Washington Closure Hanford (WCH), which has managed the $2.9 billion River Corridor Closure Project for the U.S. Department of Energy (DOE) since 2005, will complete its contract as of September The River Corridor is a 220-square-mile section of the 586-square-mile Hanford Site, running along nearly 50 miles of the Columbia River. It was home to Hanford s nine nuclear reactors, fuel processing facilities, and laboratories used for plutonium production operations during World War II and the Cold War. Over the last 11 years our team has met every regulatory milestone while meeting our mission s objectives of demolishing 324 buildings and cleaning up 574 hazardous waste sites some of which occurred near B Reactor, in helping pave the way for the historic reactor to become part of the newly established national park system. We also transported 11.5 million tons of contaminated material away from the Columbia River to the onsite landfill we manage for all Hanford contractors. Perhaps the most visible sign of Hanford cleanup progress is evident in the 300 Area just north of Richland. We have demolished 173 facilities and remediated 109 waste sites within the industrial complex that once was the center of Hanford s radiological research. In accomplishing these goals efficiently, we have maintained safety as our foundation. In fact, our stellar safety record is a primary reason we were honored last fall by being named one of three finalists for the Project Management Institute s Global Project of the Year award. Integrating safety into every stage of work planning and execution has also allowed us to save the taxpayers $300 million in cleanup costs while performing 12 years of work scope in just 10 years. And, sharing this safety culture with our subcontractors has allowed us to award more than $1 billion in subcontract dollars to small businesses about two-thirds to businesses in Benton and Franklin counties. But there is another component of our work ethic I need to highlight. Hundreds of creative, resilient employees and subcontract personnel have contributed to our success. A reality of a closure contract is that as we complete our work, we have been reducing staff. In support of our personnel we instituted a People Plan, engaging the entire management team in providing our workforce extensive job counseling and placement assistance. As a result consequence, 96 percent of those employees seeking assistance in the past two years have been placed in new assignments. I m very proud of what our team has done as the DOE s largest environmental cleanup closure project. By working together, we ve accomplished our mission to protect the Columbia River and move one step closer to opening 220 square miles of the Hanford Site to future generations. 1 Tri-City Regional Chamber of Commerce

12 Advocating for Economic Growth Governor Inslee Signs Economic Gardening Bill On April 1, Governor Jay Inslee signed legislation establishing an Economic Gardening Program in the Department of Commerce that will strengthen economic development in Washington State. Economic Gardening is an approach to economic growth and development that emphasizes nurturing and cultivating local, second-stage companies (companies that have outgrown the start-up stage but have not grown to their full potential) by providing strategic information. The legislation comes just one year after the Tri-City Regional Chamber of Commerce launched the first Economic Gardening Pilot Program in the Pacific Northwest, thanks to the support of sponsors Battelle and Gesa Credit Union. Earlier this year, the Department of Commerce also launched a statewide Economic Gardening Pilot Program. Regional Chamber staff joined Governor Inslee for the bill signing ceremony in Olympia. We are very excited to see such enthusiasm and strong support for Economic Gardening in Washington following the launch of our Tri-Cities pilot program, Lori Mattson, President & CEO of the Tri-City Regional Chamber, said. Economic Gardening is a great tool to compliment other economic development strategies in our community and across the state. We have received very positive feedback from the companies participating in our pilot program and have no doubt it will lead to new jobs and economic growth in the Tri-Cities. The Tri-Cities Economic Gardening Pilot Program was launched in 2015 in partnership with the Michigan-based Edward Lowe Foundation, which houses the National Center for Economic Gardening (NCEG). Five second-stage companies from across the Tri-Cities were selected to receive Economic Gardening services free of charge, thanks to the generous support of Battelle and Gesa Credit Union. Two companies have already completed their engagements and the remaining companies will finish later this year. Economic Gardening offers second-stage companies valuable, strategic information that can be used to grow their business. The information is gathered with guidance from the company s CEO and is customized for their business. Selected companies engage with the NCEG s National Strategic Research Team (NSRT) a team of specialists from across the country that deliver Economic Gardening services. We greatly appreciate the leadership of Senators Maralyn Chase (D-Edmonds) and Sharon Brown (R-Tri-Cities) to make this program possible, Mattson said. Their efforts, along with the support of Governor Inslee and the Department of Commerce team, have enabled Economic Gardening to quickly grow from the Tri-Cities to our entire state. We look forward to partnering with the department in the future to help ensure Washington becomes another Economic Gardening success story. Regional Chamber Supports Columbia River Shoreline Conveyance The Tri-City Regional Chamber of Commerce joined a growing group of local organizations supporting conveyance of federally-owned lands along the Columbia River to local jurisdictions. If successful, this effort would give local control over the shoreline to improve opportunities for recreational use and economic development. A resolution of support was unanimously adopted by the Regional Chamber s Board of Directors. The U.S. Army Corps of Engineers currently controls 34 miles of Columbia River shoreline in the Tri-Cities, which it acquired after severe flooding struck the community in Additional land was acquired by the Corps during construction of dams and other infrastructure in the mid-20th Century. Over the decades, these improvements have drastically reduced the threat of floods and the need for strict federal control of the Rivershore. Today, Tri-Cities jurisdictions are saddled with significant maintenance costs for riverfront property such as city parks in Kennewick, Pasco and Richland but lack authority to make enhancements that would benefit the community. In the last year, renewed local efforts led by retired Congressman Doc Hastings; Brad Fisher, former Mayor of Kennewick; and Gary Petersen, Vice President of Federal Programs for the Tri-City Development Council (TRIDEC); have generated strong community support to convey these lands back to the Tri-Cities community. The Regional Chamber stands with our community partners in support of this effort, Lori Mattson, President & CEO of the Tri-City Regional Chamber, said. Year after year, study after study notes our community cannot fully leverage a tremendous asset the beautiful Columbia River shoreline. Returning control of our riverfront to our local jurisdictions would increase access for recreation and economic development that benefits all Tri-Citians.
