6 VISION: Create a pedestrian-friendly public space that will be a catalyst for future development Make the streets along Water Street safer and easier to navigate for pedestrians and vehicles with traffic improvements from Whitehall Street to Fulton Street along Water Street. Beautify the streetscape along the corridor and provide amenities for pedestrians with two plazas Restore Moore Street after being affected by Superstorm Sandy 6

7 Whitehall Plaza Construction funded through LMDC. Existing condition West side of Water Street from Whitehall to Broad Street. NYC DOT previously undertook a series of temporary streetscape improvements using temporary street markings to create an enhanced public plaza. The scope of work calls for the build out of a more formal plaza area with new curbs and sidewalks along with new furniture, planters and landscaping. 7

9 Coenties Slip Plaza Construction funded through LMDC Existing condition Located from Water Street to Pearl Street. Current public plaza that is maintained through DPR and Downtown Alliance (ADNY) The scope of work calls for a flush plaza with the existing sidewalk along with incorporating the existing sculpture with new planters and landscaping. 9

13 Overall Modifications The construction of 2 pedestrian friendly plazas. Install corner bulb-outs. Install sidewalk extensions / reduce roadway widths Associated drainage improvements. Water line relocation for curb bump outs and Whitehall Plaza. The reconstruction of Moore Street. Utility modifications and work will be done through a Utility Joint Bid Agreement 13

14 DBE Participation & Requirements

15 DBE Participation This contract will be funded by funds from the Federal Highway Administration and will be subject to Federal Disadvantage Business Enterprise requirements. DBE Goal: 20% Firms must be certified as DBE by the New York State Unified Certification Program in order to count toward goal. The following state agencies are part of this program: - NYS Department of Transportation - State of New York Metropolitan Transportation Authority (MTA) - The Port Authority of New York & New Jersey Respondents must submit the Consultant Statement on DBE Goals with their proposals. Failure to do so may result in being declared as non-responsive. DBE Goals will be incorporated into the Consultant Contract - Selected Respondents will be required to meet the stated DBE goals or demonstrate good faith efforts 15
