3 Definitions of TrC The Concept of the German Government is based on the OECD definition Complementary specific contributions Measurable added value for the third/ beneficiary country Orientation on demand of the beneficiary country ( Ownership ) Joint Learning Horizontal cooperation relationship among all partners TrC-projects within the framework of the regional fund for TrC are: Jointly planned, financed and implemented cooperation projects between a Latin American emerging or middle income country acting as south provider, Germany as a traditional provider (DAC) and a beneficiary country. 4 Regional Fund for Triangular Cooperation in Latin America and the Caribbean German Federal Ministry for Economic Cooperation and Development (BMZ) has set up the Regional Fund in 2010 and commissioned GIZ with its implementation The fund consists of three action areas 1) Promotion & implementation of TrC projects: Currently 35 projects (cooperation with 19 countries), two calls for proposals per year (May and November) until now 10 calls 2) Capacity Development and Training: Red de capacitación, online platform 3) Regional Dialogue (policy level): Regional Conferences Seite 4

5 Criteria for Participation Technical cooperation projects: complementary strengths of partners, added value for beneficiary country Each partner provides its own quantified contribution (also in kind) Contribution to strengthening of public policies for sustainable development Coherence with development policies & strategies of partners Development cooperation agencies must be involved Orientation towards sustainability and results / impact of TrC projects (M&E) Seite 5

6 Key factors for successful TrC Clear distribution of roles based on the complementary expertise of partners Clear, formalized mechanisms & procedures for implementation (communication & coordination structure) Clearly defined measurable objectives and results (impacts) Joint planning and certain flexibility Demand-orientation - coherence with priorities of the beneficiary country Institutional and operative implementation and absorption capacities Seite 6
