1 FROM THE DESK OF THE PRESIDENT 2017 OFFICERS PRESIDENT AMY FLACK, CPPO, CPPB VICE-PRESIDENT STEPHANIE BUNFORD, CPPB Dear Chapter Members and Colleagues, Happy Procurement Month! I have been very fortunate during my procurement career to be surrounded by such amazing professionals both in the workplace and in our Chapter. It is an ever-changing profession that has many challenges and rewards. So I would like to take a moment to thank each of you for your contributions on making this profession great! I hope you will share with us what your agency is doing to celebrate this month that is dedicated to procurement! As we look ahead to the upcoming year, there are many great events that I hope you will attend. We are very fortunate to have such dedicated Members that continue to make our Chapter successful year after year. Just around the corner, in April, is our annual Vendor Trade Show. This is one of our most successful events each year and I would like to pose a two-part challenge to you, the membership. With the event only a month away, our booth sales are a little on the lighter side. So the first part of the challenge is this, let s reach out to our suppliers and see if we can t increase supplier participation considerably before the event. If every Member sells just one booth, we will have exceeded what we ve done in previous years. For the second part of the challenge, I ask that you to reach out to your user departments and put those negotiation skills to work. Let s see if we can t increase the number of agency attendees over last year also. Being able to meet with the department folks that are making the buying decisions and using the products or services is what keeps the suppliers coming back each year and participating. Other events that are on the horizon include two classes, Fundamentals of Leadership and Intro to Public Procurement, being hosted in April. The annual golf tournament is scheduled for May 19th and the next luncheon is June 2nd. The reverse trade show is scheduled to take place in October, and will be held at the same facility as last year. Volunteering for these events are great way to meet suppliers, network with other procurement professionals and earn valuable scholarship points that can be used towards various educational opportunities. 2 Page 2 (President s Letter Continued from Cover) The Chapter will be giving back approximately $51,000 in scholarships this year. We received 20 scholarships for Forum being held in Salt Lake City, Utah, 5 scholarships for the FAPPO conference, 8 scholarships for a 1, 2 or 3-day educational class and 18 Members are rolling over their points to be used next year. As we move forward in to 2017, I hope you will not only participate in our Chapter events, but also consider other procurement organizations such as FAPPO, NIGP (National) and APG. Participating in these organizations is a great way to network with other procurement professionals and make lasting connections and friendships. I hope that you will continue to participate as well as share any and all ideas on things we can do to assist you! Thank you again for all you do and I look forward to seeing you all next month at the Vendor Trade Show. May the dreams you hold dearest be those which come true, and the kindness you spread keep returning to you. 3 Dear Chapter Members Page 3 Board Member Updates TBAC Vice President As a result of your hard work and volunteerism to our Chapter, we are able to award thirty-four (34) 2016 Scholarships to be used as follows: Twenty (20) to attend NIGP s National Forum Conference in Salt Lake City, Utah in August estimated to be $43,000 Eight (8) to attend educational classes (1,2, or 3 day classes) Certification exam fee, or Online class estimated to be $5,000 Five (5) to attend the FAPPO Conference in Orlando in May estimated to be $4,000 The total estimated costs to the Chapter for the 2016 Scholarship Awards are $52,000. Additionally, we received 18 roll-over scholarship requests for 2016 points to be combined with those earned in 2017 for use in If you would like to start earning scholarship points to attend any of the 2018 events (FAPPO, Forum or an educational class) there are many volunteer opportunities still available such as writing an article for the newsletter, attending Chapter luncheons, attending the trade shows or volunteering for a committee chair/member position. Through your dedication to the Chapter and the success of our events, we hope to continue to provide these robust scholarship opportunities for the members! 4 Dear Chapter Members Page 4 Board Member Updates TBAC Treasurer Thank you for allowing me to be your Chapter Treasurer for Your participation and support is vital to the overall health of the Chapter. That being said, the Chapter continues to show a profit. Income for January and February totaled $16, while expenses were $1, The majority of income for these months came from vendors signing up for the Spring Trade Show, Chapter Membership registration and the March Chapter Luncheon registration. During March, I was busy registering members receiving scholarship to attend Forum in August, as well as the FAPPO conference in May. As a reminder, please make evert effort to attend the annual Spring Trade Show in April as well as our Golf Tournament coming up in May. Have a great Spring. David D. 5 Page 5 City of St. Petersburg Throughout the month of March the City of St. Petersburg s Procurement and Supply Management Department has some exciting events planned to celebrate Procurement Month, an entire month dedicated to Procurement professionals. The Department kicked off Procurement Month with a Mardi Gras themed pot luck breakfast on March 1st. On Thursday, March 9 th the team will accept a proclamation from St. Pete Mayor Rick Kriseman and City Council, declaring March Procurement month in the City. On Friday, March 10 th the team will take a bus tour around the City, to view exciting procurement projects that have taken place throughout the year. The first stop will be the City s South West Water Reclamation Facility, then on to Sunken Gardens, then to Clam Bayou for a picnic lunch, and the last two stops to visit the some of the City s bravest members, our Fire Fighters. This will be a day full of fun and excitement! On Wednesday, March 22 nd the Procurement and Supply Management Department will host an Open House for all City employees at the City s Consolidated Warehouse. City employees will have a chance to meet with suppliers like Staples, SaniChem, HD Supply Water Works, US Communities and much, much more. And finally, on Friday March 31 st the team will wrap up the month with a BBQ luncheon at the Consolidated Warehouse. Some of the team will get to show off their grill master skills! We will also recognize our valued team members with Customer Appreciation Awards. We hope the entire month of March shows just how much our Procurement professionals are appreciated for all of the hard work they do Strengthening Stakeholder Partnerships Through Collaboration. 7 Page 7 City of Tarpon Springs: At the City of Tarpon Springs Board of Commissioners meeting on March 7, 2017, Jay Jackus, Procurement Services Director, was presented with the City s Proclamation recognizing March as Procurement Services Month. The Proclamation addresses the significant role Procurement plays in both government and business as well as adding value and cultivating working relationships with suppliers and other departments. The Tarpon Springs Procurement Services Department was proud to host its 10 th Annual Open House in celebration of Procurement Month on Friday, March 10 th. This year approximately 20 suppliers participated and turned the Open House into a mini trade show. Both the City employees and suppliers appreciated the opportunity to meet in person and have a chance to talk about products. The Open House is informal and both the suppliers and employees seem to enjoy that aspect. Tables are set up outside for the suppliers to display their wares and information. Hot dogs, popcorn, drinks and other goodies are available for employees to enjoy when they stop by during their lunch breaks. Hot dogs go a long way in cultivating working relationships! Hosting the Annual Open House is a great way for both Procurement Services staff and employees from all the City departments to meet and it truly seems to enhance our working relationships. 9 Page 9 The Tampa International Airport s Procurement Department has received NIGP s top honor, the prestigious Pareto Award of Excellence in Public Procurement. The Pareto Award was introduced in September 2003 by the Institute for Public Procurement (NIGP). This award recognizes those agencies that have gone above and beyond in terms of generating efficiencies, establishing best practices and creating streamlined procurement operations. The Airport s procurement team is one of three public procurement agencies that currently hold the coveted award and is the first airport to receive this recognition. In total, only nine agencies have achieved this honor since the award was first established.

10 Upcoming Spring Supplier Trade Show Page 10 It s that time of year again! Time for the TBAC NIGP Spring Supplier Exhibition. We have plenty of booths available so its important to keep inviting suppliers and fill all 105 booths! Our Trade Shows (Spring Trade Show and Fall Reverse Trade Show) generate the majority of funds raised for scholarship funds. We need YOU to promote this event to every supplier Also, don t forget to register to attend as a representative from your entity. Invite the decision makers from your departments as well! Be sure to do your part to make this a successful show!! Chapter Manager FREE Mobile App Available April 1 We re excited to announce the debut of a new Mobile App for our members on the go! 11 Page 11 New On-Line Supply Chain Management Courses Pasco-Hernando State College is offering on-line courses in supply chain management. Courses include: Purchasing Fundamentals, Distribution and Logistics Management, Supply Chain Management Fundamentals and Supply Chain Suite. Courses range in price from $118 $300. Click HERE for more information. Facility Tour for NIGP Members Tampa Bay Water will be hosting a facilities tour on Thursday, May 4, :30 am 3:30 pm. Bus transportation will be provided to the following facilities: Tampa Bay Regional Surface Water Treatment Facility, C.W. Bill Young Regional Reservoir, and Tampa Bay Seawater Desalination Facility. A box lunch will be provided on the bus. This event is limited to the first 40 guests that register by April 19, 2017 so register early! 12 23rd ANNUAL BUYER/SELLER GOLF TOURNAMENT Page 12 The Chapters 23rd Annual Buyer/Seller Golf Tournament is scheduled for Friday, May 19 th, at Seven Springs Golf & Country Club in New Port Richey with an 8:00 am shotgun start. The tournament will be followed by lunch and awards presentation. We are requesting the assistance of our membership to help us in spreading the word. The tournament is open our members, vendors, co-workers or family members. We all know folks who play golf they only need to be asked. Scholarship points are available for signing up individual golfers (wee will place them with a group), foursomes or hole sponsors. Additional information can be found on this years flyer (attached at the end of this newsletter.

17 Dear Page 17 Legislative Update Contributed by Barbara Grilli, CPPO, CPPB, C.P.M., FCCM It s that time again! Legislative session began on Tuesday March 7. Here are some proposed bills to keep an eye on, as they involve public procurement. Note that some have companion bills which are similar or identical legislation introduced in the Senate and House. This strategy is used when House and Senate lawmakers share similar views and wish to promote simultaneous consideration of the measure. Online tracking can be set up on or so you can be notified of progress in real time. The 2017 Session ends on May 5. Potential effectivity of each bill can be found within the description of each bill. Outcomes will be published in the next chapter newsletter. Let the deliberations begin! SB Public Records and Meetings/Unsolicited Proposals : Reenacting provisions which provide exemptions from public records and public meetings requirements for unsolicited proposals received by a responsible public entity, unsolicited proposals discussed in a portion of a meeting of such an entity, and the recording of, and any records generated during, a closed meeting; expanding the exemptions to incorporate the amendment made to the definition of the term responsible public entity in provisions by SB 332; providing a statement of public necessity, etc. This was referred to Community Affairs in January. If passed, it would take effect on July 1. House companion bill is HB 609. SB 332 Public-private Partnerships: Revising the definition of the term responsible public entity ; revising legislative findings to recognize the public need of pursuing information technology projects through the establishment of public-private partnerships. Also referred to Community Affairs and if passed, would take effect on July 1. House companion bill is HB 607 HB Public Records and Meetings/Information Technology/Postsecondary Education Institutions: Creates exemption from public records & meetings requirements for certain data & information held by state universities relating to information technology security programs; authorizes certain entities or agencies to access such records; provides retroactive application; provides for future legislative review & repeal; provides statements of public necessity; provides directive to Division of Law Revision & Information. Now in Post-Secondary education subcommittee and would take effect upon becoming a law. SB 534 Public Works Projects: Prohibiting the state and political subdivisions that contract state funded public works projects from imposing restrictive conditions on certain contractors, subcontractors, or material suppliers or carriers; prohibiting the state and political subdivisions from restricting qualified bidders from submitting bids or being awarded contracts. Referred to Community Affairs. Amended on 3/2 to apply a threshold of 50% or more state funding. If passed would take effect on July 1. House companion bill is HB 599. SB Small Business Participation in State Contracting: Requiring certain agencies to award a percentage of contracts to small businesses; requiring contract vendors to use small businesses in the state as subcontractors or subvendors; requiring the rules ombudsman in the Executive Office of the Governor to establish a system for reporting small business participation in state contracting. Referred to Governmental Oversight and Accountability and if passed would be effective July 1. SB 1004 Public Meetings and Public Records; Exempting meetings between two members of certain boards or commissions from public meetings and public records requirements; providing for future legislative review and repeal of the exemption; providing a statement of public necessity. Referred to Ethics and Elections committee. If approved, would become effective on July 1. House companion bill is HB 843.
