I. BACKGROUND On June 9, 2009, the board of Education passed Board Resolution 2021 on local hiring. Subsequent to that, the Facilities subcommittee approved an RFQ at its October 27, 2009 for a local hiring consultant. The process was initiated on November 3 and submittals were scored and interviews held the week of January 11, Consensus was not reached during that process with two candidates remaining from the 8 who submitted, Seville Group, Incorporated ( SGI ), and the AltaPasa Neighborhood Improvement Association ( AltaPasa ). It was determined at the February 8, 2010 Facilities Subcommittee meeting that the District would work with both consultants. Following that meeting staff was directed by the Superintendent to meet with both groups separately and then together and divide the work accordingly: AltaPasa would be responsible for local hiring and reporting on same and SGI would be responsible for workforce development and CTE/internships. Meetings were held and agreement was reached on the division of labor. Proposals were solicited for the first year, which was the term explicit in the RFQ. Proposals were subsequently solicited for years 2 through 5 to get an idea for the magnitude of charges. II. STAFF ANALYSIS/DISCUSSION Initial proposals seemed high and since this was not an originally budgeted Facilities Master Plan line item, research was done to determine what the City of Pasadena is paying for its program annually. The City has one full-time employee and the total program budget is approximately $150,000 according to City sources, but less capital projects to work with than the District. Approximately half of our staff is located in Southern California and the remaining is located in Northern California. 15 3 FIRM QUALIFICATIONS 3.5 CURRENT PROGRAMS AND PRESENT WORKLOAD SGI is a leader in the delivery of educational facilities throughout California and currently provides program, project, and construction management services for some of California s largest K-12 new construction and modernization programs including: 1) Los Angeles Unified School District, 2) West Contra Cost Unified School District, 3) East Side Union High School District, 4) Sweetwater Union High School District, 5) South Bay Union School District, and 6) Alisal Union School District Los Angeles Unified School District Los Angeles, CA SGI participates as program and construction managers for the $20.3 billion modernization and new construction bond program. Currently, SGI is directly involved in the management of $340 million of construction projects, totaling approximately 694,000 square feet of new high schools, elementary schools, and early educational centers. 16 3 FIRM QUALIFICATIONS West Contra Costa Unified School District Richmond, California The West Contra Costa Unified School District (WCCUSD) serves a population of over 220,000 residents of the cities of El Cerrito, Richmond, San Pablo, Pinole, Hercules, and the unincorporated areas of Kensington, El Sobrante, North Richmond, East Richmond Heights, Tara Hills, and Bayview/ Montalvin Manor. WCCUSD serves over 30,000 K-12 students attending 41 elementary schools, seven middle schools and ten high schools. The District operates special education and adult education programs, charters and alternative education programs at various sites. As a result of successfully managing a 1997, $36 million bond for the district, SGI was selected as the prime program/construction management consultant for three successive bond programs totaling over $1.2 billion. SGI is responsible for the full time program/construction management of all bond projects during master planning, programming, design, construction, post occupancy and project close-out at over 60 sites throughout the district. Under SGI s management and leadership, the program has successfully modernized and constructed restrooms, kitchens, classrooms, fields and campuses including the recently completed $100 million state of the art El Cerrito High School. 17 3 FIRM QUALIFICATIONS East Side Union High School District San Jose, California In 1999, SGI was selected as the prime Construction Management team on the $80 million Measure A Bond Program for the East Side Union High School District. The cornerstone of Measure A was a new state-of-the-art Evergreen Valley High School project, which consisted of twelve buildings that included academic, performing arts and student services facilities. In addition, the new campus had a full-service athletic facility including a football stadium with regulationsized track and field areas, soccer and baseball fields, two gymnasiums and swimming pool with a water polo course. CONTINUING WITH SUCCESS: As a result of successfully managing the new Evergreen Valley High School, SGI was awarded the program management contract for East Side s $298 million Measure G and $349 million Measure E Bond Programs. SGI currently performs program management services for the District s eleven high schools and five alternative education facilities, in which the majority of the projects are comprised of new building construction, classroom modernization, and athletic facilities. SGI s proven track record of effective construction management results in successful project delivery to meet project objectives for scope, schedule and budget. The award of program management services for the East Side Union High School District, Measure G and Measure E Bond Programs is a prime example of the repeat business SGI acquires by understanding our client s needs and making their needs SGI s priority. 18 3 FIRM QUALIFICATIONS Sweetwater Union High School District Chula Vista, California Sweetwater Union High School District schools serve approximately 39,000 students in grades 7-12 and 29,981 adult learners in the south San Diego county communities of Bonita, Chula Vista, Eastlake, Imperial Beach, National City, Otay Mesa, South San Diego and San Ysidro. It is the largest secondary (grades 7-12) school system in California. Founded in 1920, the District has grown to encompass ten middle schools, one junior high school, twelve senior high schools, one continuation high school, four adult schools, and an alternative program for grades The Sweetwater Union High School District Board of Trustees selected the SGI joint venture to lead Sweetwater s $644 million Proposition O modernization and construction initiative. Proposition O, the School Classroom Safety and Repair Measure, provides $644 million in funds necessary to address the urgent and critical needs of schools in the Sweetwater Union High School District. This Program ensures that the SUHSD s 41,000 middle and high school students and 28,000 adult learners are in a safe, healthy and quality learning environment. The joint venture team is responsible for full-time program and project management services during master planning, programming, design, construction, post occupancy, and project close out. VISTA MIDDLE SCHOOL SWEETWATER HIGH SCHOOL South Bay Union School District - Imperial Beach, Ca SGI is currently providing professional Construction Management services in support of the South Bay Union School District s $80 Million School Construction and Modernization Program. The bond program intends to improve safety, upgrade classrooms, and make repairs at every neighborhood elementary school. Projects include replacing leaky roofs and outdated electrical wiring, repairing deteriorating restrooms and plumbing, upgrading classrooms and computer labs to teach math and science, and adding new classrooms to existing schools. Finally, new elementary schools will be built to prepare for the growing student enrollment. ~ 8 ~

19 3 FIRM QUALIFICATIONS Alisal Union School District Salinas, California In September of 2007, SGI was selected to provide Construction Management services in support of the Alisal Union School District s $91 Million School Construction and Modernization Program. AUSD operates eleven K-6 schools in the most rapidly growing section of Salinas. Additionally, the district features migrant education, extended learning, special education, and alternative education programs for parents, as well as one charter school. The District serves a student population of 7,300 students. The neighborhood elementary school repair and safety measure SGI is managing for Alisal is intended to improve safety, upgrade classrooms, and make repairs at every neighborhood elementary school. In this capacity, she is responsible for the implementation of the Small Business Program, We Build Pre-Apprenticeship Construction Training Program, isee (I m a Student Exploring Excellence) Architecture & Engineering Internship Program, and is accountable for contractor relations and oversight of the District s contract policies and ~ 10 ~

21 4 KEY STAFF procedures to ensure LAUSD s position as the Owner of Choice for the contractor community. Since the implementation of all programs, the Los Angeles Unified School District has awarded $3.6 billion or 45% of total contract awards to small contractors; created an opportunity for 50,392 Los Angeles county residents to work on school projects who earned a total of $728.2 million in wages at an average hourly wage of $30.64 under the nation s most comprehensive Project Labor Agreement (PLA); and provided students from over 35 high schools with access to instruction in design and construction, paid summer internships, and college credit. Prior to her tenure at the LAUSD, Ms. Soto designed a successful economic development program for the Alameda Corridor Transportation Authority (ACTA) to facilitate business participation on the $2.4 billion Alameda Corridor Project. While program manager for the Alameda Corridor Business Outreach Program, she ensured that Disadvantaged Business Enterprise (DBE) firms participated in the design and construction of the Alameda Corridor. At the conclusion of the project, 20% of construction contracts, 24% of professional services contracts, and 41% of construction management contracts were awarded to DBE firms. Ms. Soto acquired notable experience developing programs that support business development while serving in former Los Angeles Mayor Richard J. Riordan s administration. During this period, Ms. Soto developed the program designs for the Earthquake Recovery Project in 1994, Defense Conversion Initiative in 1995, and the Alameda Corridor Business Outreach Program in 1996, all of which provided small, minority and women-owned firms with access to hundreds of millions of dollars in contracts. Ms. Soto also served as the Mayor s Director of Neighborhood & Community Affairs, and then took a short leave from the Mayor s Office to serve as the Managing Director of Community Affairs & Outreach for the Host Committee of the 2000 Democratic National Convention. Ms. Soto proudly serves on the Corporate Advisory Councils for the American Indian Chamber of Commerce of California and the National Association of Minority Contractors; she is a member of the LAUSD Career Technical Advisory Committee (CTAC); and is the recipient of the 2007 Crystal Vision Award by the National Association of Women in Construction, the 2006 National Minority Advocate Award by the U.S. Department of Commerce, Minority Business Development Agency, the 2006 Minority Business Advocate Award by the San Francisco National Enterprise Center, and the 2006 Woman of the Year Award from the Regional Hispanic Chamber of Commerce for her accomplishments at LAUSD. ~ 11 ~

22 4 KEY STAFF Michael Richardson Career Developer Michael is the Assistant Manager of the LAUSD "We-Build" program and focuses primarily on two areas: Job Placement and Recruiting. Recruiting involves establishing and maintaining partnerships with local community groups to both advertize construction training and job opportunities created by LAUSD s construction work, and encourage enrollment of local citizens into the training offered by LAUSD. In addition to his recruiting efforts, Michael provides job placement support by following through with the graduates of the We-Build Curriculum to get them placed in a construction position. This includes leading job readiness workshops, introducing graduates to unions and contractors, and coordinating with the unions and contractors for work-force demand needs. ~ 12 ~

23 5 RELEVANT EXPERIENCE SGI s current experience providing small business and Local Worker Participation programs for the Los Angeles Unified School District s We-Build Program, West Contra Costa Unified School District s Capital Improvement Bond Programs, and Eastside Union High School District s Capital Improvement Bond Programs. 5.1 LOS ANGELES UNIFIED SCHOOL DISTRICT S WE-BUILD PROGRAM LAUSD is currently managing an aggressive, $20.3 billion school construction and renovation program that will deliver new and modernized school facilities through the year The District s Board of Education recognized that the magnitude, complexity, and contracting value associated with the construction and modernization of their District would be a catalyst for job creation. That realization coupled with a workforce development strategy, ultimately cultivated not only a local, skilled workforce, but also created economic opportunities for local district residents. In November 2003, LAUSD s Board of Education entered into a re-negotiated Project Stabilization Agreement (PSA) with the Los Angeles/Orange County Building Trades Council. The PSA established a 50% local worker participation requirement on school construction projects, set procedures to resolve grievances, instituted guidelines for apprenticeship training and the use of apprentices, and prohibits work stoppages. The We-Build Program at LAUSD is one element of a comprehensive local worker participation strategy to facilitate achievement of the 50% local worker participation goal established by the District. The Program provides local district residents with an opportunity to enroll in a comprehensive, ten-week pre-apprenticeship training program. Upon graduation, the trainees are competitively matched with the local trade unions and/or contractors for placement on LAUSD school construction projects. In addition, LAUSD s We- Build Program offers a Fast-Track curriculum for those enrolling into the program with extensive construction experience. Through the We-Build Program, LAUSD is helping to cultivate a highly skilled labor force to meet the needs of its multi-billion construction program. ~ 13 ~

24 5 RELEVANT EXPERIENCE SGI has honed its skills managing the We-Build Program for LAUSD by creating both a vehicle for prime and sub-contractors to hire a skilled local workforce and a pool of qualified local workers to participate on LAUSD projects. Through these efforts, 38% of the workforce on LAUSD projects is comprised of local district residents Documented Results: LAUSD We-Build While construction workers in other counties are severely impacted by the decline in construction activity, workers continue to work on LAUSD school projects. Since July 2004, 75,713 construction trade workers performed work on District projects of these workers 67% reside within Los Angeles County and 38% are local district residents. These construction workers have earned $1.05 billion in total wages at an average hourly wage of $33.81, and are close to representing the region s diversity. Sixty-six (66%) percent of the construction workforce on District projects is minority. ~ 14 ~

26 5 RELEVANT EXPERIENCE 5.2 WEST CONTRA COSTA UNIFIED SCHOOL DISTRICT As the program manager for the WCCUSD bond program, SGI is actively involved with the client, community, and Building Trades to promote careers in construction and the related fields of architecture and engineering. Local Capacity Building Program Pilot Program at Helms Middle School The goal of the WCCUSD is the enhancement and encouragement of equal opportunities for local and small business owners and West Contra Costa residents who are interested in doing business with or working in the District s Bond Management Program. The underlying philosophy of the program is to act as a vehicle for building the real capacity of local-owned firms and individuals to maximize their potential to successfully participate in other large projects. The District established a Local Capacity Building Program Advisory Committee, comprised of the leadership of various Community based organizations, labor, contractor organizations, District staff, the District s program manager (SGI), and the District s local capacity building program consultant. This committee meets monthly to review the progress and the implementation of the program. Tutoring for the Apprenticeship Test SGI, in conjunction with the Building Trades Council and WCCUSD s School to Career, conduct free tutoring classes in preparation for upcoming trade union entrance exams, interviews, and applications. ~ 16 ~

29 5 RELEVANT EXPERIENCE 5.3 EAST SIDE UNION HIGH SCHOOL DISTRICT CONSTRUCTION TECH ACADEMY The Construction Tech Academy is mandated by the Program s Project Labor Agreement and provides opportunities for students who are interested in participating in a summer internship to learn more about construction and design from a number of different perspectives. Over the last several years, SGI has worked in collaboration with the Santa Clara County Construction Careers Association, Buildings Trades Council, and the District to develop and cultivate a program that incorporates the school curriculum and graduation requirements while providing exposure to the construction and design industry. The program begins with a two-week boot camp from 8:00 AM to 5:00 PM each day, which provides general exposure to a number of the building trades and industry partners. After the completion of the industry sampling, the students are provided with interviewing preparation in anticipation of internship opportunities and a job fair. SGI plays a primary role in soliciting participation from industry partners and contractors and following through with the final placement and follow up. The internship lasts for four to six weeks and includes opportunities with contractors, management and design firms. ~ 19 ~

31 7 PROPOSED WORK PLAN 7.1 WE BUILD PASADENA PROGRAM The We Build Pasadena Program will introduce PUSD high school students to careers in architecture, engineering and construction. Industry seminars will be conducted by professional engineers, architects and construction professionals. Pasadena is rich with industry leaders in these disciplines and they will be recruited to take an active role in lecturing PUSD students. During the summer of 2010, students participating in the We Build Pasadena Program will further their learning experience through work experience. Recent PUSD high school graduates who are interested in a career in construction will be given an opportunity to enroll in a comprehensive preapprenticeship construction training program through local partnerships. The We Build Pasadena construction graduates, in turn, will be competitively positioned for placement on projects through the general contractors and/or subcontractors working on Measure TT funded projects. 7.2 OUTREACH & REFERRAL SGI will conduct outreach to high schools, community and faith-based organizations, Work Source Centers, local career fairs, neighborhood meetings, community round tables, among others, to ensure district-wide awareness of the Program for high school students. The Program will execute a variety of outreach activities including: Community Outreach Meetings & Career Fairs A minimum of four community outreach meetings will be held in partnership with the organizations that support students and workers. Community & Student Marketing Materials Adequate advertisement and marketing materials must accompany the outreach efforts for We Build Pasadena Program. SGI proposes to execute the following activities to build awareness in the targeted areas of the community: Execute an advertisement campaign in local community newspapers Develop and distribute informational materials (fact sheet, flyers, etc.) to maximize the interest and participation level of PUSD high school students. 33 7 PROPOSED WORK PLAN 7.3 TARGET POPULATIONS The target populations for outreach are outlined below, which consist of populations that are highly underrepresented in the construction trades and/or the construction industry. These include: African Americans Recent PUSD Out of School Youth & Foster Care Youth Women 7.4 SMALL BUSINESS PROGRAM Through Board Resolution 2021, the Board of Education adopted a 25% Small Business Enterprise (SBE) participation goal that applies to all contracts funded by Measure TT. To ensure the participation of small businesses and to meet the ongoing demand for contractors, architects, engineers and other professionals, SGI will develop a market driven Small Business Program that will create awareness of PUSD business opportunities as well as facilitate the process by which small firms conduct business with PUSD. Workshops & Outreach The Small Business Program will execute a series of workshops for those interested in doing business with the District; it will target its outreach through trade fairs and business expositions throughout the PUSD service boundary; it will strategically notify and encourage small firms to participate in the District s procurement solicitations; and will build and maintain partnerships with a large network of business and trade organizations. Leveraging Other Public Services to Support Small Business Success SGI proposes to engage other publicly funded programs to support small contractors, including CalOSHA Consultation Services to assist contractors with Safety Programs; and the U.S. Small Business Administration s Bond and Loan Guarantee Programs to help contractors obtain access to bonding and capital.
