Following will be the steps 1. Invitiation of expression of interest as per attached format to be recived by 21 st April Short listing of consultants based on the expression of interst recieved. The scrutiny to be done by technical committee headed by Cheif Engineer within 10 days. 3. The short listed consultants will be invited to submit technical and financial proposal in prescribed formats which will be issued to them under an RFP in 10 days 4. The offers will be recived from consultants in 2 envelop system containing technical and financial bids. 5. The technical bids will be evaluated against criteria laid down and will be alloted marks as per the bid evaluation. 6. Consultants who score more than 75 marks will be considered for finacial bid openeing. 7. The financial bids will be opened for the consulatnts who score > 75 marks. 8. The final score will be evaluated based on 75% weightage to technical score and 25% weightage to finacial score as per standard World Bank procedure

Expression of interest are invited from qualified and experienced consulting firm and individual consultants who wish to be considered for consultancy assignment for the work of Project support agency for Liquid Waste management Project to be implemented in 94 villages in all over Maharashtra. The project is funded by NABARD and Government of Maharashtra and is for the period of approximately 1 year. Objective & Rationale The project objectives is to design, construct and maintain, sustainable and appropriate solutions to treat waste water generated in 94 large villages with population more than in the state of Maharashtra with active participation from village panchayats. Villages having population more than are necessarily those villages which are fast urbanising and acquiring urban characteristics. These villages are growing rapidly in unplanned manner. Sanitation facilities are largely neglected in such villages. This results in deterioration of quality of life. In case of villages located along Major River stretches and surface water bodies are causing pollution of water bodies and affecting downstream users. The key factor in sustainability of waste water treatment interventions will be capital and O&M costs and capacity of the Gram Panchayat to implement and manage the intervention. MJP therefore proposes a basket of low cost and low maintenance technologies for this project.

6 In order to ensure involvement and participation of village community in the process, it is proposed to implement the program in partnership with Gram Panchayat and Village Water and Sanitation Committee (VWSC). Scope of the work : 1. Study and analysis of various available techno economical sewage treatment technologies, compilation of various technologies for waste water treatment and recommending appropriate technologies for the project. 2. To prepare detailed project reports for 10 pilot villages selected by MJP with detailed survey and investigation and finalise process and formats for DPR preparation including technical analysis, social interventions to help replication in other villages. The soft and hard copies of the DPR should be submitted to MJP 3. The consultant should also classify the remainaing villages in various types and indicate corresponding DPR for each type 4. Develop process guidance template for process of planning and implementation. 5. Orientation of concerned MJP staff for planning and implementation of the project. 6. Develop a monitoring framework and tools for monitoring the progress of Project, analysing the progress of work and suggest solutions 7. Review of DPRs of other villages submitted by consultants/subdivisions and submit recommendation to MJP for approval. 8. Compilation of project progress reports based on monitoring data. 9. Documentation of case studies which includes mainly the performance and the tenders implented. 10. Preparing the quarterly progress report which should contain physical and finacial progress of the liquid waste management project. 11. Preparing the reimbursement claim for submitting to funding agency. It will be submitted by MJP to nodal officer of GoM.

7 12. Tho assist MJP for selection of location of Liquid Waste management treatment plant. 13. To suggest MJP for selection and finalisation of technology in the village. 14. Monthly / quarterly supervision of the work carried out for the villages and guide MJP for improvement in performance. The site visit should be in cordination with technology provider. 15. To prepare villagewise Project Completion Report (PCR) as per the guidelines of nodal officer, GoM. 16. To prepare a comprehensive final report for the entire project.
