Call to Order (Bahman Janka, Chair, San Gabriel Valley) The meeting was called to order at 9:35 A.M. 2. Approval of June 21, 2018 Minutes (Subcommittee) Andrew Winje (San Gabriel Valley) motioned to approve the June 21, 2018 minutes, and (Steve Novotny) seconded the motion. The minutes were approved. 3. Chair Report (Bahman Janka, Chair, San Gabriel Valley) Chair reminded the group that the Streets and Freeway committee will not meet in August. The next meeting will be held on September 20, Call for Projects (Fanny Pan) Ms. Pan (Metro) reported on the annual Call For Project recertification/deobligation/extension process. This year, the recertification/deobligation/extension process includes: Re-certifying $161m of existing commitment for previously funded projects o Deobligating $9.6m of funding from project cancellations or downscoping No projects from TAC Appeals were deobligated. Future Call for Projects update Currently there is a commitment to conduct a comprehensive evaluation of the current Call for Projects process, including: o Assessment of the past and current recipients in project delivery Streets and Freeways Subcommittee Minutes, July 19,
5 o Assessment of funding forecast for the future Call for Projects in the post Measure M environment o Soliciting input from committees, municipal operators, and COGs to get feedback on future call for projects o Currently no action has been taken on future funding Question was asked about when the last Call was completed? Speaker said the last Call was done in 2015, those funding were programmed out to Typically, The Call is held every 2 years on the odd years, butin 2016 the Call wa deferred until after the outcome of Measure M and completion of the Long Range Transportation Plan. In the meantime, an evaluation is being completed of past performance, in addition to looking ahead for future funding strategies. This involves the strategic financial group creating a 10-year funding forecast and assess all the funding available for programs from Measure M and SB1. As part of this process, feedback will be solicited from various committees and the COGs. There will be more information and recommendations available winter 2018, and all committees and COGs will be updated at that time. Question was asked about what was the average funding size for previous Calls? Typically previouscall was around $200m Question was asked about where would that money go if it doesn t go to the call? Metro s Strategic Financial group is currently looking at funding strategies for future Calls. 5. Caltrans Update (Steve Novotny) District Director, Carrie Bowen retired in July, the interim District Deputy Director is Shirley Choate until the position is filled. Two upcoming deadlines were announced : ATP Cycle 4 applications are due on July 31, Please read the submittal instructions carefully at: Instructions-Only.pdf. HSIP Cycle 9 Call for Projects are due on August 31, Applications can be submitted online at: 6. ATP Update (Shelly Quan) ATP application has released an updated ATP online application, version 1.3. However, if you have already submitted your application you may not need to re-submit a new application with the newer version. If you do need to update your application to the newer versión, Caltrans will contact you. 6 As noted, in addition to submittal to Caltrans, ATP applicants in Los Angeles County must submit a copy of their applications to both the Regional Transportation Planning Agency or County Transportation Commission (Metro), and the Metropolitan Planning Organization (SCAG). The Federal aid project funding guidleines were adopted by the CTC in June. These guidelines set the mínimum threshold for projects to remain federal aid eligible. For ATP projects, the minimum threshold is $1,000,000(+) of construction funds from ATP. ATP projects that receive state-only funding designation at the time of programming by the CTC are exepmted from remaining federal aid eligible. All other projects will need to seek an exeption if they feel they are warranted to receive state only funding. 7. Sepulveda Transit Corridor (Cory Zelmer) What s being studied: o Rail transit concepts are being studied o Connections to existing/planned transit corridors o Alignments and station locations, including park & ride o Maintenance facility requirements o Study area divided into two sections: Valley-Westside Westside-LAX Project Purpose and Need o Provide high-quality transit service o Serve large and growing travel market o Provide competitive travel option o Increase speed, frequency, capacity, and reliability of transit service o Provide convenient connections to transit corridors Study Process o Completed Step 1: Research and Evaluation of Transit Modes and Step 2: Concept Development o Currently conducting public outreach meetings o Steps Remaining include: Step 3: Evaluation of initial corridor concepts (Valley-Westside) Step 4: Concept development Public Outreach Step 5: Evaluation of initial corridor concepts (Westside-LAX) Public Outreach Step 6: Conceptual design of selected concepts Step 7: Comparative performance evaluation of concepts (Valley-LAX) Transit Modes Under Consideration o Heavy Rail Transit (HRT) o Light Rail Transit (LRT) o Monorail Streets and Freeways Subcommittee Minutes, July 19,

LRTP Baseline Understanding Survey (Paul Backstrom, Metro)Survey will be sent out to public sector partners to help Metro understand the baseline funding moduel of the Long Range Transportation plan update. The survey is for public sector partners to identify the initiatives and strategic plans that are essential to local, state, and municipal public agencies. The survey is intended to help share what is impant to Metro s public sector partners. A question was asked when the survey will be sent out? - Speaker responded that the survey will be sent out Monday, July 23, Metro Report (Fulgene Asuncion, Metro) June 2018 Metro Board Actions: o Adopted light rail as the locally preferred alternative for the East San Fernando Valley Transit Corridor project, a 9.2-mile light rail line that will run between the Orange Line station in Van Nuys and the Sylmar/San Fernando Metrolink Station via Van Nuys Boulevard and San Fernando Road o Adopted the Metro Vision Strategic Plan which will aid Metro s ability to improve mobility and quality of life in LA County o Approved a motion calling for Metro to study using movable barriers on freeways to create more travel lanes i.e. on freeways in which there is more traffic flow in one direction than the other o Board authorized Metro to enter into a funding agreement with City of LA to complete pre-design activities, prepare the EIR, and public outreach for the Arts Streets and Freeways Subcommittee Minutes, July 19,
8 District/6th Street Station serving the Metro Red and Purple lines. The fundig to build the station has yet to be identified. o The Transit Oriented Communities Policy was approved which seeks to increase transit ridership and choice. Affordable housing and business development efforts will be eligible for local return funding. 10. CTC Update (Patricia Chen) CTC recently met in Sacramento. Repeal for SB1 was qualified. There was a joint CTC/ARB meeting that was also recently held and will occur annually from now on. There was some discussion around coordination between the CTC and ARB. At the joint meeting CTC requested to not allow state funds for projects that increase VMT. At the RTPA meeting, CTC staff requested wide focus photos of SB1 projects including before, after, or during construction. Photos can be sent to Patricia Chen at ChenP@metro.net or CTC staff member Jose Oseguera at jose.oseguera@catc.ca.gov. Photos requested are wide-lens photos that feature the project scope and reach. An additional year of funding for the Local Partnership program is being rolled out funding year A comprehensive corridor planning guidance and workshops will be held in July. In the future if a project sponsor is looking for funding for a large significant corridor project, there needs to be a comprehensive corridor plan. A key aspect of the comprehensive corridor plan is that it needs to be multi-modal. CTC staff are looking at different scenarios if SB1 is repealed. If SB1 is repealed, additional tax collection would cease November In June the CTC adopted an initial list of cities and counties that are eligible to receive Local Streets and Roads funding for FY18/19. Cities interested in applying must submit a project list through the SB1 intake toll that is available online and adopting a resolution through the city council to adopt the project list. Applications can be accessed online. Applications must be submitted and resolutions must be passed by August 1 st. The 11 cities eligible to apply are: 1. Santa Monica 2. Commerce 3. Huntington Park 4. Pamona 5. San Marino 6. Avalon No questions were asked. 7. Beverly Hills 8. Inglewood 9. Montebello 10. Rancho Palos Verdes 11. El Segundo 11. Legislative Update (Michael Turner/Raffi Hamparian) State Update (Michael Turner, Metro) Legislature on recess through August. There are three bills that Metro is sponsoring: Streets and Freeways Subcommittee Minutes, July 19,
9 AB1205 Assembly Member Jones Sawyer The bill makes a change to small business set aside program to implement a medium sized business program, and rewrites the statute. AB1594 Assembly Member Bloom The bill changes the 2/3 authorization that Metro is required to use for design/build. Metro was the first agency to implement design/build projects and is the only agency that requires 2/3 authorization. AB2548 Assembly Member Friedman Authorizes the implementation of a commuter benefit ordinance in the county. Would provide a pre-tax benefit to provide employers with a deduction for employees that use transit. The bill will not supersede transit benefits already being applied within cities. The SB1repeal will be on the November ballot. Staff are finalizing a packet of information that will address the projects being pursued by Metro and the funds that go to the sub-regions for the Caltrans projects. Individual cities can put information out on their own. The League of Cities website has a lot of information on what information cities can provide. Federal Update (Raffi Hamparian, Metro) Infra-Grant funding applications will be available fall 2018 Federal Transportation Bill (FastAct) will be expiring in year 2019 Senate will be addressing the FY2019 Transportation Appropriations bill. No funding agreement has been met, and no grants can be awarded until the funding agreement is met. There was a Dear Colleague letter recently released where FTA is proposing a possible rule-making to count TIFIA loans as a federal contribution and not a local contribution. Metro will be working with delegation on that proposed rulemaking Staff will be meeting with the Board on two federal legislation proposals: 1. House Resolution 6016 Congress Woman Grace Napolitano The Bus Operator and Pedestrian Protection Act Staff is suggesting support work with author. The bill notes additional increase in protections for bus operators threatened with assault. 2. House Resolution 3305 Congress Member Earl Blumenhower Bike Share Transit Act of Metro has previously offered a support position. The bill redefines bike share programs. No questions were asked. 12.
