Invitation for Expression of Interest Hong Kong Science and Technology Parks Corporation (HKSTP) is inviting professional facility management companies to express their interest in undertaking the facility management service for Science Park Extension One (SPX1), Hong Kong Science Park. 2. Description of SPX1, Hong Kong Science Park Hong Kong Science Park (The Park) is located at Tolo Harbour waterfront in Pak Shek Kok, New Territories. A 22-hectare parcel of land has been allocated to the Park for its development. The SPX1 is a new extension inside the Park. It is now under construction and will be completed by early The SPX1 comprises of 2 buildings (17W and 19W) with total 110,000m 2 in GFA of leasable office and laboratory space. It also contains shops, food and beverage outlets, carpark, conferencing and exhibition facilities, ensuring that companies in the Park and visitors can enjoy easy access to everything they may need on-site. HKSTP is the landlord responsible for facility management of this extension, which will be out-sourced through this tender. 3. Scope of Service The SPX1 is a state-of-the-art infrastructure aiming to bring together world-class technology and most highly-skilled workforce to carry out their research and development work in a purpose-built environment. The Facilities including all building services, utilities, ancillaries, fittings, fixtures, etc are to be operated and maintained on a round-the-clock (not necessarily with peak strength at all times), and full time basis meeting international standard. HKSTP expects the Successful Tenderer to take a single point and full responsibility of 3 stages of works, namely (i) Construction Stage, (ii) Handover Stage and (iii) Operation Stage. The scope of work includes but not limited to the below:- 1

2 Stage Description Work Scope I Construction Stage Design Review and Familiarization Site Monitoring (from FM point of view) Quality Monitoring (from FM point of view) Support for Leasing activities Establish FM System Pre-Testing & Commissioning II Handover Stage Record Checking Verify the O&M Manuals, Drawings and Testing Certificate Attend Testing and Commissioning Defects Taking and Monitoring of Rectification Attend Training from Manufacturers Prepare Tender for Maintenance in E&M systems Setup of FM System III Operation Stage Takeover of Facilities Operate FMO, Store & Workshop Assist in Leasing Operate the Buildings HKSTP s objective is that the Successful Tenderer does not perceive this as a short term or a one-time contract but as an ongoing exercise in Asset Value Maximization and Asset Life Prolongation. The Facility Management assignment requires modern systems and services of international quality, integrating all functions necessary to support the daily operations ranging from premises security, landscaping to high-tech operations, deploying competent, suitably trained and experienced work force under a well structured system, and using modern management techniques. Maintenance of equipment and building shall be ensured as Life Time Care with planned maintenance schedule, procedures, self-audit and continuous improvement, precisely determining most appropriate type and level of services. This section highlights the provision of various services required. For ease of understanding, the Services have been divided into the following categories: A) Basic Services : These are critical to the functioning of the Park, including security, cleaning, maintenance and operation of the development, and coordination of all the operation and maintenance of the common IT services provided by HKSTP. Provide pre-management services (as stated in Stage I & Stage II works) before actual operation of the building; B) Value Added Services : These are the management of services for the restaurant, cafe, food court, convenience store, retail shops, banking facilities, 2

3 conferencing and exhibition facilities, business centre, issues concerning the Environment, Health and Safety and provision of minor repair work service for tenants of the development; C) Administration Services : These involve handling complete administration on behalf of HKSTP, such as carpark income, venue income, monthly administration services reporting, etc.; D) Services for Refurbishing Incubation Centre E) Services for Statutory Compliance and Improvement Works : These involve procurement of Consultancy and/or Contracting services for refurbishing and converting Incubation units and tenants areas due to change of tenancy; and These involve procurement of Consultant and Contracting Services to carry out the statutory compliance and improvement work to the Park. 4. Proposed Term of Assignment Tentatively, the assignment shall be divided into 3 stages, namely construction stage, handover stage and operation stages respectively. The construction stage will be commenced from Sept 2018 while the handover stage will be commenced from Dec The operation stage will be commenced from Feb 2019 for a term of three years. HKSTP has the option to extend the term for a further three years subject to HKSTP s decision. 5. Submission of Expression of Interest Interested company is requested to submit the following information via our HKSTP TENDER Website: a) Relevant Experience: To provide the relevant property and facility management projects undertaken by your company with information such as Experience of property administrative/site management in Hong Kong together with information on the extent and nature of the services provided List of the commercial property/facilities with total area currently managed by your company in Hong Kong. For the largest three commercial/ngo/government property/facilities currently managed by your company in Hong Kong, briefly describe the services provided and the relevant contract period 3

4 Details of experience and expertise in managing electrical and mechanical maintenance work, including preparation of specifications, conducting of tender process, tender evaluation works supervision and contract administration Details of experience and expertise in operating central chiller plant system Details of experience and expertise in pre management and handover of new project b) Staff Resources: To provide the staff resource information, such as Knowledge, experience and capability of key staff Total number of staff directly employed by your company in Hong Kong, Asia-Pacific and overseas (excluding staff from out-sourced subcontracts) Organisation Chart of your company in Hong Kong showing the company structure and no. of staff; The curriculum vitae of the key staff likely to be employed for the services c) General Performance Record: To provide general performance record information, such as Performance record and award Valid certificates of quality management, environmental management, health and safety management standards and etc. (e.g. ISO/OHSAS standards) Letters from different clients with positive response (i.e. indicating above average performance) for reference List of properties in which clients will willing to renew the property and facilities management contract d) Innovative Ideas: To provide a description of any innovative ideas for management of Hong Kong Science Park in the areas such as: modern management techniques, improvement of customer service, improvement of HKSTP s image, cost savings, green and safety initiatives. Late submissions or submissions that do not conform to the requirements will NOT be considered. At this stage, the submission is NOT intended to be comprehensive, please limit your submission to the requested items above. 6. Selection Criteria 4

5 Suitable companies will be short-listed for submission of detailed technical and fee proposals. HKSTP will solely base on the self-contained submission as mentioned above for short-listing. The selection criteria are set as follows: Relevant experience (30%) Staff resources (25%) General performance record (25%) Innovative ideas & FM best practice, if any (10%) Quality of submission (accuracy/detailing/presentation of submission) (10%) It is the intention of HKSTP to short-list not more than ten (10) highest score companies, who meet our minimum requirements of a total aggregate score of 50%, from this EOI submission for further submission of detailed technical and price proposals. Any company obtaining a zero score in an individual section will not be considered. HKSTP is NOT bound to invite any company to further submit any bids. It should be noted that HKSTP will NOT be responsible for the reimbursement of any cost incurred for the preparation of the submission. 7. Closing Date Company should submit the EOI proposal and one copy of Non-Collusive Tendering Certificate, duly signed with company chop (in the form set out at Annex I to this EOI) via our HKSTP TENDER Website before 12:00 noon on 16 May Remark: Because this is an EOI which shortlists the companies for tendering, in your submission, company should input 0 under the Total Contract Sum (HK$) section of HKSTP TENDER Website.
