2 Who we are: The Eastern Ohio Development Alliance (EODA), an independent, nonprofit organization, consists of sixteen counties in Eastern and Southeastern Ohio. The counties of the alliance are Athens, Belmont, Carroll, Columbiana, Coshocton, Guernsey, Harrison, Holmes, Jefferson, Monroe, Morgan, Muskingum, Noble, Perry, Tuscarawas, and Washington. Our History: EODA was formed in 1990 with thirteen counties participating. Dr. Samuel Speck, former President of Muskingum University and Director of the Ohio Department of Natural Resources, was the founding president of the organization. Our Mission: EODA, through the cooperation of its 16 member counties, will promote economic growth of the region. Our Membership: Both organizations and individuals from the sixteen member counties comprise the EODA membership. Each member county has two representatives one each from the public and private sectors. Also serving on the board of directors are Local Development Districts; OMEGA and Buckeye Hills Regional Council. Our Standing Committees: To facilitate the operation of EODA, the organization utilizes eight standing committees. They are Business Development/Marketing, Education/Technology, Finance, Governmental Affairs/Public Relations, Membership, Nominating, Small Business Development Centers, and Tourism. 3 Letter from the President of EODA It is once again my pleasure to have served as the EODA President for I am looking forward to continuing my service and third year as President in I have thoroughly enjoyed working with Director Jim Schoch and our many active committees to move our region forward in economic development. There is no other organization, that I am aware of in Ohio, that has as much outreach to multiple counties and public and private partnerships that benefit such a large geographical region than that of EODA. It is without a doubt there are a number of leadership models that have been created to enhance economic development through many organizations. However, I believe that we have tapped into a simplistic way of accomplishing worthy goals proven to be beneficial to our region. The drivers of economic development and change are not just within the leadership of an organization, but also within the host of committees and dedicated individuals that truly have the best interest of the organization and its goals in mind. Our leadership style draws upon the talent that is within the organization that truly focuses on our mission of economic growth in the region. It is this structure of organization that draws on the years of knowledge and wisdom from business as well as public officials that make good practical use of shared ideas that are utilized in order to be successful within the 16-county region. The following quote on heroic leadership is from Mary Parker Follett, Leadership is not defined by the exercise of power but by the capacity to increase the sense of power among those led. The most essential work of the leader is to create more leaders. With that being said, I would like to thank our members for their hard work and dedication. Your actions have positively impacted not only the region, but the entire State of Ohio. We have overcome the pressures of partisan politics and worked together for the benefit of all. This is a leadership style that works for EODA and one that has a proven track record over time and hopefully will continue well into the future. As mentioned in the quote above, it is essential to make room for others and give them an opportunity to lead such a wonderful organization will be my last year as President of EODA. It has been an exceptional experience to meet so many intelligent and fascinating individuals who have enhanced my personal life as well as my career in public service. 5 EODA Fall Meeting Features Keynote Speakers from Energy In Depth and Ohio Oil and Gas Association Jackie Stewart, State Director of Energy In Depth - Ohio presents information from a recently released Roads Report. Energy In Depth Ohio is a research, education and public outreach campaign focused on getting the facts out about the promise and potential responsibly developing America s onshore energy resource base. EODA Fall meetings are always well attended due to the legislative or trending topic nature of the meeting. In 2017, the trending topic was shale oil and gas developments in the region. The co-keynote speakers, Jackie Stewart and Mike Chadsey, worked together to present their findings and distribute a recently released Roads Report. The meeting also included updates from each committee and regional economic development partners. Mike Chadsey, Director of Public Relations for the Ohio Oil and Gas Association presents information on the status of new ethane cracker plants in a multi-state region, including Ohio. The Ohio Oil and Gas Association is a trade association involved in all aspects of exploration, production and development of crude oil and natural gas resources within the State of Ohio. 4

7 EODA Networking... Whether it is among members or with our federal and state officials, networking plays a key role in our mission. As shown in the photos below, we meet in both formal and casual settings. Our annual meeting continues to attract over 200 attendees with outstanding keynote speakers and award presentations. In 2017, we conducted our Summer meeting aboard the Valley Gem Sternwheeler on the Ohio River. Next Summer the meeting will be held at Historic Fort Steuben in Jefferson County. 10 Education and Technology Committee Chairpersons: Mary Kaufmann and Greg Adams From , the EODA Education Committee focused on supporting EODA through its mission to develop the region s development in the area of business and education by: Further developing math skills for students in our region through the EODA Easy as Pi program supplemented by online tools from the Khan Academy. Build bridges with the business community to help foster communication and understanding between education and the business world. The Easy as Pi program concluded its work in EODA provided funds to encourage kids to work together to learn math as a team. The Easy as Pi program was offered for 5 years and the program ran each year from the fall to the spring. Each math team was provided a celebration party in April or May with prizes, pizza and a gift of a personalized t-shirt to recognize the hard work and effort of each student in the program. Over the five year life of the program, the committee supported the development of math skills for 132 students. The Committee also focused on how we can help our counties build bridges between business and education. Moving forward we will continue to look into options to partner with other local and state teams that are exploring these same goals. Over the past few years, we collected a list of resources that may help us enhance awareness and understanding of educational methods needed to prepare our youth for the jobs of tomorrow. A sampling of the resources we gathered to share with the EODA are as follows: Believe in Ohio ( is a free new program from The Ohio Academy of Science that helps high school students prepare for the future. Venture Highway ( is an Entrepreneurial Education firm founded by entrepreneurs located in Columbus, Ohio. Leader in Me ( develops student leaders with 21st century skills. The Leader in Me program is an innovative, school-wide model that enables educators to unleash each child's full potential. Junior Achievement ( is a non profit organization that brings the real world to students through hands-on curriculum delivered by a trained classroom volunteer. The Young Entrepreneurs Program ( or offers middle and high school youth a continuum of dedicated programming, both in and after school, and in partnership with a broad range of community partners, that challenges them to build entrepreneurial skills and habits through actual business ownership. Starting in January of 2018, the committee will be co-chaired by Matt Abbott, Executive Director of the Zanesville-Muskingum County Port Authority and Bill Beisel, Director of Business and Community Services at Kent State University - Tuscarawas. 9

11 Business Development/Marketing Committee Chairpersons: Arnold Oliver, Paul Prater and Jo Sexton Purpose: To promote the sixteen county region through a strong network of local, regional and statewide economic development professionals. Activities include export education, trade shows, industrial site promotion and maintaining a strong web presence. Trending topics are typically assigned to this committee for initial review. Summary of Committee Activities: Members attended meetings of the Ohio Economic Development Association. EODA continued to be a sponsor of the Zane State Summer Manufacturing Institute at Cambridge and Zanesville and the Manufacturing Summer Camp in Tuscarawas County. EODA was a sponsor at the Appalachian Ohio - West Virginia Connectivity Summit in Marietta. EODA sponsored both OMEGA and Buckeye Hills meetings. The committee allocated funds to upgrade the EODA website. Summary of Proposed Committee Activities: Continue to sponsor events hosted by local development districts, chambers of commerce, and local universities. Committee members will also continue to work closely with regional economic development professionals. Membership Committee Chairpersons: Mike Jacoby and Cindi Supers Purpose: To promote membership with both the public and private sectors in order to financially support the goals and objectives of the organization Summary of Committee Activities: Coordinated with committee chairpersons regarding 2017 membership campaign activity Coordinated major sponsor campaign for 2017 with executive director Continued to maintain membership numbers in 2017 Nominating Committee Chairperson: Don Quicksall Purpose: To annually submit nominations of officers and board members to the EODA Board of Directors for approval. Summary of Committee Activities: Solicited potential board members for each county Submitted slate of officers and board members at the Winter meeting of the board of directors Summary of Proposed Committee Activities: A slate of officers and board members will be presented to the board of directors at the 2019 Winter meeting for their approval. 10

14 Shale Marketing Sub-Committee Chairperson: Mike Jacoby The EODA Shale Marketing Committee is a volunteer group of eastern Ohio economic development professionals and other supporting organizations and companies. The EODA Shale Marketing Committee raises funds from sponsors to undertake events to develop shale-related economic development leads. Major sponsors of these events include AEP Ohio, JobsOhio, APEG, Ohio s Rural Electric Cooperatives, Harrison County CIC, Tuscarawas EDFA, Monroe County Port Authority, Columbia Gas, Dominion Energy, MarkWest Energy, OMEGA, and Buckeye Hills. In June of 2017, EODA members and APEG worked to coordinate three different EODA Shale Marketing activities in Pittsburgh. At the PetChem Update, EODA and APEG networked with petrochemical companies and contractors, including a site selection consultant with a large project and a business from California evaluating the tri-state area for a project. At the EODA Shale Brokers Open House, APEG and EODA members met with commercial real brokers, many of whom wanted updates on shale projects and to know about prime properties in the region. Past brokers events have resulted in projects in the EODA region. EODA members continue to work these relationships. At the DUG East Show in Pittsburgh, EODA representatives and APEG met with several upstream supplier companies looking to do business in the EODA region. In March of 2018, representatives from four EODA counties joined JobsOhio, AEP, APEG, and Shale Crescent USA at the IHS World Petrochemical Conference in Houston. JobsOhio and AEP hosted a reception at the conference. The event was attended by several petrochemical companies, including PTT Global Chemical. Ohio had legitimate interest from five petrochemical companies at the JobsOhio/ AEP reception and the Shale Crescent Luncheon. These are international companies that are in early evaluation stages of their projects. It is unknown at this time whether there will be any projects coming out of these meetings. It should be noted that PTT evaluated Ohio for about two years before revealing their intentions. One of the leads has already taken steps to evaluate eastern Ohio. Finance Committee Chairpersons: Chris Abbuhl and Jim Schoch Purpose: To protect the financial integrity of EODA Responsibilities: Prepare and review monthly financial information from EODA accountants and treasurer Prepare vouchers requiring dual signatures on all checks Prepare annual budget for review and approval of the EODA Board of Directors Present and approve current financial information at board meetings 13

15 Tourism Committee Chairpersons: Dee Grossman and Amy Rutledge The EODA Tourism Committee was formed by a vote of the organization at the November 2017 meeting. The 2017 Annual Meeting focused on Tourism in the region. There were displays set up for the attendees to learn more about the different counties before and during the meeting. The speaker was Mary Cusick, director of Tourism Ohio, the state s department of tourism. She gave a very informative talk on the state s new brand and the economic impact of tourism in the state and in the Appalachian Region. The economic impact of tourism in the EODA Region for 2015, as reported by Tourism Economics is over $2,091 billion in direct sales throughout the region. The report also shows over 24,000 tourism-related jobs in the region. These figures show growth of 49% over 2014 numbers. The new impact study for 2017 will be released in the summer of The tourism committee will be handling the July meeting of EODA. The summer meeting has typically been one to visit a tourism attraction and a networking meeting. The committee is working with Historic Fort Steuben for the Attendees of the annual meeting visit July 2018 meeting. Committee members are open to county tourism displays suggestions of things you would like to see us work on in the future. The committee members currently are Dee Grossman, Tuscarawas County CVB, Co-Chair; Amy Rutledge, Carroll County CVB, Co-Chair; Shasta Mast, Holmes County Tourism; and Debbie Robinson, Cambridge/Guernsey County VCB. All members of the Tourism Committee are encouraged to become involved with growing tourism in the EODA region. Governmental Affairs/Public Relations Committee Chairpersons: Dave Wheeler and Ed Looman Purpose: To alert and inform federal and state legislators about key economic development issues affecting the 16-county region. Summary of Committee Activities: Monitored activities and submitted support letters affecting federal, state and regional issues Forwarded legislative new releases throughout the region Summary of Proposed Committee Activities: Host a 2018 Legislative Forum at Salt Fork Lodge on October 26, 2018 Continue to support pertinent issues affecting EODA s sixteen county region 14

16 2017 Annual Meeting Mary Cusick, Director of TourismOhio (second from left) with EODA Director and Officers The Eastern Ohio Development Alliance (EODA) held their 27 th Annual Meeting on April 28 th at the Carlisle Village Inn in Walnut Creek. Mary Cusick, Director of TourismOhio was the keynote speaker. Cusick leads the state s efforts to create a marketing plan promoting Ohio as a premier travel destination. She spoke to an audience of 200 economic development professionals and state and local elected officials. Cusick reported that TourismOhio experienced a momentous and productive 2016 as the program continued to implement the Plan to Win marketing effort that established the groundwork for branding the state and elevating Ohio as a travel destination of choice. The meeting also included the presentation of EODA Excellence Awards and grants from two legacy funds. The Excellence in Tourism Award was presented to the Ashton Preservation Association in Carrollton. Elaine Painting, Executive Director of the Ashton Preservation Association, and Jim Painting, Curator of The Ashton House Museum, were in attendance to accept the award. The recipient of the Excellence in Small Business Award was Nelson s of Steubenville. Accepting the award were owners, Mark and Gretchen Nelson. Athens Mold & Machine received the Excellence in Emerging Business Award. Dave Wilson accepted the award on behalf of the company. The Excellence Award for Large Manufacturer was presented to Kurt Bain, Plant Manager of the Kraft Heinz Company in Coshocton. 15

17 Jenny Ruckenbrod, Director of Leadership Columbiana County, received the inaugural award from the Dale Hileman Legacy Fund. Evelyn Hileman, widow of Dale Hileman, helped present this award. Oasis Food Ministry in Columbiana County and W4C Recovery Ministries in Jackson County received grants from the Donald R. Myers Legacy Fund. Oasis Food Ministry received a $500 grant to support its School Backpack Program to provide breakfast and lunch for children in need on the weekends. This program takes place during the school year and in the summer, as well. W4C Recovery Ministries received a grant award to support its Hope Totes program. Recognizing the challenges that addiction presents in their local community, particularly opiate addiction, the Hope Totes program provides toiletries and other personal items, along with notes of encouragement, to teens and children impacted by addiction who have difficulty meeting their basic needs. Both legacy funds are administered by the Foundation for Appalachian Ohio. Leadership Columbiana was the inaugural recipient of the Dale Hileman Legacy Fund Award as Mr. Hileman was a member of the Columbiana County business community for many years. His wife, Evelyn, was present to assist with the award presentation. The mission of Leadership Columbiana is to develop leaders to act as positive forces and agents of change for the benefit of Columbiana County and its various communities. Donald R. Myers Legacy Fund Awards The Oasis Food Ministry is a community outreach effort that provides food and other necessities to neighbors in their community who need encouragement and a helping hand. Their School Backpack Program provides breakfast and lunch for children in need on the weekends. The program takes place during the school year and in the summer.
