From the President Tom Gardner I don t usually take time off in the growing season, but this year made an exception and recently traveled to California on a trip with Focus on the Family and Summit Adventures. Tristan and I flew into Fresno and joined a group and traveled up into the Sierra Nevada Mountains near the Bass Lake area for a 4 day back pack trip into the mountains. The trip is designed for father/sons or father/daughters to spend some one on one time in the Ansel Adams Wilderness area. It was a great trip and although we were backpacking, climbing, and rappelling the granite rocks with our group, we also had some great one on one time. Both my oldest son and I really enjoyed it. It is always interesting to explore new places and learn about the local culture. California is an interesting place. It is a state that government has regulated business to death. It certainly appears that you can t do much, (aside from using the bathroom) without a permit of some kind. I remember it being said in my younger years that as things go in California so goes the nation. If that is the case, from what I could see we are in for some challenges. If you recently watched the Republican and Democrat National conventions you get a pretty good feel for the political climate in our nation. I don t think any of us is real fond of the leadership of our country from the presidential stand point. However, on other national and state level positions there are people working for us that are more favorable. One thing is for sure, the climate appears to be getting more polarized and the divisions grow wider. As much as we all would like to work together, sometimes it just is not possible. We have some very important races coming up and we all must participate at some level if we hope to continue to do business and maintain our way of life. Change is inevitable and the participation in that change is mandatory. There are several ways to participate, one of the first and best is to support people that have your best interest in mind. Continued on page 2 From the Executive Director Tom Lochner It is August and one of the busiest times of the year at WSCGA. Not only are we preparing for the 2016 Summer Meeting, Field Day and Trade Show, but we also have State Fair underway, meetings of the US Cranberry Marketing Committee, the Cranberry Institute and the Sporting Clay Shoot. Add our new promotional activities at Lambeau Field in conjunction with the Green Bay Packer Training Camp, 5K Run and an August 12 Exhibition Game the August calendar is pretty full. We also continue to represent growers and their interests in the public policy arena. As we have told you, we are active in litigation regarding the application of the Clean Water Act and Wisconsin regulation to cranberry farms. The resolution of the case over the classification of cranberries as a point/ non-point source of pollution is the most significant threat to growers since the attempts to repeal the cranberry laws in the early 1990s. WSCGA is committed to protecting your rights to farm. We are part of a DNR study group looking at all water quality standards. That process will take up to 18 months as the department reviews its regulations for classifying waters and determining if they meet the standards for impaired status. Our Legislative Counsel has been working on assessment methodologies and values for cranberry farms, and we have been working with growers and DNR in Central Wisconsin to protect them from potential costs and damage from the introduction of elk in Jackson County. We have no shortage of issues and it is clear that water will continue to be the Continued on page 2

Although markets have been tight and times have been tough, there have been some victories on the state level. We have had some tax relief for farming and manufacturing. This is in part due to the political climate that sees value in what we do and is helping to maintain our way of life. You will be asked to help out and get involved. Please give careful consideration as the ramifications are huge, and the game is never won sitting on the sidelines. I encourage you to get involved and help support the candidates that best support us. There are some great things happening in our industry and there are some new developments, but there are also some challenges. We must work together and stay united. Thank you for your support! 3 Message from WSCGA Board of Directors We want to make you aware of a serious threat to the viability of your cranberry farm and the action that the WSCGA is taking to protect your interests. On June 10, 2016, a group of lakeshore owners in Sawyer County filed an action against the Wisconsin Department of Natural Resources ( DNR ) and the Natural Resources Board. Among other allegations made in the suit, the group asks the court to find return flows from cranberry farms to be point sources of pollution. The Wisconsin DNR has historically taken the position that the Federal language that return flows from irrigated agriculture are non-point sources of pollution under the Clean Water Act applies to cranberry farms. If, however, the plaintiffs were to prevail on their claim that cranberry growing is a point source activity, then every grower in Wisconsin would face the prospect of having to secure a permit from the Wisconsin DNR to continue farming. WSCGA has been anticipating this suit and has been preparing for it for more than five years. The significance to all Wisconsin cranberry growers cannot be overstated. It also has potential ramifications for other US Cranberry growers as well as Wisconsin farmers. The Board of Directors believes this is the most serious legal issue we have faced since the efforts to repeal the cranberry laws in the early 1990s. We were successful in protecting your rights then. We plan to be as aggressive in protecting them in this case, as well. In response to this challenge, the WSCGA Board of Directors, at its June 21st meeting authorized our legal counsel to prepare a petition to intervene in the case. If granted, WSCGA would join the State of Wisconsin as a party in the litigation. We are also reaching out to other agricultural and business organizations for support. As the case progresses we will keep you updated. We want to thank all of you who have been supportive of the Association through payment of your dues and contributions to the Water and Wetlands Fund. Without that support we would not be in a position to represent Wisconsin growers in this case. We would also encourage any growers who have not invested in payment of their dues to reconsider that decision. The costs you will incur should we not succeed will certainly outweigh the amount of investment that your dues would be. 6 Grower Anniversary & Centennial Marsh Recognition At the Summer Meeting on August 10th, the WSCGA Board of Directors will again provide recognition to growers celebrating 25, 50, 75, 100 and 125 year anniversaries. The Board will also provide special centennial recognition to marshes that have been producing crop continuously for 100 years or more. The criteria for centennial recognition are: 1) the marsh has been producing a crop continuously for 100 years; 2) ownership is not a factor, 3) the current owner(s) will be recognized. Centennial marshes will be provided a plaque as well as being listed on a Centennial Marsh plaque displayed in the WSCGA office. If you are celebrating a 25, 50, 75, 100 or 125 year anniversary; or are eligible for centennial recognition, please contact Alex Skawinski at the WSCGA office ( ) so we can provide you with the appropriate recognition at this year s Summer Meeting. Legislative Update By Jordan Lamb, DeWitt Ross & Stevens Development of Targeted Nonpoint Standards for Karst Areas Underway In response to a request from the Natural Resources Board (NR Board) at its June 2016 meeting, the Department of Natural Resources is presenting a Scope Statement to the NR Board at its August meeting that outlines a proposed course of action to revise Wis. Admin. Code s. NR 151, Wisconsin s nonpoint source pollution administrative code, and to incorporate by reference, those changes into Wis. Admin. Code s. NR 243, the concentrated animal feeding operation (CAFO) runoff rule. The Scope Statement, which is the first step in Wisconsin s administrative rule process, is slated to be reviewed and potentially approved by the NR Board at their meeting in Ashland on August 3. According to the Scope Statement, the purpose of the proposed revisions is to establish agricultural nonpoint source performance standards targeted to abate nonpoint source pollution in areas of the state with shallow soils overlaying fractured bedrock (sensitive areas.) The department states in the scope that it has determined that statewide nonpoint source performance standards have not proven sufficient to achieve groundwater or surface water standards in these [karst] areas. Accordingly, the department plans to review recommendations regarding policies and practices for targeted areas that have been developed by work groups, stakeholders and federal, state and local agencies. Specifically, the department has been conducting a research study of the wells in Kewaunee county to obtain additional scientific information and date that will assist in the development of recommendations. Any targeted performance standards that are developed and incorporated into NR 151 will then be incorporated by reference into NR 243. If the Scope State is approved by the NR Board, then the DNR will begin the process of developing a draft rule for the Board s review and consideration. The department proposes to hold two public hearings in the spring of 2017 to gather input on this proposal. Although this developing rule revision appears to be targeted at nonpoint source pollution originating from livestock farms, all farmers should watch these developments carefully because the push in the future for more stringent regional, or targeted, nonpoint source pollution performance standards is not likely to be limited to livestock operations. 7 Public Relations Update By Kathryn Whitlock Laughlin Constable We ve had a busy summer implementing the communications initiatives set forth by the PR Committee earlier this year. Last month, two WSCGA Packers sponsorship events took place the 5K Run on July 23 and a Training Camp practice on July 30. We had a booth at both events where we handed out samples and talked with guests about Wisconsin Cranberries. Our final Packers event will be on Aug. 12 at the Packers vs. Cleveland Browns preseason game. Our Milwaukee Brewers Radio Network series sponsorship radio ads also began running with the July series against Pittsburgh. Tune in to Brewers Radio Network during the Aug series against Seattle, the Sept. 2-4 series at Pittsburgh, and the Sept series against Cincinnati to hear the new ads! We ve also been busy preparing for the Wisconsin State Fair, which runs Aug Last year, we brought back the food sales due to popular demand, and we are pleased to be offering cranberry products at our booth again this year. We will be selling Cranberry White Chocolate Chunk Cookies, Cranberry Extract Water, Cranberry Juice Cocktail and the popular Chocolate Covered Cranberries on a Stick. To tie in with the Olympics, which will run during the Fair, we are also offering a new variation of the Cran-On-A-Stick, the All-American Chocolate Covered Cranberry on a Stick. It will be coated in white chocolate with red and blue icing. We ll also have our model marsh display, our mini-marsh, educational videos and more. 8 Wisconsin Cranberries at Packer 5K Run Earlier this year the WSCGA partnered with the Green Bay Packers to conduct a number of promotional activities at Lambeau Field. The initial event was the packer 5K run held on July 23. Close to 6,000 people participated in the event which featured a course that started on Lombardi Avenue and ran through the nearby neighborhood passing Bart Starr Plaza, skirting Holmgren Way and Mike McCarthy Way before a lap around Lambeau Field and a finish line in the parking lot. Participants received information on the state s number 1 fruit crop in their registration packets and WSCGA provided samples of cranberry juice and packets of dried cranberries. The runners and their families appreciated a cold glass of juice after the run in hot and humid conditions. WSCGA will provide samples again at Packer Training Camp on July 30 and before the Exhibition Game on August 12. 9 Research Roundtable Meets to Discuss Future A meeting of the members of the Cranberry Research Roundtable was held on July 14 at the Best Western in Tomah, Wisconsin. The invitees included members of the WSCGA Research Committee, the WSCGA Board of Directors, members of the Wisconsin Cranberry Board, Inc. and the WCREF Board of Directors. UW and UWEX Faculty were invited to the meeting. A conflict with an Extension Fruit Crops program limited participation. The roundtable was held to facilitate a discussion on the future needs of the industry for research and to provide recommendations to the USDA Agricultural Research Service (ARS) as they consider use of additional funds for cranberry research in Wisconsin including the establishment of an additional research scientist stationed at UW Madison. The agenda included a review of current resources that are devoted to cranberry research followed by a discussion of needs identified by the group. Following that discussion a set of recommendations were developed for further discussion by and with USDA ARS. Research and Extension Faculty Resources Since 2008 the industry, led by WCB and WSCGA, have worked the UW Madison, UW CALS and USDA Agricultural Research Service (ARS) to assemble a strong, young, energetic cranberry team on the UW Madison Campus. Most members of the UW Faculty carry multiple appointments in research, extension and undergraduate education. They also work in crops other than cranberry. The exception is the USDA ARS Scientists who devote all of their time to cranberry research and technology transfer. The UW CALS/UW Extension faculty positions are located in Plant Pathology, Horticulture, Soil Science, Biological Systems Engineering and Entomology Departments. USDA ARS has positions in Horticulture to work on Cranberry Genome and Genetic Improvement, and Entomology to work on Cranberry Pest Management. Table 1 (below) shows the current UW faculty conducting research on cranberry production. Table 2 (below) shows the UW CALS and UW Extension resources provided for these positions. The figures are for the cranberry program on campus and through UW Extension. These figures were provided in Through the efforts of the WSCGA, the base budget for the USDA ARS Cranberry Research Program received an increase of $750,000 per year. USDA ARS will take a 10% administration fee from the allocation, so the net figure is expected to be $675,000. The initial funds in FY2016 and FY2017 will be used in support of the establishment of a cranberry research station in Wisconsin. Funds in future years will be requested to provide support for the station and its operation. ARS has indicated that they will use some of the funds to increase support and funding for the two ARS programs at UW Madison in the Steffan and Zalapa labs. In the future, USDA ARS plans to establish an additional research scientist in the ARS Cranberry Research Program located on the Madison Campus. 10 Research Roundtable, Continued from page 9 Discussion The group engaged in an active discussion about needs going forward. A summary of the discussion between the growers and crop consultants is presented below: There are many questions about plant physiology especially related to nutrient use. Atucha s work on physiology and root development has opened a new area of research related to water, nutrients and plant uptake of these resources. Any new physiology position should work to compliment the work that Dr. Atucha is engaged in. Growers still have questions on plant nutrition and how to manage nutrients in new hybrids. Water Relations in cranberry looking at water uptake, needs and usage by the plant, an understanding of soil dynamics, plant nutrition usage and practices that minimize risk to water quality. Water quantity and quality are issues and risks for the industry in the future. Fund should not be used to fill vacancies at UW due to retirement. UW and UWEX are responsible for those positions and the industry will work hard to make sure that any vacancies are filled in as expedited a manner as possible. Information on new technologies and their application to cranberry growing was identified as a major need. A position that would identify new technologies that are available and investigate their application to cranberry, and then develop recommendations on how to adopt them. Adoption of technology to save labor costs was mentioned as a need as labor becomes in shorter supply in the future. Can the funds be used to fund short term projects rather than a tenure track position? Can funds be used to support graduate students in the two existing programs to work in areas of other UW faculty? Is there a specific role for organic production or the development of more sustainable practices? After lunch UW Faculty and Staff joined the meeting. Jed Colquhoun and Jack Perry were present in person. Juan Zalapa joined via telephone. Jed Colquhoun Offered the thought that a tenure track position is preferred by ARS and UW. Such positions are better protected from budget cuts. Generally these positions have longer term commitments. The proper person or program could hire graduate students or technicians to address shorter term projects. Generally short term positions have short term funding. He believes that a physiologist focused on water quantity and quality would be a good fit. The Department of Horticulture is posting a position to look at those issue in potato and vegetable crops. One possible option is to use a portion of the funds to create a funding pool similar to the Potato and Vegetable Internal Competition Program. Juan Zalapa Offered that use of the funds has flexibility once the ARS faculty receive them. He believes he could be able to support short term projects in areas of need identified by the industry. He appreciates the additional support that could be coming to his program. The discussion within ARS has been a tenure track position and a focus on water issues. 11 WCREF Continues to Make Progress on Research Station The Foundation continues its work to establish a research station for cranberries in Wisconsin. In the past month the board has looked at additional farms as potential sites for the station. At the same time they have been active in other areas to gather necessary resources and information to make the best decision on a site. Activities have included: Continuing Capitol Campaign which has reached $610,000 amount toward goal of $750,000. Working with USDA Agricultural Research Service to finalize a cooperative agreement for the use of funds allocated for the project. The additional funds to the USDA ARS Cranberry Research Program be used to provide the necessary resources for the development of the capitol need for the establishment of a research station for cranberries in Wisconsin before considering additions of new staff. 2. A portion of the funds be set aside to support activities and operation of the research farm. 3. If a tenure track research scientist is to be hired, USDA ARS consider a position that incorporates cranberry plant physiology with water relations funds include $675,000 in Fiscal Year 2016 and an additional amount in Fiscal Year 2017 to complete the project. Selected an auditor to work with Foundation on tax exempt status and issues to organize the project in accordance with IRS guidelines. Meetings with UW faculty to discuss needs and potential designs for research plots and buildings.
