, I have (for some reason) a stack of old Super Big Gulp cups. One is absolutely blank, no 7 Eleven logo, what I call my rare albino cup. Another is a standard 44 ounce Super Big Gulp cup, perhaps the last original cup I saved before the stores changed from 44 ounces to 42. And now, on occasion, I find myself using this old cup at my local 7 Eleven because the store offers a refill discount. (I save about 50 cents per transaction, which is not insubstantial when considering the totality of my annual purchases.) The clerks know it s an older cup, and they give me winks and head nods, as if I ve bucked the system by not only getting a cheaper drink, but a larger drink. It should make me feel sneaky, smart. Except now whenever I use that old 44 ounce cup I find myself struggling over the final 10 ounces. I find myself dumping the last of the soda. It s a strange thing for me to do, to just call it quits and give up on the drink I used to be the kind of guy who could drink the 64 ounce Double Gulp, who would drink warm soda just to finish it, who once (no joke) drank 13 refills during an afternoon at a sports bar watching the NCAA basketball tournament. I m not sure how to process this. Am I happy because I m consuming less Diet Coke? Certainly it s wreaking havoc on my body (especially in heavy quantities). Or am I sad because this feels like a metaphor for aging, like one of those comments that men my age (now in our 30s and 10 pounds heavier than in our metabolically blessed 20s, and slower, and quickly exhausted just from watching our sons spin around the room) make about our youth, like I remember when I could eat a whole pizza by myself! From 44 ounces a day, to 42, to 40. And now 40 ounces is a generous estimate, as I ll find myself going days without a Diet Coke. So often, we become the brands with which we identify: the bands we follow, the sports teams, the stores at which we shop. Each, we think, is a critical part of our personality, our own brand (making us, really, a collage of other brands). For a decade, I was the Diet Coke Guy: eccentric, mainstream but not obvious, at odds with the way others would try to define my masculinity (how many Dude, why are you drinking Diet Coke? Worried about your girlish figure? comments have I fielded?). Could my fading addiction be a sign that in my 30s, with a child I no longer have the time to care about which brands define me? That s a nice thought. The other day, I ran into an old friend from college. His wife is pregnant, and I warned him about the upcoming mayhem that would soon overtake his house. At one point in the conversation, he asked, Are you still, uh and he motioned an invisible cup to his lips, the Diet Coke thing? And I was relieved that I could say, Yeah, you know, I do still drink Diet Coke, but that I could say it without real passion. A team of assessors from the Commission for Florida Law Enforcement Accreditation (CFA) will arrive on Aug. 7 to examine all aspects of Port Canaveral Police Department s policies and procedures, management, operations, and support services. As part of the review, the department must comply with roughly 260 standards, many of them critical to life, health and safety issues. A voluntary process for law enforcement agencies, the assessment involves review of the department s written materials, interviews, and on site visits to witness compliance. Upon completion of the review, the team reports back to the full commission, which then decides if the agency will receive the three year accreditation status. As part of the on site assessment, agency members and the general public are invited to offer comments to the assessment team. This is a highly prized recognition because it signifies professional excellence in law enforcement, says Port Canaveral Police Chief Joe Hellebrand. The assessment team is comprised of law enforcement practitioners from similar agencies, including team leader David Pate from the Florida Fish and Wildlife Commission, Samantha Jones from the Neptune Beach Police Department and James Kleinsorge from the Clearwater Police Department. 7 National energy expert Levi to speak at state s top energy conference in October TALLAHASSEE Commissioner of Agriculture Adam Putnam has announced the keynote speaker for the 2013 Florida Energy Summit in October. Michael Levi is a great addition to the lineup for the 2013 Florida Energy Summit, Putnam said. The summit will be an opportunity for Florida s energy stakeholders to hear from this national expert on what the sweeping changes in this country s energy policies and resources will mean for the future of Florida. Levi is the David M. Rubenstein Senior Fellow for Energy and the Environment at the Council on Foreign Relations, a nonpartisan foreign policy think tank. He is also director of the CFR s Program on Energy Security and Climate Change and an expert on climate change, energy security, arms control and nuclear terrorism. 9 Lori Scott announces new election equipment to replace outdated system VIREA The Board of County Commissioners has approved Brevard County Supervisor of Elections Lori Scott s request to replace the county s aging and outdated election equipment. Scott said the vote ensures that Brevard s voters will have election equipment certified to the most recent federal and state standards. Brevard County was among the first counties in the state to purchase optical scan equipment. Brevard s Commission has a history of being forward thinking with election equipment purchases, said Scott. The decision of the board in 1999 to move to optical scan equipment kept Brevard County from being mired in the aftermath of the 2000 presidential election. Unfortunately, it also means we have some of the oldest election equipment in the state. In addition to the replacement of the current optical scan (paper ballot) equipment, Brevard will be replacing state mandated Americans with Disabilities Act compliant touch screen election equipment. The replacement of our current ADA touch screen voting equipment to the AutoMark ballot marking system means that Brevard s disabled voters will now have the same paper ballot all other voters use, said Scott. Florida Legislature has mandated all ADA election equipment use paper ballots by the year Brevard s voters will cast ballots using the new election equipment during the Municipal and Special District Elections on Nov. 5. SCCC s Smoking Cessation Course a big success for 13 participants; to be held again TITUSVILLE Space Coast Cancer Center has graduated 13 nonsmokers from the Smoking Cessation Course held for five consecutive weeks at the Titusville cancer center. Participants attended class every Thursday in the May and completed the course on May 30. Lana Saal, a Master Health Educator, was the facilitator of the class at Space Coast Cancer Center. The participants received educational materials, personal and phone support and nicotine patches. The class size was limited to 15 participants to help foster more overall success, she said. 10 First round of Startup Quest program at Brevard Workforce a big success pairs aspiring entrepreneurs with successful businessowners in the region By Ken Datzman ROCKLEDGE Igniting the spirit of entrepreneurship is what Brevard Workforce is doing in the region through Startup Quest, an initiative supported by a three year grant from the U.S. Department of Labor s Workforce Innovation Fund. The program provides entrepreneurial training to qualified professionals by connecting them with successful entrepreneurs who mentor and guide these professionals through the process of creating business plans to bring new inventions and technologies to market. The mentorship piece of Startup Quest is key, said Erica Lemp, program planning officer at Brevard Workforce. And we have some really great mentors in the community who are reaching out to help others who are interested in entrepreneurship. Studies show what startup entrepreneurs need most is the mentorship and fellowship of other entrepreneurs who can help them avoid missteps and point them toward customers, funders, and talent. The Startup Quest program was designed to create jobs and uplift the economy over the long term. As new businesses begin to grow in a community, they hire employees. Local Workforce boards in Brevard, Gainesville, Jacksonville, Daytona, Fort Lauderdale, Tampa St. Petersburg, and Tallahassee joined together in a consortium to implement the Startup Quest program. The consortium pursued the grant. The Alachua Bradford Regional Workforce Board (doing business as FloridaWorks) is the program lead entity, said Lemp. The consortium members are replicating a very successful pilot program FloridaWorks did in 2011 (in Gainesville). Brevard Workforce was the first member to launch Startup Quest and the first one to wrap up the initiative. We will have two additional rounds of Startup Quest starting in the community in Those rounds will probably be in March or April, and again in late summer. Brevard Workforce was particularly suited for the Startup Quest rollout because as an organization we have been involved in a lot of entrepreneurial activities, including BizLaunch, which is held at our Rockledge location, said Lemp. Brevard Workforce s BizLaunch is a networking, support, and skill building group for those thinking about becoming an entrepreneur. FloridaWorks leads a coalition called the Business Advocacy and Self Employment Consortium, which is comprised of the Workforce boards mentioned. The local program concluded with a six hour showcase event July 11 at Space Coast Convention Center at the Holiday Inn Cocoa. The agenda featured a Business Plan and Investor Pitch Competition that day. A panel of Startup Quest judges, including successful entrepreneurs, businesspeople, and investors, evaluated the business plans and the 10 minute pitches based on criteria such as market research and value proposition. Winning team members were awarded cash prizes sponsored by the Florida High Tech Corridor Council, said Lemp. Each member of the first place team received $1,000. In the program, participants are teamed with an experienced entrepreneur mentor to form simulated startup companies and create a commercialization plan for an existing technology. Using inventions and discoveries from Florida s state universities (including the University of Central Florida and the University of Florida), federal laboratories, and NASA, a connection occurs in an intensive hands on laboratory training program environment for the participants. A simulated company and business plan are created to develop the products or services for those real technologies. To participate in Startup Quest, applicants must be over the age of 18, hold a college degree, and be unemployed or underemployed in the work force. The program brings new opportunities for collaboration that may transform career paths and skills training, said Lemp. The innovative program provides eight weeks of curriculum as well as participation in a simulated technology startup. She added, We started with an information session attended by some 200 aspiring entrepreneurs on April 9 of this year. At that meeting, about 124 individuals submitted applications to be a part of the program. So we knew from day one we had a set of individuals who were extremely interested in the idea of entrepreneurship. Some applicants left the program early because they landed jobs, while a number of others pulled out because of time commitments. The group met from 1 to 5 p.m. once a week for eight weeks. Brevard Workforce s final group had 82 participants, which we think is amazing for the first round of Startup Quest. We re pleased with the number, said Lemp. She said the class was made up of people from various career backgrounds. They included technical writers, engineers and marketing professionals, as well as people from sectors such as finance, nonprofit, and manufacturing. These skills will help empower a participant to form his or her own startup company, or make them a more valuable employee for a new startup company. An extended goal of the Workforce Innovation Fund grant is to access the effectiveness of the Startup Quest program. We will track for a full year past the life of the grant, said Lemp. So we will be tracking all the way through 2016 to see how these teams do. 11 Space Coast Cancer Center expands at Viera Medical Plaza completes construction on second floor; area for educational seminars, conferences By Ken Datzman Space Coast Cancer Center, which occupies 7,500 square feet on the first floor of the Viera Medical Plaza at Viera Health Park, has completed an expansion on the second level of the facility. The second floor build out brings the practice s total occupancy to roughly 23,000 square feet in that building. The new space positions Space Coast Cancer Center to better serve patients in the future with three additional suites, including a 4,000 square foot state of the art infusion suite with 20 stations, and a conference area designed to host educational seminars and presentations by experts covering a range of health care topics. When the physicians of Space Coast Cancer Center signed the lease at Viera Medical Plaza it was for part of the first floor and the entire second floor (30,000 square feet), said Dr. Richard Levine, president and founder of Space Coast Cancer Center, whose practice has cancer centers in Titusville, Merritt Island, and Viera. We built the Viera Cancer Center with long range plans. Our physicians have personally invested millions of dollars in the Viera Medical Plaza, with plans of being there for many years of practice. The Viera Medical Plaza team includes Dr. R. Duff Sprawls, Dr. Cynthia Bryant, and Dr. Miguel Pelayo. In April 2011, Titusville based Space Coast Cancer Center opened on the main level at Viera Medical Plaza. Now, it has tapped an additional 15,500 square feet of their inventory on the second floor. Recently, the eight board certified medical oncologists of the practice have been granted privileges at Wuesthoff Hospital Melbourne and at Health First s Holmes Regional Medical Center, also in Melbourne. The physicians will be doing rounds (seeing patients) at the six hospitals in Brevard County (Viera Hospital, Holmes Regional Medical Center, Wuesthoff, Palm Bay Hospital, Cape Canaveral Hospital, and Parrish Medical Center), he said. Our hope is that we will have the opportunity to care for patients in South Brevard, which is a new community for us. With increased patient referrals, we will have the need to move more services upstairs on the second floor of Viera Medical Plaza. The second floor space includes 17 examination rooms, six physician offices, and six administrative offices. Also, there is a large conference room and a break room on that level, with a divider wall separating the two. The conference area, which can accommodate up to 100 people, contains audio visual and other technical equipment to be used by speakers who make presentations to audiences. The space can be configured to host small groups of people for special events. With its conference capability, Dr. Levine said the Viera facility will be able to host meetings for support groups, presentations by oncologists and specialists, and community gatherings that are health care related. At our cancer center in Titusville, we ve hosted survivorship summits. We ve held conferences on lung cancer and prostate cancer. We ve had people listen to presentations by the physicians of Space Coast Cancer Center and outside speakers as well. Space Coast Cancer Center typically invites specialists from Moffitt Cancer Center in Tampa, Shands Hospital, MD Anderson Florida, and Mayo Clinic Florida to discuss new trends in the field of oncology. It s been a big success. Originally, the entire second floor was going to be dedicated to oncology care and related services. But Dr. Levine said his group decided it would be more efficient to create two other suites and sublease them to physicians in the area. If we have other subspecialties subleasing the suites on the second floor it will bring more services to Viera Health Park and the community, he said. Dr. Rebecca Hunton, an internist, has relocated and moved her practice into one of the suites on the second floor. As a practicing physician, she focuses on wellness. Dr. Hutton combines holistic and traditional therapies in her practice. In addition to her office space at Viera Medical Plaza, Dr. Hunton is introducing her new practice name, Radiantly Healthy MD, as well as a new logo and branding. She is also launching a line of private label supplements, a weight loss program, and a skin care line. Another suite on the second floor of roughly 1,600 square feet will be furnished and equipped to sublease by the day to a variety of subspecialists, from general surgeons to neurologists. Or, if there is a physician who wants to lease the space for the full year we will do that, said Dr. Levine, whose practice is conveniently located near Viera Hospital. The second floor project includes three private infusion rooms with hospital beds. Also on the second tier there is a nutrition center and an area for financial counselors to work with patients. There is an elevator that takes the patients to the second floor for infusion therapy. Space Coast Cancer Center is currently taking part in a national oncology pilot project funded by the Center for Medicare and Medicaid Innovation. Known as the Community Oncology Medical Home Initiative, Space Coast Cancer Center is one of a small number of practices across the nation participating in the program. The project was designed to test creative ways in which to deliver high quality medical care in communities, improve outcomes and access to care, and provide better value for the patient and the insurer. We are one of seven practices in the country and the only one in Florida to have been selected and funded by Medicare for the project. It s an honor to participate in the program, said Dr. Levine. His practice works closely with Dr. Barbara McAnemy, the chief executive officer of the New Mexico Cancer Center, who wrote the proposal and was approved for roughly $19.8 million in funding from the Center for Medicare and Medicare Innovation. Space Coast Cancer Center has had to hire additional people to meet the needs of the project, which includes a lot of reporting to be completed for Medicare. The cancer center in Titusville has expanded hours as part of the initiative, with physicians and staff available to see patients until 7 p.m. on weekdays. 14 Brevard County Health Department honored for excellence in public health; one of 38 to receive top award Florida Department of Health honored the Brevard County Health Department at the 2013 annual conference of the National Association of County and City Health Officials (NACCHO). Brevard County was recognized for developing and implementing a program that demonstrates exemplary and replicable qualities in response to a local public health need. Its Primary Access to Health (PATH) Clinic was one of 38 public health programs developed by a local health department selected from across the nation to receive NACCHO s Model Practice Award. The PATH Clinic provides primary care for the underserved population and specialty care by volunteer physicians in the health department clinic. The program partners with local hospitals to provide diagnostic testing through in kind donations and partners with Florida Institute of Technology to provide behavioral health services. This is instrumental in providing free diagnostic and quality medical care to our clients, said Dr. Heidar Heshmati, director of the Brevard County Health Department. All services are coordinated by the Brevard County Health Department and supported by the Board of County Commissioners, local hospitals and volunteer private providers, he said. Last year, the PATH Clinic received the Prudential Davis Productivity Award, and the Florida Health Care Coalition Community Services Award for being selected as a best practice and providing primary care for the indigent. 19 Webster University Continued from page 1 Gartner says organizations must treat information as an asset in its own right. As this begins to unfold in the U.S. and abroad, demand for highly skilled IT managers will likely increase. Many computer and information systems managers at businesses and organizations have a graduate degree plus years of related work experience. Webster University s 36 credit hour ITM degree features nine core courses designed to equip students with a range of skills needed to effectively integrate people, information and communication technologies, and business processes in support of an organization s strategic goals. This program covers many areas of information technology, from digital data processing to machine control systems, said electrical engineer Alan Holbrook, a longtime adjunct professor at Webster University in Brevard County. We restructured the program several years ago to better align it with the market. Today, the ITM degree is being designed for a variety of skill levels, including students who have little technical background to students who are engineering directors at companies in the area. The courses include networking, telecommunications management, and information security systems. In the program, we really take on the whole management of the system s lifecycle products, he added. Holbrook grew up in the area and is a graduate of University of Central Florida and Webster University. He is a senior systems engineer at Exelis Inc., which was recently spun off from ITT Corp. Exelis, an aerospace, technology, and security company, runs the space range systems contract at Patrick Air Force Base s Eastern Range and at Vanderberg Air Force Base s Western Range in California. The whole concept of information security, especially in the government arena, has really escalated in the last few years, said Holbrook, whose expertise includes having designed telemetry systems and, for the last several years, has been working on antenna tracking systems. My company spends a tremendous amount of time and effort on information assurance, working closely with the Department of Defense. The ITM degree, under the George Herbert Walker School of Business and Technology, is offered at all three of Webster University s classroom locations in Brevard County Melbourne, Merritt Island and Patrick Air Force Base. We have started enrolling students for the ITM program, said Theresa Grant, coordinator of academic advising and community relations for Webster University in Brevard. The introduction class starts Aug. 17. We are really pleased because we already have a great nucleus of students who will be beginning their studies in ITM this coming term, added Dr. Cox. And Alan (Holbrook) will be teaching ITM 5000, which is an overview course. The program curriculum includes these core courses: Information Technology Management: Overview; Organizational Behavior; Basic Finance; Information and Communications Systems and Networks; Project Management of Information Technology; Procurement and Contract Management; Systems Analysis, Design and Implementation; Information and Communications Security; and Integrated Studies in Information Technology Management. Webster University operates on nine week terms, five times per year. The program targets individuals who are interested in becoming computer and information systems managers as well as specialists in related areas. Employment in the field is projected to grow 18 percent through 2020, according to the U.S. Department of Labor. Growth will be driven by organizations upgrading their IT systems and switching to newer, faster, and more mobile networks. Consequently, more employees at all management levels will be needed to help in the transition. Additional growth will likely result from the need to increase security in IT departments. More attention is being directed at cyber threats, a trend that is expected to increase over the next decade. In the near future, Webster University will likely provide new opportunities in terms of master s degrees, one of which could be in mobile computing and another in cyber security, said Dr. Cox. We think there is an enormous need and opportunity in those two specialized areas. The university as a whole is looking at such programs, which could be offered at our Space Coast campuses or online through the main campus. Technology is moving with lightning speed and we re trying to respond to needs in the marketplace. Technology in general has been evolving at blink of the eye speed. But America has not responded fast enough in attracting students to the areas of science, technology, engineering, and mathematics. A shortage in the STEM fields could spell trouble for the U.S. economy. In an era when the next generation will be expected to compete for jobs in a global economy, America s commitment to education is waning while the economies of China and India are investing more than ever in education, according to a new report. If the U.S. wants to be a technical factor in the world marketplace particularly in the fields of automation and intelligent automation the nation s colleges and universities will have to ramp up its production of graduates in computer science related fields, said mathematician Monte Hancock Jr., chief scientist at Celestech Inc., a government contractor in Phoenix, Ariz. It s absolutely essential because we cannot compete in terms of scale with India and China. China graduates more computer scientists every year than we graduate students in any given discipline on an annual basis, added Hancock, an adjunct full professor at Webster University in Brevard, where he has taught since 2001 in the master s program in computer science. By 2030, China will have 200 million college graduates more than the entire U.S work force, according to a joint study by the Center for American Progress and the Center for the Next Generation. By 2020, India will be graduating four times as many college students annually as the U.S. The report is titled The Competition That Really Matters: Comparing U.S., Chinese and Indian Investments in the Next Generation Workforce. The study underscores how America s global competitiveness is being threatened by a lack of focus on preparing the next generation for what is an increasingly global market for jobs, industries, and economic sectors. Between 2000 and 2008, China graduated 1.1 million people in the STEM subjects; the U.S. graduated 496,000. We are going to have to step up our game in a big way, said Hancock, whose academic career includes time as an adjunct faculty member in computer science at Pennsylvania Sate University. With degrees in mathematics from Rice University and Syracuse University, Hancock s research interests and expertise are in the areas of pattern processing including data mining, the process of analyzing data from different perspectives and summarizing it into useful information. What people perhaps are not aware of, but will become aware of, is how much information you can pull from what I would refer to as artifacts of behaviors. Every person as they move through the electronic world, or the through the Web, leaves behind them a trail of data artifacts sort of like footprints in sand that become fossilized. A recent Gartner study showed that governance and privacy are the most important concerns around big data. There has been much interest of late in data mining because of some things that our government did recently and it surprised a lot of people. That adds a little bit of excitement to the technology, said Hancock. Hancock, who has held positions at Harris Corp. and with other defense oriented companies and entities, mainly in software engineering and algorithm development, has worked in the technical business world for the past three decades. At Celestech Inc., which Essex Corp. purchased in 2004, Hancock s principal research interest is numerical and semi numerical algorithms for supercomputing applications in pattern recognition and predictive modeling. When Essex bought Celestech, the portfolio of intellectual property for the sale showed 563 Celestech property algorithms and applications, of which 543 were produced by Hancock. Webster University s hallmark is having faculty who not only have advanced degrees in their respective areas of instruction, but who also work in the field on a daily basis, said Dr. Cox. They are up to date on the latest trends and technologies. We are extraordinarily proud of our faculty. They not only have the technical ability, but also the ability to teach in a classroom and do so effectively. Sometimes, I think perhaps especially in the computer engineering world, there are people who know the material but are not necessarily the best at communicating it. In my opinion, our faculty members are able to present information in a way the students can understand it, he added. This fall, Webster University will mark its 20th anniversary in Brevard County. We are in the planning stages of our celebration. We will probably have a number of events in the community to celebrate two decades on the Space Coast.
