2 ITS Heartland 1st Annual Best of ITS Awards Best New ITS Project Award Awarded to the Kansas and Missouri Departments of Transportation KansasCityScoutOperationsandIncidentManagementProgramsKansas&MissouriDepartmentsofTransportation Kansas DOT and Missouri DOT - Kansas City Scout Operations and Incident Management Program Scout is the Kansas and Missouri Departments of Transportation Intelligent Transportation System for the Kansas City Greater Metropolitan Area. Scout serves as the hub of transportation bringing together over 30 cities and emergency service operations together to fight congestion, increase safety, reduce accidents and provide real-time traveler information. It is a bi-state partnership along with FHWA and the MPO MARC. Battling the fight of increased users of the transportation system and less funds for capital improvements KDOT and MoDOT have designed a long-term plan to make the roads smarter by investing into ITS systems and putting a strong emphasis on creating sustainable partnerships both public and private to keep traffic moving, provide critical traffic and lane blockage information in real-time. Due to Scout s unique bi-state influence and the performance results it has shown, it has made a significant impact on the lives of those in the Heartland region. Scout is committed to planning, implementing, operating and measuring the performance of ITS infrastructure in excellence. Scout is a fully integrated ITS system with the following components: DMS Signs (urban and rural) Cameras Detector Stations (In ground loops, Radar, Bluetooth and Private data) Adaptive Ramp Metering Motorist Assist with integrated AVL Advanced Traffic Management System Real-time web alerts, comprehensive website and web based tools Automated Social Media Integration RWIS Weather integration within ATMS Highway Advisory Radio Operation Green Light and multiple city and private partnerships for arterial signal system coordination 511 as an extension of the Kansas ATIS system. 3 ITS Heartland 1st Annual Best of ITS Awards Best New ITS Product Award Awarded to the Missouri Department of Transportation Missouri Department of Transportation Regional Mobility Report The purpose of MoDOT s Regional Mobility Report is to provide a monthly comprehensive review of the mobility of the St. Louis area. This provides MoDOT with a way to track congestion and its causes to continually improve regional mobility. The Regional Mobility Report is used as a post analysis tool to gauge the impact of projects implemented and actions taken. It is also an important planning document used to identify areas for evaluation and programming of improvements. MoDOT uses the Regional Mobility Report to easily visualize mobility trends and meet mobility goals within the St. Louis District. Specific causes of congestion that are analyzed in the report include work zones operations, work zone incidents, incident management, freeway management and arterial management. Unplanned events such as crashes that impact traffic for a duration of greater than two hours are analyzed. Detailed summaries are presented for each incident that includes actions taken by first responders on scene as well as the actions of MoDOT s January 2013 Mobility Report Transportation Management Center staff. Example Mobility Report Graphic: Freeway Mobility Chart The Regional Mobility Report can serve as a model to any transportation agency looking to analyze incident management reduce congestion and promote regional mobility. MoDOT currently posts the reports on their website as well as sharing the reports with regional stakeholders. The St. Louis area Metropolitan Planning Organization, East-West Gateway, receives copies of the report and participates in the monthly mobility meetings. The Regional Mobility Report has led to enhanced internal and external coordination with MoDOT. The latest mobility reports can be found on the web 3

4 Award for Outstanding Service to ITS Heartland Awarded to Sinclair Stolle Being a member of the ITS Heartland Board can be fun and carry some notoriety within your industry. What is not so obvious is the time commitment and amount of work needed to be a contributing member of the Board. For the past six years, Sinclair Stolle has been an active member of ITS Heartland and has served on the ITS Heartland Board as Iowa State Director for four years and Board Secretary this past year. Sinclair is known as a person who is always willing to help out where needed. When the Operations Working Group (OWG) began, Sinclair took an active role in helping make it successful. Sinclair is the past Chair of the OWG and started the Google wiki site that she currently still manages for the OWG. This year, Sinclair worked closely with the Meetings Northwest to revamp the ITS Heartland website to improve the layout and make it more user friendly. As Board Secretary, she has assisted the President by sending meeting notices and has posted all minutes to the Wiki in a timely manner. She has also contributed as an executive officer with some additional committee duties as requested. Sinclair has actively assisted with Annual Meeting planning for the past several years, including not only overall planning, but she has assisted with session planning, including securing speakers and moderating the session. She has gone the extra mile in finding excellent topics and speakers, often including speakers from locations outside of the ITS Heartland region. Sinclair s willingness to serve and volunteer to help in many areas has been a great asset to ITS Heartland. Sinclair is the type of person that makes ITS Heartland an exceptional organization. For her outstanding service to ITS Heartland, we wish to thank and congratulate Sinclair Stolle! 4

5 Award for Outstanding Service to ITS Heartland Awarded to Bruce Baldwin Bruce Baldwin, one of the early ITS professionals who helped establish ITS Heartland, has been a member of ITS Heartland since it began in He has served ITS Heartland in a variety of roles from FHWA representative (an ex-officio position on the Board) to Consultant Director to the Operations Working Group s unofficial secretary. He has actively participated in the Chapter s Annual Meetings/Symposiums and other sponsored events, while assisting with session planning, serving as a speaker/moderator and exhibiting as a vendor. Bruce has been a leader in the ITS industry here in the Heartland for over 20 years through his roles as the Region 7 FHWA ITS engineer, the FHWA Kansas Division Office ITS Engineer, and as a consultant with Schneider Electric (formerly Telvent), working on several operations contracts and ITS projects throughout the ITS Heartland region. Through his various roles, Bruce has been instrumental in the planning, deployment and operations of several ITS projects throughout the region. During his FHWA tenure, he assisted with ITS Architecture development and updates throughout the region, expanding the vision and coordination of regional ITS development. Bruce also worked diligently to bring ITS training opportunities to the region s professionals and he also assisted states in the region with acquisition of federal funding for projects. Bruce has provided excellent leadership and assistance to public agency and private consultant personnel on project deployments, both urban and rural throughout his career. For his Outstanding Service to ITS Heartland, we wish to thank and congratulate Bruce on this well-deserved award! 5

7 About the Awards Best of ITS Awards & Student Contest Awards Student Contest Award Best of ITS Awards T he Best of Intelligent Transportation Systems (ITS) Awards is sponsored by ITS Heartland. ITS projects were chosen based on specific outcomes and determination of exemplorary innovation and benefit to the ITS industry. We would like to thank the following members of the ITS Heartland Best of ITS Awards Selection Committee: Matthew Volz, SRF Consulting Group Sarah Tracy, Nebraska DOR Sinclair Stolle, Iowa DOT Julie Theisen, Meridian Environmental Technology Jessica Sherwood, Nebraska DOR Stan Young, University of Maryland Anuj Sharma, University of Nebraska T he 2013 ITS Heartland Student Competition challenged student to analyze operations data in a highly congested corridor and suggest and defend mitigations measures to relieve congestion, and increase safety and reliability. The Center for ITS Training and Education (CITE) co-sponsored the event by offering prizes to attend ITS America in April as well as the awards and prizes provided by ITS Heartland. The study location is a well known portion of the Washington DC beltway, famous for its congestion and unreliable travel characteristics. Sensor data, outsourced probe data, and incident data were made available to the students through the Regional Integrated Transportation Information System, (RITIS), hosted at the University of Maryland. RITIS contains multi-state operations data and various analysis and visualization tools to manipulate that data. RITIS also contains a suite of tools developed specifically for the visualization, access, and analysis of leading edge probe data provided through the I95 Corridor Coalition s Vehicle Probe Project. The objective of the competition was to provide students access to the best operations data available, and see what their skills, imagination and ingenuity could produce. Copies of the student entries are available on the ITS Heartland Website. 7

8 About ITS Heartland T he ITS Heartland Chapter of ITS America is intended to facilitate information sharing for ITS projects and activities and to showcase ITS applications in five heartland states, Missouri, Iowa, Kansas, Nebraska and Oklahoma. To date, all five State Departments of Transportation, along with major universities in each state and the Federal Highway Administration have been involved in developing the organization. Potential benefits of membership in the ITS Heartland Chapter include information exchange, educational opportunities, project coordination, creation of public-private partnerships, access to future customers, and research sharing. The ITS Heartland Chapter holds annual meetings to allow members to discuss ITS issues, share ideas, learn about activities in other states, and have vendors showcase new products. Improving the quality of life for those transportation users who live and invest in America s Heartland Region through advanced transportation technologies and communications.
