1 Issue #18 ~ December 2004 The unn Deal DEA Receives Designation for County Road 39 Design The Suffolk County Department of Public Works announced that DEA was designated to perform preliminary design for the reconstruction of County Road 39 from Sunrise Highway in Shinnecock Hills to Montauk Highway east of Southampton Village. Preliminary design of the 7 + mile roadway will include a complete environmental assessment and public participation effort. Teaming with DEA for this project are Cashin Associates, JAC Planning, EEA, Inc., and Hirani Engineering. Also taking part will be Norton Brothers Dunn, who with Hirani will conduct detailed property surveys of the entire roadway. DEA has performed several corridor studies and produced a number of Expanded Project Proposals (EPPs) for the New York State Department of Transportation and Suffolk County Department of Public Works. The EPP is the first phase of a highway reconstruction project; the preliminary design, for which DEA has been designated, is the next phase. Pat Lenihan will serve as project manager, and highway designers, Alex Gimpleman and John Beck will play key roles on this new project. The project will also include the design of the County Road 39 Bridge over St. Andrew s Road. The final design of this bridge was included in a separate project for which DEA received a designation earlier this year. Funding and uncertainty over where the new bridge will be placed caused the County to include the bridge design into the larger design project for the entire corridor. Work on the project is expected to start in late spring. DEA Designated for Suffolk County Local Safe Streets and Traffic Calming (LSSTC) Grant Applications DEA has been designated by the Suffolk County Department of Public Works to file two grant applications to NYSDOT for the state s LSSTC grant program. One project would provide new sidewalks where none currently exist on County Road 58 in Riverhead between the Long Island Expressway and the Riverhead traffic circle. The other would provide for sidewalk reconstruction and streetscape improvements to Main Street in Sayville. The Sayville project would extend similar work already done on Main Street to the west. In both projects, DEA is required to make the grant application by December 17, Should either one or both projects win NYSDOT grants, DEA will be responsible for designing the projects, making formal applications for the grant funding and inspection of the contract work. 2 DEA to Perform Major Investment Study for County Road 97 Nicolls Road DEA has recently been given the green light by the New York Metropolitan Transportation Council (NYMTC) to upgrade the level of effort for the ongoing CR97 Nicolls Road Corridor Study to conform to Federal guidelines for a Major Investment Study (MIS). An MIS is required by Federal regulation for highway projects with the likelihood of having significant impact on capacity, traffic flow and levels of service in a corridor. Several of the alternatives likely to emerge from the ongoing corridor study being performed by the DEA consultant team qualify as Major Metropolitan Transportation Investments (MMTI), as described in NYMTC s MMIT Criteria and MIS Procedures. Among other criteria, high type highway projects are defined as those that involve the construction, extension or expansion of full or partially controlled access principal arterials for one or more miles, construction of a high-occupancy vehicle (HOV) lane, and having substantial cost ($100 million or greater). CR97 is considered a partially controlled access highway facility, and the study area includes 17 bridges, many of which could require substantial work, with potentially significant construction costs. The MIS will seek to determine the most efficient, communitysensitive, and cost-effective strategy for the improvement of CR97, including long and short term alternatives for improving mobility. Public trans-portation options will be considered, building upon the considerable groundwork laid by NYSDOT in the LITP2000 study, which resulted in recommendations for robust improvements to the public transportation system. Contract negotiations involved coordination among NYMTC, NYSDOT, SCDPW, Suffolk Transit and FHWA. The MIS will directly benefit from the public involvement and planning analysis components in the existing corridor study. The work will be performed under a supplemental agreement to the existing corridor study contract with SCDPW, for a total contract approaching $2,000,000. Scope revisions are being finalized, and the project is tentatively scheduled for completion in early spring of Vincent Corrado developed the scope, handled contract negotiations and agency coordination, and has day-to-day project management responsibilities. Her note follows: Sarah and Steve, Thank you very much for the outstanding support on the Freeway Courtesy Patrol Operating Guidelines. The training this week was highly effective and worthwhile, and your efforts were key in delivering that training and producing the document. The guidelines are an outstanding tool to provide a framework for the drivers, as well as standardizing the services delivered under the program. It was also apparent during the training and review of the guidelines that the role of Fwy Ops is a critical part of the success of the program. You've come a long way in increasing the level of communication with FCP over the past year or so, and it makes a very positive difference in operations. Thanks again, Mia Silver, P.E. DEA Co-Sponsors Conference DEA proudly co-sponsored and participated in the first annual National Conference on Managing Travel for Planned Special Events in New Orleans. The conference attracted 135 persons from 27 states, the District of Columbia, and two countries. Steve Latoski played a key role in organizing the conference and served as chair of 2

3 the program committee. Walt Dunn delivered a plenary session address on the what, why, and benefits of managing travel for planned special events and moderated a session. Sarah Gill and Chanita Charles who lead DEA s operation at the Michigan ITS Center in Detroit also attended. Michigan DOT was represented by an experienced and enthusiastic group of planned special event practitioners including Mia Silver, P.E., P.T.O.E. and Greg Krueger, P.E., whose presentation dealt with day-of-event operations and stakeholder coordination for the North American International Auto Show. 4 DEA Hosts SCDPW Public Information Meeting on County Road 58 Corridor Study On December 2, DEA hosted a Public Information Meeting on behalf of Suffolk County Department of Public Works at the Maxine Postal Auditorium in Riverhead. The meeting presented the results of the ongoing CR58, Old Country Road Corridor Study being performed by DEA, including several alternative strategies for the future of CR58. 5 Warren Newman Retires Our feelings of sadness on Warren s retirement did not dampen a gala surprise party held on November 30. The festivities began at one of Warren s favorite hangouts, the AMF Sayville bowling lanes. In deference to Warren (it was also his birthday), everyone (except Dominick) held back so as not to show him up. For posterity, average scores are listed below (the editor shows no mercy).
