2 Message From Chairman's Desk Dear Members, I am happy to bring to you the quarterly edition (Apr-Jun 2013) of our e-newsletter. Through this newsletter, we intend to update you on the U.S. isas, serices of the Commercial Section etc. Also included in this edition information on your Chamber's actiities, forthcoming programs, U.S. trade shows, trade enquiries, Inestment opportunities in the State of Pennsylania etc. On this occasion, I am thankful to each member of the branch committee & past Chairpersons who together with me share the responsibility on their shoulders in setting the path to enhance our serices to the members. Venkatanarayanan U.S Consul General's Message Dear Members of the Indo-American Chamber of Commerce, an all-time high. In the last decade, through the efforts of our goernments, chambers of commerce, and business, the U.S.- India bilateral trade in goods and serices has increased four and a half times. Trade between the U.S. and India is expected to cross the 100 billion U.S. dollar mark and economic ties between our two countries are at I am committed to supporting U.S. companies wishing to start exporting or expand their exports to India and helping Indian companies find U.S. suppliers. My team and I will continue to engage in initiaties to bolster trade and inestment between the United States and India. We seek to help companies take full adantage of the talent and innoation aailable in both our countries. In this edition of the newsletter, I would like to highlight two such initiaties: The SelectUSA program has announced the first eer SelectUSA Inestment Summit to be held in Washington, DC October 31-Noember 1, If your business is considering expanding its operations to, or in, the U.S. or acquiring a U.S.-based business, the SelectUSA Summit will proide a means to explore or to adance such an inestment. The second initiatie inoles promoting trael and tourism to the United States, with specific emphasis on increasing Meetings, Incenties, Conentions, and Exhibitions (MICE) trael. In 2012, trael from India to the United States rose 9.2 percent, as compared to 2011, with 724,433 Indian isitors to the United States. Last year, President Obama announced that one of the priorities of his second term would be to further increase the numbers of foreign tourists that isit the United States. To that end, he has promoted a number of reforms aimed at simplifying the process for international isitors to trael to America. The U.S. is the ultimate MICE destination, proiding safety and security, excellent conention locations, restaurants, hotels, shopping, trael options, tours, unique offsite enues, and a huge ariety of actiities. 3 U.S. Business Visas: U.S. Ambassador to India Nancy Powell could not hae been more correct when she said, the business of the U.S. Mission in India is business. The important business relationship that our two countries share is unlike any other in the world. A large number of foreign-based companies in India are headquartered in the U.S. and, likewise, a significant number of business-isa-holders in the U.S. are Indian. This symbiotic relationship fills important jobs and stimulates the economies of both of our countries. In order to support this mutually beneficial business relationship, the U.S. Mission in India facilitates the ital trael of business men and women between our two democratic nations. The U.S. Mission in India offers a ariety of different isa types to Indian business traellers including B1, H1B, and L1 isas. We also hae special programs in place to facilitate trael including sameday appointments for Blanket L1 applicants and an Interiew Waier Program for certain qualified applicants. Many Indian business traellers may need to go to the U.S. for short time periods to attend a conference, meeting, training or similar eent. The B1 isa is designed for this category of short-term business traellers going to the U.S. for nonproductie work. The B1 isa is typically alid for multiple entries oer a period of 10 years with a maximum length of stay usually 6 months or less. There is no petition required for this isa category and it is usually gien in conjunction with a B2 tourist isa. This allows the traeller to hae a dual purpose isa as we recognize that the reason for trael may ary from year to year oer the 10 year alidity period. While productie work is not allowed on this isa class, we do hae isa classes aailable for those applicants who need to trael to the U.S. to work. supporting documents. If approed, the isa duration will reflect the alidity dates of the petition. The isa is alid for multiple entries before the expiration date. Dependent spouses and children accompanying the principal H1B applicant may apply for an H4 isa. Dependents may apply for the H4isa at the same time as the principal applicant or after the principal applicant has receied his/her approed H1B isa. As the H1B isa category is specifically for skilled workers, many businesses may hae a separate need to send specialized or senior management leel employees to the U.S. to work, in which case they would apply for an L1 isa. The L1 isa is also a petition based isa category which is designed for senior management leel (L1A) employees or employees with specialized knowledge (L1B). The L1 petition can be for an indiidual or can be a blanket petition for a number of the company's employees. Dependent spouses and children accompanying the principal L1 applicant may apply for an L2 isa. Dependents may apply for the L2 isa at the same time as the principal applicant or after the principal applicant has receied the approed L1 isa. With the indiidual L1 petition, much of the applicant etting process is The H1B isa is a petition based isa that is designed for professional workers who wish to trael to the U.S. to do productie work for an extended period of time. The initial process begins with the employer applying for, on behalf of the applicant, a petition with United States Citizenship and Immigration Serices (USCIS) in the United States. Applicants must hae a four-year degree or equialent work experience. Once a petition is approed, the applicant may then apply for the H1B isa at any of our U.S. Consulates or Embassy here in India. At the time of application, the applicant must present the approed petition and any done by USCIS but with the blanket L1 petition, the applicant must be interiewed and the decision as to whether the applicant qualifies lies solely with the adjudicating officer. Currently, blanket L1 applications for India are being processed only in Chennai. Due to this fact, many applicants must trael from outside Chennai's consular district in order to apply for a blanket L1 isa. In an attempt to ease the burden 3
4 of trael for those coming from outside Chennai, a pilotprogram for blanket L1 applicants is being offered where same-day-appointments are aailable for the Offsite Facilitation Centre bio-data capturing and the Consulate interiew. This pilot-program reduces the time that out-oftowners need to spend in Chennai for their L1 blanket isa application: from one day to two. Another way in which we strie to make the isa application process easier is ia our Interiew Waier Program (IWP).The Interiew Waier Program is intended to simplify the isa application process for qualified preious isa holders, including those who hae had preious B1, H1B, or L1 isas and for their H4 or L2 dependents. Applicants who hae preiously obtained a B1, which is still alid or expired within48 months of the application date, may qualify for our Interiew Waier Program. Applicants who hae preiously obtained an H1B, L1,H4, or L2 isa, which is still alid or expired within 12 months of the application date, may also qualify for our Interiew Waier Program. H4 and L2 dependents must be accompanying a qualified H1B or L1 principal applicant. For these petition based isa categories, the petitioning employer and client must be the same as the preious isa. Applicants who otherwise qualify for the Interiew Waier Program (IWP) may still be called in for an interiew at the discretion of the adjudicating officer. If an applicant has neer had all ten fingerprints taken at the same time, they must still appear at one of our Offsite Facilitation Centres to hae their biographic data captured. If an applicant has had all ten fingerprints taken at the same time, then they may qualify to complete the entire isa application process ia mail. Additionally, applicants who are under 14 or aboe 80 also qualify for the IWP een if they hae neer had a isa before. The Interiew Waier Program is one of the ways that the U.S. Mission in India is trying to improe the application process for qualified and responsible preious U.S. business isa holders. Additional, detailed information on these programs can be found at this website: The U.S. Mission in India greatly alues the important business relationship that we share with India. We offer a wide ariety of isas to suit the business needs of Indian companies. In addition, we hae programs such as the same-day appointments pilot and the Interiew Waier Program to further facilitate the isa application process. The Embassy and consulates also make eery effort to keep wait times as low as possible generally less than ten days. Also, once at our facility, applicants normally spend less than one hour at the interiew. We meet regularly with Indian companies in order to discuss ways in which we can further improe our processes. 9 India US Trade Trade and commerce form a crucial component of the rapidly expanding and multi-faceted relations between India and U.S. From a modest $ 5.6 billion in 1990, the bilateral trade in merchandise goods has increased to $ 62.9 billion in 2012 representing an impressie % growth in a span of 22 years. India's merchandise exports to the U.S. grew by 1.7% from $ 9.50 billion during the period January- March 2012 to $ 9.66 billion during the period January- March US exports of merchandise to India grew by 8.89% from $ 4.74 billion during the period January- March 2012 to $ 5.17 billion during the period January- March India - U.S. bilateral merchandise trade stands at $ billion during this period. India's exports to US: Cut and polished diamonds and jewelry is a major item of India's exports to the US, accounting for 17.7%. Exports of this item fell from $ 8.01 billion in 2011 to $ 7.16 billion in 2012, a decrease of 10.6%. Textiles exports accounted for 15.3% of India's exports to the US in Textile exports fell from $ 6.28 billion in 2011 to $ 6.20 billion in 2012, a decrease of 1.29%. Exports of pharmaceutical products grew from $ 3.21 billion in 2011 to $ 4.23 billion in 2012, an increase of 31.5%. Exports of Lac, Gums, and resins grew by 240% from $1.04billion to $ 3.52 billion in Exports of mineral fuel, oil grew from $ 3.19 billion in 2011 to $ 3.26 billion in 2012, an increase of 2.3%. 12 Pennsylania: the State of Innoation Located on the East Coast of the United States, within 800 kilometers of 40% of the U.S. population and 60% of Canada's population, Pennsylania is a prime business location in the country. Only a few hours' drie from Washington, DC and New York City, Pennsylania sits between the nation's seat of goernment and main financial center. Pennsylania has the 19th largest economy in the world, and its continued success as an economic powerhouse has been ensured by the careful structuring of policies, legislation, and industry support. The state ranked 5th in oerall manufacturing by alue-added with $98.2 billion in % of the national alue, and has the 6th largest manufacturing Gross State Product in the U.S. Manufacturers in Pennsylania now account for more than 12 percent of the total output in the state, and are experiencing the best production leels in the state's history. This is both a benefit to the state's economy during recessions and also a limit with how quickly the state reflects a boom. States with a dominant industry experience dramatic increases in output during recoery periods, but these states also see steep declines during downturns as a result of the reliance on one sector. Pennsylania's core manufacturing sub-industries lie in chemical manufacturing, fabricated metals manufacturing, machinery manufacturing, primary metal manufacturing, paper products manufacturing and plastics and rubber manufacturing, with paper and primary metals ranked 2nd and 3rd in the country respectiely in terms of GDP. Attracting International Companies Pennsylania committed to breaking down barriers for businesses seeking to locate in the state. Led by the Pennsylania Office of International Business Deelopment (OIBD), the state has become a leader in cross-border projects and is one of the nation's fastest growing exporters, thanks to its global network of oerseas offices which coer oer 50 markets worldwide. These efforts hae helped make Pennsylania home to almost 6,000 foreign-owned businesses employing more than 250,000 people. Currently, there are 49 Indian-owned companies in Pennsylania, employing oer 2,400 indiiduals. Since the 1990s, the OIBD has helped companies to naigate the system of doing business in Pennsylania and abroad. One of the unique ways Pennsylania has been able to accomplish this has been through its global network of offices, including trade and inestment offices in Bangalore, India. Educated Workforce The key to a quality workforce is a quality education. The commonwealth is home to 4 of the nation's top 50 uniersities, 8 of the top 50 liberal arts colleges, 3 of the top business schools and two of the top 50 law schools. The Uniersity of Pennsylania's Wharton School of Business is one of the nation's top business schools, while Carnegie Mellon Uniersity is one of the country's highest ranked graduate computer engineering schools.
