3 U.S Consul General's Message Dear Members of the Indo-American Chamber of Commerce, The U.S. Mission in India is committed to supporting and expanding trade and investment between the United States and India. This facet of our cooperation holds enormous potential as we seek to leverage innovative work and broaden connections across financial, technology and human capital at the state, city and local levels. In the past year we have looked for every opportunity to help U.S. and South India businesses achieve success through partnerships, thereby creating a stronger two-way relationship between our countries. One of the major initiatives that our Commercial Service office is promoting is SelectUSA. SelectUSA is the first-ever U.S. Government-wide initiative to promote and facilitate business investment in the United States. SelectUSA is a single point of contact at the federal level to assist the global investment community and serve as an ombudsman for investors. For more information about the SelectUSA program, please visit The SelectUSA 2013 Investment Summit hosted by the U.S. Government is a two-day event that will be held in Washington, D.C. from October 31-November 1, The summit will provide a means to explore or to advance investment for Indian companies who are considering expanding operations in the U.S. or acquiring a U.S. based business. During the summit the attendees will network with U.S. state and local officials (including regions and cities) and senior White House officials. The objective is to enable delegates to effectively navigate the U.S. business climate. Along with company executives and U.S. state and economic development representatives, attendees will include senior White House and Administration officials, subject matter experts, and industry and technical specialists. 4 U.S. Business Visas: The J Visa Another Business Visa Bilateral Business Ties Economic collaboration between the United States and India is a cornerstone of our deepening partnership. When U.S. Secretary of State John Kerry visited India in June, the strong business relationship between India and the United States played prominently in his remarks on the U.S.-India Strategic Partnership. As Secretary Kerry noted, annual trade in goods and services between the United States and India has grown nearly five-fold since the year 2000, and bilateral foreign direct investment has reached nearly $30 billion. Thanks in large part to the strong business ties between our two democratic nations, annual two-way trade is now approaching $100 billion. As our economies deepen and ties strengthen, the exchange of ideas and information takes on increased importance. Our cooperation drives innovation, economic growth, and job creation for both of our nations, and the United States welcomes the free-flow of ideas, talent, and diversity that leads to better end products. Already our bilateral trade and investment supports hundreds of thousands of jobs in both of our countries, and we are always working to facilitate greater trade and investment in each others' economies. Indeed, the benefits of this flow of ideas are evident in the U.S. tech and engineering sectors. While Indian Americans make up just one percent of our population in the United States, they create eight percent of all the technology and engineering start-ups. In addition, India is home to a large number of companies with headquarters in the United States, and a significant number of business-visa-holders in the United States are Indian. The number of business visas issued to Indian passport holders in the last year is a key marker of the robust relationship between our two nations. As U.S. Ambassador to India Nancy J. Powell has said, the business of the U.S. Mission in India is business. As such, we strive to facilitate the visa process as much as possible. Not only does the U.S. Department of State offer 10-year multiple-entry visas for Indian business travelers, but the U.S. Mission in India is constantly looking for ways to increase customer satisfaction during the visa application process. The Embassy and consulates make every effort to keep wait times as low as possible generally much less than ten days. In 2012, 97% of all visas were processed within one business day, and applicants normally spend less than one hour inside the Consulate on interview day, allowing businesses to save time and resources when sending employees for visa interviews. The majority of Indian business travelers take advantage of the B1, H1B, and L1 visa categories, and it is on these visas and others that the work is done to stimulate both our economies and increase diversity, depth, and range of knowledge. These visa categories were discussed in detail in the April-June issue of the IACC newsletter. The U.S. Mission continues to strive to provide efficient services to its customers. In addition to maintaining our Interview Waiver Program (IWP), which facilitates the application process for qualified and responsible previous U.S. business visa holders, U.S. Consulate General Chennai continues to offer same-day processing for blanket L1 interviews. We highly encourage you to take advantage of this program. Under the current program, applicants can fly into Chennai in the morning, have their biometrics collected at the Offsite Facilitation Center, and travel directly to the Consulate for an interview that same morning. This pilot-program reduces the time these applicants need to spend in Chennai for their L1 blanket visa application from two days to one. To ensure that applicants do not spend more time than necessary at their appointment, we encourage companies to verify that applicants come to the Consulate with all of their relevant documents in order and ready to be reviewed by the consular officer. For example, USCIS has posted a new version of form I- 129S, Nonimmigrant Petition Based on the Blanket L Petition. This version adds a section requesting information regarding whether the beneficiary will be placed at an offsite location from the petitioner and an attestation regarding the release of controlled technology. As of September 9, 2013 the Consulate is no longer accepting older versions of the I-129S, and applicants should come to the interview with the appropriate form, which can be found at

5 In addition, although wait times are minimal at U.S. Consulate General Chennai, it is important that applicants and their companies apply early for visas. In order to ensure that your employees travel to the United States on schedule, please put in your appointment request as soon as possible. J-1 Visas The U.S. Mission in India greatly values the important business relationship that we share with India, and we offer a wide variety of visas to suit the business needs of Indian companies. While B1, H1B, and L1 visas were discussed recently in the April-June IACC newsletter, another category companies might consider is the J-1 visa category, which may be appropriate options for companies sending their employees for lengthy training in the United States. Becoming a sponsor of a J visa is complex process, but the State Department welcomes and encourages new organizations to become sponsors of exchange visitor programs. Exchange visitor training programs are designed to allow foreign professionals to come to the United States to gain exposure to U.S. culture and to receive training in U.S. business practices in their chosen occupational field. A trainee must be a foreign national who has a degree or professional certificate from a foreign postsecondary academic institution and at least one year of prior related work experience in his or her occupational field outside the United States or has five years of work experience outside the United States in the occupational field in which they are seeking training. The program is intended to enhance the skills and expertise of exchange visitors in their academic or occupational fields through participation in a structure and guided training-based program. Trainees cannot work in unskilled or casual labor positions, in positions that require or involve childcare or elder care, or in any kind of position that involves patient care or contact. Further, sponsors must not place trainees in positions that require more than 20 percent clerical or office support work. Use of the Exchange Visitor Program for ordinary employment or work purposes is strictly prohibited. Sponsors are not to place trainee participants in positions, which are filled or would be filled by full-time or part-time employees. Also, the training cannot duplicate a trainee participant's prior work experience or training. To be eligible for designation as a program sponsor, an organization must demonstrate its ability to comply and remain in continual compliance with all provisions of the Exchange Visitor Program regulations and meet its financial obligations and responsibilities attendant to successful sponsorship of its exchange program. Also, with the submission of an application, it is expected that the organization will be fully prepared to begin the administration of the program upon designation. If you are interested in applying for designation to become an exchange visitor program sponsor, please refer to the Department of Homeland Security's User Manual for Temporary Users of SEVIS or contact the Office of Private Sector Exchange and ask to speak to a program designation officer at jvisas@state.gov. Both countries are committed to expanding this relationship and removing obstacles to growth, including through expert level discussions in the Trade Policy Forum (TPF) and other bilateral dialogues, with plans for a TPF Ministerial in the year ahead. TPF meetings allow for discussion of trade and investment challenges, including localization measures, regulatory barriers, and protection of intellectual property rights. Investment: India is one of the fastest growing sources of investment into the United States. Indian foreign direct investment (FDI) in the United States increased from $227 million in 2002 to almost $5.2 billion in 2012, supporting thousands of U.S. jobs. Meanwhile, U.S. investment in India reached more than $28 billion in On October 31, 2013, Indian companies will participate in the first global SelectUSA Investment Summit in Washington to foster investment and partnerships between Indian businesses and U.S. state and local governments. Economic and Financial Partnership Dialogue: Continuing the close cooperation between the U.S. Department of Treasury and India s Ministry of Finance, the 4th U.S.- India Economic and Financial Partnership Ministerial will be held in Washington D.C. on October 13, The dialogue, planned to include the Governors of our respective central banks, will include discussions on macroeconomic and financial developments, including cooperation on anti-money laundering/countering the financing of terror, focusing on policies to strengthen each of our economies. Commercial Dialogue: The U.S. Department of Commerce and Indian Ministry of Commerce and Industry led a public-private discussion on September 24 on manufacturing and supply chain sustainability to conserve food, energy, and natural resources.

13 Civil Aviation Cooperation: The U. S. Trade and Development Agency, with other U.S. agencies, sponsoring the U.S.-India Aviation Summit, October 29-31, 2013, in Washington, D.C. The summit intends to focus on new air traffic management technologies, aircraft environmental issues, and expanding aviation infrastructure. The Indian civil aviation market is expected to be the world s third largest by 2020, surpassing 450 million domestic passengers. Manufacturing: To facilitate closer cooperation on strengthening the manufacturing sector in both countries and eliminating barriers that dampen investor confidence, the United States has proposed the creation of a Joint Committee on Investment in Manufacturing. The new agreement will streamline access to the growing Japanese organic market for U.S. farmers and processors and eliminate significant barriers for small and medium organic producers, benefiting America's thriving organic industry," U.S. organic exports to Japan are currently estimated at $80 million, with growth due to the arrangement expected to reach at least $250 million in 10 years.
