1 ULI/Puerto Rico Strategy Workshop: Summary of Conclusions Hosted by ULI Southeast Florida & Caribbean and the ULI Urban Resilience Program Miami, Florida, January 30 th

2 Synthesis & Summary of Discussion The following slides summarize and synthesize the five break-out groups discussions, and the group s conclusions on potential next steps. ULI s strengths Multi-disciplinary knowledge of land use, real estate, sustainability, economic development Big tent Quality and commitment of members Products including case studies of best practice, research, Advisory Services Panels Opportunity for outside perspective and expertise Action-oriented, knowledge of funding and implementation Credibility Where is expertise most needed? Sharing best practices from around the globe Medium and long-term planning (short-term action is not right for ULI) Bridging the development/investment community and grass roots work 1

4 Ideas for next steps: Short-term 2-day Rebuilding Symposium co-hosted by Housing and Planning Board ULI as partner or co-host alongside Housing Department, Planning Board Invite range of stakeholders including 78 mayors Topics: P3, Municipal leaderships ULI can initiate this work at the District Council level with support from national program staff UrbanPlan current invitation for pilot workshop by University of Puerto Rico Opportunity for larger educational platform ULI can initiate this work at the District Council level with support from national program staff Resilient Cities Summit ULI national Urban Resilience program co-hosts; program already in place Work with District Council and Builders Association to identify mayors from Puerto Rico to invite Potential for spin-off event just for mayors from Puerto Rico (with event located in Puerto Rico and hosted in Spanish) if additional funding obtained 3

5 Ideas for next steps: Short-term Identify ULI member experts to attend and represent at industry/rebuilding events in Puerto Rico Continue dialogue regarding partnerships and ULI opportunities to amplify and support work underway Builders Association strong partner, opportunities identified at workshop Housing/Planning Commission strong partner, opportunities identified at workshop Other partners suggested which should be scoped by ULI staff and members Invest Puerto Rico 78 municipalities Conservation Trust AGC Local builders groups in Florida such as Latin Builders Foundation for Puerto Rico Other NGOs and faith-based orgs Sponsor PR representatives to attend ULI small-scale development forum in Charleston, SC (April) 4

6 Ideas for next steps: Medium-term Advisory Services Panel: Time and outreach needed to identify scope and potentially funding. Topics could include: Land Use Economic Development Vision & Strategy Compliance Informal vs. Formal housing strategy Infrastructure resilience Navigating federal recovery funds Identifying a site will focus the exercise Post-panel outcome should focus on creating replicable strategies for many municipalities Potential for larger educational programming Consider opportunities for case studies of best practice that are relevant to Puerto Rico 5

7 Other Feedback & Wrap-up Discussion Advisory Services Panel: Economic Development Vision & Strategy emerged as the top priority topic, followed by compliance and informal housing. Identifying a site or area for a panel will require outreach and process, as well as Buy-in and interest from the community A sponsor or host that can advance the recommendations Importance of public process to inform strategy and as catharsis any event or work by ULI should have a proactive public engagement component. Opportunity for involvement by ULI to add credibility, trust to rebuilding the politics of rebuilding and the current funding process are currently extremely difficult 6

8 Other Feedback & Wrap-up Discussion Opportunity for pilot project or site where the Housing Department owns the land and has control over implementation Could be the focus of an Advisory Services Panel or other ULI project Opportunity for a relatively fast quick win which could make a big impact Project could be a case study internationally for resilient rebuilding Dept of Housing will consider opportunities and come back to ULI Example: Toa Baja 7

9 Next steps ULI will develop these summary slides into a more formal write-up. ULI would welcome ideas from the Department of Housing, the Planning Board, Builders Association and other workshop participants.
