7 Agenda Report MPO Executive Committee March 2013 Item No. 4 ISSUE: Draft Fiscal Year 2015 Unified Planning Work Program and Budget REPORT and VOTE: Consider approval of the draft Fiscal Year 2015 Unified Planning Work Program and Budget. BACKGROUND: The MPO staff has developed the draft Fiscal Year 2015 Unified Planning Work Program (FY 2015 UPWP) and Budget, which documents all transportation planning activities the MPO will perform using federal funds from July 1, 2014, through June 30, The Iowa Department of Transportation (DOT) requires that the UPWP describe the MPO s proposed planning activities including task objectives, previous work, project descriptions, and work products as well as the budget and funding sources to carry out the planning activities. The Iowa DOT requires the MPO to submit a draft UPWP by April 1, 2014 and a final UPWP by June 1, The draft Fiscal Year 2015 Unified Planning Work Program and Budget is included as a supplemental item. RECOMMENDATION: Recommend approval of the draft Fiscal Year 2015 Unified Planning Work Program and Budget for submission to the Iowa Department of Transportation for review and comment. 8 Agenda Report MPO Executive Committee ISSUE: Fiscal Year 2014 Unified Planning Work Program and Budget Third Amendment March 2014 Item No. 5 REPORT and OPTIONAL VOTE: Consider approval of an amendment to the Fiscal Year 2014 Unified Planning Work Program and Budget. BACKGROUND: In November 2013 the MPO approved the addition of two projects to the Fiscal Year 2014 Unified Planning Work Program (FY 2014 UPWP) and Budget, as follows: Work Element 13.7 Trail Planning Amended Type: New project Funding Source: SAFETEA-LU earmark ($21,473) and local matching funds Budget Amount: $27,112 Purpose: The MPO received an earmark for trail planning with the passage of SAFETEA-LU. The majority of funds were used to develop the Central Iowa Bicycle and Pedestrian Transportation Plan (CONNECT). $21,473 in earmarked funds remain available for use. MPO staff will use the remaining funds to carry out additional trail planning activities, including data collection and analysis related to CONNECT initiatives. Work Element 13.8 Trail Network Smartphone Application Amended Type: New project Funding Source: Unspent FY 2013 FHWA Planning Funds Budget Amount: $124,000 total cost, with $50,000 in MPO contributions Purpose: The MPO has partnered with the Iowa Natural Heritage Foundation and the Greater Des Moines Partnership to develop a smartphone application for the central Iowa trail network. The application will allow users to geo-locate their position and find the nearest trail, find points of interest along the trail, and provide data that would allow stakeholders to understand trail usage trends. MPO staff proposes to use the remaining funds from the SAFETEA-LU earmark, programmed in Work Element 13.7, to help pay for the Trail Network Smartphone Application, programmed in Work Element This would allow the earmarked funds to be expended and would reduce the amount of FHWA Planning Funds needed for the smartphone application. MPO staff also has identified the need to add three special projects to the FY 2014 UPWP, as follows: Work Element 13.9 AARP Assistance Amended Type: New project Funding Source: Iowa AARP Budget Amount: $4,000 Purpose: Iowa AARP has requested GIS mapping assistance that includes geocoding the location of senior housing/facilities/amenities, organizing GIS files, creating maps and data files, and giving a tutorial on how to use the system. Work Element Energy Efficiency Through Transportation Planning Amended Type: New project Funding Source: Iowa Economic Development Authority Office of Energy Budget Amount: $45,000 Purpose: The MPO received a grant to develop energy reduction transportation strategies and policies. The grant will be used to assist in the long-range transportation plan development, to develop an on-street bike feasibility study for the region, and to develop an electric vehicle readiness plan for the region. 9 Agenda Report MPO Executive Committee Work Element Water Trails Planning Amended Type: New project Funding Source: Iowa Department of Natural Resources Budget Amount: $5,000 Purpose: The MPO received a grant to develop a regional water trails plan for the metropolitan area. This plan would engage local communities and residents in gathering information and determining needs for water trails within the region; assess and inventory resources; develop a vision for waterways in the region; map opportunities for future water trail developments; and, and begin implementation of priority projects. The project will be conducted over three fiscal years. The following page includes a revised budget worksheet that highlights the proposed change. RECOMMENDATION: Approve the amendments to the FY 2014 UPWP. 11 Agenda Report MPO Executive Committee March 2014 Item No. 6 ISSUE: Federal Fiscal Years Transportation Improvement Program Amendment Request REPORT and OPTIONAL VOTE: Report on requests to amend the Federal Fiscal Years Transportation Improvement Program. BACKGROUND: The City of Des Moines, the City of West Des Moines, and Polk County have requested the following revisions to the Federal Fiscal Year Transportation Improvement Program (FFY TIP): Sponsor: City of Des Moines Project: Downtown Transportation Restoration Study Federal Aid Amount: N/A Total Cost: $200,000 Change: Add to the FFY 2014 TIP Sponsor: City of Des Moines Project: Payton Avenue Bridge, Over Stream Federal Aid Amount: $720,000 in STP-HBP funds Total Cost: $900,000 Change: Add project to the FFY 2014 TIP Sponsor: City of West Des Moines Project: Grand Avenue Phase 6: From South 35th Street to South 50th Street Federal Aid Amount: $2,300,000 in STP funds (FFY ) Total Cost: $6,575,000 Change: Shift $500,000 from FFY 2015 into FFY 2014 Sponsor: Polk County Project: Northwest 72nd Place, Over Saylor Creek Federal Aid Amount: $440,000 in STP-HBP funds Total Cost: $550,000 Change: Add project to FFY 2014 TIP Included, immediately following, are maps showing the location of these projects. Staff has reviewed this project and determined that the fiscal capacity exists to moves these funds forward. This request was approved by the STP Funding Subcommittee at their February 26, 2014, meeting. RECOMMENDATION: Recommend approval of the requested revisions to the FFY TIP. 16 Agenda Report MPO Executive Committee ISSUE: Federal Fiscal Year 2018 Surface Transportation Program Funding Recommendation March 2014 Item No. 7 REPORT: Report on the STP Funding Subcommittee s award recommendation for Federal Fiscal Year 2018 Surface Transportation Program funds. BACKGROUND: The MPO Surface Transportation Program (STP) Funding Subcommittee annually determines a funding recommendation for STP project applications. The STP Funding Subcommittee heard presentations from eligible STP project sponsors on January 22, 2014 and met again on February 26, 2014, to determine an award recommendation for FFY 2018 STP funding. The MPO staff notes that the FFY 2018 STP funding target is $11,772,000. Included, as a supplemental item, is the STP Funding Subcommittee s funding allocation recommendation. RECOMMENDATION: None. BACKGROUND: The MPO Surface Transportation Program (STP) Funding Subcommittee annually determines a funding recommendation for TAP project applications. The STP Funding Subcommittee heard presentations from eligible STP project sponsors on January 22, 2014 and met again on February 26, 2014, to determine an award recommendation for FFY 2018 STP funding. The MPO staff notes that the FFY 2018 STP funding target is $1,165,000. Staff will add the additional $361,961 in excess TAP, not awarded at the August 2013 MPO Policy meeting, to the FFY 2018 target for a total of $1,524,961 in TAP funds. Included, as a supplemental item, is the STP Funding Subcommittee s funding allocation recommendation. RECOMMENDATION: None. Report and discussion only. 18 Agenda Report MPO Executive Committee March 2014 Item No. 9 ISSUE: Des Moines Request to Transfer Transportation Alternatives Program Funds REPORT: Report on the City of Des Moines request to transfer FFY 2016 TAP funds from the Drake Streetscape project to the 42nd Street project. BACKGROUND: In October 2013, the City of Des Moines requested transferring funding from the Drake Area Streetscape project in Federal Fiscal Year (FFY) 2016 to the 42 nd Street Streetscape project: SPONSOR LOCATION TIP Year STP Funds Des Moines Drake Area Streetscape, 31 st Street to 23 rd Street 2016 $ 280,000 Des Moines 42 nd Street Streetscape, I-235 to Crocker N/A $ 200,000 Requested for FFY 2018 Des Moines requests to transfer the $280,000 in TAP funding for the Drake Area Streetscape project to the 42 nd Street Streetscape project. The resulting project and funding would be: SPONSOR LOCATION TIP Year STP Funds Des Moines 42 nd Street Streetscape, I-235 to Crocker 2016 $ 280,000 MPO staff reviewed the request and notes that the transfer of funding could occur while maintaining fiscal constraint within the Transportation Improvement Program. The City of Des Moines is requesting $200,000 in FFY 2018 TAP funds for the 42 nd Street project and has indicated that they would not be making any future requests for funding if the MPO approves the request to transfer funds. If the committee awards FFY 2018 TAP funding to the 42 nd Street Streetscape project, the 2016 funds would automatically roll to FFY Included, immediately following are maps showing the project locations. If approved in April, staff will make the change during the development of the FFY Transportation Improvement Program. RECOMMENDATION: None. Report and discussion only. 21 Agenda Report MPO Executive Committee March 2014 Item No. 10 ISSUE: Federal Fiscal Years 2014 TIGER Discretionary Grant Program REPORT: Report on the FFY 2014 TIGER Discretionary Grant Program application requirements and deadline. BACKGROUND: The Federal Fiscal Year 2014 Appropriations Act has appropriated $600 million to award to national infrastructure investments by the Department of Transportation (DOT) through the Transportation Investment Generating Economic Recovery (TIGER) program. Projects applying for TIGER funds go through a competitive process, and awards are based on projects that demonstrate the ability to have a significant impact on the transportation system for a metropolitan region. The primary selection criteria include state of good repair, economic competitiveness, livability, safety, and project readiness. Secondary selection criteria include innovation and collaboration. Applications for TIGER grants are due April 24, Applicants must register through the Grants.gov website. This process usually takes two to four weeks, and full registration is required before applicants can submit for TIGER funds. Additional instructions for filing an application are located on the TIGER website: Applicants from the region typically ask the MPO for a letter of support. In 2012, the MPO Executive Committee discussed an approach to establish the MPO s support for future TIGER grant programs. The process discussed includes the MPO s Surface Transportation Program (STP) Funding Subcommittee identifying regional projects, which would then be scored using a modified STP scoring system to measure the technical merits of projects. MPO staff notes this process was discussed only with the MPO Executive Committee and no action was taken. The process was again discussed at the May 2013 Executive Committee meeting; however, because only one project from the region intended on applying for TIGER funds, the selection process was not required. 22 Agenda Report MPO Executive Committee November 2012 Item No. 9 ISSUE: TIGER Grant Candidate Project Selection Process REPORT: Discussion regarding a proposal from MPO staff to select candidate projects to apply for future TIGER funds. BACKGROUND: Over the past several months, the MPO has discussed developing an approach to the MPO s support of future TIGER grant applications that would ensure the region s priority project are submitted. At its October 10, 2012, meeting, the MPO Executive Committee asked MPO staff to bring forth a recommended process to help select projects for TIGER applications. MPO staff offers the following process: The MPO will endorse only one project from the region; The MPO should select the final project to endorse from a priority project listing: o o o o Projects would be solicited annually as part of the Washington, D.C., trip list. The MPO staff would clarify that the list is for annual appropriations and potential TIGER funding; Projects must be in the long-range transportation plan for the current time period; If a project received a TIGER award the previous year, it is ineligible to apply for the MPO s endorsement the subsequent year; and, If a project applied to the TIGER program but did not receive funding, it should be allowed to apply for the MPO s endorsement again. Selecting the project: RECOMMENDATION: o The Surface Transportation Program (STP) Funding Subcommittee will identify a handful of regional priority projects from the projects submitted by communities; o A modified scoring system used for STP funds could be used to measure technical merits of projects; and, o The STP Funding Subcommittee would recommend a single project for the MPO to support. 24 Agenda Report MPO Executive Committee March 2014 Item No. 12 ISSUE: Smart Growth America Technical Assistance REPORT: Report on free technical assistance from Smart Growth America about Planning for Economic and Fiscal Health. BACKGROUND: In January, Smart Growth America selected the MPO as one of 18 recipients of its free technical assistance. The region will receive a two-day training session with an expert from Smart Growth America on Planning for Economic and Fiscal Health. This technical assistance is made possible through a grant from the US Environmental Protection Agency s Building Blocks for Sustainable Communities program. Of the 100 applications received, the selected communities exhibited the strongest interested in and need for smart growth tools, and clearly demonstrated a commitment from local business, community, and political leaders to implement local smart growth solutions. The workshop will focus on how communities and counties can save money now, reduce fiscal liabilities for the future, and spur local economic development. Participants will look at ways in which smart growth approaches can save the region money, including: Increasing tax revenues and reducing tax burdens; Attracting new businesses; Increasing the efficiency of the labor market; Providing greater stability in times of uncertainty and rising energy costs; Investing public funds to stimulate private investment; Increasing local capital circulation; and, Providing a foundation for long term fiscal and economic health and competitiveness. BACKGROUND: In November 2013 the MPO approved the addition of two projects to the Fiscal Year 2014 Unified Planning Work Program (FY 2014 UPWP) and Budget, as follows: Work Element 13.7 Trail Planning Amended Type: New project Funding Source: SAFETEA-LU earmark ($21,473) and local matching funds Budget Amount: $27,112 Purpose: The MPO received an earmark for trail planning with the passage of SAFETEA-LU. The majority of funds were used to develop the Central Iowa Bicycle and Pedestrian Transportation Plan (CONNECT). $21,473 in earmarked funds remain available for use. MPO staff will use the remaining funds to carry out additional trail planning activities, including data collection and analysis related to CONNECT initiatives. Work Element 13.8 Trail Network Smartphone Application Amended Type: New project Funding Source: Unspent FY 2013 FHWA Planning Funds Budget Amount: $124,000 total cost, with $50,000 in MPO contributions Purpose: The MPO has partnered with the Iowa Natural Heritage Foundation and the Greater Des Moines Partnership to develop a smartphone application for the central Iowa trail network. The application will allow users to geo-locate their position and find the nearest trail, find points of interest along the trail, and provide data that would allow stakeholders to understand trail usage trends. MPO staff proposes to use the remaining funds from the SAFETEA-LU earmark, programmed in Work Element 13.7, to help pay for the Trail Network Smartphone Application, programmed in Work Element This would allow the earmarked funds to be expended and would reduce the amount of FHWA Planning Funds needed for the smartphone application. MPO staff also has identified the need to add three special projects to the FY 2014 UPWP, as follows: Work Element 13.9 AARP Assistance Amended Type: New project Funding Source: Iowa AARP Budget Amount: $4,000 Purpose: Iowa AARP has requested GIS mapping assistance that includes geocoding the location of senior housing/facilities/amenities, organizing GIS files, creating maps and data files, and giving a tutorial on how to use the system. DARFT Work Element Energy Efficiency Through Transportation Planning Amended Type: New project Funding Source: Iowa Economic Development Authority Office of Energy Budget Amount: $45,000 Purpose: The MPO received a grant to develop energy reduction transportation strategies and policies. The grant will be used to assist in the long-range transportation plan development, to develop an on-street bike feasibility study for the region, and to develop an electric vehicle readiness plan for the region. 61 State Legislative Update February 12, 2014 The MPO staff has tracked bills introduced during the 2014 Iowa Legislative Session that might be of interest to the MPO and its member governments. This update provides a summary of each bill. Transportation Revenue Bills HSB 514 Bill to raise the motor fuel tax by 10 cents over 3 years (passed subcommittee) HF 2147 Bill providing annual transfer of revenue from the Iowa Economic Emergency Fund to the Road Use Tax Fund (RUTF) and for adjustments to the motor fuel tax o Any excess funds from the Iowa Economic Emergency Fund will be transferred to the RUTF, not to exceed $220 million annually o Sets gas tax to 20 cents/gallon and diesel tax to 22.5 cents/gallon through end of 2014 o After 2014, if the amount transferred into the RUTF in the previous fiscal year is less than $220 million, the gas tax and diesel tax shall be raised to make up the difference. BACKGROUND: MPO staff obtained bridge condition data from the Iowa Department of Transportation (DOT). This data includes Structure Inventory and Appraisal (SI&A) sufficiency rating data as well as Structurally Deficient or Functionally Obsolete (SD/FO) classification information. This information is used to determine eligibility for using Federal Highway Bridge Replacement and Rehabilitation Program funds for bridge replacement or repair. The SI&A rating is a measure of the major components of the existing structure relative to current structure standards. The rating is used to determine a bridge s sufficiency to remain in service and helps determine which bridges may need repair or replacement. SI&A should not be mistaken as an indicator for the condition of the bridge or its ability to carry traffic loads. Bridges are rated on a scale of 0 to 100, with 100 representing a bridge that meets all standards. The average SI&A sufficiency rating for the MPO planning area sits at 82, while individual city s ratings range from 52 to 97. Structurally Deficient refers to bridges needing significant maintenance, rehabilitation, or replacement. Functionally Obsolete refers to bridges with engineering conditions such as deck geometry, load carrying capacity, vertical clearance, or deck alignment that no longer meet the criteria for the system of which the bridge is apart. Of the approximately 400 bridges classified in the MPO region, 100 have been declared SD/FO. Only bridges categorized as SD/FO and with a SI&A rating below 80 are eligible for rehabilitation funds; bridges categorized as SD/FO with a SI&A rating below 50 are eligible for replacement. In the MPO area, 81 bridges classified as SF/FO have a SI&A sufficiency rating lower than 80 and therefore are eligible for Federal Highway Bridge Replacement and Rehabilitation Program funds. BACKGROUND: MPO staff is in the process of working with consultants on two transportation related studies. Staff will provide a brief update to the committee on the progress begin made toward the completion of the studies listed below: Ames-Des Moines Transit Study Olsson Associates is currently completing a market assessment of the need and potential use of public transit in the I-35 corridor between Ames and Des Moines. Over the next few months, work will commence on developing service concepts, operating plans, and cost estimates. The steering committee will meet again in late March to review deliverables pertaining to service concepts. BACKGROUND: The Manual on Uniform Traffic Control Devices (MUTCD) added standards for retroreflectivity in These standards were updated in 2012 and included a requirement that all jurisdictions have a plan in place to manage and maintain signs at or above the established minimum levels. This plan must be adopted by June of The required replacement dates were removed with jurisdictions now able to set their own targets through the planning process. Staff has drafted a plan that participating member governments may use to satisfy the federal requirements. Each community needs to determine an inventory management system and an implementation plan. Comments were due to staff by no later than Friday, February 21, Based on the comments received the regional GIS database language was removed. 83 Introduction The Fiscal Year 2015 Unified Planning Work Program and Budget (FY 2015 UPWP) is the Des Moines Area MPO s work plan for the fiscal year beginning July 1, 2014 and ending June 30, The FY 2015 UPWP identifies planning activities completed in the prior fiscal year, and documents all planning activities and anticipated work products for the current fiscal year. In addition, the FY 2015 UPWP also documents the Des Moines Area MPO s costs to support the fiscal year planning activities and work products. Background The Des Moines Area MPO, established in the 1960s, serves as the formal transportation planning body for the greater Des Moines, Iowa, metropolitan area, carrying out the intent of Title 23 of the U.S. Code of Federal Regulations (CFR), Part 450. In 1983, the Governor of Iowa designated the Des Moines Area MPO as the official MPO for the Des Moines Urbanized Area, as defined by the U.S. Bureau of the Census. In addition, the Des Moines Area MPO is designated a Transportation Management Area, per 23 CFR , as it exceeds the population threshold of 200,000 persons. The Des Moines Area MPO continues to carry out a comprehensive, coordinated, and continuing multimodal transportation planning process for the greater Des Moines metropolitan area. Responsibilities The Des Moines Area MPO provides a regional forum to assure local, State, and Federal agencies and the public coordinate transportation planning issues, and prepare transportation plans and programs. The Des Moines Area MPO develops both long-range and short-range multimodal transportation plans, selects and approves projects for federal funding based on regional priorities, and develops ways to reduce traffic congestion. activities within a geographic area identified as the Metropolitan Planning Area (MPA). Figure 1 displays the Des Moines Area MPO s MPA. The Des Moines Area MPO approved its current MPA on January 17, The MPA includes portions of Dallas, Madison, Polk, and Warren Counties, and includes, at a minimum, the anticipated urbanized area for Horizon Year (HY) Figure 1 Membership Des Moines Area MPO s MPA Voting membership on the Des Moines Area MPO is open to any county or city government located, wholly or partially, in the designated MPA containing a minimum population of 1,500 persons that adopts the Des 1 Moines Area MPO's 28E Agreement.
